सजचवालय प्रजिक्षण तथा प्रबंि संस्ट्थान (अजतररि जनिेिक) भती जनयम, 2013 को उन बातों के जसवाय अजिक्ांत करते
हुए जिन्िें ऐसे अजिक्मण से पूवि दकया गया िै या करने का लोप दकया गया िै, कार्मिक, लोक जिकायत और पेंिन मंत्रालय
के कार्मिक और प्रजिक्षण जवभाग के अिीन सजचवालय प्रजिक्षण तथा प्रबंि संस्ट्थान में अजतररि जनिेिक के पि पर भती
की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथाित्-
1.
संजक्षप्त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम कार्मिक, लोक जिकायत और पेंिन मंत्रालय (कार्मिक और
प्रजिक्षण जवभाग), सजचवालय प्रजिक्षण तथा प्रबंि संस्ट्थान (अजतररि जनिेिक) भती जनयम, 2025 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर-उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में
उसका स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै।

भती की पद्धजत, आयु-सीमा, अििताएं आदि- उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।
4.
जनरििता- वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै,
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै,
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी।
5. जिजथल करने की िजि- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमों के दकसी उपबंि को दकसी
वगि या प्रवगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना

प्रजतजनयुजि द्वारा (अल्पकाजलक संजविा सजित)
केंद्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रिासनों या जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंिान संस्ट्थानों या पजललक
सेक्टर उपक्मों या स्ट्वायत या कानूनी संगठनों के अजिकारीिः-
(क)
(i) जिन्िोंने मूल काडर या जवभाग में सिृि पि िारण दकया िो; या
(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-12 या समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात् उस
श्रेणी में पांच वषि सेवा की िो; और
(ख) जिनके पास जनम्नजलजखत िैजक्षक अििता और अनुभव िोिः-
आवश्यकिः-
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक जडग्री; और
(ii) भारत सरकार में सजचवीय पिों पर प्रिासजनक और स्ट्थापन जवषयों में आठ वषि का अनुभव; और
(iii) केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रिासनों या पजललक सेक्टर उपक्मों या स्ट्वायत जनकायों या कानूनी
संगठनों के अिीन संगठनों या प्रजिक्षण संस्ट्थानों के जलए प्रजिक्षण कायिक्म संचालन करने में िो वषि का अनुभव।
वांछनीयिः-
(i)
लोक प्रिासन या मानव संसािन प्रबंि में मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से मास्ट्टर जडग्री।
(ii)
जनम्नजलजखत क्षेत्रों में अनुभविः- (क) भारत सरकार में एकीकृत जवत्त प्रभाग या प्रिासजनक सतकिता या लेखा प्रभाग में
सजचवीय पि पर एक वषि का अनुभव;
(ख) ऑनलाइन प्रजिक्षण मॉड्यूल या अनुिेि जडिाइन या पाठ्यक्म जडिाइन का जवकास।
रटप्पण 1- प्रजतजनयुजि की अवजि, जिसके अंतगित केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक
पिले िाररत दकसी अन्य काडर बाह्य पि प्रजतजनयुजि की अवजि िै सािारणतया 3 वषि से अजिक निीं िोगी।
रटप्पण 2- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषि से अजिक निीं
िोगी।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।

G.S.R. 189.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Institute of Secretariat Training and Management (Additional Director) Recruitment Rules, 2013,
except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Additional Director in the Institute of Secretariat
Training and Management, Department of Personnel and Training under the Ministry of Personnel, Public Grievances
and Pensions, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Personnel, Public
Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and
Management (Additional Director) Recruitment Rules, 2025.

They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix- The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed
to these rules.
3. Method of recruitment, age-limit and qualification, etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-
Servicemen and other special category of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

programmes for organisations or training institutes under
Central Government or State Governments or Union
territory Administrations or public sector undertakings or
autonomous bodies or statutory organisations.
Desirable:
(i) Masters’ degree from a recognised University or
institutes in Public Administration or Human
Resource Management.
(ii) experience in the following areas: -
(a) One year experience in ministerial posts in
Government of India in Integrated Finance
Division or Administrative Vigilance or
Accounts Division; or
(b) development of online training modules or
instruction design or curriculum design.
Note 1:- The period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government
shall ordinarily not exceed three years.
Note 2:- The maximum age-limit for appointment by
deputation shall be not exceeding fifty-six years as on
the last date of receipt of applications.

