सं. 9-5/2025-यू.3(ए)—जबदक, सीएमआर एजुकेिनल सोसाइटी, हैिराबाि, तेलंगाना द्वारा यूजीसी अशिशनयम, 1956 की िारा 3

के तहत मल्ला रेड्डी (एमआर) के नाम पर मल्ला रेड्डी इंजीशनयररंग कॉलेज, मैसम्मगुडा, गुंडलापोचंपल्ली, मेडचल, मलकाजशगरी, तेलंगाना को

सामान्य श्रेणी के अंतगगत सम शिश्वशिद्यालय संस्थान का िजाग िेने के शलए यूजीसी पोटगल पर ऑनलाइन आिेिन प्रस्तुत दकया गया था।

2. और जबदक, यूजीसी ने दिनांक 10.01.2025 के अपने पत्र संख्या 41-5/2023 (सीपीपी-आई/डीयू) के माध्यम से सूशचत दकया दक

आिेिन की जांच यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम 2023 के अनुसार इसकी शििेषज्ञ सशमशत के माध्यम से की गई थी। शििेषज्ञ

सशमशत ने सिगसम्मशत से कुछ ितों के साथ मल्ला रेड्डी (एमआर) के नाम पर मल्ला रेड्डी इंजीशनयररंग कॉलेज, मेडचल, मलकाजशगरी, तेलंगाना

को सामान्य श्रेणी के तहत सम शिश्वशिद्यालय माने जाने िाले संस्थान का िजाग िेने की शसफाररि की थी।

3. और जबदक, यूजीसी शििेषज्ञ सशमशत की शसफाररिों पर आयोग द्वारा दिनांक 23.12.2024 को हुई अपनी 586िीं बैठक (मि संख्या

2.14) में शिचार दकया गया और अनुमोदित दकया गया।

4. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशियों का प्रयोग करते हुए, शिक्षा मंत्रालय, एति द्वारा यूजीसी

की सलाह पर, मल्ला रेड्डी इंजीशनयररंग कॉलेज, मैसम्मगुडा, गुंडलापोचंपल्ली, मेडचल, मलकाजशगरी, तेलंगाना को मल्ला रेड्डी (एमआर),

हैिराबाि, तेलंगाना के नाम पर सामान्य श्रेणी के तहत सम शिश्वशिद्यालय संस्थान का िजाग िेने की घोषणा करता है। यह अनुमोिन शनम्नशलशित

ितों के अध्यिीन है:—

i.

मल्ला रेड्डी (एमआर), हैिराबाि यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 और समय-समय पर इसके संिोिनों का

पालन करेगा।

ii.

प्रायोजक शनकाय द्वारा दिए गए सभी िचनों का सम शिश्वशिद्यालय द्वारा सख़्ती से पालन दकया जाएगा।

iii.

यूजीसी और शिक्षा मंत्रालय की पूिग अनुमशत के शबना सम शिश्वशिद्यालय संस्थान या इसके घटक शिक्षण इकाइयों की पररसंपशत्तयों

या शनशियों/राजस्ि का अन्यत्र उपयोग नहीं दकया जाएगा।

iv.

मल्ला रेड्डी (एमआर), हैिराबाि दकसी भी ऐसी गशतशिशि में िाशमल नहीं होगा या उसमें सशम्मशलत नहीं होगा जो िाशणशययक

और लाभ कमाने िाली प्रकृशत की हो।

v.

मल्ला रेड्डी (एमआर), हैिराबाि में प्रस्तुत दकए जाने िाले िैक्षशणक कायगक्रम यूजीसी और संबंशित सांशिशिक पररषिों/शनकायों

द्वारा शनिागररत मानिंडों और मानकों के अनुरूप होंगे।

vi.

मल्ला रेड्डी (एमआर), हैिराबाि अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीशत-2020 के अनुरूप बनाएगा।

vii.

मल्ला रेड्डी (एमआर), हैिराबाि समय-समय पर यथा संिोशित यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 में शनशहत

प्राििानों के अनुसार सभी पात्र िैक्षशणक पाठ्यक्रमों/कायगक्रमों को राष्ट्रीय प्रत्यायन बोडग (एनबीए) द्वारा िैि मान्यता के शलए

मूल्यांदकत कराने और संस्थान को राष्ट्रीय मूल्यांकन एिं प्रत्यायन पररषि (एनएएसी) द्वारा िैि मान्यता प्राप्त कराने जैसा भी

मामला हो, के शलए सभी अपेशक्षत किम उठाएगा।

viii. छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशणक पाठ्यक्रम/कायगक्रम के अनुमोिन के निीनीकरण, छात्रों की प्रिेि क्षमता में

