एक्स-रे तकनीकी, आिारजवि् और पुस्ट्तकालय अध्यक्ष के पिों से िै, उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे
अजिक्मण से पूवव दकया गया िै या करने का लोप दकया गया िै, स्ट्वास्ट््य सेवा मिाजनिेिालय के अिीन अजखल भारतीय
स्ट्वच्छता और िन स्ट्वास्ट््य संस्ट्थान, कोलकाता में एक्स-रे तकनीकी, आिारजवि् और पुस्ट्तकालय और सूचना सिायक के
पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथावत्:-

संजक्षप्त नाम और प्रारंभ: (क) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, अजखल
भारतीय स्ट्वच्छता और िन स्ट्वास्ट््य संस्ट्थान, कोलकाता, एक्स-रे तकनीकी, आिारजवि् और पुस्ट्तकालय और

सूचना सिायक भती जनयम, 2022 िै ।
(ख) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।
2.
पिों की संख्या, वगीकरण और वेतन मैररक्सर में स्ट्तर - उि पिों की संख्या, उनका वगीकरण और इससे संलग्न
वेतन मैररक्स में स्ट्तर वे िोंगे िो इन जनयमों से उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िै ।
3.
इन जनयमों से उपाबद्ध भती की पद्धजत, आयु-सीमा, अिवताएं, आदि - उि पिों पर भती की पद्धजत, आयु-सीमा,
अिवताएं और उनसे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं ।
4.
जनरिवता : - वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की
संजविा की िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै;
उि पि पर जनयुजि का पात्र निीं िोगा l
परंतु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं; तो वि दकसी व्यजि को इस
जनयम के प्रवतवन से छूट िे सकेगी ।
5 .
जिजथल करने की िजि: ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए कारण िैं उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी
उपबंि को दकसी वगव या प्रवगव के व्यजियों की बाबत आिेि द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी
जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन् य जपछड़े वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि
करना अपेजक्षत िै ।

New Delhi, the 1st July, 2022
G.S.R. 151.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the All India Institute of Hygiene and Public Health, Calcutta (Group 'C') Recruitment Rules, 1990,
in so far as they relate to the post of X-Ray Technician, Dietician and Librarian, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the posts of X-Ray Technician, Dietician and Library and Information Assistant in the All India
Institute of Hygiene and Public Health, Kolkata under Directorate General of Health Services, namely:-
1. Short title and commencement.- (i) These rules may be called the Ministry of Health and Family Welfare, All
India Institute of Hygiene and Public Health, Kolkata, X-Ray Technician, Dietician and Library and Information
Assistant Recruitment Rules, 2022.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level
in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in
this regard.

4. जनरिवता – वि व्यजि -
(क) जिसने दकसी ऐसे व्यजि से जिसका पजत या जिसकी पत् नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै;

G.S.R. 153.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Culture (Central Secretariat Library) Library and Information Assistant Recruitment
Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in
Central Secretariat Library, Ministry of Culture, namely: -
1. Short title and commencement. - (1) These rules may be called the Ministry of Culture (Central Secretariat
Library) Library and Information Assistant Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age- limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवव दकया गया िै, या करने का लोप दकया गया िै, उपभोिा मामले, खाद्य
और सावविजनक जवतरण मंत्रालय, खाद्य और सावविजनक जवतरण जवभाग, भंडारण और अनुसंिान प्रभाग सिायक जनिेिक
(भंडारण और अनुसंिान) के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथावत् :-
1.
संजक्षप्त नाम और प्रारंभ.– (1)
इन जनयमों का संजक्षप्त नाम उपभोिा
मामले,
खाद्य और सावविजनक
जवतरणमंत्रालय, खाद्य और सावविजनक जवतरण जवभाग, भंडारण और अनुसंिान प्रभाग, सिायक जनिेिक (भंडारण और
अनुसंिान), समूि ‘क’पि, भती जनयम, 2025 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।
2.
पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.– उि पि की संख्या, उसका वगीकरण और उसका
वेतनमान वि िोगा,िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।
3.
भती की पद्धजत, आयु-सीमा, अिवताएं आदि. –उि पि पर भती की पद्धजत, आयु-सीमा, अिवताएं और उससे
संबंजित अन्य बातें वे िोंगी, िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं।

जनरिवता.– वि व्यजि –
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या

परन् तु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के
अन्यपक्षकार को लागू स्ट्वीय जवजि केअिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस
जनयम के प्रवतवन से छूट िे सकेगी।
5.
जिजथल करने की िजि.– ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या
समीचीन
िै,विां
विउसके जलए िो कारण िैं, उन्िें लेखबद्व करके तथा संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी उपबंि
को दकसी वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं
डालेगी,जिनका केन् द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

तकनीकी अजिकारी(भंडारण और अनुसंिान) जिन्िोंने उस वेतन मैररक्सके स्ट्तर-6(35400-112400 रुपये) में
जनयजमत आिार पर उस श्रेणी में िस वषव सेवा की िो और खरीि भंडारण और जवतरण के िौरान खाद्यान्न की गुणवत्ता
पिलुओं पर केंद्रीय अनाि जवश्लेषण प्रयोगिाला में प्रोन्नजत से पिले सफलतापूववक िो से चार सप्ताि का प्रजिक्षण पूरा कर
जलया िै।
रटप्पण 1 : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिवक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

