और संघ राोंय क्षेत्रों में जनगणना काय जनदेिालय के काया लयों में वररष्ठ प्राप पकार के पद पर भती की पद्धजत का
जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हज, ऄथा त:-
1. संजक्षप् त नाम और प्रारम् भ: (1) आन जनयमों का संजक्षप्त नाम गृह मंत्रालय, भारत के महारजजस्ट्रार का काया लय, राोंयों
और संघ राोंय क्षेत्रों में जनगणना काय जनदेिालय के काया लय, ड्रॉआंग सहायक, समूह ‘ख’ पद, भती जनयम, 2025 हज।

(2) ये राजपत्र में प्रकािन की तारीख को प्रवृ त होंगे।
2. पद की सं्या, वगीकरण और वेतन मजररतस में स्ट्तर.- ईक्त पद की सं्या, ईसका वगीकरण और वेतन मजररतस में ईनका
स्ट्तर वह होगा जो आन जनयमों के साथ ईपाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3. भती की पद्धजत, अयु-सीमा, ऄह ताएं अदद- ईक्त पद पर भती की पद्धजत, अयु-सीमा, ऄह ताएं तथा ईससे संबंजधत ऄन्य
बातें वे होंगी जो ईक्त ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4. जनरह ता.- वह व्यजक्त,-
(क) जजसने ऐसे व्यजक्त से, जजसका पजत या पत्नी जीजवत हज; जववाह दकया हज या जववाह की संजवदा की हज; या
(ख) जजसने ऄपने पजत या पत्नी के जीजवत रहते एए दकसी व्यजक्त से जववाह दकया हज, या जववाह की संजवदा की हज;
ईक्त पद पर जनयुजक्त का पात्र नहीं होगा:
परन्तु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजक्त और जववाह के ऄन्य पक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज, और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजक्त को आस जनयम के
प्रवत न से छूट दे सकेगी।
5. जिजथल करने की िजक्त.- जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह, ईसके
जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से परामि करके आन जनयमों के दकसी ईपबंध को दकसी
वग या प्रवग के व्यजक्तयों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
6. व्यावृजि.- आन जनयमों की कोइ भी बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों पर प्रभाव नहीं डालेगी
जजनका केंद्रीय सरकार द्वारा आस संबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जपछड़े वगों, भूतपूव सजनकों और ऄन्य जविेष प्रवग के व्यजक्तयों के जलए ईपबंध करना
ऄपेजक्षत हज।

जववेक पर योग्यता में छूट दी जा सकती हज।
रटप्पण 2.- ऄनुभव संबंधी ऄह ताएं, जलजखत प प में दज दकए जाने वाले कारणों के
अलोक में, कम चारी चयन अयोग या सक्षम प्राजधकारी के जववेकानुसार ऄनुसूजचत
जाजतयों या ऄनुसूजचत जनजाजतयों के ऄभ्यार्थथयों की दिा में, तब जिजथल की जा
सकती हैं, जब चयन के दकसी भी प्रक्म पर, कम चारी चयन अयोग या सक्षम
प्राजधकारी की यह राय हज दक ईनके जलए ऄपेजक्षत ऄनुभव रखने वाले ईन समुदायों के
ऄभ्यार्थथयों के पया प्त सं्या में ईपलब्ध होने की संभावना नहीं हज।

दकए एए हैं; और
(ख) स्ट्तंभ (7) के ऄधीन सीधी भती दकए जाने वाले व्यजक्तयों के
जलए जवजहत िजक्षक योग्यताएं और ऄनुभव रखते हों।

G.S.R. 202.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Office of the Registrar General, India, and Offices of the Directors of Census Operations in States
and Union territories, Senior Draughtsman, (Group B post), Recruitment Rules, 2021, except as respects things done
or omitted to be done before such supersession, the President hereby makes the following rules regulating the method
of recruitment to the post of Senior Draughtsman in the Office of the Registrar General, India and the offices of the
Directors of Census Operations in States and Union territories, under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India and the offices of the Directors of Census Operations in States and Union territories Drawing
Assistant, Group ‘B’ Post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to
these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

