स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, सफिरिंग अस्ट्पताल, नई दिल्ली में मेजडकल फोटोग्राफर के पि पर भती की
पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत:-:-
1. संजक्षप्त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, सफिरिंग
अस्ट्पताल, नई दिल्ली, मेजडकल फोटोग्राफर (समूि ‘ग’ पि), भती जनयम, 2025 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर –उक् त पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन
मैररक्स में स्ट्तर वि िोगा, िो इन भती जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं ।
3. भती की पद्धजत, आयु सीमा, अिचताएं, आदि-उक् त पिों पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित
अन्य बातें वे िोंगी िो उक् त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं ।
4.
जनरिचता:- वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की
िै;
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार पर
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतचन
से छूट िे सकेगी ।
5.
जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं लेखबद्ध करके और इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत,
आिेि द्वारा, जिजथल कर सकेगी।
6.
व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचतिाजतयों,
अनुसूजचत िनिाजतयों, अन् य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

िो लेखबद्ध दकए िाएं, कमचारी चयन आयोग के

िनिाजतयों के अभ्यर्थचयों की ििा में तब जिजथल की
िा सकती िैं, िब चयन के दकसी प्रक्म पर कमचारी
चयन आयोग या सक्षम प्राजिकारी की यि राय िै दक
उनके जलए आरजक्षत ररजियों को भरने के जलए
अपेजक्षत अनुभव रखने वाले उन समुिायों के
अभ्यर्थचयों के पयाचप्त संख्या में उपलब्ि िोने की

या कानूनी या सिासी संगठनों के अिीन ऐसे अजिकारी:
(क) (i) िो मूल काडर में या जवभाग में जनयजमत आिार पर
सिृि पि िारण दकए हुए िैं;या
(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के
स्ट्तर-4 (25500- 81100 रु.) या समतुल्य में
जनयजमत आिार पर जनयुजि के पश्चात उस श्रेणी में
पांच वषच सेवा की िै; और
(ख) िो स्ट्तम्भ 7 के अिीन सीिी भती दकए िाने वाले
व्यजियों के जलए जवजित िैक्षजणक अिचताएं और अनुभव रखते
िैं।
रटप्पण 1: प्रजतजनयुजि की अवजि जिसके अंतगचत केंरीय
सरकार के उसी या दकसी अन् य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाररत दकसी अन्य काडर-बाह्य पि पर
प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषच से अजिक
निीं िोगी ।
रटप्पण 2: प्रजतजनयुजि(जिसके अंतगचत अल्पकाजलक संजविा भी
िै) द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप् त
करने की अंजतम तारीख़ को छप्पन वषच से अजिक निीं िोगी ।
रटप्पण 3: केवल केंरीय या राज्य सरकार के अजिकारी को
आमेलन के जलए जवचार दकया िाएगा।
समूि ‘ग’ जवभागीय पुजष्ट सजमजत (पुजष्ट पर
जवचार करने के जलए) िो जनम्नजलजखत से
जमलकर बनेगी:-
1. अजतररि जचदकत्सा अिीक्षक, सफिरिंग

2. उप जनिेिक, स्ट्वास्ट््य सेवा

G.S.R. 38.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Safdarjung Hospital, (Class III Posts) Recruitment Rules, 1973, in so far as they relate to the posts
of Medical Photographer except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Medical Photographer in the
Ministry of Health and Family Welfare, Safdarjung Hospital, New Delhi, namely:-
1.
Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare,
Safdarjung Hospital, New Delhi, Medical Photographer, Group ‘C’ post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. -The number of the said posts, its classification
and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to
these rules.

3.
Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and relax any of the provisions of these rules with respect to
any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

