का.जन.अ. 12.—राष्ट्रृजत, संजवधान के ऄनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और

भारतीय वायुसेना समूह ‘ग’ एवं समूह ‘घ’ औद्योजगक ृद भती जनयम, 1990 को, जहां तक ईनका संबंध भट्टी वाला

(ऄधधकुिल), गोलाबाप द कतधव्य ृर श्रजमक (ऄधधकुिल), मिीन ृररचर (ऄधधकुिल), तैजलक (ऄधधकुिल), मुद्रक

(ऄधधकुिल), तम्बू मरम्मतकताध (ऄधधकुिल) और वल्कनी कारक (ऄधधकुिल) के ृदों से है, ईन बातों के जसवाय ऄजधक्ांत

करते हुए, जजन्हें ऐसे ऄजधक्मण से ृहले दकया गया है या करने का लोृ दकया गया है, भारतीय वायुसेना, रक्षा मंत्रालय में

भट्टी वाला (ऄधधकुिल), रेड्समेन मे (ऄधधकुिल), मिीन ृररचर (ऄधधकुिल), अयलमैन (ऄधधकुिल), मुद्रक (ऄधधकुिल),

तम्बू मरम्मतकताध (ऄधधकुिल) और वल्कनी कारक (ऄधधकुिल) के ृदों ृर भती की ृद्धजत का जवजनयमन करने के जलए

जनम्नजलजखत जनयम बनाते हैं, ऄथाधत्:-

1.

संजक्षप्त नाम और प्रारम्भ .–(1) आन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय वायुसेना, औद्योजगक ृद,

ऄधधकुिल श्रेणी (समूह ‘ग’ ृद) भती जनयम, 2025 है।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. लागू होना .– ये जनयम आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तम्भ (1) में जवजनर्ददष्ट ृदों ृर लागू होंगे।

3. ृदों की सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर .– ईि ृदों की सं्‍या, ईनका वगीकरण और वेतन मैररक्स में

स्ट्तर वह होगा, जो आन जनयमों से ईि ऄनुसूची के स्ट्तंभ (2) से (4) में जवजनर्ददष्ट हैं।

4. भती की ृद्धजत, अयु-सीमा और ऄन्य ऄहधताएं, अदद .– भती की ृद्धजत, अयु-सीमा, ऄहधताएं और ईससे संबंजधत

ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

5. जनरहधता .– वह व्यजि,—

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत है, जववाह दकया है या जववाह करने की संजवदा की है;

या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह करने की संजवदा

की है,

ईि ृदों ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्द्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ईस व्यजि और जववाह के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के

प्रवतधन से छू दे सकेगी।

6. जिजथल करने की िजि .– जहां केन्द्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीचीन है, वहां वह

ईसके जलए जो कारण हैं, ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईृबंध को दकसी वगध या प्रवगध के व्यजियों की बाबत,

अदेि द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त .– आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छू और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन्य जृछडे वगों, भूतृूवध सैजनकों और ऄन्य जविेष प्रवगध के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत है।

र प्ृण 1.- अयु-सीमा ऄवधाररत करने के जलए जनणाधयक तारीख ऄभ्यर्थथयों से अवेदन प्राप्त करने के जलए जनयत की

गइ ऄंजतम तारीख होगी। न दक वह ऄंजतम तारीख जो ऄसम, मेघालय, ऄरुणाचल प्रदेि, जमजोरम, मजणृुर, नागालैंड,

जत्रृुरा, जसदिम, जहमाचल प्रदेि के लाहौल और स्ट्ृीजत जजले एवं चम्बा जजले के ृांगी ईृ-खंड और संघ राज्य क्षेत्रों

लद्दाख, ऄंदमान और जनकोबार द्वीृ समूह तथा लक्षद्वीृ के ऄभ्यर्थथयों के जलए जवजहत की गइ है।

र प्ृण 2.- रोजगार कायाधलय के माध्यम से जनयुजि के मामले में अयु-सीमा ऄवधाररत करने के जलए जनणाधयक