(क) (i) मूल संवग ऄथवा जवभाग में जनयजमत अधार
पर सदृि पद धारण दकए एए हज; या
(ii) जजन् होंने मूल संवग ऄथवा जवभाग में वेतन मजररतस
(रुपये 35400- 112400) में स्ट्तर-6 या समतुल्य में
जनयजमत अधार पर जनयुजक्त के पश्चात पांच वष की
सेवा की हज; और
(ख) जनम्नजलजखत िजक्षजणक योग्यताएं और ऄनुभव
रखते हों; ऄथा त्:-
(क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से
जसजवल आंजीजनयररग या अर्दकटेतचर में स्नातक की
ईपाजध या जसजवल आंजीजनयररग या अर्दकटेतचर या
अर्दकटेतचर ऄजसस्ट्टेंटजिप में जडप्लोमा; और
(ख) केंद्रीय सरकार या राोंय सरकारों या संघ राोंय
क्षेत्र प्रिासन या स्ट्वायि जनकाय या सांजवजधक संग न
या साव जजनक क्षेत्र के ईपक्मों या जवश्वजवद्यालय या
मान्यता प्राप्त ऄनुसंधान संस्ट्थानों में भौगोजलक सूचना
प्रणाली या कंप्यूटर सहायता प्राप्त जडजाआन और
मानजचत्रों या आंजीजनयररग प्राप पकार के प्राप पण में
दो वष का ऄनुभव।
रटप्पण 1- फीडर श्रेणी के जवभागीय ऄजधकारी,
जजनकी प्रोन्नजत असन्न हज, प्रजतजनयुजक्त पर जनयुजक्त के
जलए जवचार दकए जाने के पात्र नहीं होंगे। आसी
प्रकार, प्रजतजनयुक्त कम चारी प्रोन्नजत पर जनयुजक्त के
जलए जवचार दकए जाने के पात्र नहीं होंगे।
रटप्पण 2 - प्रजतजनयुजक्त की ऄवजध सजहत (ऄल्पावजध
संजवदा सजहत) प्रजतजनयुजक्त की ऄवजध (ऄल्पावजध
संजवदा सजहत), जजसके ऄंतग त केन्द्रीय सरकार के
ईसी ऄथवा ऄन्य संग न ऄथवा जवभाग में आस
जनयुजक्त से तुरंत पहले धाररत दकसी ऄन्य संवग बाह्य

G.S.R. 203.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Office of the Registrar General, India and the offices of the Directorates of Census Operations in
States and Union Territories (Senior Drawing Assistant) Recruitment Rules, 2000, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the post of Senior Drawing Assistant in the Office of the Registrar General, India, and the offices of
Directorate of Census Operations in the States and Union territories, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India and the offices of Directorate of Census Operations in the States and Union territories, Senior
Drawing Assistant (Group ‘B’ Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

3. भती की पद्धजत, अयु-सीमा, ऄह ताएं अदद- ईक्त पद पर भती की पद्धजत, अयु-सीमा, ऄह ताएं तथा ईससे संबंजधत ऄन्य
बातें वे होंगी जो ईक्त ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4. जनरह ता: वह व्यजक्त
(क) जजसने ऐसे व्यजक्त से, जजसका पजत या पत्नी जीजवत हज; जववाह दकया हज या जववाह की संजवदा की हज; या
(ख) जजसने ऄपने पजत या पत्नी के जीजवत रहते एए दकसी व्यजक्त से जववाह दकया हज, या जववाह की संजवदा की हज;
ईक्त पद पर जनयुजक्त का पात्र नहीं होगा:
परन्तु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजक्त और जववाह के ऄन्य पक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज, और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजक्त को आस जनयम के
प्रवत न से छूट दे सकेगी।
5. जिजथल करने की िजक्त.- जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह, ईसके
जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से परामि करके आन जनयमों के दकसी ईपबंध को दकसी
वग या प्रवग के व्यजक्तयों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
6. व्यावृजि.- आन जनयमों की कोइ भी बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों पर प्रभाव नहीं डालेगी
जजनका केंद्रीय सरकार द्वारा आस संबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

G.S.R. 204.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Office of the Registrar General, India, (Map Analyst) Recruitment Rules, 2004, except as respects
things done or omitted to be done before such supersession, the President hereby makes the following rules regulating
the method of recruitment to the post of Map Analyst in the Office of the Registrar General, India, under the Ministry
of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India, Map Analyst, Group ‘B’ Post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-Servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

