संख्या 9-7/2024-यू.3(क)—जबदक, केंद्र सरकार को शिश्वशिद्यालय अनुिान आयोग (यूजीसी) अशिशनयम, 1956 की िारा 3 के तहत

यूजीसी की सलाह पर उच्चतर शिक्षा के दकसी संस्थान को सम शिश्वशिद्यालय संस्थान घोशित करने का अशिकार प्राप्त है।

2. और जबदक, भारतीय मानि बस्ती संस्थान (एक गैर-लाभकारी कंपनी) द्वारा यूजीसी पोर्टल पर यूजीसी अशिशनयम, 1956 की

िारा 3 के तहत भारतीय मानि बस्ती संस्थान (आईआईएचएस), केंगेरी के साथ-साथ भारतीय मानि बशस्तयााँ संस्थान (आईआईएचएस), बेंगलुरु

को शिशिष्ट श्रेणी के अंतगटत सम शिश्वशिद्यालय संस्थान का िजाट िेने के शलए ऑनलाइन आिेिन प्रस्तुत दकया गया था।

3. और इसके अशतररक्त, जबदक मंत्रालय ने यूजीसी की सलाह पर, भारतीय मानि बस्ती संस्थान (प्रायोजक शनकाय) को एक घर्क

इकाई (अथाटत आईआईएचएस केंगेरी पररसर) के साथ आईआईएचएस, बेंगलुरु को एक शिशिष्ट श्रेणी के तहत सम शिश्वशिद्यालय के रूप में संस्थान

का िजाट िेने से पहले तीन साल की अिशि के भीतर कुछ ितों को पूरा करने के शलए आिय पत्र जारी दकया था।

4. और जबदक, शनिेिक, आईआईएचएस, बेंगलुरु ने एलओआई की ितों को पूरा करने के संबंि में अनुपालन ररपोर्ट प्रस्तुत की, शजसे

यूजीसी शििेिज्ञ सशमशत द्वारा सत्याशपत दकया गया था। आयोग ने संस्थान की अनुपालन ररपोर्ट की स्िीकृशत के संबंि में यूजीसी शििेिज्ञ सशमशत

की ररपोर्ट पर शिचार दकया और उसे अनुमोदित दकया।

5. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशक्तयों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह

पर, एतिद्वारा भारतीय मानि बशस्तयों के शलए संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क के साथ-साथ भारतीय मानि बशस्तयों के शलए संस्थान

(आईआईएचएस), केंगेरी (घर्क इकाई) को एक शिशिष्ट श्रेणी के तहत एक सम शिश्वशिद्यालय संस्थान के रूप में घोशित करता है। उक्त घोिणा

शनम्नशलशित ितों के अध्यिीन है:—

i.

संपूणट चल और अचल संपशत्त भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क के नाम पर होगी।

ii.

यूजीसी और शिक्षा मंत्रालय की पूिट अनुमशत के शबना, सम शिश्वशिद्यालय माने जाने िाले दकसी भी संस्थान या उसकी घर्क

इकाइयों की पररसंपशत्तयों या शनशियों/राजस्ि का कोई अन्यत्र उपयोग नहीं दकया जाएगा।

iii.

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क दकसी भी ऐसी गशतशिशि में िाशमल नहीं होगा जो िाशणशययक

और लाभ कमाने िाली प्रकृशत की हो।

iv.

भारतीय मानि बस्ती संस्थान (आईआईएचएस), बेंगलुरु, कनाटर्क में संचाशलत दकए जाने िाले िैक्षशणक कायटक्रम यूजीसी और

संबंशित सांशिशिक पररििों/शनकायों द्वारा शनिाटररत मानिंडों और मानकों के अनुरूप होंगे।

v.

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क केिल ितटमान में उभरते नए क्षेत्रों तक ही सीशमत नहीं रहेगा

बशल्क यूजीसी शिशनयमों/दििाशनिेिों के साथ-साथ राष्ट्रीय शिक्षा नीशत-2020 के अनुसार अन्य क्षेत्रों में भी शिस्तार करने का

प्रयास करेगा।

vi.