की गई ऐसी अिवक या पात्रता सेवा, अपेजक्षत अिवक या पात्रता सेवा के आिे से अजिक या िो वषव से, इनमें से िो भी कम
िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिवक या पात्रता सेवा पिले िी पूरी कर ली िै,
अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूववक पूरी कर ली िो।
रटप्पण 2 : इन जनयमों की अजिसूचना की तारीख को जनयजमत आिार पर फीडर पि िारण करने वाले व्यजियों के जलए
पात्रता सेवा विी रिेगी।
प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा भी िै) :केन्द्रीय सरकारया राज्य सरकारों यासंघ राज्य क्षेत्र प्रिासनों या
स्ट्विासी जनकायों या संवैिाजनक संगठनों या पजललक सेक्टर उपक्मों या मान्यता प्राप्त जवश्वजवद्यालयों या मान्यताप्राप्त
अनुसंिान संस्ट्थानों के अिीन ऐसे अजिकारी –
(क) (i) जिन्िोंने जनयजमत आिार पर सिृि पि िारण दकया हुआ िै; या
(ii) मूल संवगव या जवभाग में वेतन मैररक्स (53100-167800 रुपये) या समकक्ष में स्ट्तर-9 पर जनयजमत आिार पर
जनयुजि के बाि िो वषव की सेवा की िो; या
(iii) मूल संवगव या जवभाग में वेतन मैररक्स (47600-151100 रुपये) या समकक्ष में स्ट्तर-8 पर जनयजमत आिार
पर जनयुजि के बाि चार वषव की सेवा की िो; और
(ख) िो जनम्नजलजखत िैजक्षक अिवताएं और अनुभव रखते िों:-
(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय से कीट जवज्ञान या पािप जवकृजत जवज्ञान या िैव रसायन जवज्ञान में स्नातकोत्तर
जडग्री; या
(ii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से कीट जवज्ञान या पािप जवकृजत जवज्ञान या िैव रसायन जवज्ञान में जविेषज्ञता के
साथ कृजष में स्नातकोत्तर जडग्री; या
(iii)दकसी मान्यताप्राप्त जवश्वजवद्यालय से प्राणी जवज्ञान या वनस्ट्पजत जवज्ञान या रसायन जवज्ञान में स्नातकोत्तर जडग्री; और
(iv)सरकारी संगठनों या सावविजनक क्षेत्र के उपक्मों या मान्यता जवश्वजवद्यालयों या मान्यता प्राप्त संस्ट्थानों में खाद्यान्नों के
संरक्षण और भंडारण से संबंजित पिलुओं सजित जिक्षण या अनुसंिान या जवस्ट्तार कायव में पााँच वषव का अनुभव।
रटप्पण 1: पोषक प्रवगव के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए
जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के
पात्र निीं िोंगे।
रटप्पण 2: प्रजतजनयुजि की अवजि, जिसके अन्तगवत केन्द्रीय सरकार के उसी या दकसी अन्य संगठन/जवभाग में इस जनयुजि
से ठीक पिले िाररत दकसी अन्य काडर बाह्य पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषव से अजिक निीं िोगी।
रटप्पण 3: प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषव से
अजिक निीं िोगी।

G.S.R. 154.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public
Distribution (Group 'A' and Group ‘B’, Non-Secretariat Posts) Recruitment Rules, 2014, in so far as it relates to the
post of Assistant Director (Storage and Research), except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of
Assistant Director (Storage and Research) in the Ministry of Consumer Affairs, Food and Public Distribution,
Department of Food and Public Distribution, Storage and Research Division, namely:-
1.
Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Food
and Public Distribution, Department of Food and Public Distribution, Storage and Research Division, Assistant
Director (Storage and Research), Group ‘A’ Post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. – The number of the said post, its classification
andlevel in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

Promotion:
Technical Officer (Storage and Research) in level-6 in the pay matrix (Rs.35400-112400) with ten years regular
service in the grade and having successfully completed two to four weeks training on quality aspects of foodgrains
during procurement, storage and distribution before promotion at the Central Grain Analysis Laboratory.
Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility
service by more than half of such qualifying or eligibility service or two years, whichever is less, and have
successfully completed their probation period for promotion to the next higher grade along with their juniors, who
have already completed such qualifying or eligibility service.
Note 2 : The eligibility service shall continue to be the same for persons holding the feeder post on regular basis on
the date of notification of these rules.
Deputation (including short-term contract): Officers of the Central Government or State Governments or Union
territory Administrations or autonomous bodies or statutory organisations orpublic sector undertakings or recognised
Universities or recognised research Institutions, -
(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or
(ii) with two years service rendered after appointment to the post on a regular basis in level-9 in pay matrix
(Rs.53100-167800) or equivalent in the parent cadre or department; or
(iii) with four years service rendered after appointment to the post on a regular basis in level-8 in pay matrix
(Rs.47600-151100) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience, namely:-
(i) Master’s degree in Entomology or Plant Pathology or Biochemistry from a recognised University or Institute; or
(ii) Master’s degree in Agriculture with specialisation in Entomology or Plant Pathology or Biochemistry from a
recognised University or Institute; or
(iii) Master’s degree in Zoology or Botany or Chemistry from a recognised University or Institute; and
(iv) five years experience in teaching or research or extension work including aspects related to storage and
preservation of foodgrains in Government Organisations or public sector undertakings or recognised Universities or
recognised Institutes.
Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration
for appointment by promotion.
Note 2 :Period of deputation (including short-term contract) including the period of deputation (including short-term
contract) in another ex-cadre post held immediately preceding this appointment in the same or some other
organization or department of the Central Government shall ordinarily not exceed three years.

Note 3 :The maximum age-limit for appointment on deputation (including short-term contract) shall not be