और संघ राोंय क्षेत्रों में जनगणना काय जनदेिालय के काया लय, ऄनुसंधान ऄजधकारी (ड्रॉआंग), समूह “क” पद, भती
जनयम, 2025 हज ।
(2) ये राजपत्र में प्रकािन की तारीख को प्रवृ त होंगे ।
2. पद की सं्या, वगीकरण और वेतन मजररतस में स्ट्तर.- ईक्त पद की सं्या, ईसका वगीकरण और वेतन मजररतस में ईनका
स्ट्तर वह होगा जो आन जनयमों के साथ ईपाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3. भती की पद्धजत, अयु-सीमा, ऄह ताएं अदद- ईक्त पद पर भती की पद्धजत, अयु-सीमा, ऄह ताएं तथा ईससे संबंजधत ऄन्य
बातें वे होंगी जो ईक्त ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4. जनरह ता.- वह व्यजक्त,-
(क) जजसने ऐसे व्यजक्त से, जजसका पजत या पत्नी जीजवत हज; जववाह दकया हज या जववाह की संजवदा की हज; या
(ख) जजसने ऄपने पजत या पत्नी के जीजवत रहते एए दकसी व्यजक्त से जववाह दकया हज, या जववाह की संजवदा की हज;
ईक्त पद पर जनयुजक्त का पात्र नहीं होगा:
परन्तु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजक्त और जववाह के ऄन्य पक्षकार को लागू
स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज, और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजक्त को आस जनयम के प्रवत न से
छूट दे सकेगी।
5. जिजथल करने की िजक्त.- जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह, ईसके
जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से परामि करके आन जनयमों के दकसी ईपबंध को दकसी
वग या प्रवग के व्यजक्तयों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
6. व्यावृजि.- आन जनयमों की कोइ भी बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों पर प्रभाव नहीं डालेगी
जजनका केंद्रीय सरकार द्वारा आस संबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जपछड़े वगों, भूतपूव सजनकों और ऄन्य जविेष प्रवग के व्यजक्तयों के जलए ईपबंध करना

ईक्त पद पर जनयुजक्त का पात्र नहीं होगा:
परन्तु यदद केन्द्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजक्त और जववाह के ऄन्य
पक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज, और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजक्त को आस
जनयम के प्रवत न से छूट दे सकेगी।
5. जिजथल करने की िजक्त.- जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह, ईसके
जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से परामि करके आन जनयमों के दकसी ईपबंध को दकसी

जजनकी प्रोन्नजत असन्न हज, प्रजतजनयुजक्त पर

G.S.R. 206.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the office of the Registrar General, India, and the offices of the Directors of Census Operation in
States and Union Territories, Research Officer (Map) Recruitment Rules, 2001, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the post of Research Officer (Map) in the Office of the Registrar General, India and the offices of the
Directors of Census Operation in States and Union territories under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India, and the offices of the Directors of Census Operation in States and Union territories,
Research Officer (Map), (Group ‘A’ Post), Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

G.S.R. 207.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Office of the Registrar General, India, and the offices of the Directors of Census Operation in
States and Union Territories, (Map Officer), Recruitment Rules, 2011, except as respects things done or omitted to be
done before such supersession, the President hereby makes the following rules regulating the method of recruitment
to the post of Senior Research Officer (Map) in the Office of the Registrar General, India and the offices of the
Directors of Census Operation in States and Union territories under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India, and the offices of the Directors of Census Operation in States and Union territories, Senior
Research Officer (Map), Group ‘A’ Post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

G.S.R. 208.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Home Affairs, Office of the Registrar General, India, Assistant Registrar General (Map)
Group ‘A’ post Recruitment Rules, 2021, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Assistant Registrar General (Map) in the Office of the Registrar General, India, under the Ministry of Home Affairs,
namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the
Registrar General, India, Assistant Registrar General (Map), Group ‘A’ Post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

परंतु केन्द्रीय सरकार, यदद आस बात से संतु् ट हो जाती हज दक ऐसे ् यजक्त और जववाह के दूसरे पक्ष पर लागू स्ट् वीय
जवजध के ऄधीन ऐसा जववाह ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह ऐसे दकसी व्यजक्त को आस जनयम को
ईस पर लागू दकए जाने से छूट प्रदान कर सकती हज।
5. जिजथल करने की िजक्त - जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके
जलए जो कारण हैं, ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईपबंध को दकसी वग या श्रेणी के व्यजक्तयों की बाबत, अदेि
द्वारा जिजथल कर सकेगी।