संिोिन, नए पाठ्यक्रम/कायगक्रम िुरू करने आदि के मामले में संबंशित सांशिशिक पररषिों के सभी शनिागररत मानिंड और

प्रदक्रयाएं लागू रहेंगी और मल्ला रेड्डी (एमआर), हैिराबाि द्वारा उनका अनुपालन दकया जाएगा।

मल्ला रेड्डी (एमआर), हैिराबाि यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार इस मंत्रालय और यूजीसी

को संगम ज्ञापन प्रस्तुत करेगा। इसके अलािा, जब भी आिश्यक होगा, यह मौजूिा शिशनयमों के प्राििानों के अनुसार अपने

संगम ज्ञापन /शनयमों को अद्यशतत या संिोशित करेगा।

x.

मल्ला रेड्डी (एमआर), हैिराबाि यूजीसी और संबंशित संशिशिक पररषिों के शनयमों और शिशनयमों के अनुसार िुल्क संरचना का

पालन करेगा।

xi.

मल्ला रेड्डी (एमआर), हैिराबाि इस मंत्रालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकग (एनआईआरएफ) द्वारा जारी िार्षगक भारतीय

रैंककंग में भाग लेगा।

xii.

मल्ला रेड्डी (एमआर), हैिराबाि को अशनिायग रूप से अकािशमक बैंक ऑफ क्रेशडट (एबीसी) बनाना होगा, अपने छात्रों की पहचान

करनी होगी और उनके क्रेशडट स्कोर को शडशजटल लॉकर में अपलोड करना होगा और यह सुशनशित करना होगा दक क्रेशडट स्कोर

एबीसी पोटगल में प्रिर्िगत और समथग ई-गिनेंस को अपनाएं।

No. 9-5/2025-U.3(A)—Whereas, C.M.R. Educational Society, Hyderabad, Telangana had submitted an online

application on the UGC Portal for grant of Institution deemed to be University status under general category to Malla Reddy

Engineering College, Maisammaguda, Gundlapochampally, Medchal, Malkajgiri, Telangana in the name of Malla Reddy (MR)

under Section 3 of the UGC Act, 1956.

2. And whereas, UGC, vide its letter No.41-5/2023 (CPP-I/DU) dated 10.01.2025, informed that the application was

examined through its Expert Committee in accordance with UGC (Institution deemed to be Universities) Regulations 2023. The

Expert Committee unanimously recommended for the conferment of Institution deemed to be University status under general

category to Malla Reddy Engineering College, Medchal, Malkajgiri, Telangana in the name of Malla Reddy (MR) with certain

condition.

3. And whereas, the recommendations of the UGC Expert Committee were considered and approved by the

Commission in its 586^th meeting (Item No. 2.14) held on 23.12.2024.

4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of

Education, on the advice of UGC, hereby declares Institution deemed to be University status under general category to Malla

Reddy Engineering College, Maisammaguda, Gundlapochampally, Medchal, Malkajgiri, Telangana in the name of Malla

Reddy (MR), Hyderabad, Telangana. This approval is further subject to the following conditions:—

i.

Malla Reddy (MR), Hyderabad shall follow the UGC (Institutions Deemed to be Universities) Regulations,

2023 and its amendments, from time to time.

ii.

All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

iii.

There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its

constituent teaching units, without prior permission of the UGC and Ministry of Education.

iv.

Malla Reddy (MR), Hyderabad shall not engage or indulge in any activities that are of commercial and profit

making in nature.

v.

The academic programmes to be offered at Malla Reddy (MR), Hyderabad shall conform to the norms and

standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vi.

Malla Reddy (MR), Hyderabad shall align its course with National Education Policy-2020.

vii.

Malla Reddy (MR), Hyderabad shall take all the required steps to get all the eligible academic

courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to

get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms

of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as

amended from time to time.

viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of

students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake

capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered

to by Malla Reddy (MR), Hyderabad.

ix.

Malla Reddy (MR), Hyderabad shall submit MoA in accordance with UGC (Institutions Deemed to be

Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or

revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

x.

Malla Reddy (MR), Hyderabad shall follow the fee structure as per the Rules and Regulations of the UGC and

relevant Statutory Councils.

xi.

Malla Reddy (MR), Hyderabad shall participate in annual Indian rankings issued by National Institutional

Ranking Framework (NIRF) of this Ministry.

xii.

Malla Reddy (MR), Hyderabad shall compulsorily create Academic Bank of Credits (ABC), identities of their

students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC

Portal and adopt Samarth e-Gov.
