जनयम बनाते हैं, ऄथायत्:-

संजक्षप्त नाम और प्रारंभ:(1) आन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और ृररवार कल्याण मंत्रालय, नर्ससग
महाजवद्यालय, लेडी हार्सडग मेजडकल कॉलेज और श्रीमती सुचेता कृृलानी ऄस्ट्ृताल, नइ ददल्ली, प्रोफेसर कम

2.
ृद-सं्या, वगीकरण और वेतन मजररक् स में स्ट् तर- ईि ृदों की सं्या, ईनका वगीकरण और वेतन मजररक् स में
ईनका स्ट् तर वह होगा जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हज ।
3.
भती की ृद्धजत, अयु-सीमा, ऄहयताएं अदद - ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहयताएं और ईससे
संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं ।
4.
जनरहयता: वह व्यजि-
(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की
हज, या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए, दकसी ऄन् य व्यजि से जववाह दकया हज या जववाह
की संजवदा की हज;
ईि ृद ृर जनयुजि का ृात्र नहीं होगा :
ृरंतु यदद केन्द्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजि और जववाह के ऄन्य ृक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि को आस जनयम के
प्रवतयन से छूट दे सकेगी ।
5.
जिजथल करने की िजि: जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए कारणों को लेखबद्ध करके और संघ लोक सेवा अयोग के ृरामिय से, आन जनयमों के दकसी ईृबंध को दकसी वगय
या प्रवगय के व्यजियों की बाबत अदेि द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त: आन जनयमों की कोइ बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं
डालेगी जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत
जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन् य जृछड़े वगगों, भूतृूवय सजनकों और ऄन्य जविेष प्रवगय के व्यजियों के जलए ईृबंध
करना ऄृेजक्षत हज ।

मान्यताप्राप्त जव्ववजवद्यालय या संस्ट्थान से नर्ससग में ्ातकोत्तर के साथ साथ नर्ससग जिक्षा
एवं प्रिासन में प्रजिक्षण प्राप्त दकया हो।
रटप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने ऄृनी ऄहयक या ृात्रता सेवा ृूरी
कर ली हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहां ईनके ज्येष्ठ व्यजियों के संबंध में
भी जवचार दकया जाएगा, ृरंतु यह तब जब दक ईसके द्वारा की गयी ऐसी ऄहयक या ृात्रता
सेवा, ऄृेजक्षत ऄहयक या ृात्रता सेवा के अधे से ऄजधक से या दो वषय से, आनमें से जो भी
कम हो, कम न हो और ईन्होंने ऄृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी ऄहयक या
ृात्रता सेवा ृहले ही ृूरी कर ली हज, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी
ृररवीक्षा की ऄवजध सफलताृूवयक ृूरी कर ली हो ।
प्रजतजनयुजि(जजसके ऄंतगयत ऄल्ृकाजलक संजवदा सजम्मजलत हज): केंद्र सरकार या राज्य
सरकार या संघ राज्य क्षेत्र या स्ट्वायत्त या सांजवजधक संग न या लोक क्षेत्र ईृक्रम या
जव्ववजवद्यालय या मान्यता प्राप्त ऄनुसंधान संस्ट्थान के ऄधीन ऐसे ऄजधकारी:-
(क) (i) जो मूल संवगय या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हों;
या
(ii) जजन्होंने मूल संवगय या जवभाग में वेतन मजररक्स में स्ट्तर11(67700-
208700/- रुृये) जनयुजि के
ृश्चात ृााँच वषगों की जनयजमत सेवा की हो; और
(ख) जो जनम्नजलजखत िजक्षक ऄहयता और ऄनुभव धारण करते हों:
ऄजनवायय:
i.
दकसी मान्यताप्राप्त जव्ववजवद्यालय या संस्ट्थान से नर्ससग में ्ातकोत्तर
की जडग्री;
ii. दकसी राज्य नर्ससग ृररषद द्वारा नसय और जमड्वाआफ के प ृ में
ृंजीकृत।
iii. नर्ससग में ्ातकोत्तर के साथ बारह वषगों का ऄनुभव जजसमें से
कॉलेजजएट काययक्रम में न्यूनतम दस वषगों के ऄध्याृन का ऄनुभव।
iv. राज्य या संघ राज्य क्षेत्र या केंद्र सरकार में नर्ससग में प्रिासन में तीन
वषगों का ऄनुभव।
वांछनीय: दकसी मान्यताप्राप्त जव्ववजवद्यालय से नर्ससग में एम.दफल या ृी. एचडी।
रटप्ृण 1: प्रजतजनयुजक् त की ऄवजध (ऄल्ृकाजलक संजवदा सजहत) जजसके ऄंतगयत केंद्रीय
सरकार के ईसी या दकसी ऄन् य संग न या जवभाग में आस जनयुजक् त से ीक ृहले धाररत
दकन् हीं ऄन् य काडर-बाह्य ृद ृर प्रजतजनयुजक् त की ऄवजध (ऄल्ृकाजलक संजवदा सजहत) हज,
साधारणतया तीन वषय से ऄजधक नहीं होगी ।
रटप्ृण 2: प्रजतजनयुजि (ऄल्ृकाजलक संजवदा सजहत) द्वारा जनयुजि के जलए ऄजधकतम
अयु-सीमा अवेदन प्राप् त करने की ऄंजतम तारीख़ को छप्ृन वषय से ऄजधक नहीं होगी ।
रटप्ृण 3: ृोषक वगय के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में हज,
प्रजतजनयुजि (जजसके ऄंतगयत ऄल्ृकाजलक संजवदा िाजमल हज) ृर जनयुजि के जलए जवचार
दकए जाने के ृात्र नहीं होंगे। आसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए
जवचार दकए जाने के ृात्र नहीं होंगे।

