द्वारा प्रदत्त िजियों का प्रयोग करते हुए, राष्ट्रीय सुरक्षागारद, (समूि”ग”) भती जनयम, 2004का संिोधन करने के जलए

जनम्नजलजखत जनयम बनाती िज ऄथाातः-

(क) आन जनयमों का संजक्षप्त नाम राष्ट्रीय सुरक्षा गारद (समूि”ग”)भती (संिोधन) जनयम,2025िज।

(ख) ये राजृत्र में आनके प्रकािनकी तारीख को प्रवृत्त िोंगे।

राष्ट्रीय सुरक्षा गारद, (समूि”ग”) भती जनयम, 2004 की ऄनुसूची में, रेंजर-I/रेंजर- II योधक रेड्समजन (जनरल

ड्यूटी/तकनीकी और रेड्समजन/प्रिासजनक) के ृद से संबंजधत क्रम सं्‍या 9 के सामने स्ट्तंभ(12) में प्रजतजनयुजि िीर्ाक के

ऄधीन खंड (ii) में “45 वर्ा” ऄंको और िब्द के स्ट्थान ृर “50 वर्ा” ऄंक और िब्द रखे जायेंगे ।

G.S.R. 188.—In exercise of the powers conferred by section 139 of the National Security Guard Act, 1986

(47 of 1986), the Central Government hereby makes the following rules to amend the National Security Guard (Group

‗C‘ posts) Recruitment Rules, 2004, namely: -

(1) These rules may be called the National Security Guard (Group ‗C‘ posts) Recruitment (Amendment)

Rules, 2025.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. In the National Security Guard (Group ‗C‘ posts) Recruitment Rules, 2004, in the Schedule, against serial

number 9 relating to the post of Ranger-I/Ranger-II Combatised Tradesman (General Duty/Technical &

Tradesman/Administrative), in column (12), under the heading Deputation, in clause (ii), for the figures and word

―45 years‖, the figures and word ―50 years‖ shall be substituted.

सा.का.जन. 189.—राष्ट्रृजत, संजवधान के ऄनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और

राष्ट्रीय बचत संस्ट्थान समूि ‘ग’ ृद भती जनयम, 2012 को ईन बातों के जसवाय ऄजधक्रांत करते हुए जजन्िें ऐसे ऄजधक्रमण

से ृूवा दकया गया िज या दकये जाने का लोृ दकया गया िज, जवत्त मंत्रालय के ऄधीन राष्ट्रीय बचत संस्ट्थान, ददल्ली में ईच् च

श्रेणी जलजृक, ऄवर श्रेणी जलजृक और मल्टी टास्स्ट्कग स्ट्टाफ के ृदों की भती की ृद्धजत को जवजनयजमत करने के जलए

जनम्नजलजखत जनयम बनाते िैं, ऄथाात:-

संजक्षप्त नाम और प्रारंभ.- (1) आन जनयमों को राष्ट्रीय बचत संस्ट्थान (समूि 'ग' ृद) भती जनयम, 2025 िज।

(2) ये राजृत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

ृदों की सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.- ईि ृदों की सं्‍या, ईनका वगीकरण और वेतन मजट्ररक्स में

स्ट्तर वे िोंगे, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट् तम् भ (2) से स्ट् तम् भ (4) में जवजनर्ददष्ट िैं।

भती की ृद्धजत, अयु-सीमा और ऄन्य ऄिाताएं अदद.- ईि ृदों ृर भती की ृद्धजत, अयु-सीमा, ऄिाताएं और

ईनसे संबंजधत ऄन्य बातें वे िोंगी जो ईि ऄनुसूची के स्ट् तम् भ (5) से स्ट् तम् भ (14) में जवजनर्ददष्ट िैं।

प्रारंजभक ग न.- आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट् तम् भ (1) में दिााए गए ृदों के ृदधारी, जजन्िें राष्ट्रीय बचत

संस्ट्थान में ईन ृदों ृर जनयजमत अधार ृर जनयुि दकया गया था, जजसे आन जनयमों के प्रारंभ िोने से ृूवा अर्थथक

काया जवभाग, जवत्त मंत्रालय के ददनांक 7 माचा, 2022 के संकल्ृ द्वारा ृुनगाट्र त दकया गया िज, आन जनयमों के

ऄधीन जनयुि दकया गया समझा जाएगा और आन जनयमों के प्रारंभ िोने से ृूवा ईि ृद ृर ईनके द्वारा की गइ

सेवा को वेतन मजट्ररक्स में स्ट्तर, प्रोन् नजत और ृेंिन अदद के प्रयोजन के जलए ध्यान में रखा जाएगा।

जनरिाता.- वि व्यजि,-

(क ) जजसने ऐसे व्यजि जजसका ृजत या ृत्नी जीजवत िज, से जववाि दकया िज; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िज;

ईि ृद ृर जनयुजि का ृात्र निीं िोगा:

ृरन्तु यदद केन्द्रीय सरकार का समाधान िो जाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के ऄन्य ृक्षकार को

लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय िज और ऐसा करने के ऄन्य अधार िैं, तो वि दकसी व्यजि को आस जनयम के