प्रजतजनयुजि द्वारािः केन्द्रीय सरकार के अिीन अजिकारीिः-
(क) (i) जिन्िोंने मूल काडर या जवभाग में सिृि पि िारण दकया िो; या
(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-11 या समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात् उस श्रेणी में
पांच वषि सेवा की िो; और
(ख) जिसके पास जनम्नजलजखत िैजक्षक अििताएं और अनुभव िोिः-
आवश्यकिः (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक जडग्री; और
(ii) भारत सरकार में सजचवीय पिों पर प्रिासजनक या स्ट्थापन जवषयों में पांच वषि का अनुभव।
वांछनीयिः (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से अथिास्त्र या मानव संसािन प्रबंि में मास्ट्टर जडग्री; या मान्यताप्राप्त
जवश्वजवद्यालय या संस्ट्थान से एमबीए या चाटिडि अकाउंटेंड या कंपनी सजचव या लागत और कायि लेखा संस्ट्थान (आईसीडलल्यूए)।
(ii) कार्मिक और प्रजिक्षण जवभाग द्वारा प्रमाजणत मास्ट्टर प्रजिक्षक या मान्यताप्राप्त प्रजिक्षक या प्रजिक्षक जवकास कायिक्म (टीडीपी)
के प्रत्यक्ष प्रजिक्षक कौिल (डीटीएस) या प्रजिक्षण का जडिाइन (डीओटी)।
(iii) जनम्नजलजखत एक या अजिक क्षेत्रों में अनुभविः- (क) प्रजिक्षण से संबंजित जवषयों में एक वषि का अनुभव;
(ख) वेतन स्ट्तर-10 या उपर में एकीकृत जवत्त प्रभाग या प्रिासजनक सतकिता में एक वषि का अनुभव;

1. Short title and commencement. – (1) These rules may be called the Ministry of Personnel, Public
Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and
Management, Joint Director (Management Services) Group ‘A’ Gazetted Post, Recruitment Rules, 2025.

They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix - The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification. - No person, -
a.
who has entered into or contracted a marriage with a person having a spouse living; or
b. who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-
Servicemen and other special category of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

या मान्यता प्राप्त अनुसंिान संस्ट्थानों या पजललक सेक्टर उपक्मों या स्ट्वायत्त या कानूनी संगठनों के अिीन अजिकारीिः-
(क)
(i) जिन्िोंने मूल काडर या जवभाग में सिृि पि िारण दकया हुआ िो, या
(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-10 पर या समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात् उस श्रेणी
में पांच वषि सेवा की िो
(ख)
जिसके पास जनम्नजलजखत िैजक्षक अििताएं और अनुभव िोिः-
आवश्यकिः (i) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से अथिास्त्र एक जवषय के रूप में रिते हुए के साथ स्नातक जडग्री; और
(ii) अथिास्त्र नीजत (जिसके अंतगित योिना और जवत्तीय प्रबंि भी िै) के क्षेत्र में तीन वषि का अनुभव, साथ िी उसके अंतगित केंद्रीय
प्रायोजित या सेक्टर स्ट्कीम के व्यौिार में िो वषि का अनुभव िै।
वांछनीयिः (i) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से अथिास्त्र या व्यवसाय प्रिासन (जवत्त) में मास्ट्टर जडग्री।
(ii)
अथिास्त्र नीजत, जवत्तीय प्रबंि या योिना में िो वषि का जिक्षण या प्रजिक्षण अनुभव।
(iii)
कार्मिक और प्रजिक्षण जवभाग द्वारा प्रमाजणत मास्ट्टर प्रजिक्षक या मान्यताप्राप्त प्रजिक्षक या प्रजिक्षक जवकास कायिक्म
(टीडीपी) के प्रत्यक्ष प्रजिक्षक कौिल (डीटीएस) या प्रजिक्षण का जडिाइन (डीओटी)।

(क) प्रजिक्षण संबंजित जवषयों का एक वषि का अनुभव;

