जनयम, 1988 (िूसरा संिोिन), उपभोक्ता मामले, खाद्य और सावविजनक जवतरण मंत्रालय, राष्ट्रीय िकवरा संस्ट्थान,

कानपुर, वररष्ठ प्रिासजनक अजिकारी, लेखा-सि-भंडार अजिकारी, प्रिासजनक-सि-क्रय और जवक्रय अजिकारी तथा

कायावलय अिीक्षक (समूि 'क' और 'ख' पि) भती जनयम, 2017 को, ििां तक उनका संबंि मुख्य प्रिासजनक-सि-जवत्त

अजिकारी, प्रिासजनक-सि-क्रय और जवक्रय अजिकारी/लेखा-सि-भंडार अजिकारी एवं कायावलय अिीक्षक के पिों से िैं, उन

िकवरा संस्ट्थान, कानपुर में वररष्ठ प्रिासजनक अजिकारी, प्रिासजनक-सि-क्रय और जवक्रय अजिकारी/लेखा-सि-भंडार

अजिकारी और कायावलय अिीक्षक (समूि 'क' और 'ख' पि) के पिों पर भती की पद्धजत का जवजनयमन करने के जलए

जनम्नजलजखत जनयम बनाते िैं, अथावत् :-

1. संजक्षप्त नाम और प्रारंभ–(1) इन जनयमों का संजक्षप्त नाम राष्ट्रीय िकवरा संस्ट्थान, कानपुर, मुख्य प्रिासजनक-सि-जवत्त

अजिकारी, प्रिासजनक-सि-क्रय एवं जवक्रय अजिकारी/लेखा-सि-भंडार अजिकारी एवं कायावलय अिीक्षक, (समूि 'क' और

'ख' पि) भती जनयम, 2025 िै।

(2) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर- उक्त पि की संख्या, उसका वगीकरण और उससे संलग्न वेतन मैररक्स

में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्िवष्ट िोंगे।

3. भती की पद्धजत, आयु-सीमा, योग्यताएं आदि- उक्त पि पर भती की पद्धजत, आयु-सीमा, अितावएं और उससे संबंजित

अन्य बाते वें िोंगीं िो उक्त अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्िवष्ट िैं।

4. जनरिता – वि व्यजक्त –

(अ) जिसने ऐसे व्यजक्त से जिसका पजत या पत्नी िीजवत िैं, जववाि दकया िै या जववाि दक संजविा की िै; या

(ब) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजक्त से जववाि दकया िै, या जववाि की संजविा

की िै ,

उक्त पि पर जनयुजक्त के जलए पात्र निीं िोंगा :

परन्तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजक्त और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजक्त को इस जनयम के प्रवतवन

से छूट िे सकेगी।

5. जिजथल करने की िजक्त- ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग के परामिव से, दकसी भी वगव या प्रवगव के व्यजक्तयों दक

बाबत आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृर्तव- इन जनयमों की कोई बात ,ऐसे आरक्षण ,आयु सीमा में छूट और आने ररयायतों पर प्रभाव निी डालेगी, जिनका

केंद्र सरकार द्वारा इस सम्बन्ि में समय-समय जनकाले गय आिेिों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य

जपछड़ा वगव, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजक्तयों के जलए उपबंि करना अपेजक्षत िै |

केंद्रीय सरकार, राज्य सरकार, संघ राज्य क्षेत्रों, स्ट्वायत्त और वैिाजनक संगठन, पीएसयू, जवश्वजवद्यालय या मान्यता प्राप्त अनुसंिान

संस्ट्थान के ऐसे अजिकारी:

(क)(i) िो मूल संवगव या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै; या

(ii) जिन्िोंने मूल संवगव या जवभाग में वेतन मैररक्स के स्ट्तर 11 (67700 - 15530 रुपये) में या समतुल्य में जनयजमत आिार पर

जनयुजक्त के पश्चात उस पि पर पांच वषव की सेवा िै; और

(ख) जनम्नजलजखत िैजक्षक अिताव और अनुभव रखते िो:

अजनवायव-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से दकसी भी जवषय में मास्ट्टर जडग्री;

(ii) प्रिासन, स्ट्थापना और लेखा मामलों में िस वषव का अनुभव।

वांछनीय-

(i) प्रजिक्षण, जिक्षण और अनुसंिान संस्ट्थान का प्रिासजनक अनुभव।

रटप्पण 1: वेतन मैररक्स के स्ट्तर 11 (67700 – 155300 रुपये) में जवभागीय ऐसे वररष्ठ प्रिासजनक अजिकारी, जिन्िोंने ग्रेड में

पांच वषव की जनयजमत सेवा की िै और प्रजतजनयुजक्त के आिार पर जनयुजक्त पर जवचार करने के जलए जवजित िैजक्षक अिवता और अनुभव

