(अिायत काययकारी चनिेशक, एनएबीआई के नेतृत् व में) की सहायता से एक ही स् वायत् तशासी सांस् िान अिायत राष्‍ट रीय कृचष-िाद्य तिा जैवचवचनमायण

सांस् िान (बीआरआईसी-एनएबीआई) के रूप में कायय करेगा। इस नए स् वायत् तशासी सांस् िान का नया चिन् ह चनब नानुसार होगा।

सां. 9-3/2017-यू 3(ए)—जबदक, केंर सरकार को चवश्वचवद्यालय अनुिान आयोग (यूजीसी) अचिचनयम, 1956 की िारा 3 के तहत

यूजीसी की सलाह पर उच्चतर चशक्षा के दकसी सांस्िान को सम चवश्वचवद्यालय सांस्िान घोचषत करने का अचिकार प्राप् त है।

2. और जबदक, यूजीसी अचिचनयम, 1956 की िारा 3 के तहत प्रित्त शचियों का प्रयोग करते हुए, इस मांिालय ने यूजीसी की सलाह

पर दिनाांक 29.11.2019 की अचिसूिना सांख्या 9-3/2017-यू.3(ए) के तहत िैतन्य चडग्री कॉलेज (स्वायत्त), हनमकोंडा, वारांगल, तेलांगाना को

सांभाचवत चतचि के साि पाांि वषय की अांतररम अवचि के चलए सामान्य श्रेणी के अांतगयत िैतन्य चवज्ञान और प्रौद्योचगकी सांस्िान, वारांगल, तेलांगाना

के नाम पर एक सम चवश्वचवद्यालय सांस्िान घोचषत दकया है।

3. और जबदक, इस मांिालय ने दिनाांक 29.11.2019 की अचिसूिना सांख्या 9-3/2017-यू3(ए) के तहत िैतन्य चवज्ञान और प्रौद्योचगकी

सांस्िान (सम चवश्वचवद्यालय), हनमकोंडा, वारांगल का नाम बिलकर िैतन्य (सम चवश्वचवद्यालय), हनमकोंडा, वारांगल कर दिया।

4. और जबदक, इस मांिालय ने यूजीसी की सलाह पर दिनाांक 21.07.2023 की अचिसूिना सांख्या 9-3/2017-यू.3(ए) के तहत िैतन्य

(सम चवश्वचवद्यालय), हनमकोंडा, वारांगल को अपने मुख्य पररसर को हनमकोंडा, वारांगल से हैिराबाि के आस-पास स्िानाांतररत करने की अनुमचत

इस शतय के साि िी िी दक िैतन्य (सम चवश्वचवद्यालय) का हनमकोंडा, वारांगल पररसर इस अचिसूिना के जारी होने की चतचि से एक वषय के बाि

अचस्तत्व में नहीं रहेगा।

5. और आगे, जबदक िैतन्य (सम चवश्वचवद्यालय), हैिराबाि, तेलांगाना द्वारा अपने सम चवश्वचवद्यालय के िजे को दिनाांक 28.11.2024

से आगे बढाने के चलए एक प्रस्ताव प्रस्तुत दकया गया िा। यूजीसी से अनुरोि दकया गया िा दक वह प्रस्ताव की जाांि करें और इस मांिालय को

अपनी सलाह प्रस्तुत करें।

6. और जबदक, यूजीसी ने दिनाांक 24.03.2025 के अपने पि सांख्या 1-5/2023 (सीपीपी-आई/डीयू) के माध्यम से सूचित दकया दक

यूजीसी (सम चवश्वचवद्यालय सांस्िान) चवचनयम, 2023 के अनुसार यूजीसी चवशेषज्ञ सचमचत की मिि से आवेिन की जाांि की गई। चवशेषज्ञ सचमचत

ने सम चवश्वचवद्यालय का िजाय बढाने की चसफाररश की। आयोग ने 13.03.2025 को आयोचजत अपनी 588वीं बैठक (मि सांख्या 2.07) में यूजीसी

चवशेषज्ञ सचमचत की चसफाररश पर चविार दकया और उसे अनुमोदित दकया।

7. अब, इसचलए, यूजीसी की सलाह पर, केंर सरकार, एतिद्वारा यूजीसी अचिचनयम, 1956 की िारा 3 के तहत प्रित्त शचियों का

प्रयोग करते हुए, िैतन्य, हैिराबाि, तेलांगाना का सम चवश्वचवद्यालय का िजाय दिनाांक 28.11.2024 से आगे बढाती है।

8. इस मांिालय की पूवय अचिसूिनाओं में उचल्लचित अन्य सभी शतों के साि-साि यूजीसी और अन्य साांचवचिक पररषिों के समय-समय