प्रोन्नजत: डॉ .राम मनोिर लोजिया अस्ट्पताल के ऐसे ज्येष्ठ भौजतक
जचदकत्साजवि जिन्िोंने वेतन मैररक्स (56100-177500 रुपये) में स्ट्तर-10 में
पााँच वषों की जनयजमत सेवा की िों और केन्रीय सरकार द्वारा यथाजवजित
सुसंगत क्षेत्र में िो से चार सप्ताि का अजनवायच प्रजिक्षण सफलतापूवचक पूरा
दकया िो।
रटप्पणी : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिचक या
पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो, विां
उनसे ज्येष्ठ व् यजियों के संबंि में भी जवचार दकया िाएगा, परंतु यि तब िब
दक उनके द्वारा की गई ऐसी अिचक या पात्रता सेवा, अपेजक्षत अिचक या पात्रता
सेवा के आिे से अजिक से या िो वषच से, इसमें से िो भी कम िो, कम न िो
और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन् िोंने ऐसी अिचक या पात्रता
सेवा पिले िी पूरी कर ली िै, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी
पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो।
प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजविा िाजमल िै): केन्रीय सरकार
अथवा राज्य सरकार अथवा संघ राज्य क्षेत्र प्रिासन अथवा स्ट्वायत्त जनकाय
अथवा कानूनी संगठन अथवा सावचिजनक क्षेत्र के उपक्म अथवा जवश्वजवद्यालय
अथवा मान्यताप्राप्त अनुसंिान संस्ट्थान के ऐसे अजिकारी:-
(क) (i) िो मूल संवगच या जवभाग में जनयजमत आिार पर सिृि पििारक
िैं, या
(ii) िो मूल संवगच या जवभाग में जनयजमत आिार पर वेतन मैररक्स
में स्ट्तर-10-(56100-177500 रुपये) या सििच पि में जनयजमत
आिार पर उस श्रेणी में पााँच वषों की जनयजमत सेवा की िो, और
(ख) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से भौजतक जचदकत्सा
के दकसी भी क्षेत्र में स्नातक जडग्री के साथ कम से कम पचास
जबस्ट्तरों वाले सरकारी या मान्यताप्राप्त अस्ट्पताल में नैिाजनक पि
पर पांच वषच का व्यविाररक अनुभव।
रटप्पण 1: पोषक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी
पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र निीं
िोंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार
दकए िाने के पात्र निीं िोंगे।
रटप्पण 2: प्रजतजनयुजि की अवजि जिसके अंतगचत केंरीय सरकार के उसी या
दकसी अन् य संगठन या जवभाग में इस जनयुजक् त से ठीक पिले िाररत दकन् िीं
अन् य बाह्य संवगच पि पर प्रजतजनयुजक् त अवजि िाजमल िै
,
सािारणतया तीन

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules, regulating the method of recruitment to the post of Deputy Chief
Physiotherapist in the Dr. Ram Manohar Lohia Hospital, New Delhi in the Ministry of Health and Family Welfare,
namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Dr.
Ram Manohar Lohia Hospital, New Delhi, Deputy Chief Physiotherapist (Group ‘A’ Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. –Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

Promotion:
Senior Physiotherapist of Dr. Ram Manohar Lohia Hospital in level -10 in
the pay matrix (Rs. 56100- Rs. 177500) with five years of regular service in
the grade and having successfully completed mandatory training of two to
four weeks in the relevant filed as prescribed by the Central Government.

Note : Where juniors who have completed their qualifying or eligibility
service are being considered for promotion, their seniors shall also be
considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service
or two years, whichever is less, and have successfully completed their
probation period for promotion to the next higher grade alongwith their
juniors who have already completed such qualifying or eligibility service.
Deputation (including short-term contract):
Officers of the Central Government or State Governments or Union territory
Administrations or autonomous body or statutory organisations or public
sector undertakings or recognised universities or recognised research
institutions,-
(a). (i). holding analogous post on regular basis in the parent cadre or
department, or
(ii). with five years’ regular service rendered after appointment to the post
on a regular basis in level – 10 in pay matrix (56100-177500) or equivalent
in the parent cadre or department, and
(b). Bachelor degree in Physiotherapy from a recognised university or
institute with five years practical experience of holding clinical post in at
least fifty bedded Government or recognised hospital.
Note 1: The departmental officers in the feeder category who are in direct
line of promotion shall not be eligible for consideration for appointment on
deputation. Similarly, the deputationists shall not be eligible for appointment
by promotion.
Note 2: The period of deputation (including short-term contract) including
period of deputation (including short-term contract) in another ex-cadre post
held immediately preceding this appointment in the same or some other
organisation or department of the Central Government shall ordinarily not
exceed three years.
Note 3 : The maximum age-limit for appointment by deputation (including
short-term contract) shall not exceed fifty-six years as on the last date of
receipt of applications.
If a Departmental Promotion Committee exists what is its composition. Circumstances in which Union Public
Services Commission is to be consulted in
making recruitment.
