2. तवतिष्ट सेवा के तलए राष्ट्रपति का िटरक्षक पिक प्रिान करने सांर्बांधी तनयम 4(iv) के िहि राष्ट्रपति का िटरक्षक पिक (तवतिष्ट सेवा)
प्रिान दकया जािा है जो दक राष्ट्रपति सतिवालय अतधसूिना सां. 50-प्रेस/89 दिनाांक 7 जून 1989 में अतधसूतिि है ।

पिक सहर्ष प्रिान करिे हैं।
प्रितति उल्लेि
समािेिक अांिुमन रिूडी (0707-ई) ने 26 दिसांर्बर 2006 को भारिीय िटरक्षक में सेवा आरांभ की।
2. समािेिक अांिुमन रिूडी ने उन्नि हल्के हेलीकॉप्टर(एएलएि) एम के III हेलीकॉप्टर के कप्तान के रूप में एमवी फ्रैंकफटष पोि पर
लगी भीर्ण आग पर कार्बू पाने के तलए 20-31 जुलाई 24 को गोवा/न्यू मैंगलोर के करीर्ब समुद्र में िरार्ब मौसम में साहतसक अतभयान का नेिृत्व
दकया। अति तथल (एसओएफ) पर िेजी से र्बिलिे वायु घनत्व और घने काले धुएां का सामना करिे हुए, अफसर ने सीतमि िृश्य सांकेिों के साथ
आग के ऊपर मांडरािे हुए अति तथल (एसओएफ) पर सूिे केतमकल पाउडर (डीसीपी) र्बैग का पहली र्बार हवाई िैनािी के िौरान इतिेमाल दकया।
3. ितक्षण पतिमी-मानसून के कारण िूफानी समुद्र की िरार्ब पररततथतियों में सांकटग्रति पोि पर अतििमन तविेर्ज्ञों और उपकरणों
को उिारना सांभव नहीं हो पाया। पायलट ने सांभातवि जोतिमों को ध्यान में रििे हुए 04 साल्वसष और सभी भारी अतििमन, प्रतिर्बांतधि उपकरणों
को िटरक्षक पोि के हेलो डेक पर रोल/तपि के र्बीि नीिे उिारने का िुनौिीपूणष कायष दकया।
4. ऑपरेिन सहायिा -1 के िौरान लगभग 39 घांटों की करिन उडान, तजसमें 20 ववांि ऑपरेिन और 1,250 दकलोग्राम सूिे केतमकल
पाउडर (डीसीपी) की हवाई तगरावट िातमल थी, जो आग र्बुझाने में महत्वपूणष थी। यह पायलट की र्बहािुरी और उडान कौिल का प्रमाण है,
तजससे सांभातवि राष्ट्रीय समुद्री आपिा को टाला जा सका।
5. भारिीय िटरक्षक द्वारा समुद्री अतििमन िकनीकों में नए मानक तथातपि करने के तलए उनकी वीरिा और अग्रणी िृतष्टकोण के तलए,
समािेिक अांिुमन रिूडी (0707-ई) ने तवयां को र्बिूर्बी तसद्ध दकया है और फलतवरुप इन्हें िटरक्षक पिक (वीरिा) प्रिान दकया जािा है।
6. िटरक्षक पिक प्रिान करने सांर्बांधी तनयम 11(i) के िहि िटरक्षक पिक (वीरिा) प्रिान दकया जािा है िथा पररणामतवरूप तनयम
13 के अधीन िटरक्षक पिक (वीरिा) प्राप्त करने वाले िटरक्षक कार्मषकों को तविेर् भत्ता तवीकायष है जो दक राष्ट्रपति सतिवालय अतधसूिना
सां. 50-प्रेस/89 दिनाांक 7 जून 1989 में अतधसूतिि है.