तारीख वह ऄंजतम तारीख होगी जजस तक रोजगार कायाधलय से नाम भेजने के जलए कहा गया है।

सीधे भती दकए जाने वाले व्यजियों के जलए

भट्टी के ज्वलन और प्रवतधन में एक वषध का

में यथाजवजनर्ददष्ट ऄहधताएँ रखते हों ।

प्रजतजनयुजि या ृुनर्थनयोजन (भूतृूवध सैजनकों के जलए):

सिस्त्र बल के ऐसे कार्थमकों ृर भी जवचार दकया जाएगा जो

एक वषध की ऄवजध के भीतर सेवाजनवृत्त होने वाले हैं या

ररजवध में स्ट्थानान्तररत दकए जाने वाले हैं और जजनके ृास

ऄृेजक्षत ऄनुभव और जवजहत ऄहधताएँ है। ऐसे व्यजियों को

ईस तारीख तक प्रजतजनयुजि के जनबंधनों ृर रखा जाएगा

जजस तारीख से ईन्हें सिस्त्र बल से जनमुधि दकया जाना है,

समूह ‘ग’ जवभागीय ृुजष्टकरण सजमजत (ृुजष्टकरण

के संबंध में जवचार करने के जलए) जजसमें

जनम्नजलजखत होंगे:-

1. एऄर-ऑदफसर-कमांडडग या ऑदफसर

कमांजडग - ऄध्यक्ष;

2. प्रभारी ऄजधकारी जसजवजलयन प्रिासन

- सदस्ट्य;

3. कमीिन प्राप्त ऄजधकारी जो ईस ऄनुभाग से

संबंजधत न हो जहां प्रोन्नजत की जानी है या

लागू नहीं होता।

तत्ृश्चात ईन्हें ृुनर्थनयोजन ृर बने रहने ददया जा सकता है।

र प्ृण 1: ृोषक प्रवगध के ऐसे जवभागीय ऄभ्यथी, जो

प्रोन्नजत की सीधी ृंजि में है, प्रजतजनयुजि ृर जनयुजि के

जलए जवचार दकए जाने के ृात्र नहीं होंगे। आसी प्रकार,

प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए

जाने के ृात्र नहीं होंगे।

र प्ृण 2: प्रजतजनयुजि की ऄवजध, जजसके ऄंतगधत केन्द्रीय

सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में आस

जनयुजि से ीक ृहले धाररत दकसी ऄन्य काडर बाह्य ृद ृर

प्रजतजनयुजि की ऄवजध है साधारणतया तीन वषध से ऄजधक

नहीं होगी।

र प्ृण 3: प्रजतजनयुजि ृर जनयुजि के जलए ऄजधकतम अयु

सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को 56 वषध से

ऄजधक नहीं होगी।

ऐसे कार्थमकों ृर भी जवचार दकया जाएगा जो एक वषध की ऄवजध के

भीतर सेवाजनवृत्त होने वाले हैं या ररजवध में स्ट्थानान्तररत दकए जाने

वाले हैं और जजनके ृास ऄृेजक्षत ऄनुभव और जवजहत ऄहधताएँ है।

ऐसे व्यजियों को ईस तारीख तक प्रजतजनयुजि के जनबंधनों ृर रखा

जाएगा जजस तारीख से ईन्हें सिस्त्र बल से जनमुधि दकया जाना है,

तत्ृश्चात ईन्हें ृुनर्थनयोजन ृर बने रहने ददया जा सकता है।

र प्ृण 1.- ृोषक प्रवगध के ऐसे जवभागीय ऄभ्यथी, जो प्रोन्नजत की

सीधी ृंजि में है, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने

के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा

जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।

र प्ृण 2.- प्रजतजनयुजि की ऄवजध, जजसके ऄंतगधत केन्द्रीय सरकार के

ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजि से ीक ृहले

धाररत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि की ऄवजध है

साधारणतया तीन वषध से ऄजधक नहीं होगी।

र प्ृण 3.- प्रजतजनयुजि ृर जनयुजि के जलए ऄजधकतम अयु सीमा

अवेदन प्राप्त करने की ऄंजतम तारीख को 56 वषध से ऄजधक नहीं

होगी।

(ृुजष्टकरण के संबंध में जवचार करने के जलए)

