जनम्नजलजखत जनयम बनाते िैं , अथाचत:-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, स्ट्वापक जनयंत्रण ब्यूरो, कायाचलय

अिीक्षक (समूि 'ख' पि), भती जनयम, 2025 िै।

2.

पि की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- उि पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में

उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

3.

भती की पद्धजत, आयु-सीमा, अिचताएं आदि.- उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे

संबंजित अन्य बातें वे िोंगी, िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

4.

जनरिचता- वि व्यजि-

(क)

जिसने ऐसे व्यजि से, जिसका पजत य जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि

की संजविा की िै; या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या

जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वे दकसी व्यजि को इस

जनयम के प्रवतचन से छूट िे सकेगी।

5.

प्रारंजभक गठन.- इन जनयमों के प्रारंभ की तारीख को अनुसूर्ी में उजल्लजखत पि को जनयजमत आिार पर िारण

करने वाले व्यजियों को इन जनयमों के अिीन जनयुि दकया गया समझा िाएगा और उि प्रारंभ से पूवच जनयजमत आिार पर

उि पि पर उनके द्वारा की गई सेवा को उनकी पट्ररवीक्षा अवजि, ज्येष्ठता, पेंिन संबंिी लाभ और अगली उच्चतर श्रेणी में

प्रोन्नजत के जलए पात्रता तय करने के जलए ध्यान में रखा िाएगा।

6.

जिजथल करने की िजि.– ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी उपबंि को

दकसी वगच या प्रवगच के व्यजियों के संबंि में, आिेि द्वारा जिजथल कर सकेगी I

7.

व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंथ में समय-समय पर िारी दकये गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

वेतन मैट्ररक्स के स्ट्तर-7 (44900-142400 रु.) में स्ट्वापक

जनयंत्रण ब्यूरो के अनुभाग अजिकारी, जिन्िोंने उस श्रेणी में िो

वषच की जनयजमत सेवा की िो तथा प्रिासन, स्ट्थापना और लेखा

के क्षेत्र में तीन सप्ताि का प्रजिक्षण सफलतापूवचक पूरा दकया िो।

ट्रटप्पण : ििााँ ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी

अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवर्ार

दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी

जवर्ार दकया िाएगा परंतु यि तब िबदक उसके द्वारा की गई

ऐसी अिचक या पात्रता सेवा अपेजक्षत अिचक या पात्रता सेवा के

आिे से अजिक या िो वषच, इनमें से िो भी कम िों, से कम न िों

और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी

अिचक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर

श्रेणी में प्रोन्नजत के जलए पट्ररवीक्षा अवजि सफलतापूवचक पूरी कर

ली िै।

प्रजतजनयुजि:

केंरीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रिासनों के

अजिकारी, -

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि

पि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर 7

(44900-142400 रु.) या समतुल्य में जनयजमत आिार पर पिों

पर जनयुजि के पश्चात िो वषच की सेवा की िो; और

(ख) िो जनम्नजलजखत िैजक्षक अिचताएं और अनुभव रखते िों,

अथाचत:-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की

जडग्री ;

(ii) प्रिासन या स्ट्थापना और लेखा कायच में िो वषच का अनुभव।

ट्रटप्पण 2.- प्रजतजनयुजि की अवजि, जिसके अंतगचत केन्रीय

सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि

से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि

की अवजि िै, सािारणतया तीन वषच से अजिक निीं िोगी।

ट्रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-

सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषच से

अजिक निीं िोगी।

G.S.R. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent

in the Narcotics Control Bureau, under the Ministry of Home Affairs, namely:-

1.

Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Narcotics

Control Bureau, Office Superintendent (Group ‘B’ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix. – The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualification. – No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Initial constitution. – The persons holding the post mentioned in the Schedule on the date of commencement

of these rules on regular basis shall be deemed to have been appointed under these rules and the service rendered by

them in the said post on regular basis before the said commencement shall be taken into account for deciding their

period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher grade.

6.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the

Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central

Note 1.- The departmental officers in the feeder category

who are in the direct line of promotion shall not be eligible

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by

deputation shall be not exceeding fifty-six years as on the last

date of receipt of applications.

पि की संख् या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर – उक् त पि की संख् या, उसका वगीकरण और वेतन-मैट्ररक्स

में उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट् तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

3.

भती की पद्धजत, आयु-सीमा और अिचताएं, आदिः- भती की पद्धजत, आयु-सीमा, अिचताएं और उनसे संबंजित अन्य

बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

जनरिचता- वि व्यजि -

पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पट्ररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो।

ट्रटप्पण 2.- इन जनयमों की अजिसूर्ना की तारीख को जनयजमत

आिार पर फीडर पि िारण करने वाले व्यजियों के जलए पात्रता

सेवा पांर् वषच िोगी।

प्रजतजनयुजिः-

केन्रीय सरकार या राज्य सरकार या संि राज्यक्षेत्र प्रिासन के

अजिकारी िो-

(क)(i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृश्य

पि िारण दकया हुआ िो, या

(ii) अवर श्रेणी जलजपक, जिन्िोंने मूल काडर या जवभाग में वेतन

मैट्ररक्स के स्ट्तर-(19900-63200/-रु.) या समतुल्य में जनयजमत

आिार पर जनयुजि के पश्चात कम से कम आठ वषच जनयजमत सेवा की

िो, और

(ख) जनम्नजलजखत िैक्षजणक अिचताएं और अनुभव रखते िों, अथाचत्: -

(i) दकसी मान्यता प्राप्त बोडच से 12वीं कक्षा उत्तीणच;