सां. 54-प्रेस/2025—राष्ट्रपति, गणिांत्र दिवस, 2025 के अवसर पर, सहायक समािेिक मनीर् वसांह (1809-एल) को वीरिा के तलए
िटरक्षक पिक सहर्ष प्रिान करिे हैं।
प्रितति उल्लेि
सहायक समािेिक मनीर् वसांह (1809-एल) ने भारिीय िटरक्षक में 20 दिसांर्बर, 2018 में सेवा आरांभ की।
2. विषमान में अफसर रत्नातगरी ततथि भारिीय िटरक्षक पोि सी-452 के कमान अतधकारी के रूप में तनयुक्त हैं। युवा अफसर एक
योग्य गोिािोर हैं और हमेिा कमान की तजम्मेिाररयों के िोर्रतहि तनष्पािन सतहि सौंपे गए सभी कायों में नेिृत्व करने और उत्कृष्टिा प्राप्त
करने के तलए उत्सुक रहिे हैं।
3. अफसर ने हाल ही में भारिीय िटरक्षक पोि सी-406 पर जल भराव की घटना के िौरान अनुकरणीय साहस दििाया है। दिनाांक
22 अगति 2024 को सी-406 ने सी-402 की आवाजाही को सुतवधाजनक र्बनाने के तलए पोि को रवाना दकया, हालाांदक, इसके तटीयररांग ने
तनयांत्रण िो दिया और यह पीछे की ओर जाने लगा और सी-452 से टकरा गया। सहायक कमाांडेंट मनीर् वसांह, कमान अतधकारी उस समय
सी-452 पोि पर थे और सी-402 की ओर िौडे, जो जेट्टी के साथ िडा था। जैसे ही सी-406, सी-402 के साथ र्बथष करने में सफल हो गया, अफसर
पोि की सुरक्षा का पिा लगाने के तलए पोि पर िढ़ गए। सी-406 के वॉटरजेट कम्पाटषमेंट में र्बाढ़ अलामष सदिय हो गया। अफसर ने जल्िी से
नुकसान/छेि का पिा लगाने में सहायिा की और िालक िल को सर्बमर्सषर्बल पांप, आपािकालीन लैंप और डीजल िातलि पांप लगाने और वॉटरजेट
कम्पाटषमेंट को र्बांि करने िथा पानी को हटाने का तनिेि दिया। पानी को हटाने के िुरू होने के र्बाि, अफसर र्बाहर से नुकसान का आकांलन करने
के तलए क्वाटषर डेक पर पहुांिे और पानी भरने की गांभीरिा को समझिे हुए, सीधे एक सर्वषस कांर्बल और एक लाइफर्बॉय (सुरक्षा के तलए) के साथ
पानी में कूि गए। उन्होंने जलीय रेिा के नीिे छेि का पिा लगाया और डुर्बकी लगािे समय तनयांतत्रि साांस के साथ, अपने पैरों का उपयोग करके
छेि के अांिर कांर्बल को धकेल दिया और र्बाि में कांर्बल को छेि में मजर्बूिी से डालने के तलए वेजेस का उपयोग दकया। र्बाि में, उन्होंने एक अतधक
तथायी व्यवतथा र्बनाने में मिि की, तजसमें उन्होंने एक तविेर् तनर्मषि तटॉपर प्लेट का उपयोग दकया और पोि के सांिुलन को तवतभन्न प्रितलि
एस ओ पी के अनुसार समायोतजि दकया गया।
4. अफसर ने अत्यांि साहस, िृढ़ तनिय और िृढ़ सांकल्प के साथ-साथ िीव्र र्बुतद्धमिा का पररिय िेिे हुए सी-406 पोि पर गांभीर समुद्री
सांकट के िौरान र्बडी क्षति को रोका और भारिीय िटरक्षक की एक महत्वपूणष पररसांपतत्त िथा सांभविः िालक िल के सितयों के जीवन को र्बिाया।
उनकी मेहनि, साहस, पेिेवराना कौिल और र्बहािुरी के अनुकरणीय कायष सैन्य सेवा की र्बेहिरीन परांपराओं के अनुरूप हैं।
5. सहायक समािेिक मनीर् वसांह (1809-एल) ने तवयां को र्बिूर्बी तसद्ध दकया है और फलतवरुप इन्हें िटरक्षक पिक (वीरिा) प्रिान
दकया जािा है।