जजसमें जनम्नजलजखत होंगे : -

1. एऄर-ऑदफसर-कमांडडग या ऑदफसर

कमांजडग – ऄध्यक्ष;

2. प्रभारी ऄजधकारी जसजवजलयन प्रिासन

- सदस्ट्य;

S.R.O. 12.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Indian Air Force Group ‘C’ and Group 'D' Industrial posts Recruitment Rules, 1990, in so far as

they relate to the posts of Furnace man (Semi-Skilled), Labourer on Ammunition Duties (Semi-Skilled), Machine

Attendant (Semi-Skilled), Oilman (Semi-Skilled), Printer (Semi-Skilled), Tent Repairer (Semi-Skilled) and Vulcaniser

(Semi-Skilled), except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the posts of Furnaceman (Semi-Skilled), Tradesman

Mate (Semi-Skilled), Machine Attendant (Semi-Skilled), Oilman (Semi-Skilled), Printer (Semi-Skilled), Tent

Repairer (Semi-Skilled) and Vulcaniser (Semi-Skilled) in the Indian Air Force, Ministry of Defence, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Indian Air Force,

Industrial Posts, Semi-Skilled Grade (Group ‘C’ Posts) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. —These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, Classification and level in pay matrix. —The number of the said posts, their classifications

and level in the pay matrix attached thereto shall be as specified incolumns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5.

Disqualification.- No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

करते हुए, जो ऐसे ऄजधक्मण से ृूवध दकया गया हो या करने का लोृ दकया हो, रक्षा मंत्रालय के त रक्षक संग न में

जनदेिक, वररष्ठ जसजवजलयन स्ट् ाफ ऄजधकारी, जसजवजलयन स्ट् ाफ ऄजधकारी, ऄनुभाग ऄजधकारी और सहायक के ृद ृर

भती की ृद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते हैं, ऄथाधत :-

संजक्षप्त नाम और प्रारंभ :-

(क)

आन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, त रक्षक जसजवजलयन ऄनुसजचवीय संवगध (समूह “क” और

“ख”) ृर भती जनयम, 2025 है।

(ख)

ये राजृत्र में प्रकािन की तारीख से लागू होंगे।

2.

लागू होना :-

ये जनयम आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट ृदों ृर लागू होंगे।

3.

ृदों की सं्‍या, वगीकरण और वेतन मैररक्स में लेवल :- ईि ृदों की सं्‍या, ईनका वगीकरण और वेतन मैररक्स

में स्ट्तर वे होंगे, जो आन जनयमों में संलग्न ईि ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

4.

भती की ृद्धजत, अयु-सीमा, ऄहधताएं अदद :- ईि ृदों ृर भती की ृद्धजत, अयु-सीमा, ऄहधताएं और ऄन्य बातें

वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

जनरहधता :- कोइ भी व्यजि,

(क)

जजसने ऐसे व्यजि से जववाह दकया है जजसका ृजत या ृत्नी जीजवत है; या

(ख)

जजसने ऄृने ृजत या ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह कर जलया है,

ईि ृदों ृर जनयुजि के जलए ृात्र नहीं होगा :-

ृरंतु दक केंद्रीय सरकार, यदद संतुष्ट हो जाए दक ऐसा जववाह, ऐसे व्यजि और जववाह के ऄन्य ृक्षकार ृर लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के प्रवतधन से छू

दे सकेगी।

जिजथल करने की िजि :-जहां केंद्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीचीन है, वहां वह

ईसके जलए जो कारण हैं, ईन्हें ऄजभजलजखत करके तथा संघ लोक सेवा अयोग के ृरामिध से, अदेि द्वारा, दकसी वगध या

प्रवगध के व्यजियों के संबंध में आन जनयमों के दकसी ईृबंध को जिजथल कर सकेगी।