वेतन स्ट्तर-10 या अपर प्रिासजनक या स्ट्थापन या जवत्तीय जवषयों में िो वषि का अनुभव;
(ग)
वेतन स्ट्तर-10 या अपर एकीकृत जवत्त प्रभाग या प्रिासजनक सतकिता में एक वषि का अनुभव;
(घ)
ऑनलाइन प्रजिक्षण मॉड्यूल या अनुिेि जडिाइन या पाठ्यक्म जडिाइन के जवकास में एक वषि का अनुभव।
रटप्पणी 1.- प्रजतजनयुजि की अवजि, जिसके अंतगित केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक
पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया 4 वषि से अजिक निीं िोगी।

hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Economics and
Planning) in the Institute of Secretariat Training and Management, Department of Personnel and Training under the
Ministry of Personnel, Public Grievances and Pensions, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Personnel, Public
Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and
Management, Deputy Director (Economics and Planning) Group ‘A’ Gazetted Post Recruitment Rules,
2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. - The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification. - No person, -
a.
who has entered into or contracted a marriage with a person having a spouse living; or
b. who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes and
other special category of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

Desirable:
(i) Master’s degree in Economics or Business
Administration (Finance) from a recognised University
or institute.
(ii) two years’ teaching or training experience in
Economic Policy, Financial Management or Planning;
(iii) Department of Personnel and Training (DoPT)
Certified Master Trainer or recognized Trainer or Direct
Trainer Skills (DTS) or Design of Training (DoT) in
Trainers Development Pragramme (TDP);
(iv) experience in any one or more of the following
areas: -
(a) one year experience of training related matters;
(b) two years’ experience in Administrative or
Establishment or Financial matters in pay level
10 or above.
(c) one year experience in Integrated Finance

level 10 or above.
(d) one year experience in development of online
training module or instruction design or
curriculum design.
Note 1:- Period of deputation including period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government
shall ordinarily not exceed four years.
Note 2:- The maximum age-limit for appointment by
deputation shall not be exceeding fifty-six years as on

संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम कार्मिक, लोक जिकायत और पेंिन मंत्रालय (कार्मिक
और प्रजिक्षण जवभाग), सजचवालय प्रजिक्षण तथा प्रबंि संस्ट्थान, सिायक जनिेिक (लेखा) समूि ‘ख’ रािपजत्रत, भती
जनयम, 2025 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर- उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में
उसका स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै।

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी।

वषि की सेवा की िो; या
(ख)
जिनके पास जनम्नजलजखत िैजक्षक अििताएं और अनुभव िोिः-
आवश्यकिः (i) वाजणज्य या अथिास्त्र या व्यवसाय प्रिासन या जवत्त या लेखा, सजित एक जवषय के रूप में मान्यता प्राप्त
जवश्वजवद्यालय या संस्ट्थान से स्नातक जडग्री;
(ii) भारत सरकार में सजचवीय पिों में सािारण प्रिासन या स्ट्थापन में एक वषि का अनुभव।
वांछनीयिः (i) सरकारी संगठन में रोकड़ तथा लेखा और बिट कायि में िो वषि का अनुभव;
(ii) भारत सरकार में सजचवीय पिों में एकीकृत जवत्त प्रभाग या प्रिासजनक सतकिता में िो वषि का अनुभव;
(iii) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से वाजणज्य या अथिास्त्र या व्यवसाय प्रिासन में मास्ट्टर जडग्री या स्नातोकोत्तर
जडप्लोमा या मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से एमबीए (जवत्त) या चाटेड अकांउटेंट (सीए) या कंपनी सजचव (सीएस) या

(v) सजचवालय प्रजिक्षण तथा प्रबंि संस्ट्थान से रोकड़ और लेखा में सफलतापूविक प्रजिक्षण पूणि दकया िो;
(vi) कार्मिक और प्रजिक्षण जवभाग (डीओपीटी) द्वारा प्रमाजणत मास्ट्टर प्रजिक्षक या मान्यता प्राप्त प्रजिक्षक या प्रजिक्षक जवकास

G.S.R. 194.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules, regulating the method of recruitment to the post of Medical Laboratory
Technologist in the Directorate General of Health Services, Rural Health Training Centre Hospital, New Delhi,
Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,
Directorate General of Health Services, Rural Health Training Centre Hospital, New Delhi, Medical Laboratory
Technologist (Group ‘B’ Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.

