भती जनयम, 2000, को उन बातों के जसवाय, अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िै या करने का

लोप दकया गया िै, भारत के मिारजिस्ट्रार का कायाालय, राज्यों और संघ राज्य क्षेत्रों में िनगणना काया जनिेिालय के

कायाालयों, गृि मंत्रालय में वररष्ठ अनुवािक के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम

बनाते िै, अथाात :-

संजक्षप् त नाम और प्रारम् भ: (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, भारत के मिारजिस्ट्रार का कायाालय,

राज्यों और संघ राज्य क्षेत्रों में िनगणना काया जनिेिालय के कायाालय, वररष्ठ अनुवािक (समूि “ख” पि ) भती

जनयम, 2025 िै ।

(2) ये रािपत्र में प्रकािन की तारीख को प्रवृत् त िोंगे ।

पि की संख्या, वगीकरण और वेतन मैरर‍स में स्ट्तर.- उक्त पि की संख्या, उसका वगीकरण और वेतन मैरर‍स में

उनका स्ट्तर वि िोगा िो इन जनयमों के साथ उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिाताएं आदि- उक्त पि पर भती की पद्धजत, आयु-सीमा, अिाताएं तथा उससे

संबंजित अन्य बातें वे िोंगी िो उक्त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

जनरिाता.- वि व्यजक्त,-

(क) जिसने ऐसे व्यजक्त से, जिसका पजत या पत्नी िीजवत िै; जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या पत्नी के िीजवत रिते हुए दकसी व्यजक्त से जववाि दकया िै, या जववाि की संजविा की िै;

उक्त पि पर जनयुजक्त का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजक्त और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै, और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजक्त

को इस जनयम के प्रवतान से छूट िे सकेगी।

जिजथल करने की िजक्त.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि,

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी

उपबंि को दकसी वगा या प्रवगा के व्यजक्तयों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजि.- इन जनयमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत

िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजक्तयों के जलए

उपबंि करना अपेजक्षत िै।

रटप्पण : ििां कजनष्ठों, जिन्िोंने अपनी अिाता या पात्रता सेवा

पूरी कर ली िै, की प्रोन्नजत के जलए जवचार दकया िा रिा िै

उनके वररष्ठों पर भी जवचार दकया िाएगा बिते दक वे ऐसी

अिाता या पात्रता सेवा के आिे से अजिक या िो वषा िो भी

कम िो, से अपेजक्षत योग्यता या पात्रता सेवा से कम न िों और

अपने ऐसे कजनष्ठों, जिन्िोंने ऐसी अिाता या पात्रता सेवा

पिले िी पूरी कर ली िो, के साथ अगले उच्च ग्रेड में प्रोन्नजत के

प्रजतजनयुज‍ त :

केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र

प्रिासनों के अिीन ऐसे अजिकारी,-

(क) (i) मूल संवगा अथवा जवभाग में जनयजमत आिार पर

सिृि पि िारण दकए हुए िै; या

(ii) जिन् िोंने मूल संवगा अथवा जवभाग में वेतन मैरर‍स

(रुपये 35400-112400) में स्ट्तर -6 या समतुल्य में

जनयजमत आिार पर जनयुजक्त के पश्चात पााँच वषा की

सेवा की िै; और

(ख) जनम्नजलजखत िैजक्षक अिाताएं और अनुभव रखते िों,

अथाात : (i) क. दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक

स्ट्तर पर अजनवाया या वैकजल्पक जवषय या परीक्षा के माध्यम

के रूप में अंग्रेिी के साथ हिंिी में स्नातकोिर की उपाजि; या

ख . दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक स्ट्तर पर

अजनवाया या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में

हिंिी के साथ अंग्रेिी में स्नातकोिर की उपाजि; या

ग . दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक स्ट्तर पर

अजनवाया या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में

अंग्रेिी और हिंिी माध्यम के साथ हिंिी या अंग्रेिी से जभन्न

दकसी जवषय में स्नातकोिर की उपाजि; या

घ. दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक स्ट्तर पर

अजनवाया या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में

हिंिी और अंग्रेिी माध्यम के साथ हिंिी या अंग्रेिी से जभन्न

दकसी जवषय में स्नातकोिर की उपाजि; या

ड़. दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक स्ट्तर पर

अजनवाया या वैकजल्पक जवषय के रूप में हिंिी और अंग्रेिी के

साथ या इन िोनों में से कोई एक परीक्षा के माध्यम के रूप में

और िूसरा अजनवाया या वैकजल्पक जवषय के रूप में हिंिी या

अंग्रेिी से जभन्न दकसी जवषय में स्नातकोिर की उपाजि; और

(ii). हिंिी से अंग्रेिी में और अंग्रेिी से हिंिी में अनुवाि में

मान्यता प्राप्त जडप्लोमा या प्रमाणपत्र पाठ्यक्म या भारत

सरकार के उपक्म सजित केन्रीय सरकार या राज्य सरकार के

कायाालयों में हिंिी से अंग्रेिी और अंग्रेिी से हिंिी में अनुवाि

काया का तीन वषा का अनुभव।

रटप्पण 1- फीडर श्रेणी के जवभागीय अजिकारी, जिनकी

प्रोन्नजत आसन्न िै, प्रजतजनयुजक्त पर जनयुजक्त के जलए जवचार

दकए िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुक्त

कमाचारी प्रोन्नजत पर जनयुजक्त के जलए जवचार दकए िाने के

पात्र निीं िोंगे।

रटप्पण 2- प्रजतजनयुजक्त की अवजि, जिसके अंतगात केन्रीय

सरकार के उसी अथवा अन्य संगठन अथवा जवभाग में इस

जनयुजक्त से तुरंत पिले िाररत दकसी अन्य संवगा बाह्य पि पर

प्रजतजनयुजक्त की अवजि भी िै, सामान्यत: तीन वषा से अजिक

निीं िोगी।

रटप्पण 3- प्रजतजनयुजक्त द्वारा जनयुजक्त के जलए अजिकतम आयु-

सीमा आवेिन प्राप्त िोने की अंजतम तारीख को 56 वषा से

अजिक निीं िोगी।

G.S.R. 6.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the office of the Registrar General, India and the offices of the Directors of Census Operations in

States and Union Territories (Senior Translator) Recruitment Rules, 2000, except as respects things done or omitted

to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Senior Translator in the Office of the Registrar General, India as well as the Offices of the

Directors of Census Operations in States and Union territories, Ministry of Home Affairs, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Office of the

Registrar General, India and Offices of the Directors of Census Operations in States and Union territories,

Senior Translator (Group ‘B’ Posts) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.- The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse

living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.- Where the Central Government is of opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

Promotion:

From amongst Junior Translators in level-6 in the pay matrix (Rs.35400-

112400) with five years regular service in the grade and having successfully

completed the training of four weeks in the relevant field organised by Office

of the Registrar General India.

Note.- Where juniors who have completed their qualifying or eligibility

service are being considered for promotion, their seniors shall also be

considered provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying or eligibility service

or two years, whichever is less and have successfully completed their

probation period for promotion to the next higher grade along with their

juniors who have already completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government or State Governments or Union territory

Administrations,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or

department; or

(ii) with five years service rendered after appointment to the post on a

regular basis in level-6 in the pay matrix (Rs.35400-112400) or equivalent in

the parent cadre or department; and

(b) possessing the following educational qualifications and experience,

namely:-

(i) A. Master's degree from a recognised university in Hindi with English as a

compulsory or elective subject or as the medium of examination at the degree

level; or

B. Master’s degree from a recognised university in English with Hindi as a

compulsory or elective subject or as the medium of examination at the degree

level; or

C. Master’s degree from a recognised university in any subject other than

Hindi or English, with Hindi medium and English as a compulsory or

elective subject or as the medium of a examination at the degree level; or

D. Master’s degree from a recognised university in any subject other than

Hindi or English, with English medium and Hindi as a compulsory or

elective subject or as the medium of a examination at the degree level; or

E. Master’s degree from a recognised university in any subject other than

Hindi or English, with Hindi and English as compulsory or elective subjects

or either of the two as a medium of examination and the other as a

compulsory or elective subject at the degree level; and

(ii) recognised diploma or certificate course in translation from Hindi to

English and vice-versa or three years’ experience of translation work from

Hindi to English and vice-versa in the Central Government or State

Governments office, including Government of India undertaking.

Note 1.- The departmental officers in the feeder category who are in the

direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, the deputationists shall not be eligible

for consideration for appointment by promotion.

Note 2.- The period of deputation including the period of deputation in

another ex-cadre post held immediately preceding this appointment in the

same or some other organisation or department of the Central Government

shall ordinarily not exceed three years.

Note.- The maximum age-limit for appointment by deputation shall be not

exceeding fifty-six years as on the closing date of receipt of applications.

अजिकाररयों में सेः-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैरर‍स के स्ट्तर-12 (78800-209200/- रु.) या समतुल्य में जनयजमत

आिार पर जनयुजक्त के पश्चात् उस श्रेणी में पांच वषा की सेवा की िै; और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिाताएं और अनुभव िो, अथाात्:-

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से बैचलर जडग्री; और

(ii) औद्योजगक पररयोिनाओं, लघु उद्योगों या पयाटन को बढावा िेने में िस वषा का अनुभव।

रटप्पण : प्रजतजनयुजक्त (जिसके अंतगात अल्पकाजलक संजविा भी िै) की अवजि, जिसके अंतगात केंरीय सरकार के उसी या

दकसी अन्य संगठन या जवभाग में इस जनयुजक्त से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजक्त (जिसके

अंतगात अल्पकाजलक संजविा भी िै) की अवजि िै सािारणतया 5 वषा से अजिक निीं िोगी।

रटप्पण : प्रजतजनयुजक्त (जिसके अंतगात अल्पकाजलक संजविा भी िै) द्वारा जनयुजक्त के जलए अजिकतम आयु सीमा आवेिन

प्राप्त करने की अंजतम तारीख को 56 वषा से अजिक निीं िोगी।

G.S.R. 7.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the North Eastern Council Secretariat, Shillong, Director (Tourism and Industries) Recruitment Rules,

2022, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Director (Tourism and Industries) in the Ministry

of Development of North Eastern Region, North Eastern Council Secretariat, Shillong, namely: -

Short title and commencement – (1) These rules may be called the North Eastern Council Secretariat,

Shillong, Director (Tourism and Industries) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. - The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, other qualifications, etc.– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.
