सा.का.जन. 32.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और गृि
मंत्रालय, पूवोत्तर पुजलस अकािमी, बारापानी, समूि 'क' पि भती जनयम, 2014 को उन बातों के जसवाय अजिक्ांत करते
हुए, जिन्िें ऐसे अजिक्मण से पूवच दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय में, पूवोत्तर पुजलस अकािमी,
बारापानी, में अपर जनिेिक के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम् नजलजखत जनयम बनाते िैं,
अथाचत्:-
1.
संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, पूवोत्तर पुजलस अकािमी, बारापानी,
अपर जनिेिक, समूि 'क' पि भती जनयम, 2025 िै।
(2)
ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त िोंगे।
2.
पि की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में
उसका स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िै।

3.
भती की पद्धजत, आयु सीमा, अिचताएं आदि.- उि पि पर भती की पद्धजत, आयु सीमा, अिचताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।
4. जनरिचता.- वि व्यजि -
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै,
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की
िै,
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि या जववाि के अन्य
पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को
इस जनयम के प्रवतचन से छूट िे सकेगी।
5.
जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै की ऐसा करना आवश्यक या समीर्ीन िै, विां वि
उसके जलए िो कारण िै उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के दकसी
उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त.– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,
अनुसूजर्त िनिाजतयों, अन्य जपछड़ा वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि
करना अपेजक्षत िै।

प्रजतजनयुजि:
(क) केन्रीय सरकार या राज्य सरकारों या संघ राज् य क्षेत्रों के अजिकारी:
(i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िों; या
(ii) केन्रीय सरकार या राज् य सरकारों या संघ राज् य क्षेत्रों के पुजलस अिीक्षक या कमांडेंट या सिायक मिाजनरीक्षक के रैंक
अजिकारी जिन् िोंने वेतन मैट्ररक् स के स्ट्तर-13 (123100-205900 रु.) या समतुल्य पि में िो वषच की जनयजमत सेवा की िो;
और
(ख) िो जनम्नजलजखत अनुभव रखते िों:
जवजि प्रवतचन, पुजलस प्रिासन, पुजलस प्रजिक्षण के योिना और जनष् पािन में न् यूनतम पांर् वषच का अनुभव।
ट्रटप्पण 1.- प्रजतजनयुजि की अवजि, जिसके अंतगचत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै सािारणतया पांर् वषच से अजिक
निीं िोगी।
ट्रटप्पण 2.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम जतजथ को छप्पन वषच से
अजिक निीं िोगी।
ट्रटप्पण 3.- प्रजतजनयुजि के आिार पर जनयुजि के प्रयोिन के जलए दकसी अजिकारी द्वारा, 1 िनवरी, 2016 से पिले या
उस तारीख जिससे सातवें केंरीय वेतन आयोग की जसफाट्ररिों के आिार पर पुनरीजक्षत वेतन संरर्ना को जवस्ट् ताट्ररत दकया
गया िै, जनयजमत आिार पर प्रिान की गई सेवा को, जसवाय उस ििा के, ििां एक से अजिक पूवच-पुनरीजक्षत वेतनमान का
सािारण ग्रेड वेतन या वेतनमान सजित एक श्रेणी में जवलय िो गया िै, और विां यि लाभ केवल उन पिों के जलए
जवस्ट्ताट्ररत िोगा जिनके जलए वि ग्रेड वेतन या वेतनमान जबना दकसी उन्नयन का सािारण प्रजतस्ट्थापन ग्रेड िै उि वेतन
आयोग की जसफाट्ररिों पर आिाट्ररत जवस्ट्ताट्ररत तत्स्ट्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी िाएगी।

G.S.R 32—In exercise of the powers conferred by the provisio to article 309 of the Constitution and in
supersession of the Ministry of Home Affairs, North Eastern Police Academy, Barapani, Group ‘A’ Post Recruitment
Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules for regulating the method of recruitment to the post of Additional Director in the Ministry
of Home Affairs, North Eastern Police Academy, Barapani, namely: -
1.
Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, North
Eastern Police Academy, Barapani, Additional Director, Group ‘A’ Post Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and Level in Pay Matrix. - The number of post, its classification and Level
in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age limit, qualification etc. -The method of recruitment, age limit, qualification
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and other party to the marriage and there are other grounds for so doing exempt any
person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

