पि से िै, उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजिक्मण से पूवि दकया गया िै या करने का लोप दकया गया,

कार्मिक, लोक जिकायत और पेंिन मंत्रालय, कार्मिक और प्रजिक्षण जवभाग, केंद्रीय अन्वेषण ब्यूरो में उप सलािकार

संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम कार्मिक, लोक जिकायत और पेंिन मंत्रालय, कार्मिक

और प्रजिक्षण जवभाग, केंद्रीय अन्वेषण ब्यूरो, उप सलािकार (बैंककारी) समूि 'क' पि भती जनयम, 2025 िै।

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।

जनरििता.– वि व्यजि.–

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतिन से छूट िे सकेगी ।

जिजथल करने की िजि.– ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां यि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमों के दकसी उपबंि को

दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त.– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना

(क) (i) िो मूल काडर या जवभाग में जनयजमत

आिार पर सिृि पि िारण दकए हुए िैं ; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन

मैट्ररक्स के स्ट्तर 9 (53100-167800/रू) या

समतुल्य में जनयजमत आिार पर जनयुजि के

पश्चात उस श्रेणी में िो वषि की सेवा की िै;

या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन

मैट्ररक्स के स्ट्तर 8 (47600-151100/रू) या

समतुल्य में जनयजमत आरआर पर जनयुजि के

पश्चात उस क्षेणी में चार वषि की सेवा की िै;

और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अििताएं

और अनुभव िै:-

आवश्यक:

(i) दकसी मान्यता प्राप्त जवश्वजविालय या

संस्ट्थान से बैचलर जडग्री।

(ii) बैंककारी क्षेत्र में जनरीक्षण या सतकिता या

प्रचालन का तीन वषि का अनुभव।

वांछनीय:-

(i) दकसी मान्यता प्राप्त जवश्वजविालय या

संस्ट्थान से जवजि में बैचलर जडग्री।या;

(ii) भारतीय चाटिडि एकाउंटेंट संस्ट्थान के

सिस्ट्यों के रजिस्ट्टर में नामांकन के जलए

मान्यता प्राप्त अििता।

(iii) भारतीय बैंककारी संस्ट्थान का प्रमाजणत

सियोगी।

ट्रटप्पण 1:– प्रजतजनयुजि (जिसके अंतगित

अल्पकाजलक संजविा भी िै) की अवजि, जिसके

अंतगित केन्द्रीय सरकार के उसी या दकसी अन्य

संगठन या जवभाग में इस जनयुजि से ठीक पिले

NOTIFICATION

New Delhi, the 23rd May, 2025

G.S.R. 70.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training,

Central Bureau of Investigation, Technical Advisory Unit (Banking), Group-‘A’ and Group ‘B’ Posts Recruitment

Rules, 2013, in so far as they relates to the post of Deputy Advisor(Banking) except as respect things done or omitted

to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Deputy Advisor (Banking) in the Central Bureau of Investigation in the Ministry of

Personnel, Public Grievances and Pensions, Department of Personnel and Training, namely:–

Short title and commencement.– (1) These rules may be called the Ministry of Personnel, Public Grievances

and Pensions, Department of Personnel and Training, Central Bureau of Investigation, Deputy Advisor

(Banking) Group 'A' Post Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in Pay Matrix.– The number of the post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.– No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in this rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

G.S.R. 71.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Hospital for Mental Diseases Ranchi (Recruitment to class III and class IV posts) Rules, 1959, in

so far as it relates to the post of Ward Attendant (Male and Female), except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment

to the post of Ward Attendant (Male and Female) in the Central Institute of Psychiatry, Ranchi in the Ministry of

Health and Family Welfare namely:–

Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare,

Central Institute of Psychiatry, Kanke, Ranchi, Ward Attendant (Male and Female) (Group ‘C’ Post)

Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.– No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt such person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect

to any class or category of persons.

Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

बिते दक केंद्र सरकार, यदि संतुष्ट िो दक ऐसा जववाि ऐसे व्यजि और जववाि के िूसरे पक्ष पर लागू व्यजिगत कानून के

तित स्ट्वीकायि िै और ऐसा करने के जलए अन्य आिार िैं, तो ऐसे व्यजि को इस जनयम से छूट िे सकती िै।

छूट िेने की िजि.– ििां केंद्र सरकार की राय िै दक ऐसा करना आवश्यक और समीचीन िै, वि आिेि द्वारा और

कारणों को जलजखत रूप में ििि करके और संघ लोक सेवा आयोग के परामिि से, दकसी भी वगि या श्रेणी के व्यजियों के संबंि

में इन जनयमों के दकसी भी प्राविान में ढील िे सकती िै।

प्रभाव.– इन जनयमों की कोई बात अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों

और अन्य जविेष प्रवगि के व्यजियों के जलए इस संबंि में समय-समय पर केंद्र सरकार द्वारा िारी आिेिों के अनुसार दिए

िाने वाले आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी।

नोट 1: इन जनयमों की अजिसूचना की तारीख को जनयजमत आिार पर फीडर पि िारण करने वाले व्यजि के जलए पात्रता

सेवा आठ वषि बनी रिेगी।

नोट 2: ििाँ ऐसे कजनष्ठ कमिचाट्ररयों को पिोन्नजत के जलए जवचार दकया िा रिा िो जिन्िोंने आवश्यक पात्रता या अििता

सेवा पूरी कर ली िै, विाँ उनके वट्ररष्ठों को भी पिोन्नजत के जलए जवचार दकया िाएगा, यदि उनकी पात्रता या अििता सेवा

की कमी आिे से अजिक न िो या िो वषों से अजिक न िो ) िो भी इनमें से कम िो (, और उन्िोंने पिोन्नजत के जलए

(ii) मूल कैडर या जवभाग में वेतन मैट्ररक्स (53,100-167,800 रुपये) में स्ट्तर-9 के पिों पर जनयजमत आिार पर

जनयुजि के बाि उस ग्रेड में िो वषि की सेवा के साथ; या

(iii) मूल कैडर या जवभाग में वेतन मैट्ररक्स (47,600 -151,100 रुपये) में स्ट्तर - 8 में जनयजमत आिार पर

जनयुजि के बाि उस ग्रेड में चार साल की सेवा के साथ; या

संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम िल िजि मंत्रालय, िल संसािन, निी जवकास और

2. पिों की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और उनसे उपाबद्ध वेतन

मैट्ररक्स में स्ट्तर वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्‍तंभ (2) से स्ट्‍तंभ (4) में जवजनर्ििष्ट िै।

3. भती की पद्धजत, आयु सीमा, अितािएं आदि.– उक्‍त पि की भती की पद्धजत, आयु सीमा, अििताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उक्‍त अनुसूची के स्ट्‍तंभ (5) से स्ट्‍तंभ (13) में जवजनर्ििष्ट िै।

4. जनरििता.– वि व्यजि,–

(क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पिों पर जनयुजि का पात्र निीं िोगा :

परंतु, केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार पर लागू स्ट्वीय

जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतिन से छूट िे

सकेगी।

5. जिजथल करने की िजि.– ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमों के दकसी उपबंि को

दकसी वगि या प्रवगि के व्यजियों की बाबत आिेि द्वारा जिजथल कर सकेंगी।

6. व्यावृजत्त.– इन जनयमों में कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों, पर प्रभाव निीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार, अनुसूजचत िाजतयों,

सफलता पूविक पूरा दकया िो।

GSR 73.–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Farakka Barrage Project, Private Secretary Recruitment Rules, 2004, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Private Secretary (Group-B post)in the Farakka Barrage Project, Department of

Water Resources, River Development and Ganga Rejuvenation, under the Ministry of Jal Shakti, namely:–

Short title and commencement.– (1) These rules may be called the Ministry of Jal Shakti, Department of

Water Resources, River Development and Ganga Rejuvenation, Farakka Barrage Project, Private Secretary (Group-

B post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.– The number of the said post, its classification

and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Schedules Tribes, Other Backward Classes, ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.
