2.
ृद की सं्या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर - ईतिय ृद की सं्या, ईसका वगीकरण और ईससे संलग्न वेतन
मजट्ररक्स में स्ट्तर वह हगगा जग आन जनयम से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3.
भती की ृद्धजत, अयु सीमा, ऄहाताएं अदद - ईतिय ृद ृर भती की ृद्धजत, अयु सीमा, ऄहाताएं और ईससे
संबंजधत ऄन्य बातें वे हगगी जग ईतिय ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4.
जनरहाता - वह व्यजतिय,-
(क) जजसने ऐसे व्यजतिय से जजसका ृजत या जजसकी ृत्नी जीजवत हैं, जववाह दकया हज, या जववाह की संजवदा की हज;
या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते ुए दकसी व्यजतिय से जववाह दकया हज या जववाह की संजवदा
की हज,
ईतिय ृद ृर जनयुजतिय का ृात्र नहीं हगगा:
ृरन्तु यदद केन्रीय सरकार का यह समाधान हग जाता हज दक ऐसा जववाह ऐसे व्यजतिय और जववाह के ऄन्य ृक्षकार
कग लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हज तग वह दकसी व्यजतिय कग आस जनयम के
प्रवतान से छूट दे सकेगी।
5.
जिजथल करने की िजतिय - जहां केंरीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए जग कारण हैं ईन्हे लेखबद्ध करके तथा संघ लगक सेवा अयगग से ृरामिा करके, आन जनयम के दकसी ईृबंध कग
दकसी वगा या प्रवगा के व्यजतियय के बाबत, अदेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त - आन जनयम की कगइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ट्ररयायत ृर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेि के ऄनुसार ऄनुसूजचत जाजतय ,
ऄनुसूजचत जनजाजतय , ऄन्य जृछडा वगा, भूतृूवा सजनक और ऄन्य जविेष प्रवगा के व्यजतियय के जलए ईृबंध करना

NOTIFICATION
New Delhi, the 7th July, 2025
S.R.O. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby
makes the following rules regulating the method of recruitment to the post of Vehicle Operator ‘E’ in the Defence Research and
Development Organisation, Ministry of Defence, namely:-
1.
Short title and commencement. - (1) These rules may be called the Ministry of Defence, Defence Research and
Development Organisation, Vehicle Operator ‘E’ Group ‘B’ Post, Recruitment Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of the post, classification and Level in Pay Matrix. - The number of the said post, its classification and Level in
the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and other
matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to
such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of
this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order
and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of
these rules with respect to any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided
for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of
persons in accordance with the orders issued by the Central Government from time to time.

Personnel Talent and Management at Vehicle
Research & Development Establishment,
Ahmednagar or any other recognised institutes
in the field of driving specialised vehicles; and
(b)
medical fitness after undergoing
prescribed medical test for driving heavy
vehicles, at the time of promotion.
Note :- Where juniors who have completed
their qualifying or eligibility service are being
considered for promotion, their seniors would
also be considered provided they are not short
of the requisite qualifying or eligibility service
by more than half of such qualifying or
eligibility service or two years, whichever is
less and have successfully completed their
probation period for promotion to the next
higher grade along with their juniors who have

ृद की सं्या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर - ईतिय ृद की सं्या, ईनका वगीकरण और वेतन मजट्ररक्स में

कग लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तग वह दकसी व्यजतिय कग आस जनयम के
प्रवतान से छूट दे सकेगी।
6.

वेतन मजट्ररक्स के स्ट्तर-4 (25500-81100प .) में ऐसे सहायक ट्ररकाडाकार जजन्ह ने ईस श्रेणी में दस वषा की जनयजमत सेवा
की हग और सक्षम प्राजधकारी द्वारा यथा जवजहत दग से चार सप्ताह का प्रजिक्षण सफलताृूवाक ृूणा दकया हग।
ट्रटप्ृण 1: जहां ऐसे कजनष्ठ व्यजतियय के संबंध में, जजन्ह ने ऄृनी ऄहाक या ृात्रता सेवा ृूरी कर ली हज, प्रगन्नजत के जलए
जवचार दकया जा रहा हग, वहां ईनसे ज्येष्ठ व्यजतियय के संबंध में भी जवचार दकया जाएगा ृरंतु यह तब जब दक ईसके द्वारा
की गइ ऐसी ऄहाक या ृात्रता सेवा, ऄृेजक्षत ऄहाक या ृात्रता सेवा के अधे से ऄजधक से या दग वषा से, आनमें से जग भी कम
हग, कम न हग और ईन्ह ने ऄृने ऐसे कजनष्ठ व्यजतियय सजहत, जजन्ह ने ऐसी ऄहाक या ृात्रता सेवा ृहले ही ृूरी कर ली हज,
ऄगली ईच्चतर श्रेणी में प्रगन्नजत के जलए ऄृनी ृट्ररवीक्षा की ऄवजध सफलताृूवाक ृूरी कर ली हग ।
प्रजतजनयुजतिय (जजसके ऄंतगात ऄल्ृकाजलक संजवदा भी हज):

