के जलए जनम्नजलजखत जनयम बनाते हैं, ऄथावतः-

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।
2.
ृद सं्या, वगीकरण और वेतन मजररक्स का स्ट्तर. - ईि ृद की सं्या, ईनका वगीकरण और वेतन मररक्स में
स्ट्तर वह होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3.
भती की ृद्धजत, अयु - सीमा, ऄहवताएं अदद. - भती की ृद्धजत, अयु - सीमा, ऄहवताएं और ईससे संबंजधत ऄन्य
बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।
4.
जनरहवता. -वह व्यजि-
(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज;
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा
की हज!
ईि ृद ृर जनयुजि का ृात्र नहीं होगा:
ृरन्तु यदद केन्द्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के
प्रवतवन से छूट दे सकेगी।
5.
जिजथल करने की िजि.-जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए जो कारण हैं, ईन्हें लेखबद्ध करके, संघ लोक सेवा अयोग से ृरामिव करके आन जनयमों के दकसी ईृबंध को
दकसी वगव या प्रवगव के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त. - आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु - सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं
डालेगी, जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवव सजनकों और ऄन्य जविेष प्रवगव के व्यजियों के जलए ईृबंध करना
ऄृेजक्षत हज।

रटप्ृण 1: प्रजतजनयुजि की ऄवजध, जजसके ऄंतगवत केन्द्रीय सरकार के
ईसी या दकसी ऄन्य संग न/जवभाग में आस जनयुजि से ीक ृहले
धाररत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि की ऄवजध हज
साधारणतया तीन वषव से ऄजधक नहीं होगी।
रटप्ृण 2: प्रजतजनयुजि ृर जनयुजि के जलए ऄजधकतम अयु सीमा
अवेदन प्राप्त करने की ऄंजतम तारीख को छप्ृन वषव से ऄजधक नहीं
होगी।

G.S.R. 145.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training,
Central Bureau of Investigation Group-‘A’ and Group-‘B’ Posts Recruitment Rules, 2001, in so far as it relates to the
post of Senior Library and Information Assistant, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Library and Information Assistant, in the Central Bureau of Investigation under the Ministry of Personnel, Public
Grievances and Pension, namely:-
1.
Short title and commencement.- (1) These rules may be called the Central Bureau of Investigation Library
and Information Assistant (Group ‘B’ Post) Recruitment Rules, 2025.

They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay-matrix.- The number of the said post, its classification and
level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualifications.-No person,-
(a) who has entered into, or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

(2) ये राजृत्र में ईनके प्रकािन की तारीख से प्रवृत्त होंगे।

मजररक्स में स्ट्तर वह होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3. भती की ृद्धजत, अयु-सीमा, ऄहवताएं अदद - ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहवताएं और ईससे संबंजधत
ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

G.S.R. 146.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and
Farmers Welfare, Directorate of Economics and Statistics, Technical Clerk (Economics) Recruitment Rules, 2017,
except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Technical Clerk (Economics) in the Economics,
Statistics and Evaluation Division in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture
and Farmers Welfare, namely:-
1.
Short title and commencement - (1)These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Technical
Clerk (Economics) Recruitment Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification and level in Pay Matrix – The number of the said post, its classification
and the level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc – The method of recruitment to the said post, age-
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification.- No person,
(a) who has entered into or contracted a marriage with the person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible
for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

ृद की सं्या, वगीकरण और वेतन मजररक्स स्ट्तर.- ईि ृद की सं्या, ईसका वगीकरण और आससे संलग्न वेतन
मजररक्स में स्ट्तर वह होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

भती की ृद्धजत, अयु-सीमा, ऄहवताएं, अदद.– ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहवताएं और ईससे
संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

जनरहवता.- वह व्यजि-
(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हैं, जववाह दकया हज या जववाह की
संजवदा की हज; या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह
की संजवदा की हज,
ईि ृद ृर जनयुजि का ृात्र नहीं होगा:
ृरन्तु यदद केन्द्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य
ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि
को आस जनयम के प्रवतवन से छूट दे सकगी।
5.
जिजथल करने की िजि.- जहााँ केंद्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए जो कारण हैं लेखबद्ध करके और संघ लोक सेवा अयोग के ृरामिव से, आन जनयमों के दकसी ईृबंध को
दकसी वगव या प्रवगव के व्यजियों की बाबत, अदेि द्वारा, जिजथल कर सकेगी।

6.