पर जारी चनयमों/चवचनयमों का िैतन्य (सम चवश्वचवद्यालय), हैिराबाि, तेलांगाना द्वारा पालन दकया जाना जारी रहेगा।

सां. 9-5/2024-यू.3(ए)—जबदक, केंर सरकार को चवश्वचवद्यालय अनुिान आयोग (यूजीसी) अचिचनयम, 1956 की िारा 3 के तहत

चवचशष्ट श्रेणी के अांतगयत सम चवश्वचवद्यालय सांस् िान का िजाय प्रिान करने के चलए भारतीय दफल्म और टेलीचवजन सांस्िान सोसायटी (एफटीआईआई

सोसायटी), पुणे द्वारा यूजीसी के सम चवश्वचवद्यालय आवेिन पोटयल पर एक ऑनलाइन आवेिन अपलोड दकया गया िा।

3. और जबदक, यूजीसी ने दिनाांक 07.08.2024 के अपने पि सांख्या 30-4/2024 (सीपीपी-आई/डीयू) के माध्यम से सूचित दकया दक

यूजीसी चवशेषज्ञ सचमचत ने यूजीसी (सम चवश्वचवद्यालय सांस्िान) चवचनयम, 2023 के अनुसार आवेिन की जाांि करने के बाि चसफाररश की दक

भारतीय दफल्म और टेलीचवजन सांस्िान, पुणे को एक सम चवश्वचवद्यालय सांस्िान के रूप में घोचषत करने से पहले कुछ शतों को पूरा करने के चलए

एफटीआईआई सोसाइटी को आशय पि (एलओआई) जारी दकया जा सकता है। यूजीसी चवशेषज्ञ सचमचत की चसफाररश पर आयोग द्वारा दिनाांक

24.07.2024 को आयोचजत अपनी 582वीं बैठक (मि सांख्या 2.07) में चविार दकया गया और अनुमोदित दकया गया।

4. और जबदक, चशक्षा मांिालय ने यूजीसी की सलाह पर, भारतीय दफल्म और टेलीचवजन सांस्िान, पुणे को एक समचवश्वचवद्यालय

सांस्िान के रूप में घोचषत करने से पूवय तीन वषय की अवचि के भीतर कुछ शतों को पूरा करने के चलए एफटीआईआई सोसाइटी को आशय पि

(एलओआई) जारी दकया।

5. और आगे जबदक, भारतीय दफल्म और टेलीचवजन सांस्िान, पुणे के चनिेशक ने दिनाांक 17.01.2025 के अपने पि के माध्यम से

एलओआई की शतों की अनुपालन ररपोटय प्रस्तुत की, चजसे सत्यापन और उसकी सलाह के चलए यूजीसी को भेजा गया। यूजीसी ने अनुपालन ररपोटय

उसी चवशेषज्ञ सचमचत के समक्ष रिी चजसने आशय पि (एलओआई) जारी करने की चसफाररश की िी। चवशेषज्ञ सचमचत ने सांस्िान की अनुपालन

ररपोटय स्वीकार की। यूजीसी चवशेषज्ञ सचमचत की चसफाररश पर आयोग द्वारा दिनाांक 13.03.2025 को आयोचजत अपनी 588वीं बैठक (मि सांख्या

7.02) में चविार दकया गया और अनुमोदित दकया गया।

6. अब, इसचलए, यूजीसी अचिचनयम, 1956 की िारा 3 के तहत प्रित्त शचियों का प्रयोग करते हुए, चशक्षा मांिालय, एतिद्वारा यूजीसी

की सलाह पर, भारतीय दफल्म और टेलीचवजन सांस्िान, पुणे को एक चवचशष्ट श्रेणी के तहत एक समचवश्वचवद्यालय सांस्िान के रूप में घोचषत करता

है। उि घोषणा चनम्नचलचित शतों के अध् यिीन है:

यूजीसी और केंर सरकार की पूवय अनुमचत के चबना, समचवश्वचवद्यालय सांस्िान/या इसके घटक चशक्षण इकाइयों की पररसांपचत्तयों

या चनचियों/राजस्व का अन् यि उपयोग नहीं दकया जाएगा।

ii.

एफटीआईआई, पुणे दकसी भी ऐसी गचतचवचि में शाचमल नहीं होगा जो वाचणचज्यक और लाभ कमाने वाली प्रकृचत की हो।

iii.

एफटीआईआई, पुणे में सांिाचलत दकए जाने वाले शैक्षचणक काययक्रम यूजीसी और सांबांचित साांचवचिक पररषिों/चनकायों द्वारा

चनिायररत मानिांडों और मानकों के अनुरूप होंगे।

iv.