ईृक्म या मान्यता प्राप्त जवश्वजवद्यालय या मान्यता प्राप्त ऄनुसन्धान संस्ट्थाओं के ऐसे ऄजधकारी:-
(क) (i) जग मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए ुए ह ; या
(ii) जजन्ह ने मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर-5 (29200-92300प .) या समतुल्य में जनयजमत अधार
ृर ईस ृद ृर जनयुजतिय के ृश्चात ईस श्रेणी में छह वषा की सेवा की हग; या
(iii) जजन्ह ने मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर-4 (25500-81100प .) या समतुल्य में जनयजमत अधार
ृर ईस ृद ृर जनयुजतिय के ृश्चात ईस श्रेणी में दस वषा की सेवा की हग; और
(ख) जग जनम्नजलजखत िजक्षक ऄहाताएं और ऄनुभव रखता हग, ऄथाात्
(i) (क) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्था से ध्वजन ट्ररकार्डडग या ध्वजन आंजीजनयरी में जडप्लगमा; और
(ख) दकसी चलजचत्र संग न या दूरदिान स्ट्टूजडयग में चलजचत्र या प्रसारण या दूरदिान के जलए ध्वजन ट्ररकार्डडग
में दग वषा का ऄनुभव; या
(ii) (क) दकसी मान्यताप्राप्त जवश्वजवद्यालय या दकसी मान्यताप्राप्त संस्ट्था से एक जवषय के प ृ में भौजतकी के साथ
जवज्ञान में स्नातक जडग्री या दूरसंचार या रेजडय आंजीजनयरी में स्नातक जडग्री या जडप्लगमा; और
(ख) दकसी चलजचत्र संग न या दूरदिान स्ट्टूजडयग में चलजचत्र या प्रसारण या दूरदिान के जलए ध्वजन ट्ररकार्डडग में
दग वषा का ऄनुभव ।
ट्रटप्ृण 1: ृगषक प्रवगा के ऐसे जवभागीय ऄजधकारी, जग प्रगन्नजत की सीधी ृंजतिय में हज, प्रजतजनयुजतिय ृर जनयुजतिय के जलए
जवचार दकए जाने के ृात्र नहीं ह गे । आसी प्रकार, प्रजतजनयुतिय व्यजतिय प्रगन्नजत द्वारा जनयुजतिय के जलए जवचार दकए जाने के
ृात्र नहीं ह गे ।
ट्रटप्ृण 2: प्रजतजनयुजतिय (जजसके ऄंतगात ऄल्ृकाजलक संजवदा भी हज) की ऄवजध, जजसके ऄंतगात केन्रीय सरकार के ईसी या
दकसी ऄन्य संग न या जवभाग में आस जनयुजतिय से ीक ृहले धाट्ररत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजतिय (जजसके
ऄंतगात ऄल्ृकाजलक संजवदा भी हज) की ऄवजध हज, साधारणतया 3 वषा से ऄजधक नहीं हगगी ।
ट्रटप्ृण 3: प्रजतजनयुजतिय (जजसके ऄंतगात ऄल्ृकाजलक संजवदा भी हज) द्वारा जनयुजतिय के जलए ऄजधकतम अयु सीमा अवेदन
प्राप्त करने की ऄंजतम तारीख कग छप्ृन वषा से ऄजधक नहीं हगगी ।
यदद जवभागीय प्रगन्नजत सजमजत हज, तग ईसकी संरचना ।
भती करने में दकन ृट्ररस्ट्थजतय में

S.R.O. 22.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Defence Armed Forces Film and Photo Division (Recordist) Recruitment Rules, 2004,
except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Recordist, in the Armed Forces Film and Photo
Division, under the Ministry of Defence, namely:-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Defence, Armed Forces
Film and Photo Division, Recordist (Group ‘B’ Post) Recruitment Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Application.-
These rules shall apply to the posts specified in column (1) of the Schedule annexed to
these rules.
3.
Number of post, classification and level in pay matrix.- The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
4.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
5.
Disqualification.- No person,-
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

Promotion:
Assistant Recordist in level-4 in the pay matrix (Rs. 25500-81100) with ten years regular service in the grade
and having successfully completed two to four weeks training as prescribed by the competent authority.
Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher grade alongwith their juniors who have already
completed such qualifying or eligibility service.
Deputation (including short-term contract):
Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or
statutory organisation or public sector undertakings or recognised University or recognised research institutions.-
(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or
(ii) with six years service in the grade rendered after appointment to the post on a regular basis in level- 5 in the pay
matrix (Rs. 29200-92300) or equivalent in the parent cadre or department; or
(iii) with ten years service in the grade rendered after appointment to the post on a regular basis in level- 4 in the pay
matrix (Rs. 25500-81100) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience, namely:-
(i) (A) Diploma in sound recording or sound engineering from a recognised University or recognised institution;
and
(B) Two years’ experience in sound recording for motion pictures or broadcasting or Television in a motion
picture organisation or Television Studio; or
(ii) (A) Bachelors' Degree in Science with Physics as a subject or Bachelors' Degree or diploma in telecom or Radio
Engineering from a recognised University or recognised institution; and

(B) Two years' experience in sound recording for motion pictures or broadcasting or Television in a motion
picture organisation Television Studio.
Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2.- The period of deputation (including short-term contract) including period of deputation (including short-term
contract) in another ex-cadre post held immediately preceding this appointment in the same or some other
organisation or Department of the Central Government shall ordinarily not to exceed three years.
Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall not be
exceeding fifty-six years as on the last date of receipt of applications.
