सा.का.जन. 174.–– राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

कृजि मंत्रालय, कृजि सिकाररता जवभाग में अपर आयुि (बागवानी-फल) और उपायुि (बागवानी) (समूि 'क' पि) भती

जनयम, 2012 को उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजिक्मण से पूवि दकया गया िै या करने का लोप

दकया गया िै, कृजि एवं दकसान कल्याण जवभाग के अिीन बागवानी प्रभाग में तकनीकी समूि 'क' के पिों पर भती की

पद्वजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाित् :-

1. संजक्षप्त नाम और प्रारंभ:- (1) इन जनयमों का संजक्षप्त नाम कृजि एवं दकसान कल्याण मंत्रालय, कृजि एवं दकसान कल्याण

जवभाग, बागवानी प्रभाग (समूि 'क') भती जनयम, 2025 िै।

(2) ये रािपत्र में प्रकािन की तारीख से प्रवृत्त िोंगे।

2. लागू िोना:- ये जनयम, इन जनयमों से उपाबद्व अनुसूची के स्ट्तंभ (1) में जवजनर्ििष्ट पिों पर लागू िोंगे।

3. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर:- उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में उनका स्ट्तर

वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं ।

4. भती का पद्धजत, आयु-सीमा, अििताएं, आदि:- उि पिों पर भती का पद्धजत, आयु-सीमा, अििताएं और उनसे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं ।

5. जनरििता:- वि व्यजि,-

(क) जिसने ऐसे व्यजि से, जिसका पजत या पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परन् तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन् य पक्षकार को लागू

स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यजक् त को इस जनयम के प्रवतिन से

छूट िे सकेगी।

6. जिजथल करने की िजि:- ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमों के दकसी उपबंि को दकसी

वगि या प्रवगि के व्यजियों की बाबत्, आिेि द्वारा जिजथल कर सकेगी ।

7. व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गये आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेि प्रवगि के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

जवकास जनिेिालय में जनिेिक और कािू और कोका जवकास जनिेिालय में जनिेिक जिन्िोंने जनयजमत आिार पर जनयुजि

के पश्चात् पांच विि की जनयजमत सेवा की िै और ‘‘नसिरी प्रबंिन और क्वाजलटी वाले रोपण सामग्री (ऊतक संवििन सजित)

उत्पािन, फल फसलों के जलए संगरोि प्रदक्या या फल फसलों के जलए कैनोपी प्रबंिन और पुनरूज्जीवन प्रौद्योजगकी या

संरजक्षत खेती, उच्च मूल्य वाली सागभािी या फूलों के जलए सटीक खेती और एआई प्रौद्योजगकी या बागवानी फसलों में

एकीकृत पोिक तत्व प्रबंिन और एकीकृत कीट प्रबंिन या वाजणजययक िाइड्रोपोजनक्स और एरोपोजनक्स या मृिारजित खेती

या ऊर्धवािर खेती तकनीक या सागभािी की छत पर बागवानी या बागवानी फसलों में कृजि व्यवसाय, उद्यजमता और

कौिल जवकास कायिक्म या कटाई के बाि का प्रबंिन, आपूर्ति और मूल्य श्रंखला, रसि और कोल्ड चेन और फलों,

सागभािी, फूलों, बागान फसलों, औििीय और सुगंजित पौिों, मसालों, मिरूम और मिुमक्खी पालन या मिुमक्खी

पालन में जनयाित संबंिी प्रजिक्षण कायिक्म’’ के क्षेत्र में कम से कम िो सप्ताि का प्रजिक्षण सफलतापूविक पूरा दकया िो।

रटप्पण 1:- प्रोन्नजत के जलए पात्रता सूची अजिकाररयों द्वारा संबंजित श्रेणी या पि में जवजित अििक सेवा के पूरी िोने की

तारीख के संिभि में तैयार की िाएगी।

रटप्पण 2:- ििां ऐसे कजनष्ठ व्यजिायों के संबंि में, जिन्िोंने अपनी अििक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनके ययेष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा

की गई ऐसी अििक या पात्रता सेवा, अपेजक्षत अििक या पात्रता सेवा के आिे से अजिक से या िो विि से, इनमें से िो भी कम

िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अििक या पात्रता सेवा पिले िी पूरी कर ली िै,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूविक पूरी कर ली िो।

केंद्रीय सरकार या रायय सरकारों या संघ राययक्षेत्र प्रिासनों या पजललक सेक्टर उपक्म या जवश्वजवद्यालयों या मान्यता

प्राप्त अनुसंिान संस्ट्थाओं या स्ट्वािासी जनकायों या कानूनी जनकायों या कानूनी संगठनों के ऐसे अजिकारी:-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै ; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-12 (78,800-2,09,200 रू.) या समतुल्य में जनयजमत आिार