में प्रोन् नजत के जलए ऄपनी पररवीक्षा की ऄवजध सफलतापूव क
पूरी कर ली हो।
रटप् पण 2 : प्रोन् नजत के जलए ऄभ् यर्थथयों पर तभी जवचार दकया
जाएगा जब ईन् होंने टंकण परीक्षण ई तीण कर ली हो या ईन् हें
जवजहत प्रदक्या के ऄनुप प ईस परीक्षण को ई तीण करने से छूट
प्राप् त हो और ऐसी दकसी भी प्रोन् नजत का भूतलक्षी प्रभाव होगा।

जनयजमत अधार पर सदृि पद धारण दकए एए हैं या जजन् होंने

G.S.R. 209.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Culture, Anthropological Survey of India, Senior Secretariat Assistant (Group ‘C’
posts) Recruitment Rules, 2021 except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the posts of Senior Secretariat
Assistant in the Anthropological Survey of India, Ministry of Culture namely: -
1.
Short title and commencement.-(1)These rules may be called the Ministry of Culture, Anthropological
Survey of India, Senior Secretariat Assistant (Group – ‘C’ posts) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification and level in the pay matrix. – The number of the said post, its
classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,
qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification – No person:-
(a)
who has entered into or contracted a marriage with a person having spouse livings, or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for doing so,
exempt such person from the operation of this rule.

5.
Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward
Class and other special categories of persons in accordance with the orders issued by the Central Government from
time to time in this regard.

(ख) जजसने पजत या पत्नी के जीजवत रहते एए दकसी ऄन् य व्यजक्त से जववाह दकया हज, या जववाह का करार दकया हज, वह
ईत त पद पर जनयुजक्त के जलए पात्र नहीं होगा :
बिते केन्द्रीय सरकार आस बात से संतु् ट हो जाती हज दक ऐसे व्यजक्त और जववाह के दूसरे पक्ष पर लागू स्ट्वीय जवजध
के ऄधीन ऐसा जववाह ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह ऐसे दकसी व्यजक्त को आस जनयम को ईस पर
लागू दकए जाने से छूट प्रदान कर सकती हज।
5. जिजथल करने की िजक्त - जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके
जलए जो कारण हैं, ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईपबंध को दकसी वग या श्रेणी के व्यजक्तयों की बाबत, अदेि
द्वारा जिजथल कर सकेगी।
6. व्यावृजि – आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु-सीमा में छूट और ऄन्य ररयायतों पर प्रभाव नहीं डालेगी,
जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

सेवा के अधे से ऄजधक, जो भी कम हो, से कम
न हो और ईन्होंने ऄपने ईन कजनष्ठ व्यजक्तयों के

कम चारीवृंद (समूह 'ग' पद) भती जनयम, 2014 और फोटो प्रभाग के (स्ट्टाफ कार चालक) भती जनयम, 2001 को, जहां
तक ईनका संबंध ोंयेष्ठ सजचवालय सहायक, स्ट्टोर कीपर, अिुजलजपक ग्रेड II, बएकाय कम चारी वृंद और स्ट्टाफ कार चालक
के पद से हैं, ईन बातों के जसवाय ऄजधक्ांत करते एए, जजन् हें ऐसे ऄजधक्मण से पूव दकया गया हज या करने का लोप दकया
गया हज, सूचना और प्रसारण मंत्रालय के फोटो प्रभाग में जवजभन्न पदों की भती पद्धजत का जवजनयमन करने के जलए
जनम्नजलजखत जनयम बनाती हैं, ऄथा त:-
1. संजक्षप्त नाम और प्रारंभ- (1) आन जनयमों का संजक्षप्त नाम फोटो प्रभाग, पत्र सूचना काया लय, प्रिासजनक संवग
(समूह-ग) भती जनयम, 2025 हज।
(2) ये राजपत्र में प्रकािन की तारीख से लागू होंगे।
2. लागू होना - ये जनयम आन जनयमों से ईपाबद्ध ऄनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट पदों पर लागू होंगे।
3. पदों की सं्या, वगीकरण और वेतन मजररतस में स्ट्तर- ईक्त पदों की सं्या, ईनका वगीकरण और वेतन मजररतस में स्ट्तर
वे होंगे जो ईक्त ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
4. भती की पद्धजत, अयु-सीमा, ऄह ताएं, अदद- ईक्त पदों पर भती की पद्धजत, अयु-सीमा, ऄह ताएं और ईनसे संबंजधत
ऄन्य बातें वे होंगी जो ईक्त ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
5. जनरह ता- कोइ भी व्यजक्त, -
(क) जजसने दकसी ऐसे व्यजक्त जजसका पजत या पत्नी जीजवत हज, से जववाह दकया हज; या जववाह की संजवदा की हज; या
(ख) जजसने ऄपने पजत या पत्नी के जीजवत रहते एए दकसी व्यजक्त से जववाह दकया हज, या जववाह की संजवदा की हज,
ईक्त पद पर जनयुजक्त के जलए पात्र नहीं होंगे:
परंतु यदद केन्द्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजक्त और जववाह के दूसरे पक्षकार
पर लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह ऐसे व्यजक्त को आस जनयम के
प्रवत न से छूट दे सकेगी।
6. जिजथल करने की िजक्त- जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह, ईसके
जलए जो कारण हैं, ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईपबंध को दकसी वग या प्रवग के व्यजक्तयों के संबंध में अदेि
द्वारा जिजथल कर सकेगी।
7. व्यावृजि- आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु-सीमा में छूट और ऄन्य ररयायतों पर प्रभाव नही डालेगी,
जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जपछड़े वगों, भूतपूव सजनकों और ऄन्य जविेष प्रवग के व्यजक्तयों के जलए ईपबंध करना

