का.जन.आ. 36.–– राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए,

नौसेना (अजििमन अजिकारी पि) भती जनयम, 1989, उन बातों के जसवाय अजिक्ांत करते हुए जिन्िे ऐसे अजिक्मण से

पूवव दकया गया िै या करने से लोप दकया गया िै, रक्षा मंत्रालय भारतीय नौसेना में उप संभागीय अजििमन अजिकारी के

पिों पर भती का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथावत:

संजक्षप्त नाम और प्रारम्भ:

(क) इन जनयमों का संजक्षप्त नाम भारतीय नौसेना उप संभागीय अजििमन अजिकारी, (समूि ‘ख’ पि) भती

जनयम, 2025 िैं।

(ख) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत िोंगे।

3.

भती की पद्धजत, आयु-सीमा और अन्य अिवताएं, आदि: भती की पद्धजत, आयु-सीमा, अिवताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं।

4.

जनरिवता: वि व्यजि-

(क)

जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

िै ; या

(ख)

जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै उि पिों पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतवन से छूट िे सकेगी।

5.

जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आव‍यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िे लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामिव करके इन जनयमों के दकसी उपबंि को

दकसी वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपुवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

सप्ताि का घरेलू प्रजिक्षण सफलतापूववक पूरा दकया िै।

ट्रटप्पण .- ििााँ ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी

अिवक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया

िा रि िो, विां उनसे ज्येष्ठ व्यजियों के संबन्ि में भी जवचार दकया

िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिवक या

पात्रता सेवा, अपेजक्षत अिवक या पात्रता सेवा के आिे से अजिक से

या िो वषव से, इनमें से िो भी कम िो, कम न िो और उन्िोने अपने

ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिवक या पात्रता सेवा

पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए

अपनी पट्ररवीक्षा की अवजि सफलतापूववक पूरी कर ली िो।

प्रजतजनयुजि (अल्पकाजलक संजविा सजित ) :

केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या

कानूनी जनकाय या स्ट्वायत संगठन या सावविजनक क्षेत्र के उपक्म या

मान्यता प्राप्त जवश्वजविालय या मान्यता प्राप्त अनुसंिान संस्ट्थान के

अजिकारी, -

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि

िारण दकए हुए िों;

या

(ii) जिन्िोनें मूल काडर या जवभाग में, वेतन मैट्ररक्स में स्ट्तर -06

(रु 35400-112400) या समतुल्य में जनयजमत आिार पर

जनयुजि के पश्चात उस श्रेणी में पााँच वषव की जनयजमत सेवा

की िो; और

(ख) िो जनम्नजलजखत िैजक्षक अिवताए और अनुभव रखते िो .-

(अ) (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से जवज्ञान मे

स्नातक जडग्री; और

(ii) अजििामक सेवा मिाजवद्यालय, नागपुर से उच्चतर

जडप्लोमा िो;

या

(iii) भारतीय अजििामक इंिीजनयसव संस्ट्थान से स्नातक की

परीक्षा पास की िो;

या

(iv) राष्ट्रीय अजििामक सेवा मिाजवद्यालय, नागपुर या

दकसी मन्यता प्राप्त संस्ट्थान से स्ट्टेिन अजिकारी का या सिायक

सांभागीय अजिकारी का या संभागीय अजिकारी का कोसव

दकया िो; और

(आ) दकसी प्रख्यात अजििामक सेवा मे िो वषव का व्यावसाजयक

अनुभव िो ।

ट्रटप्पण 1.-

पोषक प्रवगव के ऐसे जवभागीय अजिकारी, िो

प्रोन्नजत की सीिी पंजि मे िैं, प्रजतजनयुजि पर जनयुजि के जलए

जवचार दकए िाने के पात्र निी िोंगे । इसी प्रकार प्रजतजनयुि व्यजि

प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निी िोंगे ।

ट्रटप्पण 2.- प्रजतजनयुजि की अवजि, जिसके अंतगवत केंरीय

सरकार के उसी या दकसी अन्य संगठन या जवभाग मे इस जनयुजि से

ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की

ट्रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-

सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषव से अजिक

NOTIFICATION

New Delhi, the 1st August, 2025

S.R.O. 36.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Navy (Fire Officer Posts) Recruitment Rules, 1989 except as respects things done or omitted to be

done before such suppression, the President hereby makes the following rules regulating the method of recruitment to

the post of Deputy Divisional Fire Officer, in Naval Headquarters, Ministry of Defence, namely: -

1.

Short title and commencement.– (1) These rules may be called the Indian Navy Deputy Divisional Fire

Officer (Group ‘B’ post) Recruitment Rules, 2025.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.– The number of post, its classification and the

level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualification, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.– No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

serviceman and any other special categories of persons in accordance with orders issued by the Central Government

from time to time in this regard.

weeks in house training in fire safety and firefighting.

Note : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short of

the requisite qualifying or eligibility service by more than half of

such qualifying or eligibility service or two years, whichever is

less and have successfully completed their probation period for

promotion to the next higher grade along with their juniors who

have already completed such qualifying or eligibility service.

Deputation (including short-term contract): Officers under the

Central Government or State Government or Union territories or

public sector undertakings or statutory or autonomous

organisations, -

(a) (i) holding analogous posts on regular basis; or

(ii) with five years regular service in posts in the level 6

(35400 – 112400) in the pay matrix or equivalent; and

(b) possessing the following educational qualification and

experience, namely:-

(A) (i) Bachelor Degree in Science from a recognised

University or institute; and

(ii) Advanced Diploma of National Fire Service college,

Nagpur;

or

(iii) Graduateship Examination of the Institution of Fire

Engineers, India;

or

(iv) passed Station Officer’s Course or Assistant

Divisional Officer’s or Divisional Officer’s Course from

National Fire Service College, Nagpur or any other

recognised institute; and

(B) two years’ professional experience in a reputed fire

service.

Note1: The departmental officers in the feeder category who

are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the

deputations shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not to

exceed three years.

Note 3: The maximum age limit for appointment by deputation

shall be not exceeding fifty-six years as on the closing date of

receipt of applications.

S.R.O. 37.—In exercise of power conferred by the proviso to article 309 of the Constitution and in

suppression of Army and Director General Quality Assurance (Civilian Assistant Security Officers) Recruitment

Rules 2010, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Civilian Assistant Security Officer in

the Ministry of Defence, lower formations of the Army and Director General Quality Assurance namely:-

1.

Short Title and Commencement – (1) These rules may be called the Ministry of Defence, Army and

Director General of Quality Assurance, Civilian Assistant Security Officer (Group ‘B’ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix – The number of the said post, its classification and

level in pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc – The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be specified in the columns (5) to (13) of the said schedule.

4.

Disqualification – No person –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- Servicemen and other special categories

of persons in accordance with the order issued by the Central Government from time to time in this regard.