G.S.R. 195.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Radiographer in the
Ministry of Health and Family Welfare, Rural Health Training Centre Hospital, New Delhi, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,
Rural Health Training Centre Hospital, Najafgarh, New Delhi, Radiographer, Group ‘B’ post, Recruitment Rules,
2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt such person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

G.S.R. 196.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Senior Pharmacist
(Allopathic), in the Central Government Health Scheme Organisation, Ministry of Health and Family Welfare,
namely:-

1.
Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare,
Central Government Health Scheme Organisation, Senior Pharmacist (Allopathic), Group ‘B’ Post, Recruitment
Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix.- The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।
2. पिों की संख्या, वगीकरण और वेतन मैररक्स में लेवल – उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में
उसका स्ट्तर विी िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं।
3. भती की पद्धजत, आयु-सीमा, अििताएं आदि- भती की पद्धजत, आयु-सीमा, अििताएं और उससे संबंजित अन्य बातें वे
िोंगीं िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।
4. जनरििता – वि व्यजि -
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की

परन्तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी।
5. जिजथल करने की िजि- ििााँ केंद्रीय सरकार की यि राय िो दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि, उसके
जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत आिेि
द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त (सेजवंग)- इन जनयमों की कोई बात ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं
डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

पश्चात प्रिान दकए गए ग्रेड में पांच वषि की सेवा की िो; और
(ख) जिसके पास जनम्नजलजखत िैजक्षक अििताएं एवं अनुभव िों
आवश्यक :
(अ) दकसी मान्यता प्राप्त जवश्वजवद्यालय/संस्ट्थान या एआईसीटीई द्वारा अनुमोदित संस्ट्थान से एक वषि या उससे अजिक अवजि के
एल्कोिल प्रौद्योजगकी में स्नातकोत्तर जडप्लोमा/ औद्योजगक दकण्वन और अल्कोिल प्रौद्योजगकी में स्नातकोत्तर जडप्लोमा के साथ दकसी
मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से जवज्ञान या अजभयांजत्रकी में मास्ट्टर जडग्री;
(ब) (i) औद्योजगक दकण्वन और एल्कोिल प्रौद्योजगकी के क्षेत्र में पांच वषि का जिक्षण या अनुसंिान या परामिि का अनुभव; या
(ii) जडजस्ट्टलरी में पयिवेक्षीय या प्रबंिकीय क्षमता में काम करने का पांच वषि का व्याविाररक अनुभव।
वांछनीय:
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से रसायन में डॉक्टरेट या एल्कोिल प्रौद्योजगकी में फैलोजिप;
(ii) वैज्ञाजनक और प्रौद्योजगकी ररपोटों और समीक्षाओं के प्रारूपण और संपािन में अनुभव |

G.S.R. 197.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Assistant Professor
(Alcohol Technology) in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and
Public Distribution, Department of Food and Public Distribution, namely: -
1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Assistant
Professor (Alcohol Technology), Group ‘A’ Post Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of said post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

B.(i) five years experience of teaching or research or advisory experience in the field of Industrial Fermentation and
Alcohol Technology; or
(ii) five years practical experience of working in a supervisory or managerial capacity in a distillery.
Desirable: -
(i) Doctorate Degree in Chemistry or Fellowship in Alcohol Technology from a recognized University or Institute;
(ii) experience in drafting and editing of scientific and technological reports and reviews.
Note 1: The departmental Junior Scientific Officer (Alcohol Technology) with five years regular service in the level-
10 (Rs. 56,100-1,77,500/-) in the pay matrix and having the educational qualification and experience prescribed for
considering appointment on deputation basis is considered along with outsiders. If the departmental candidate is
selected for appointment to the post, it shall be treated as having been filled by promotion.