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क राष्ट्रीय प्रत्यायन बोडट (एनबीए) द्वारा िैि मान्यता प्रिान करने

के शलए सभी पात्र िैक्षशणक पाठ्यक्रमों / कायटक्रमों का मूल्यांकन करिाने के शलए सभी आिश्यक किम उठाएगा और संस्थान को

समय-समय पर यथा संिोशित यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 में शनशहत प्राििानों के अनुसार, राष्ट्रीय

मूल्यांकन और प्रत्यायन पररिि (एनएएसी) द्वारा िैि मान्यता प्राप्त करने के शलए सभी आिश्यक किम उठाने होंगे।

vii.

छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, जैसा भी मामला हो, िैक्षशणक पाठ्यक्रम/कायटक्रम के अनुमोिन के निीनीकरण, छात्रों की

प्रिेि क्षमता में संिोिन, नए पाठ्यक्रम/कायटक्रम िुरू करने आदि के मामले में संबंशित सांशिशिक पररििों के सभी शनिाटररत

मानिंड और प्रदक्रयाएं जारी रहेंगी और भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क द्वारा उनका पालन

दकया जाएगा।

viii.

जब भी आिश्यक हो, भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क मौजूिा शिशनयमों के प्राििानों के अनुसार

अपने एमओए/शनयमों को अद्यतन या संिोशित या पररिर्तटत करेगा।

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क यूजीसी और संबंशित सांशिशिक पररििों के शनयमों और शिशनयमों

के अनुसार िुल्क संरचना का पालन करेगा।

x.

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क इस मंत्रालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकट (एनआईआरएफ)

द्वारा जारी िार्िटक भारतीय रैंककंग में भाग लेगा।

xi.

भारतीय मानि बस्ती संस्थान (आईआईएचएस) बेंगलुरु, कनाटर्क को अशनिायट रूप से अकािशमक बैंक ऑफ क्रेशडर् (एबीसी) बनाना

होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रेशडर् स्कोर को शडशजर्ल लॉकर में अपलोड करना होगा और यह सुशनशित

करना होगा दक क्रेशडर् स्कोर एबीसी पोर्टल में दििाई िें और समथट ई-गिनेंस को अपनाएं।

No. 9-7/2024-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed

to be University.

2. And whereas, an online application was submitted by the Indian Institute for Human Settlements (a not-for-profit

company) on UGC Portal for grant of Institution deemed to be University status under distinct category to Indian Institute for

Human Settlements (IIHS), Bengaluru along with Indian Institute for Human Settlements (IIHS), Kengeri under Section 3 of

the UGC Act, 1956.

3. And further whereas, the Ministry, on the advice of UGC, issued Letter of Intent to Indian Institute for Human

Settlements (sponsoring body) for fulfillment of the certain conditions within a period of three years before granting of

Institution deemed to be University status under distinct category to IIHS, Bengaluru along with a constituent unit (i.e. IIHS

Kengeri campus).

4. And whereas, Director, IIHS, Bengaluru submitted compliance report in respect of fulfilment of the conditions of

the LoI which was verified by UGC Expert Committee. The commission considered and approved the report of the UGC

Expert Committee regarding acceptance of compliance report of the Institution.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of the UGC, hereby declare Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka along with

Indian Institute for Human Settlements (IIHS), Kengeri (constituent unit) as an Institution deemed to be University under

distinct category. The said declaration is subject to the following conditions:—

i. The entire moveable & immovable assets shall be in the name of Indian Institute for Human Settlements (IIHS)

Bengaluru, Karnataka.

ii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University or of its constituent

units, without prior permission of the UGC and Ministry of Education.

iii. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall not engage or indulge in any activities

that are of commercial and profit making in nature.

iv. The academic programmes to be offered at Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka

shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

v. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall not keep confined only to presently new

emerging areas but make endeavour to expand in other areas in accordance with the UGC Regulations / Guidelines

as well as National Education Policy-2020.

vi. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall take all the required steps to get all the

eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and

the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may

be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations,

2023, as amended from time to time.

vii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students,

intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of

students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Indian

Institute for Human Settlements (IIHS) Bengaluru, Karnataka.

viii. As and when necessary, Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall update or revise

or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

ix. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall follow the fee structure as per the Rules

and Regulations of the UGC and relevant Statutory Councils.

x. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall participate in annual Indian rankings

issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xi. Indian Institute for Human Settlements (IIHS) Bengaluru, Karnataka shall compulsorily create Academic Bank of

Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit

scores are reflected in ABC Portal and adopt Samarth e-Gov.