प्रवतान से छूट दे सकेगी।

जिजथल करने की िजि.-- जिां केन्द्रीय सरकार की यि राय िज दक ऐसा करना अवश्यक या समीचीन िज, विां

वि ईसके जलए जो कारण िज ईन्िें लेखबद्ध करके आन जनयमों के दकसी ईृबंध को दकसी वगा या प्रवगा के व्यजियों

के संबंध में अदेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त.-- आन जनयमों की कोइ भी बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ट्ररयायतों ृर प्रभाव निीं

डालेगी जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय ृर जनकाले गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवा सजनकों और ऄन्य जविेर् प्रवगा के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत।

प्रोन् नजत:

वेतन मजट्ररक्स में स्ट् तर-2 (19900-63200 रुृये) के ऐसे

ऄवर श्रेणी जलजृक, जजन् िोंने ईस ग्रेड में अ वर्ा की

जनयजमत सेवा की िो और जजसने केंद्रीय सरकार द्वारा

जनधााट्ररत दकए गए ऄनुसार ृद के जलए ईृयुि काया क्षेत्रों में

कम से कम दो सप्ताि का प्रजिक्षण सफलताृूवाक ृूरा कर

जलया िो।

ट्रटप् ृण 1: जिां ऐसे कजन्‍ व् यजक् तयों के संबंध में जजन् िोंने

ऄृनी ऄिाक या ृात्रता सेवा ृूरी कर कर ली िज, प्रोन् नजत के

जलए जवचार दकया जा रिा िो, विां ईनके ज् ये्‍ व् यजक् तयों के

संबंध में भी जवचार दकया जाएगा ृरंतु यि जब तब दक

ईसके द्वारा की गइ ऐसी ऄिाक या ृात्रता सेवा, ऄृेजक्षत

ऄिाक या ृात्रता सेवा के अधे से ऄजधक से या दो वर्ा से,

आनमें से जो भी कम िो, कम न िो और ईन् िोंने ऄृने ऐसे

कजन्‍ व् यजक् तयों सजित जजन् िोंने ऐसी ऄिाक या ृात्रता सेवा

ृिले िी ृूरी कर ली िज, ऄगली ईच् चतर श्रेणी में प्रोन् नजत के

जलए ऄृनी ृट्ररवीक्षा की ऄवजध सफलताृूवाक कर ली िो।

ट्रटप् ृण 2: प्रोन् नजत के अधार ृर जनयुजक् त के प्रयोजन के जलए

दकसी ऄजधकारी द्वारा 01 जनवरी, 2016 से ृिले या ईस

तारीख से जजससे सातवें केन्द्रीय वेतन अयोग की जसफाट्ररिों

ृर अधाट्ररत ृुनरीजक्षत वेतन संरचना का जवस्ट् तार दकया

गया िज, जनयजमत अधार ृर की गइ सेवा को, जसवाय ईस

दिा के, जिां एक से ऄजधक ृूवा ृुनरीजक्षत वेतनमान का

साधारण ग्रेड वेतन या वेतनमान सजित एक श्रेणी में जवलय

िो गया िज और यिां यि लाभ केवल ईस ृद (ईन ृदों) ृर

जवस्ट् ताट्ररत िोगा जजनके जलए ग्रेड वेतन या वेतनमान जबना

दकसी ईन् नयन का साधारण प्रजतस्ट् थान ग्रेड िज ईक् त वेतन

अयोग की जसफाट्ररिों ृर अधाट्ररत जवस्ट् ताट्ररत त‍ स्ट् थानी ग्रेड

वेतन या वेतनमान ृर की गइ सेवा समझी जाएगी।

प्रजतजनयुजि:

केंद्रीय सरकार, राज्य सरकार, संघ राज्य क्षेत्रों के ऐसे

ऄजधकारी;