पर जनयुजि के पश्चात् उस श्रेणी में पांच विि की सेवा की िै; और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अििताएं और अनुभव : –

आवश्यक:

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से बागवानी या पुष्पकृजि और भू-िृश्य जनमािण या फल जवज्ञान या

फलकृजि-जवज्ञान या वनस्ट्पजत जवज्ञान या ऑलीइरीकल्चर या बागान, मसाले, औििीय और सुगंजित फसलों

में जविेिज्ञता के साथ कृजि में मास्ट्टर जडग्री; या

(ii) दकसी मान्यताप्राप्त जवजश्ववद्यालय या संस्ट्थान से पुष्पकृजि और भू-िृश्य जनमािण या फल जवज्ञान या फलकृजि-

जवज्ञान या वनस्ट्पजत जवज्ञान या ऑलीइरीकल्चर या बागान, मसाले, औििीय और सुगंजित फसलों में

जविेिज्ञता के साथ बागवानी में मास्ट्टर जडग्री; या

(iii) बागवानी जवकास या अनुसंिान या उत्पािन या जवस्ट्तार में बारि विि का अनुभव ; या

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से बागवानी या कृजि या पुष्पकृजि और भू-िृश्य जनमािण या

फल जवज्ञान या फलकृजि-जवज्ञान या वनस्ट्पजत जवज्ञान या ऑलीइरीकल्चर या बागान, मसाले, औििीय और

सुगंजित फसल जवद्या में डाक्टरेट जडग्री; और

(ii) बागवानी जवकास या अनुसंिान या उत्पािन या जवस्ट्तार में नौ विि का अनुभव।

रटप्पण 1: पोिक प्रवगि के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए

जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र

निीं िोंगे।

रटप्पण 2: प्रजतजनयुजि (जिसके अन्तगित अल्पकाजलक संजविा भी िै) की अवजि, जिसके अन्तगित केंद्रीय सरकार के उसी या

दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके

अन्तगित अल्पकाजलक संजविा भी िै) की अवजि िै सािारणतया 5 विि से अजिक निीं िोगी।

रटप्पण 3: प्रजतजनयुजि (जिसके अन्तगित अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन

प्राप्त करने की अंजतम जतजथ को 56 विि से अजिक निीं िोगी।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।

भती करने में दकन पररजस्ट्थजतयों में संघ

अनुभव:

बागवानी में अनुसंिान और जवकास या उत्पािन या जवस्ट्तार में िस विि का अनुभव।

वांछनीय अििता: दकसी मान्यताप्राप्त जवजश्ववद्यालय से बागवानी या पुष्पकृजि और भू-िृश्य जनमािण या फल जवज्ञान या

आयोग के जववेकानुसार जिजथल की िा सकती िैं।

दकसी प्रक्म पर संघ लोक सेवा आयोग की यि राय िै दक उनके जलए आरजक्षत ररजियों को भरने के जलए अपेजक्षत

अनुभव रखने वाले उन समुिायों के अभ्यर्थियों के पयािप्त संख्या में उपललि िोने की सम्भावना निीं िै।

केंद्रीय सरकार या रायय सरकार या संघ राय यक्षेत्रों या स्ट्वािासी या कानूनी संगठन या पजललक

सेक्टर उपक्मों या जवश्वजवद्यालयों या मान्यताप्राप्त अनुसंिान संस्ट्थाओं के अजिकारी:

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै;

या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 11 (6700-208700/रु.) या समतुल्य में जनयजमत आिार पर

जनयुजि के पश्चात उस श्रेणी में पांच विि की सेवा की िै ; और

(ख) जिसके पास स्ट्तम्भ (7) के अिीन सीिे भती दकए िाने वाले व्यजियों के जलए जवजित िैजक्षक अििताएं और अनुभव िै।

रटप्पण 1: प्रजतजनयुजि (जिसके अंतगित अल्पकाजलक संजविा भी िै) की अवजि, जिसके अंतगित केंद्रीय सरकार के उसी या

अंतगित अल्पकाजलक संजविा भी िै) की अवजि िै सािारणतया 4 विि से अजिक निीं िोगी I

G.S.R. 174.–– In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Additional Commissioner

(Horticulture-Fruit) and Deputy Commissioner (Horticulture) Group ‘A’ Posts, Recruitment Rules, 2012, except as

respect things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to technical Group ‘A’ posts in the Horticulture Division under the Department

of Agriculture and Farmers Welfare namely:-

1. Short title and commencement:- (1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture and Farmers Welfare, Horticulture Division (Group ‘A’) Recruitment

Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: These rules shall apply to the posts specified in column (I) of schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix:- The number of the said posts, their

classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedules

annexed to these rules.