एफटीआईआई, पुणे नए शैक्षचणक पाठ्यक्रम/काययक्रम, ऑफ-कैंपस, ऑफ-शोर कैंपस केवल यूजीसी द्वारा समय-समय पर इस

चवषय पर जारी मानिांडों और दिशाचनिेशों के अनुसार शुरू करेगा।

एफटीआईआई, पुणे अनुसांिान काययक्रमों के साि-साि डॉक्टरेट और नवीन शैक्षचणक काययक्रमों को शुरू करने के चलए उचित

किम उठाएगा। सांस्िान केवल वतयमान में नए उभरते क्षेिों तक ही सीचमत नहीं रहेगा, बचल्क यह यूजीसी चवचनयमों/दिशाचनिेशों

के साि-साि राष्ट्रीय चशक्षा नीचत-2020 के अनुसार अन्य क्षेिों में भी चवस्तार करने का प्रयास करेगा।

एफटीआईआई, पुणे सभी पाि शैक्षचणक पाठ्यक्रमों/काययक्रमों को राष्ट्रीय प्रत्यायन बोडय (एनबीए) द्वारा वैि प्रत् यायन के चलए

मूल्याांदकत कराने और सांस्िान को समय-समय पर सांशोचित यूजीसी (सम चवश्वचवद्यालय सांस्िान) चवचनयम, 2023 में चनचहत

प्राविानों के अनुसार, राष्ट्रीय मूल्याांकन एवां प्रत्यायन पररषि (एनएएसी) द्वारा वैि मान्यता प्राप्त करने के चलए सभी आवश्यक

किम उठाएगा।

vii.

छािों के प्रवेश, छािों की प्रवेश क्षमता, शैक्षचणक पाठ्यक्रम/काययक्रम के अनुमोिन का नवीनीकरण, छािों की प्रवेश क्षमता में

सांशोिन, नए पाठ्यक्रम/काययक्रम शुरू करने आदि के मामले में सांबांचित साांचवचिक पररषिों के सभी चनिायररत मानिांड और

प्रदक्रयाएां लागू रहेंगी और एफटीआईआई, पुणे द्वारा उनका पालन दकया जाएगा।

viii. एफटीआईआई, पुणे यूजीसी (सम चवश्वचवद्यालय सांस्िान) चवचनयम, 2023 के प्राविानों के अनुसार अपना सांशोचित सांगम ज्ञापन

(एमओए)/चनयम यूजीसी/चशक्षा मांिालय को जल्ि से जल्ि प्रस्तुत करेगा। जब भी आवश्यक होगा, सांस्िान प्रिचलत चवचनयमों के

प्राविानों के अनुसार अपने एमओए/चनयमों को अद्यचतत या सांशोचित करेगा।

ix.

एफटीआईआई, पुणे यूजीसी और प्रासांचगक साांचवचिक पररषिों के चनयमों और चवचनयमों के अनुसार शुल्क सांरिना का पालन

करेगा।

पूरा करने के चलए एसआरएफटीआई सोसाइटी को आशय पि (एलओआई) जारी करने की चसफाररश की िी।

3. और इसके अलावा जबदक, चशक्षा मांिालय ने, यूजीसी की सलाह पर, सत्यजीत रे दफल्म और टेलीचवजन इांस्टीट्यूट

(एसआरएफटीआई), कोलकाता, पचिम बांगाल को एक सम चवश्वचवद्यालय सांस्िान के रूप में घोचषत करने से पहले 3 वषय की अवचि के भीतर

कुछ शतों को पूरा करने के चलए एसआरएफटीआई सोसाइटी को आशय पि (एलओआई) जारी दकया िा।

4. और जबदक, एसआरएफटीआई सोसायटी ने दिनाांक 10.01.2025 के पि के माध्यम से आशय पि (एलओआई) की शतों की अनुपालन

ररपोटय प्रस्तुत की। इस अनुपालन ररपोटय की यूजीसी चवशेषज्ञ सचमचत द्वारा जाांि की गई और स्वीकार दकया गया। यूजीसी चवशेषज्ञ सचमचत की

चसफाररश पर आयोग द्वारा दिनाांक 25.03.2025 को आयोचजत अपनी 588वीं बैठक (मि सांख्या 7.03) में चविार दकया गया और उसे अनुमोदित

दकया गया।

5. अब, इसचलए, यूजीसी अचिचनयम, 1956 की िारा 3 के तहत प्रित्त शचियों का प्रयोग करते हुए, चशक्षा मांिालय, एति द्वारा यूजीसी

