ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथाात्:-

संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, महाजनदेिालय (अजििमन सेवा, नागररक

सुरक्षा एवं गृह रक्षक), सवार हरकारा (समूह ‘ग’ ृद) भती जनयम, 2025 है।

(2) ये राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. ृद-सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर : उक् त ृद की सं्‍या, उसका वगीकरण और वेतन मैररक्स में

उसका स्ट्तर वह होगा, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

3. भती की ृद्धजत, आयु-सीमा, अहाताएं, आदद : उक् त ृद ृर भती की ृद्धजत, आयु-सीमा, अहाताएं और उससे

संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्ददष्ट हैं।

4. जनरहाता : वह व्यजि-

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की है;

या

(ख) जजसने अृने ृजत या अृनी ृत् नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह की

संजवदा की है

उक् त ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के

प्रवतान से छूट दे सकेगी ।

5. जिजथल करने की िजि : जहां केन्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहां वह

उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके इन जनयमों के दकसी उृबंध को दकसी वगा या प्रवगा के व्यजियों की बाबत,

आदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,

अनुसूजचत जनजाजतयों, अन्य जृछड़े वगों, भूतृूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उृबंध करना

अृेजक्षत है।

होने की संभावना नहीं है।

सिस्त्र बल कार्थमकों के जलए: प्रजतजनयुजि या

ृुनर्थनयोजन।

प्रोन् नजत/प्रजतजनयुजि/आमेलन द्वारा भती की दिा में वे श्रेजणयां जजनसे प्रोन् नजत/प्रजतजनयुजि/आमेलन दकया जाएगा।

प्रजतजनयुजि/आमेलन:

कांस्ट्टेबल की रैंक के केन्रीय सिस्त्र ृुजलस बल या केन्रीय ृुजलस संगठनों के अजधकाररयों में से,

(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार ृर सदृि ृद धारण दकए हुए है; और

(ii) जजनके ृास स्ट्तम्भ (7) के अधीन सीधे भती के जलए जवजहत िैजक्षक अहाताएं और अनुभव हो।

रटप्ृण- 1 : प्रजतजनयुजि की अवजध, जजसके अंतगात केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

ृहले धाररत दकसी अन्य काडर बाहृय ृद ृर प्रजतजनयुजि की अवजध है साधारणतया 3 वषा से अजधक नहीं होगी।

रटप्ृण 2:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56 वषा से अजधक नहीं

होगी।

सिस्त्र बल कार्थमकों के जलए प्रजतजनयुजि या ृुनर्थनयोजन:

सिस्त्र बल के ऐसे कार्थमकों के संबंध में प्रजतजनयुजि के जलए भी जवचार दकया जाएगा, जो एक वषा की अवजध के भीतर सेवाजनवृत होने

वाले है या ररजवा में स्ट्थानांतररत दकए जाने वाले हैं और जजनके ृास प्रजतजनयुजियों के जलए जवजहत अहाताएं और अनुभव है। यदद ऐसे

अजधकाररयों का चयन हो जाता है, तो उन्हें उस तारीख तक प्रजतजनयुजि के जनबंधनों ृर रखा जाएगा जजस तारीख से उनहे सिस्त्र बल

से जनमुाि दकया जाना है और तत्ृश्चात उन्हें ृुनर्थनयोजन ृर बने रहने ददया जा सकता है।

New Delhi, the 15th April, 2025

G.S.R. 44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Dispatch Rider in the

Directorate General (Fire Service, Civil Defence and Home Guards) under the Ministry of Home Affairs, namely :-

1. Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Directorate General

(Fire Service, Civil Defence and Home Guards), Dispatch Rider (Group ‘C’ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with orders issued by the Central Government from time to time in

this regard.

Note 1.- The period of deputation including the period of deputation in

another ex-cadre post held immediately preceding this appointment in

the same or some other organisation or Department of the Central

Government shall ordinarily not exceed three years.

Note 2.- The maximum age-limit for appointment by deputation shall be

not exceeding fifty-six years as on the closing date of receipt of

applications.

Deputation or re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be transferred to

reserve within a period of one year and having the qualifications and

experience prescribed for deputationists, shall also be considered for

deputation. If selected, such officers shall be given deputation terms up

to the date on which they are due for release from the Armed Forces and

thereafter, they may be continued on re-employment terms.