समीर रांजन, उत्तम नातवक (आर), 14163-आर ने भारिीय िटरक्षक में 19 अगति 2016 में सेवा आरांभ की।
2. समीर रांजन एक योग्य एयर िू गोिािोर है तजन्होंने एक महत्वपूणष तिदकत्सा तनकासी के िौरान असाधारण साहस और समपषण
दििाया। दिनाांक 21 जुलाई 2024 को, मोटर पोि एमटी जील पर एक गांभीर तिदकत्सा आपािकाल के सांर्बांध में एक रोगी के र्बारे में सांकट कॉल
प्राप्त हुई थी, जो समुद्री र्बीमारी और िून की उल्टी के कारण 24 घांटे से अतधक समय से र्बेहोि था।
3. तवमान ने सुर्बह-सुर्बह उडान भरी और जर्ब वह घटनातथल पर पहुांिा िो उक्त कार्मषक को एक र्बेहोि और गांभीर रूप से र्बीमार रोगी
को पोि से र्बिाने का िुनौिीपूणष कायष करना पडा, जो िूफानी समुद्र की िरार्ब पररततथतियों के कारण काफी तहल रहा था। रोगी की र्बेहोिी और
िरार्ब मौसम ने ऑपरेिन को तविेर् रूप से िुनौिीपूणष र्बना दिया।

4. समीर रांजन को मोटर पोि के सांकीणष अततथर डेक पर उिारा गया, जहााँ उन्होंने र्बेहोि रोगी को सावधानी से र्बिाव र्बातकेट में रिा।
20-25 नॉट से अतधक की िेज हवाओं और िरार्ब समुद्री पररततथतियों के कारण पोि की अततथरिा के र्बावजूि, समीर रांजन ने डेक दफरटांग और
अवरोधों से र्बििे हुए रोगी को सुरतक्षि रूप से तवमान में तथानाांिररि दकया।
5. एयर िू डाइवर समीर रांजन ने प्रतिकूल मौसम की ततथति में एक र्बेहोि रोगी को र्बिाने में असाधारण प्रििषन दकया, जो उनकी
असाधारण र्बहािुरी को ििाषिा है।
6. समीर रांजन, उत्तम नातवक (आर), 14163-आर ने तवयां को र्बिूर्बी तसद्ध दकया है और फलतवरुप इन्हें िटरक्षक पिक (वीरिा)

No. 53-Pres/2025— The President is pleased to award the Tatrakshak Medal for Gallantry to Commandant Anshuman
Raturi (0707-E) on the occasion of the Republic Day, 2025.
CITATION
Commandant Anshuman Raturi (0707-E) joined the Indian Coast Guard on 26 December 2006.

Comdt Anshuman Raturi as Captain of Advanced Light Helicopter (ALH) MK III helicopter led a daring
operation of combating severe fire onboard MV Frankfurt in adverse weather off Goa/New Mangalore (20-31 July 24). Braving
rapidly changing air density over Seat Of Fire (SOF) with thick black smoke, the officer executed first-ever aerial deployment
of Dry Chemical Powder (DCP) bags precisely over Seat Of Fire(SOF) by maintaining steady hover over the inferno with
limited visual cues.

The prevailing South West monsoon precluded transshipment of fire-fighting experts (Salvors) and gears on
distressed vessel in rough sea conditions. The pilot undertook daunting task of winching down 04 Salvors and all bulky fire-
fighting gears onboard restricted Coast Guard helo deck amidst vicious roll/pitch with due diligence to possible risks involved.

Over approximately 39 hours of arduous flying during Op Sahayata-1, including 20 winch operations and
maiden aerial dropping of 1,250 kg of Dry Chemical Powder (DCP) is a testimony of pilot's bravery and flying skills in dousing
fire thereby averting a potential national maritime disaster.