की सलाह पर, सत्यजीत रे दफल्म और टेलीचवजन सांस्िान (एसआरएफटीआई), ईस्टनय मेरोपॉचलटन बाईपास, पांिसायर, कोलकाता, पचिम बांगाल

को एक चवचशष्ट श्रेणी के तहत एक सम चवश्वचवद्यालय सांस्िा के रूप में घोचषत करता है। उि घोषणा चनम्नचलचित शतों के अध्यिीन है:

यूजीसी और केंर सरकार की पूवय अनुमचत के चबना, सम चवश्वचवद्यालय सांस्िा/या उसके सांघटक चशक्षण इकाइयों की पररसांपचत्तयों

या चनचियों/राजस्व का अन्यि उपयोग नहीं दकया जाएगा।

ii.

एसआरएफटीआई, कोलकाता दकसी भी ऐसी गचतचवचि में शाचमल नहीं होगा जो वाचणचज्यक और लाभ अजयन प्रकृचत की हो।

iii.

एसआरएफटीआई, कोलकाता में सांिाचलत दकए जाने वाले शैक्षचणक काययक्रम यूजीसी और सांबांचित वैिाचनक पररषिों/चनकायों

द्वारा चनिायररत मानिांडों और मानकों के अनुरूप होंगे।

iv.

एसआरएफटीआई, कोलकाता इस चवषय पर यूजीसी द्वारा समय-समय पर जारी दकए गए मानिांडों और दिशाचनिेशों के अनुसार

ही नए शैक्षचणक पाठ्यक्रम/काययक्रम, ऑफ-कैंपस, ऑफ-शोर कैंपस शुरू करेगा।

एसआरएफटीआई, कोलकाता अनुसांिान काययक्रमों के साि-साि डॉक्टरेट और नवीन शैक्षचणक काययक्रम शुरू करने के चलए उचित

किम उठाएगा। यह सांस्िान केवल वतयमान में नए उभरते क्षेिों तक ही सीचमत नहीं रहेगा बचल्क यह यूजीसी

चवचनयमों/दिशाचनिेशों के साि-साि राष्ट्रीय चशक्षा नीचत-2020 के अनुसार अन्य क्षेिों में भी चवस्तार करने का प्रयास करेगा।

vi.

एसआरएफटीआई, कोलकाता समय-समय पर यिा सांशोचित यूजीसी (सम चवश्वचवद्यालय सांस्िा) चवचनयम, 2023 में चनचहत

प्राविानों के अनुसार, सभी पाि शैक्षचणक पाठ्यक्रमों/काययक्रमों को राष्ट्रीय प्रत्यायन बोडय (एनबीए) और सांस्िान को राष्ट्रीय

मूल्याांकन और प्रत्यायन पररषि (एनएएसी) द्वारा वैि मान्यता प्राप्त करने के चलए सभी आवश्यक किम उठाएगा।

vii.

चवद्यार्ियों के प्रवेश, चवद्यार्ियों की प्रवेश क्षमता, शैक्षचणक पाठ्यक्रम/काययक्रम के अनुमोिन के नवीनीकरण, चवद्यार्ियों की

प्रवेश क्षमता में सांशोिन, नए पाठ्यक्रम/काययक्रम शुरू करने आदि के मामले में सांबांचित वैिाचनक पररषिों के सभी चनिायररत

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed

to be University.

2. And whereas, in exercise of powers conferred under Section 3 of the UGC Act, 1956, this Ministry, vide Notification

No.9-3/2017-U.3(A) dated 29.11.2019, on the advice of UGC, declared Chaitanya Degree College (Autonomous),

Hanamkonda, Warangal, Telangana as an Institution deemed to be University in the name of Chaitanya Institute of Science &

Technology, Warangal, Telangana under general category for a provisional period of five years with prospective date.

3. And whereas, this Ministry, vide Notification No.9-3/2017-U.3(A) dated 29.11.2019, rechristened the name of

Chaitanya Institute of Science & Technology (Deemed to be University), Hanamkonda, Warangal to Chaitanya (Deemed to be

University), Hanamkonda, Warangal.

4. And whereas, this Ministry, vide Notification No.9-3/2017-U.3(A) dated 21.07.2023, on the advice of UGC,

permitted Chaitanya (Deemed to be University), Hanamkonda, Warangal for shifting of its main campus from Hanamkonda,

Warangal to the vicinity of Hyderabad with condition that the Hanamkonda, Warangal campus of Chaitanya (Deemed to be

University) will cease to exist after one year from the date of issuance of this Notification.