मान्यता प्राप्त ऄनुसंधान संस्ट्थानों के ऄजधकारी:
(क) (i) जो जनयजमत अधार ृर मूल संवगव या
जवभाग में सदृि ृद धारण दकए हुए हों; ऄथवा
(ii) जजन्होने मूल संवगव ऄथवा जवभाग में वेतन
मजररक्स स्ट्तर-5 (रु.29200-92300/-) के ृद
ृर छह वषव की जनयजमत सेवा की हज,
और
(ख) जो स्ट्तम्भ(7) में सीधी भती दकए जाने वाले
व्यजियों के जलए जवजहत िजक्षक ऄहवताऍ और
ऄनुभव रखते हो।
रटप्ृण 1: प्रजतजनयुजि (जजसके ऄंतगवत ऄल्ृकाजलक
संजवदा िाजमल हज) की ऄवजध जजसके ऄंतगवत केंदीय
सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में
आस जनयुजि के ीक ृहले धाररत दकसी ऄन्य काडर-
बाह्य ृद ृर प्रजतजनयुजि (जजसके ऄंतगवतऄल्ृकाजलक
संजवदा िाजमल हज) की ऄवजध भी हज, साधारणतया
तीन वषव से ऄजधक नहीं होगी।
रटप्ृण 2: प्रजतजनयुजि (जजसके ऄंतगवत ऄल्ृकाजलक
संजवदा िाजमल हज) द्वारा जनयुजि के जलए ऄजधकतम
अयु-सीमा अवेदन प्राप्त करने की ऄततम तारीख को
छप्ृन वषव से ऄजधक नहीं होगी।
रटप्ृण 3: केवल केंद्र या राज्य सरकार के कमवचारी
ही अमेलन के अधार ृर जनयुजि हेतु जवचारणीय

(ii) जजन्होंने मूल संवगव या जवभाग में वेतन मजररक्स में स्ट्तर- 10 (56,100-1,77,500 रुृये) या समतुल्य ृद में जनयुजि के ृश्चात
जनयजमत अधार ृर ईस श्रेणी में ृांच वषव की सेवा की हो; और
(ख) (i) जजनके ृास दकसी मान्यता प्राप्त जवश्वजवद्यालय ऄथवा संस्ट्थान की स्नातक ईृाजध हो; और
(ii) दकसी सरकारी कायावलय ऄथवा साववजजनक क्षेत्र के ईृक्रमों ऄथवा स्ट्वायत्त जनकाय या सांजवजधक जनकाय में लेखा ऄथवा प्रिासन
ऄथवा स्ट्थाृना कायव का ृांच वषव का ऄनुभव ।
रटप्ृण 1.- ृोषक वगव के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए
जाने के ृात्र नहीं होगे। आसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।

G.S.R.148.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Consumer Affairs, Food and Public Distribution, National Sugar Institute, Kanpur,
Senior Administrative Officer, Accounts-cum-Store Officer, Administrative-cum-Purchase and Sales Officer and
Office Superintendent (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 2017, in so far as they relate to the post of
Senior Administrative Officer, except as respects things done or omitted to be done before such supersession, the
president hereby makes the following rules regulating the method of recruitment to the post of Senior Administrative
Officer at Administrative Division in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs,
Food and Public Distribution, Department of Food and Public Distribution, namely :-
1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Senior
Administrative Officer Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of said posts, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said posts, age-limit,
qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

(ii) five years’ experience in accounts or administration or establishment work in a Government office or public
sector undertakings or autonomous body or statutory body.
Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organisation or Department of the Central Government shall