(ii) कम्प्यूटर पर अंग्रेिी में 35 िब्ि प्रजत जमनट या जिन्िी में 30

िब्ि प्रजत जमनट की टाइपपंग गजत; और

(iii) ट्रटप्पण और मसौिा का ज्ञान।

ट्रटप्पण 1.- पोषक वगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की

सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा

जनयुजि के जलए जवर्ार दकए िाने के पात्र निीं िोंगे।

ट्रटप् पण 2. – प्रजतजनयुजि की अवजि, जिसके अंतगचत केंरीय सरकार

के उसी या दकसी अन् य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाट्ररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुक् त की अवजि

िै सािारणतया तीन वषच से अजिक निीं िोगी।

G.S.R. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, Bureau of Police Research & Development, Upper Division Clerk,

Recruitment Rules, 2023, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk, in the

Bureau of Police Research and Development, Ministry of Home Affairs, namely: -

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Bureau of

Police Research and Development, Upper Division Clerk (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of the post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Promotion:

Lower Division Clerk in Level-2 in the pay matrix (Rs.

19900-63200) with eight years’ regular service in the

grade.

Note1.- Where juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors shall also be considered provided

they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility

service or two years, whichever is less and have

successfully completed their probation period for

promotion to the next higher grade along with their juniors

who have already completed such qualifying eligibility

service.

Note 2.- The eligibility service shall be five years for

persons holding the feeder posts on a regular basis on the

appointment to the post of Lower Division Clerk on a

regular basis in level-2 in the pay matrix (Rs. 19900-

63200) or equivalent in the parent cadre or department;

(b) possessing the following educational qualifications

and experience, namely: -

(i) 12^th class pass from a recognised Board;

(ii) a typing speed of thirty-five word per minute in

English or thirty word per minute in Hindi on Computer;

and

(iii) having knowledge of noting and drafting.

Note 1.- The departmental officers in the feeder

category who are in the direct line of promotion shall not

be eligible for consideration for appointment on

deputation. Similarly, the deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2.- The period of deputation including the period

of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government

shall ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by

deputation shall be not exceeding fifty-six years as on

the last date of receipt of applications.

अथाचत:-

1.

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम पूवोत्तर पुजलस अकािमी, बारापानी, उप

जनिेिक (एडिूटेंट), समूि 'क' पि, भती जनयम, 2025 िै।

ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

पि की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- उि पि की संख्या, उसका वगीकरण और वेतन

मैट्ररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िै।

भती की पद्धजत, आयु-सीमा, अिचताएं आदि.- उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे

4. जनरिचता.- वि व्यजि -

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

5.

जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां

वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के दकसी उपबंि को

दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं

डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछड़ा वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना अपेजक्षत

उनके वट्ररष्ठों पर भी जवर्ार दकया िाएगा बिते दक उनकी ऐसी अिचक या पात्रता सेवा ऐसी अिचक या पात्रता सेवा के आिे

से अजिक या िो वषच, िो भी कम िो, से कम न िों और उन्िोंने अपने ऐसे कजनष्ठों, जिन् िोंने पिले िी ऐसी योग् यता या

पात्रता सेवा पूरी कर ली िो, के साथ अगले उच्च ग्रेड में प्रोन्नजत के जलए अपनी पट्ररवीक्षा अवजि सफलतापूवचक पूरी कर ली

ट्रटप्पण 2.- प्रोन्नजत के जलए पात्रता सूर्ी संबंजित ग्रेड या पि में जनिाचट्ररत अिचक सेवा के अजिकाट्ररयों द्वारा पूरा िोने की

तारीख के संिभच में तैयार की िाएगी।

प्रजतजनयुजि (अल्पकाजलक अनुबंि सजित):

केन्रीय सरकार या राज्य सरकारों या संघ राज् य क्षेत्रों या पुजलस संगठनों, सावचिजनक क्षेत्र के उपक्मों, स्ट्वायत्त या

सांजवजिक संगठनों के अिीन ऐसे अजिकारी िो-

(क) (i) जनयजमत आिार पर मूल संवगच या जवभाग में सिृि पि िारण करते िों; या

(ii) मूल संवगच या जवभाग में वेतन मैट्ररक्स (56100-177500 रुपये) में स्ट्तर-10 या समकक्ष पि में पांर् वषच की जनयजमत

सेवा की िो, और

(ख) जनम्नजलजखत िैजक्षक अिचता और अनुभव रखते िों: -

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से जडग्री;

(ii) प्रजिक्षण पाठ्यक्म या कायचक्मों के संर्ालन या आयोिन में प्रिासजनक कायच में पांर् वषच का अनुभव।

Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

G.S.R. 22.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Accounts) in

Safdarjung Hospital, New Delhi, in the Ministry of Health and Family welfare namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,

Safdarjung Hospital, New Delhi, Deputy Director (Accounts), Group ‘A’ post, Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. .- The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.
