राष्ट्रीय संर्ारी रोग संस्ट्थान (स्ट्टाफ कार ड्राइवर) भती जनयम, 2000 को, ििां तक उसका संबंि स्ट्टाफ कार ड्राइवर

(सािारण श्रेणी) के पि से िै, उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवच दकया गया िै या करने

का लोप दकया गया िै, स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, स्ट्वास्ट््य सेवा मिाजनिेिालय के अिीन राष्ट्रीय रोग

जनयंत्रण केंद्र में स्ट्टाफ कार ड्राइवर (सािारण श्रेणी) के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत

जनयम बनाती िैं, अथाचत्:-

1. संजक्षप्त नाम और प्रारंभ.-(1)इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, राष्ट्रीय रोग

जनयंत्रण केंद्र, स्ट्टाफ कार ड्राइवर (सािारण श्रेणी), समूि ‘ग’ पि, भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर-उि पि की संख्या, उसका वगीकरण और उससे संलग्न वेतन

3. भती की पद्धजत, आयु-सीमा, अिचताएं, आदि. - उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ(13) में जवजनर्िचष्ट िैं।

4. जनरिचता: वि व्यजि-

क.

जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

िै; या

ख.

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै;

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को

इस जनयम के प्रवतचन से छूट िे सकेगी।

5. जिजथल करने की िजि.- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की

बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त.- इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन् य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि

करना अपेजक्षत िै।

उस तारीख तक प्रजतजनयुजि

आिार पर रखा िाएगा जिस

तारीख को वे सिस्त्र सेना से

पश्चात उन्िें पुनर्नचयोिन पर

िारी रखा िा सकता िै।

New Delhi, the 13th December, 2024

G.S.R 29— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Institute of Communicable Diseases (Staff Car Drivers) Recruitment Rules, 2000, in so

far as they relate to the post of Staff Car Driver (Ordinary Grade), except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment

to the post of Staff Car Driver (Ordinary Grade) in the National Centre for Disease Control under the Directorate

General of Health Services, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

National Centre for Disease Control, Staff Car Driver (Ordinary Grade), Group ‘C’ Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम भूजम संसािन जवभाग, कजनष्ठ लेखा अजिकारी भती

जनयम, 2025 िै।

(2) ये रािपत्र में प्रकािन की तारीख से प्रवृत्त िोंगे।

2. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तरः पि की संख्या, उसका वगीकरण और वेतन मैररक्स में उसका

स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, अिचताएं, आदिः उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे

संबंजित अन्य बातें वे िोंगी िो पूवोि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

4. जनरिचताः वि व्यजि;

(क) जिसने, ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;या

(ख) जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

5. जिजथल करने की िजिः ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी

उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्तः इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों,भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि

G.S.R.30—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Land Resources Junior Accounts Officer/ Accountant Recruitment Rules, 2001,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Accounts Officer in the Ministry of Rural

Development (Department of Land Resources), namely:-

1. Short title and commencement. – (1) These rules may be called the Department of Land Resources, Junior

Accounts Officer Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.– No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and other party to the marriage and there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Economic Weaker

Section, Ex-servicemen and other categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजविा भी िै):

केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों या स्ट्वािासी जनकाय कानूनी संगठन या पजब्लक सेक्टर

उपक्मों या मान्यताप्राप्त जवश्वजवद्यालय या मान्यताप्राप्त अनुसंिान संस्ट्थाओं के ऐसे अजिकाररयों में से,-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 11 में (67,700-2,08,700/- रु.) या समतुल्य में

जनयजमत आिार पर उस पि पर जनयुजि के पश्चात् उस श्रेणी में पांर् वषच सेवा की िै; और

(ख) िो जनम्नजलजखत िैजक्षक अिचताएं और अनुभव रखते िैं, अथाचत्:-

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या दकसी मान्यताप्राप्त संस्ट्थान से जवज्ञान में मास्ट्टर जडग्री या इंिीजनयरी में

बैर्लर जडग्री या प्रौद्योजगकी में बैर्लर जडग्री; और

(ii) अनुसंिान और जवकास संबंिी सात वषच का अनुभव जिसमें से तीन वषच का अनुभव जवज्ञान और प्रौद्योजगकी के

क्षेत्र की पररयोिना की योिना, तैयारी और पयचवेक्षण से संबंजित िोगा।

रटप्पण 2:- प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन

प्राप्त करने की अंजतम तारीख को 56 वषच से अजिक निीं िोगी।

प्रजतजनयुजि या पुनर्नचयोिन (सिस्त्र बल कार्मचकों के जलए): सिस्त्र बल के ऐसे कार्मचकों के संबंि में भी प्रजतजनयुजि के जलए

जवर्ार दकया िाएगा, िो एक वषच की अवजि के भीतर सेवाजनवृत्त िोने वाले िैं या ररिवच में स्ट्थानांतररत दकए िाने वाले िैं

और िो प्रजतजनयुजियों के जलए जवजित अिचताएं और अनुभव रखते िैं, यदि ऐसे अजिकाररयों का र्यन िो िाता िै, तो उन्िें

उस तारीख से तक प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से जनमुचि दकया िाना िै और

तत्पश्चात् उन्िें पुनर्नचयोिन पर बने रिने दिया िा सकता िै। यदि ऐसे सिस्त्र बल कार्मचक पि पर वास्ट्तजवक र्यन दकए

िाने से पूवच सेवाजनवृत्त िो िाते िैं या ररिवच में स्ट्थानांतररत कर दिए गए िैं तो उनकी जनयुजि पुनर्नचयोिन के आिार पर

(जसजवल पि के संिभच में अजिवर्षचता की आयु तक पुनर्नचयोिन) की िा सकेगी।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरर्ना।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा आयोग से

परामिच दकया िाएगा।

G.S.R. 31—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the North Eastern Council Secretariat, Shillong Director (Science and Technology) Group 'A' Post

Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Deputy Adviser (Science and

Technology) in the North Eastern Council Secretariat, Shillong, Ministry of Development of North Eastern Region,

namely: -

Short title and commencement.– (1) These rules may be called the Ministry of Development of North

Eastern Region, North Eastern Council Secretariat, Shillong, Deputy Adviser (Science and Technology), Group 'A'

Post, Recruitment Rules, 2025.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.- The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.– No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.