5. And further whereas, a proposal was submitted by Chaitanya (Deemed to be University), Hyderabad, Telangana

for extension of its deemed to be University status beyond 28.11.2024. UGC was requested to examine the proposal and submit

its advice to this Ministry.

6. And whereas, UGC, vide its letter no. 1-5/2023 (CPP-I/DU) dated 24.03.2025 informed that the application was

examined with the help of an UGC Expert committee in accordance with the UGC (Institutions deemed to be Universities)

Regulations, 2023. The Expert Committee recommended for extension of the deemed to be University status. The Commission

considered and approved the recommendation of UGC Expert Committee in its 588th meeting (Item No. 2.07) held on

13.03.2025.

7. Now, therefore, on the advice of UGC, the Central Government, in exercise of the powers conferred under section

3 of the UGC Act, 1956, hereby extends the deemed to be University status of Chaitanya, Hyderabad, Telangana beyond

28.11.2024.

8. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the rules / regulations of

UGC and other Statutory Councils, issued from time to time, shall continue to be adhered to by Chaitanya (Deemed to be

University), Hyderabad, Telangana.

No. 9-5/2024-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed

to be University.

2. And whereas, an online application was uploaded on UGC’s Deemed Universities Application Portal by Film and

Television Institute of India Society (FTII Society), Pune for grant of Institution Deemed to be University status under Distinct

Category to Film and Television Institute of India (FTII), Pune under Section 3 of the UGC Act, 1956.

3. And whereas, UGC, vide its letter No. 30-4/2024 (CPP-I/DU) dated 07.08.2024, informed that UGC Expert

Committee, after examining the application as per the UGC (Institutions deemed to be Universities) Regulations, 2023,

recommended that Letter of Intent (LoI) may be issued to FTII Society for fulfilment of certain conditions before declaration

of Film and Television Institute of India, Pune as an Institution deemed to be University. The recommendation of UGC Expert

Committee was considered and approved by the Commission in its 582nd meeting (Item No. 2.07) held on 24.07.2024.

4. And whereas, the Ministry of Education, on the advice of UGC, issued Letter of Intent (LOI) to FTII Society for

fulfilment of the certain conditions within a period of three years before declaration of Film and Television Institute of India,

Pune as an Institution deemed to be University.

5. And further whereas, Director, Film and Television Institute of India, Pune, vide his letter dated 17.01.2025,

submitted compliance report of the conditions of the LoI which was then sent to UGC for verification and its advice. UGC

placed the compliance report before the same Expert Committee which had recommended for issuance of Letter of Intent (LoI).

The Expert Committee accepted the compliance report of the Institution. The recommendation of UGC Expert Committee was

considered and approved by the Commission in its 588th meeting (Item No.7.02) held on 13.03.2025.

6. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of the UGC, hereby declares Film and Television Institute of India, Pune as an Institution deemed to be University

under distinct category. The said declaration is subject to the following conditions:

There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its

constituent teaching units, without prior permission of the UGC and Central Government.

ii.

FTII, Pune shall not engage or indulge in any activities that are of commercial and profit making in nature.

iii.

The academic programmes to be offered at FTII, Pune shall conform to the norms and standards prescribed by

the UGC and the Statutory Councils/Bodies concerned.

FTII, Pune shall start new academic Courses/Programmes, Off-Campus(es), Off-Shore Campus(es) only in

FTII, Pune shall take appropriate steps to commence research programmes as well as doctoral and innovative

academic programmes. The Institute shall not keep confined only to presently new emerging areas but it make

endeavour to expand in other areas in accordance with the UGC Regulations / Guidelines as well as National

Education Policy-2020.

vi.

FTII, Pune shall take all the required steps to get all the eligible academic courses/programmes rated for valid

accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National

Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in

the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

vii.

All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of

students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake

capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered

to by FTII, Pune.

viii. FTII, Pune shall submit its revised Memorandum of Association (MoA) / Rules to UGC/ Ministry of Education

as per the provisions of the UGC (Institutions deemed to be Universities) Regulations, 2023 at the earliest. As

and when necessary, the Institute shall update or revise or modify its MoA / Rules, as per the provisions of the

prevailing Regulations.

ix.

FTII, Pune shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory

Councils.

FTII, Pune shall participate in annual Indian rankings issued by National Institutional Ranking Framework

(NIRF) of this Ministry.

xi.

FTII, Pune shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload

their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt

Samarth e-Gov.

Letter of Intent (LoI) SRFTI Society for fulfilment of certain conditions before declaration of Satyajit Ray Film and Television

Institute (SRFTI), Kolkata, West Bengal as an Institution deemed to be University.