रखते िै, पर बािरी लोगों के साथ जवचार दकया िाएगा। यदि जवभाग के अभ्यथी का पि पर जनयुजक्त के जलए चयन दकया िाता िै; तो

इसे प्रोन्नजत द्वारा भरा गया माना िाएगा।

रटप्पण 2 प्रजतजनयुजक्त की अवजि (जिसके अंतगवत अल्पकाजलक संजविा भी िै), जिसके अंतगवत केन्द्रीय सरकार के उसी अथवा दकसी

अन्य संगठन या जवभाग में इस जनयुजक्त से ठीक पिले िाररत दकसी अन्य संवगव पि पर प्रजतजनयुजक्त की अवजि सािारणतया चार वषव

से अजिक निीं िोगी।

रटप्पण 3 प्रजतजनयुजक्त (अल्पकाजलक संजविा सजित) द्वारा जनयुजक्त के जलए अजिकतम आयु सीमा आवेिन प्राप्त िोने की अंजतम तारीख

को 56 वषव से अजिक निीं िोगी।

प्रोन्नजत के जलए जवचार दकया िा रिा िै, उनके ज्येष्ठ व्यजक्तयों के संबंि में भी जवचार दकया िाएगा

परंतु यि तब िब दक उनके द्वारा ऐसी अिवक या पात्रता सेवा अपेजक्षत अिवक या पात्रता सेवा आिे से

अजिक या िो वषव, िो भी कम िो, से कम न िों और जिन्िोंने अपने ऐसे कजनष्ठ व्यजक्तयों सजित,

जिन्िोंने पिले िी ऐसी अिवक या पात्रता सेवा पूरी कर ली िै, अगले उच्चतर िेणी में प्रोन्नजत के जलए

अपनी पररवीक्षा अवजि सफलतापूववक पूरी कर ली िै ।

प्रजतजनयुजक्त (अल्पकाजलक संजविा सजित):

केंद्रीय सरकार, राज्य सरकारों, संघ राज्य क्षेत्र, स्ट्वायत्त या वैिाजनक संगठनों, पीएसयू,

(ख) िो जनम्नजलजखत िैजक्षक योग्यता और अनुभव रखते िै:

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से दकसी भी जवषय में स्नातक की जडग्री।

(ii) प्रिासन या स्ट्थापना या लेखा संबंिी तीन वषव का अनुभव।

रटप्पण 1 – पोषक प्रवगव के ऐसे जवभागीय अजिकारी िो प्रोन्नजत की सीिी पंजक्त में िैं, प्रजतजनयुजक्त

पर जनयुजक्त के जलए जवचार दकए िाने के पात्र निीं िोंगे इसी प्रकार, प्रजतजनयुजक्त प्रोन्नजत द्वारा

जनयुजक्त के जलए जवचार दकये िाने के पात्र निी िोंगे |

रटप्पण 2—प्रजतजनयुजक्त अवजि, जिसके अंतगवत केन्द्रीय सरकार के उसी या दकसी आने

supersession of the National Sugar Institute, Kanpur (Group ‘A’ and Group ‘B’ posts) Recruitment (Second

Amendment) Rules, 1988 and Ministry of Consumer Affairs, Food and Public Distribution, National Sugar Institute,

Kanpur Senior Administrative Officer, Administrative-cum-Purchase and Sales Officer/ Accounts-cum-Store Officer,

Office Superintendent (Group ‘A’ and Group ‘B’ posts) Recruitment Rules 2017, in so far as they relate to the posts

of Chief Administration-cum-Finance Officer, Administrative-cum-Purchase and Sales Officer/ Accounts-cum-Store

Officer, Office Superintendent except as respects things done or omitted to be done before such supersession, the

1. Short title and commencement. –(1) These rules may be called the National Sugar Institute, Kanpur, Chief

Administration-cum-Finance Officer, Administrative-cum-Purchase and Sales Officer/ Accounts-cum-Store Officer,

Office Superintendent, (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. –The number of said posts, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said posts, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with UPSC relax any of the provisions of these

rules with respect to any class or category of persons.

6. Savings. -Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other

बनाते िैं, अथावत् :-

1. संजक्षप्त नाम और प्रारंभ – (1) इन जनयमों का संजक्षप्त नाम जवजि और न्याय मंत्रालय, जवजि कायव जवभाग,

स्ट्टाफ कार चालक भती जनयम, 2025 िै ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर –उक्त पिों की संख्या, उनका वगीकरण और उससे संलग्न

G.S.R. 142.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Law and Justice, Department of Legal Affairs, (Staff Car Drivers) Recruitment Rules,

2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Law and

Justice, Department of Legal Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Law and Justice, Department

of Legal Affairs, Staff Car Drivers Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. - The number of the said posts, their

classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.. - The method of recruitment to the said

posts, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

जलए िो कारण िैं, उन्िें लेखबद्ध करके, और संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी उपबंि को दकसी

वगव या प्रवगव के व्यजक्तयों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