1. ऄध्यक्ष और मेंबर,संघ लोक सेवा अयोग -ऄध् यक्ष;
2. ऄजतररि महाजनदेिक या ईृ महजनदेिक (योजना), स्ट्वास्ट््य सेवा
महाजनदेिालय -सदस्ट्य;
3. जनदेिक (प्रिासन और सतकयता), स्ट्वास्ट््य सेवा महाजनदेिालय -सदस्ट्य;
4. नर्ससग सलाहकार या सहायक महाजनदेिक (नर्ससग), स्ट्वास्ट््य सेवा
महाजनदेिालय -सदस्ट्य।
संघ लोक सेवा अयोग से ृरामिय अवश्यक नहीं हज।

G.S.R. 149.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Professor cum Vice
Principal in the Ministry of Health and Family welfare, College of Nursing, Lady Hardinge Medical College and
Smt. Sucheta Kriplani Hospital, New Delhi, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,
College of Nursing, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Professor cum
Vice Principal, (Group ‘A’ Post) Recruitment Rules, 2025.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level
in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in
this regard.

(ii) with five years of regular service rendered after
appointment in the pay matrix level-11 (Rs. 67700-
208700/-) in the parent cadre or department;
and
(b) possessing the following educational
qualifications and experience as under:
Essential:
(i) Masters degree in Nursing from a recognised
University or Institute;

(ii) registered as a Nurse and Midwife with a State
Nursing Council;
(iii) twelve years experience with Masters degree
in Nursing out of which ten years should be
teaching experience with minimum five years in
collegiate programme; and
(iv) three years of experience in administration in
Nursing in State Government or Union territories
Administration or Central Government.
Desirable: M. Phil or PhD in Nursing from a
recognised university.
Note 1: - period of deputation (including short-
term contract) including the period of deputation
(including short-term contract) in another ex-
cadre post held immediately preceding this
appointment
in
the
same
or
some
other
organisation
or
department
of
the
Central
Government shall ordinarily not to exceed three
years.
Note 2: The maximum age limit for appointment
by deputation (including short-term contract) shall
be not exceeding fifty-six years as on the closing
date of receipt of applications.

grade who are in direct line of promotion shall not
be eligible for consideration for appointment on
deputation

(4) में जवजनर्ददष्ट हैं।

ईससे/ईनसे संबंजधत ऄन्य बातें वे होंगी जो ईि/ृूवोि ऄनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्ददष्ट हैं।