4. जनरििता – वि व्यजि -
(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै,
उि पि पर जनयुजि का पात्र निीं िोगा –
परंतु यदि केन्द्रीय सरकार का समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतिन
से छूट िे सकेगी।

5. जिजथल करने की िजि- ििां केंद्रीय सरकार की यि राय िैं दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 6 (35,400/-112400/-) या समतुल्य में जनयजमत आिार पर उस पि पर
जनयुजि के पश्चात उस श्रेणी में पांच वषि की सेवा की िै; या
(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 5 (29,200/-92,300/-रु.) या समतुल्य में जनयजमत आिार पर उस पि
पर जनयुजि के पश्चात उस श्रेणी में ग्यारि वषि की सेवा की िै; और
ख. जिनके पास जनम्नजलजखत िैजक्षक अितािएं और अनुभव िो; अथाित्:-
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की जडग्री;
(ii) दकसी सरकारी जवभाग या वाजणजज्यक संगठन में पयिवेक्षण क्षमता में सुरक्षा कायि या कल्याण कायि का तीन वषि का अनुभव।
ग. जवभागीय सुरक्षा जनरीक्षक जिन्िोंने वेतन मैररक्स के स्ट्तर 5 में उस श्रेणी में ग्यारि वषि की जनयजमत सेवा की िै और जिनके पास
प्रजतजनयुजि के आिार पर जनयुजि पर जवचार करने के जलए जवजित िैजक्षक अितािएं और अनुभव िै, बािर वालों के साथ भी जवचार
दकया िाएगा। यदि जवभागीय अभ्यथी उस पि पर जनयुजि के जलए चयजनत िो िाता िै, तो इसे प्रोन्नजत द्वारा भरा गया माना िाएगा।
रटप्पण 1: इन जनयमों की अजिसूचना की तारीख पर जनयजमत आिार पर सुरक्षा जनरीक्षक का पि िारण करने वाले जवभागीय अभ्यथी
उम्मीिवार के जलए पात्रता सेवा आठ वषि रिेगी।
रटप्पण 2: प्रजतजनयुजि की अवजि (जिसके अंतगित अल्पकाजलक संजविा भी िै), जिसके अन्तगित केंद्रीय सरकार के उसी या दकसी अन्य
संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य बाह्य काडर पि में प्रजतजनयुजि की अवजि जिसके अंतगित
अल्पकाजलक संजविा भी िै, सािरणतया तीन वषि से अजिक निीं िोगी।
रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा (जिसके अंतगित अल्पकाजलक संजविा भी िै) आवेिन प्राप्त करने की
अंजतम जतजथ को 56 वषि से अजिक निीं िोगी।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो इसकी संरचना
ऐसी पररजस्ट्थजतयां जिनमें भती करने में संघ लोक
सेवा आयोग से परामिि दकया िाना िोता िै

G.S.R. 199.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in the
supersession of the National Sugar Institute, Kanpur (Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 1994,
expect as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Welfare-cum-Security Officer in the National
Sugar Institute, Kanpur in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and
Public Distribution, namely :-
1. Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Food and
Public Distribution, National Sugar Institute, Kanpur, Welfare-cum-Security Officer (Group ‘B’ Post) Recruitment
Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said post, age-limit,
qualifications and other matters (relating to the said) shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, Ex-servicemen and other
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

Deputation (including Short-Term contract)/ Promotion
Officers of the Central Government or State Government or Union territory Administrations or public sector
undertakings or universities or recognised research institutions or autonomous bodies or statutory organisations,-
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with five years' service in the grade rendered after appointment to the post on a regular basis in level 6 (Rs.
35,400/-112400-) in the pay matrix or equivalent in the parent cadre or department; or
(iii) with eleven years' service in the grade rendered after appointment to the post on a basis in level-5 (Rs. 29,200/-
92,300/-)in the pay matrix or equivalent in the parent cadre or department; and
B. possessing the following educational qualifications and experience; namely :-
(i) Bachelor’s degree from a recognised university or Institute;
(ii) three years' experience of security work or welfare work in a supervisory capacity in a Government department
or commercial organisation.
C. The Departmental Security Inspector in level-5 in the pay matrix with eleven years regular service in the grade
and having the educational qualifications and experience prescribed for considering appointment on deputation basis
shall also be considered along with the outsiders. If the departmental candidate is selected for appointment to the
post, it shall be treated as having been filled by promotion.
Note 1: The eligibility service shall continue to be eight years for departmental candidate holding the post of
Security Inspector on regular basis on the date of notification of these rules.
Note 2: The period of deputation (including short- term contract) including period of deputation (including short-
term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other
organisation or Department of the Central Government shall ordinarily not exceed three years.
Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall not be
exceeding fifty-six years as on the closing date of receipt of applications.