(क) मूल संवगा/जवभाग में जनयजमत अधार ृर सदृि ृद

धारण दकए हुए; या

(ख) मूल संवगा या जवभाग में वेतन मजट्ररक्स के स्ट् तर 2

(19900-63200 रुृये) या समतुल् य में जनयजमत अधार ृर

ृद ृर जनयुजि के बाद ददए गए ग्रेड में अ वर्ा की जनयजमत

सेवा।

प्रजतजनयुजक् त की ऄवजध िज साधारणतया 3 वर्ा से ऄजधक निीं

िोगी।

ट्रटप् ृण-3: प्रजतजनयुजक् त द्वारा जनयुजक् त के जलए ऄजधकतम

अयु सीमा अवेदन प्राप् त करने की ऄंजतम तारीख को 56 वर्ा

से ऄजधक निीं िोगी।

ट्रटप् ृणी-4: प्रोन् नजत के अधार ृर जनयुजक् त के प्रयोजन के

जलए दकसी ऄजधकारी द्वारा 01 जनवरी, 2016 से ृिले या

ईस तारीख से जजससे सातवें केन्द्रीय वेतन अयोग की

जसफाट्ररिों ृर अधाट्ररत ृुनरीजक्षत वेतन संरचना का

जवस्ट् तार दकया गया िज, जनयजमत अधार ृर की गइ सेवा को,

जसवाय ईस दिा के, जिां एक से ऄजधक ृूवा ृुनरीजक्षत

वेतनमान का साधारण ग्रेड वेतन या वेतनमान सजित एक

बीमारी या ऄध्ययन छुट्टी या दकन् िीं ऄन् य

ृट्ररजस्ट् थजतयों में एक वर्ा या आससे ऄजधक

ऄवजध के जलए बािर रिने के कारण हुइ

ट्ररजक् तयों को जनयजमत अधार ृर सदृश् य

ृद धारण करने वाले तथा स्ट् तम् भ 8 के

ऄंतगात सीधी भती के जलए जवजित

ऄिाताएं और ऄनुभव धाट्ररत करने वाले

केन् द्रीय सरकार के ऄजधकाट्ररयों में से

प्रजतजनयुजक् त के अधार ृर भरी जा

सकेंगी।’’

प्रोन् नजत या प्रजतजनयुजि या अमेलन द्वारा भती की दिा में वे श्रेजणयां

जजनमें से प्रोन् नजत या प्रजतजनयुजि या अमेलन दकया जाएगा।

वृन् द, जजन्िोंने ईस ग्रेड में तीन वर्ा की जनयजमत सेवा की िो और केंद्रीय

सरकार द्वारा यथाजनधााट्ररत ृद के जलए ईृयुि काया क्षेत्रों में कम से

कम दो सप्ताि का प्रजिक्षण सफलताृूवाक ृूरा दकया िो।

ट्रटप् ृण 1: जिां ऐसे कजन्‍ व् यजक् तयों के संबंध में जजन् िोंने ऄृनी

ऄिाक या ृात्रता सेवा ृूरी कर कर ली िज, प्रोन् नजत के जलए जवचार

दकया जा रिा िो, विां ईनके ज् ये्‍ व् यजक् तयों के संबंध में भी जवचार

दकया जाएगा ृरंतु यि जब तब दक ईसके द्वारा की गइ ऐसी ऄिाक या

ृात्रता सेवा, ऄृेजक्षत ऄिाक या ृात्रता सेवा के अधे से ऄजधक से या

दो वर्ा से, आनमें से जो भी कम िो, कम न िो और ईन् िोंने ऄृने ऐसे

कजन्‍ व् यजक् तयों सजित जजन् िोंने ऐसी ऄिाक या ृात्रता सेवा ृिले िी

ृूरी कर ली िज, ऄगली ईच् चतर श्रेणी में प्रोन् नजत के जलए ऄृनी

ृट्ररवीक्षा की ऄवजध सफलताृूवाक कर ली िो।

G.S.R. 189.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Savings Institute (Group C posts) Recruitment Rules, 2012, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment of the post of Upper Division Clerk, Lower Division Clerk and Multi-Tasking Staff in the

National Savings Institute, Delhi under the Ministry of Finance, namely :-

Short title and commencement.- (1) These rules may be called the National Savings Institute (Group ‗C‘

posts) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix. – The number of the said posts, its

classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit and other qualifications etc.- The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) of the

said Schedule.

Initial Constitution.- The incumbents of the post shown in column(1) of the Schedule annexed to these rules

who were appointed on regular basis to the post in the National Savings Institute which has been restructured

vide Resolution dated the 7^th March, 2022 of Department of Economic Affairs, Ministry of Finance before

the commencement of these rules, shall be deemed to have been appointed under these rules and the service

rendered by them in the said post before the commencement of these rules shall be taken into account for the

purpose of level in the pay matrix, Promotion and Pension, etc.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt

any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so,

it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect of

any class or category of persons.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-

servicemen and other special categories of persons, in accordance with the orders issued by the Central

Government from time to time in this regard

Promotion:

Lower Division Clerk in level – 2 in the pay matrix

(Rs.19900- 63200) with eight years of regular

service in the grade and having successfully

completed at least two weeks training in the areas of

work suitable for the post, as decided by the Central

Government.

Note1.- Where juniors who have completed their

qualifying or eligible service are being considered

for promotion, their seniors would also be

considered provided they are not short of the

requisite qualifying or eligible service by more

than half of such qualifying or eligible service or

two years, whichever is less, and have successfully

completed probation period for promotion to the

next higher grade along with their juniors who have

already completed such qualifying or eligible

service.

Note 2.- For the purpose of computing minimum

qualifying service for promotion, the service

rendered on a regular basis by an officer prior to the

first January,2016, (the date from which the revised

pay structure based on the 7^th Central Pay

Commission recommendation has been extended)

shall be deemed to be service rendered in the

corresponding level in pay matrix extended based on

the recommendations of the Pay Commission except

where there has been merger of more than one pre-

revised level in pay matrix into one grade with a

common level in pay matrix, and where this benefit

will extend only for the post(s) for which level in

pay matrix is the normal replacement grade without

any upgradation.

Note 1.- The departmental officers in the feeder

category who are in direct line of promotion shall

not be eligible for consideration for appointment on