प ृ में बागवानी के साथ वनस्ट्ृजत िास्त्र (बॉटनी) में मास्ट्टसय
जडग्री ; या
(iv) दकसी मान्यता प्राप्त जव्ववजवद्यालय या संस्ट्थान से लेंडस्ट्केृ
अर्दकटेक्चर या बागवानी में एक वषय के ्ातकोत्तर जडप्लोमा के
साथ कृजष में ्ातक जडग्री ; या
(v) दकसी मान्यता प्राप्त जव्ववजवद्यालय या संस्ट्थान से लेंडस्ट्केृ
अर्दकटेक्चर या बागवानी में एक वषय के ्ातकोत्तर जडप्लोमा के
साथ वनस्ट्ृजत िास्त्र में ्ातक जडग्री ; या
(vi) दकसी मान्यता प्राप्त जव्ववजवद्यालय या संस्ट्थान से लेंडस्ट्केृ
अर्दकटेक्चर या बागवानी में एक वषय के ्ातकोत्तर जडप्लोमा के
साथ बागवानी में ्ातक जडग्री ; और
(ख) ऄलंकृत बागवानी सजहत बागवानी के कायय में 12 वषय का
ऄनुभव।
रटप्ृण 1 – ऄहयताएं, ऄन्यथा सुऄर्हहत ऄभ्यर्हथयों की दिा में संघ
लोक सेवा अयोग के जववेकानुसार जिजथल की जा सकती हैं।
रटप्ृण 2 – ऄनुभव संबंधी ऄहयता/ऄहयताएं संघ लोक सेवा अयोग
के जववेकानुसार ऄनुसूजचत जाजतयों और ऄनुसूजचत जनजाजतयों
के ऄभ्यर्हथयों की दिा में तब जिजथल की जा सकती हैं जब चयन
के दकसी प्रक्रम ृर संघ लोक सेवा अयोग की यह राय हज दक
ईनके जलए अरजक्षत ररजियों को भरने के जलए ऄृेजक्षत ऄनुभव
रखने वाले ईन समुदायों के ऄभ्यर्हथयों के ृयायप्त सं्या में
ईृलब्ध होने की संभावना नहीं हज।

प्रोन्नजत या प्रजतजनयुजि या अमेलन द्वारा भती की दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि या अमेलन दकया जाएगा

प्रजतजनयुजि (ऄल्ृकाजलक संजवदा सजहत) : केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों, स्ट्वायत्त जनकायों, कानूनी संग न या
ृजब्लक सेक्टर ईृक्रमों या मान्यताप्राप्त जव्ववजवद्यालयों या मान्यताप्राप्त ऄनुसंधान संस्ट्थानों के ऐसे ऄजधकारी –
(क) (i) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए हैं; या
(ii) जजन्होंने मूल काडर या जवभाग में वेतन मजररक्स के स्ट्तर-12 (78800-209200/- रु.) या समतुल्य में जनयजमत अधार ृर जनयुजि
के ृश्चात ृांच वषय की सेवा की हो; और
(ख) स्ट्तंभ (7) के ऄधीन सीधी भती के जलए जवजहत िजक्षक ऄहयताएं और ऄनुभव रखते हों।
रटप्ृण : प्रजतजनयुजि की ऄवजध, जजसके ऄंतगयत केंद्रीय सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजि से ीक ृहले
धाररत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि की ऄवजध हज, साधारणतया 5 वषय से ऄजधक नहीं होगी।
रटप्ृण : प्रजतजनयुजि द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को 56 वषय से ऄजधक
नहीं होगी।
यदद जवभागीय प्रोन्नजत सजमजत हज, तो ईसकी संरचना
भती करने में दकन ृररजस्ट्थजतयों में संघ लोक सेवा
अयोग से ृरामिय दकया जाएगा

G.S.R. 150.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the North Eastern Council Secretariat, Shillong, Group ‘A’ Posts Recruitment Rules, 2005, in so far
as they relate to the post of Adviser (Horticulture), except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Director (Horticulture) in the North Eastern Council Secretariat, Shillong, Ministry of Development of North Eastern
Region, namely: -
1.
Short title and commencement.- (1) These rules may be called the Ministry of Development of North
Eastern Region, North Eastern Council Secretariat, Shillong, Director (Horticulture), Group 'A' Post, Recruitment
Rules, 2025.

They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix.- The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age- limit, qualifications, etc.- The method of recruitment, age- limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

well qualified.

experience are relaxable at
the discretion of the Union Public Service
Commission, for reasons to be recorded in
writing in the case of candidates belonging
to the Scheduled

Note 1.-The period of deputation (including
short- term contract) including the period of
deputation (including short- term contract) in
another ex- cadre post held immediately
preceding this appointment in the same or some
other organisation or department of the Central
Government shall ordinarily not exceed five
years.
Note 2.-The maximum age- limit for appointment
by deputation (including short- term contract)
shall be not exceeding fifty-six years as on the
closing date of the receipts of applications.