वेतन मेररक्स के स्ट्तर-4 (25500-81100 रुृये) में ऐसे आिुजलजृक ग्रेड II जजन्होंने उस श्रेणी में दस वषा की जनयजमत सेवा की हो

और जवभाग द्वारा जनधााररत सुसंगत क्षेत्र में दो से चार सप्ताह का प्रजिक्षण सफलताृूवाक ृूरा दकया हो।

रटप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अृनी अहाक/ृात्रता सेवा ृूरी कर ली है, प्रोन्नजत के जलए जवचार दकया जा

रहा हो, वहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यह तब जब दक उसके द्वारा दकए गए ऐसी

अहाक/ृात्रता सेवा, अृेजक्षत अहाक/ृात्रता सेवा के आधे से अजधक से या दो वषा से, इनमें से जो भी कम हो, कम न हो और उन्होने

अृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी अहाक/ृात्रता सेवा ृहले ही ृूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए

अृनी ृररवीक्षा की अवजध सफलताृूवाक ृूरी कर ली हो।

प्रजतजनयुजि द्वारा:

केंर सरकार के अधीन आिुजलजृक का ृद धारण करने वाला अजधकारी, -

(i) जजन्होंने मूल काडर या जवभाग में जनयजमत आधार ृर सदृि ृद धारण दकया हुआ हो; या

(ii) जजन्होंने मूल काडर या जवभाग में वेतन मेररक्स के स्ट्तर-4 (25500-81100 रुृये) या समतुल्य में जनयुजि के ृश्चात श्रेणी में

दस वषा की जनयजमत सेवा की है;

रटप्ृण 1.- ृोषक प्रवगा के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी ृंजि में है, प्रजतजनयुजि ृर जनयुजि के जलए जवचार

दकए जाने के ृात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।

रटप्ृण 2.- प्रजतजनयुजि की अवजध जजसके अंतगात केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

ृहले धाररत दकन्हीं अन्य काडर-बाह्य ृद ृर प्रजतजनयुजि की अवजध है, साधारणतया तीन वषा से अजधक नहीं होगी।

रटप्ृण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्ृन वषा से अजधक

नहीं होगी।

G.S.R. 45.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Civil Defence College, Nagpur, Group ‘C’ (Non-Gazetted) Recruitment Rules, 2010, in

so far as they relate to the post of Stenographer Grade I, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Stenographer Grade I in the National Disaster Response Force Academy, Nagpur, under the Ministry of Home

Affairs, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, National Disaster

Response Force Academy, Stenographer Grade I (Group ‘B’ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,––

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Promotion:

Stenographer Grade II in level-4 in the pay matrix (Rs. 25500-81100) with ten years regular services in the grade

and having successfully completed two to four weeks training in the relevant field as prescribed by the Department.

Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period, for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers holding the post of Stenographer under the Central Government,-

(i) holding analogous post on a regular basis in the parent cadre or department; or

(ii) with ten years service in the grade rendered after appointment to the post on a regular basis in level-4 in the

pay matrix (Rs. 25500-81100) or equivalent in the parent cadre or department;

Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same of some other organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the

closing date of receipt of applications.

मैररक्स में स्ट्तर वह होगा जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं ।

अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं ।

4. जनरहाता : वह व्यजि-

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की है;

या

(ख) जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा

की है,

उक् त ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के

प्रवतान से छूट दे सकेगी ।

5. जिजथल करने की िजि- जहां केन्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है,वहां वह उसके

जलए जो कारण हैं उन्हें लेखबद्ध करके, इन जनयमों के दकसी उृबंध को दकसी वगा या प्रवगा के व्यजियों की बाबत, आदेि

द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,

ृरंतु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के

आदेि द्वारा जिजथल कर सकेगी।

G.S.R. 47.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the General Leprosy Training Research Institute (Group D Posts) Recruitment Rules, 1978, in so far

they relate to the post of Dhobi, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Dhobi in the Central

Leprosy Teaching and Research Institute, Chengalpattu, under the Ministry of Health and Family Welfare namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,

Central Leprosy Teaching and Research Institute, Chengalpattu, Dhobi (Group ‘C‘ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.- The number of the said post, its classification and level

in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.