Note 1.- The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organisation or department of the Central Government shall not
exceed five years.
Note 2.- The maximum age limit for appointment by deputation shall be not exceeding fifty-six years, as on the
closing date of receipt of applications.
Note 3.- For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer
prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the
Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding
grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has
been merger of more than one pre-revised scale of pay into one grade with common grade pay or pay scale, and where
this benefit will extend only for the posts for which that grade pay or pay scale is in the normal replacement grade
without any upgradation.

को िारण करने वाले व्यजियों के जलए पात्रता सेवा
इन जनयमों की अजिसूर्ना की तारीख पर जनयजमत
आिार पर पााँर् वषच तक िारी रिेगी।
ट्रटप्पण 2.- ििां ऐसे कजनष्ठ व्यजियों के संबंि में
समूि ‘क’ जवभागीय प्रोन्नजत सजमजत

िाएगा, परंतु यि तब िबकी उसके द्वारा की गई
ऐसी अिचक / पात्रता सेवा,अपेजक्षत अिचक या पात्रता
सेवा, के आिे से अजिक या िो वषच, इनमें से िो भी
कम िो, से कम न िो तथा उन्िोंने अपने ऐसे कजनष्ठ

Recruitment Rules 2023, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of System Administrator in the Sardar
Vallabhbhai Patel National Police Academy, Hyderabad, in the Ministry of Home Affairs, namely: -
1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai
Patel National Police Academy, System Administrator (Group ‘A’ Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for the reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

तो वि दकसी व्यजि को इस जनयम के प्रवतचन से छूट िे सकेगी।

जिजथल करने की िजििः ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि
उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी उपबंि को
दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्तिः इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

(iii) जिन्िोंने मूल कैडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर-8 (47,600 – 1,51,100/- रु.) या समतुल्य में जनयजमत
आिार पर उस पि पर जनयुजि के पश्चात उस श्रेणी में र्ार वषच की सेवा की िै; और
(ख) िो जनम्नजलजखत िैजक्षक अिचताएं और अनुभव रखते िैं; अथाचत्:-
(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से बैर्लर जडग्री; और

की अवजि के भीतर सेवाजनवृत्त िोने वाले िैं या ट्ररिवच में स्ट्थानांतट्ररत दकए िाने वाले िैं और जिनके पास िो प्रजतजनयुजि
के जलए जवजित अिचताएं और अनुभव रखते िैं, यदि ऐसे व्यजियों का र्यन िो िाता िै तो, उन्िें उस तारीख तक
प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से जनमुचि दकया िाना िै और तत्पश्चात उन्िें
पुनर्नचयोिन पर बने रिने दिया िा सकता िै। यदि पि पर वास्ट्तजवक र्यन दकए िाने से पूवच ऐसे पात्र अजिकारी
सेवाजनवृत्त िो िाते िैं या ट्ररिवच में स्ट्थानांतट्ररत कर दिए गए िैं तो उनकी जनयुजि पुनर्नचयोिन (जसजवल पि के संिभच में

namely: -
1.
Short title and commencement. – (1) These rules may be called the Ministry of Development of North
Eastern Region, North Eastern Council Secretariat, Shillong, Research Officer (Industries), Group 'A' Post,
Recruitment Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age- limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

Personnel of the rank of
Lieutenant or equivalent
who are due to retire or to
be transferred to reserve
within a period of one year
and
possessing
the
educational qualifications
and experience prescribed
for deputationists, shall
also be considered for
deputation.
If
selected,
such
officers
shall
be
given deputation terms up
to the date on which they
are due for release from
the Armed Forces and
thereafter, they may be
continued
on
re-
employment terms. In case
such eligible officers have
retired
or
have
been
transferred
to
reserve
before the actual selection
to the post is made, their
appointment will be on re-
employment
terms

superannuation