For his valour and pioneering approach, setting new standard in maritime fire-fighting techniques by Indian
Coast Guard, Commandant Anshuman Raturi (0707-E) has accredited himself well and therefore he is awarded the Tatrakshak
Medal (Gallantry).
6.
The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak
Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel
who have received the Tatrakshak Medal (Gallantry) award i.e President’s Secretariat Notification No. 50-Pres/89 dated
7th June, 1989.

No. 54-Pres/2025—The President is pleased to award the Tatrakshak Medal for Gallantry to Assistant Commandant
Manish Singh (1809-L) on the occasion of the Republic Day, 2025.
CITATION
Assistant Commandant Manish Singh (1809-L) joined the Indian Coast Guard on 20 December 2018.

The officer is presently appointed as Commanding Officer ICGS C-452 based at Ratnagiri. The young officer
is a qualified Diver and is always keen to take lead and excel in all tasks.

The officer showed exemplary courage during a recent Flooding incident onboard C-406.On 22 Aug 24,
C-406 cast off for facilitating the movement of C-402 however, lost its steering controls and started falling astern and collided
with C-452. Asst Comdt Manish Singh, Commanding Officer C-452 was onboard and immediately sprinted towards C-402
which was berthed alongside jetty. As soon as C-406 berthed alongside C-402 the Officer embarked to ascertain the wellbeing
of the ship. Flood alarm got activated in the waterjet compartment of C-406, officer quickly helped to locate the damage/hole
and directed crew to place submersible pumps, emergency lamps and DD pump to shut the waterjet compartment and started
de-flooding. Once de-flooding started, the officer rushed towards quarter deck to assess the damage from outside and being
aware of the gravity of flooding, directly jumped into the water with a Service blanket and lifebuoy (for Safety). He located the
hole below waterline and with controlled breath dives, pushed the blanket inside the hole using his legs and later used wedges
to insert the blanket rigidly in the hole. Later, he helped put a more durable arrangement wherein he inserted a specially
fabricated stopper plate and adjusted the trim of the ship by various SOPs in vogue.

The officer showcased extreme courage, steely resolve and determination along with acute presence of mind
in preventing major damage onboard C-406 saving an important ICG Asset and possibly the lives of the crew. His diligence,
courage, professional acumen, and exemplary act of bravery are in keeping with the finest traditions of the uniform service.

Assistant Commandant Manish Singh (1809-L) has accredited himself well and therefore he is awarded the
Tatrakshak Medal (Gallantry).

The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak

No. 55-Pres/2025—The President is pleased to award the Tatrakshak Medal for Gallantry to Sameer Ranjan, Uttam
Navik(R), 14163-R on the occasion of the Republic Day, 2025.
CITATION
Sameer Ranjan, Uttam Navik(R), 14163-R joined the Indian Coast Guard on 19 August 2016.

Sameer Ranjan is a qualified Aircrew Diver who displayed exceptional courage and dedication during a
critical medical evacuation. On 21 July 2024, a distress call was received regarding critical medical emergency onboard Motor
Vessel MT Zeal regarding a patient who had been unconscious for over 24 hours due to sea sickness and severe vomiting of
blood.

The aircraft took off during early morning hours and upon arriving at the datum, he faced daunting task of
rescuing an unconscious and critically ill patient from a vessel that was rolling and pitching heavily due to rough sea conditions.
The patient’s unconsciousness and inclement weather made the operation particularly challenging.

Sameer Ranjan was lowered onto narrow unstable deck of Merchant Vessel, where he carefully placed
unconscious patient into the rescue basket. Despite strong winds in excess of 20-25 knots and the vessel’s instability due to
rough sea conditions, Sameer Ranjan managed to avoid deck fittings and obstructions while safely shifting patient into the
aircraft.

Aircrew Diver Sameer Ranjan’s exceptional performance in rescuing an unconscious patient under most
adverse weather conditions highlights his extraordinary bravery.
6.
Sameer Ranjan, Uttam Navik (R), 14163-R has accredited himself well and therefore he is awarded the
Tatrakshak Medal (Gallantry).