ऄजधकारी;
(क) (i) जजन् होंने मूल काडर या ऄन्य जवभाग में जनयजमत अधार पर
सदृि पद धारण दकया एअ हज; या
जजन् होंने मूल कजडर में या समतुल्य में वेतन मजररतस में स्ट् तर-2 में
(19900-63200 रुपये) जनयजमत अधार पर कजन् सजचवालय
सहायक के पद पर जनयुजक्त के पश्चात अ वष की सेवा की हो; और
(ख) दकसी मान्यता प्राप्त बोड या जवश्वजवद्यालय से 12वीं कक्षा ईिीण ।

रटप्पण 1: पोषक प्रवग के ऐसे जवभागीय ऄजधकारी, जो प्रोन् नजत की
सीधी पंजक्त में हैं, प्रजतजनयुजक्त पर जनयुजक्त के जलए जवचार दकए जाने के
पात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुत त कार्थमक प्रोन् नजत द्वारा जनयुजक्त
के जलए जवचार दकए जाने के पात्र नहीं होंगे।
रटप्पण 2: प्रजतजनयुजक्त की ऄवजध, जजसके ऄंतग त केन्द्रीय सरकार के
ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजक्त से ीक पहले

रुपये) में स्ट्तर-1 में जनयजमत अधार पर जडस्ट्पजच राआडर के पद पर काय रत
पदाजधकाररयों या जनयजमत समूह 'ग' कम चाररयों में से, जो स्ट्तंभ (7) में
ईजल्लजखत अवश्यक ऄह ताएं पूरी करते हैं।
प्रजतजनयुजक्त/पुनर्थनयोजन:
सिस्त्र बल कार्थमक जो एक वष की ऄवजध के भीतर सेवाजनवृि होने वाले हैं
या जजन्हें ररजव में स्ट्थानांतररत दकया जाना हज और जजनके पास ऄपेजक्षत
ऄनुभव और जनधा ररत ऄह ताएं हैं, ईन पर भी जवचार दकया जाएगा। ऐसे
कार्थमकों को ईस ऄवजध की जजसमें वे सिस्त्र बलों से काय मुक्त होंगे, तक की
प्रजतजनयुजक्त ितें प्रदान की जाएगी; तपश्चात पुनर्थनयोजन पर ऄपनी सेवाएं
जारी रख सकें गें।
रटप्पण 1: प्रजतजनयुजक्त की ऄवजध, जजसके ऄंतग त केन्द्रीय सरकार के ईसी या
दकसी ऄन्य संग न या जवभाग में आस जनयुजक्त से ीक पहले धाररत दकसी ऄन्य
संवग बाह्य पद पर प्रजतजनयुजक्त की ऄवजध भी हज, सामान्यतः तीन वष से
ऄजधक नहीं होगी।

G.S.R. 211.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Photo Division, New Delhi (Group ‘C’ and ‘D’ Posts) Recruitment Rules, 1980, the Photo
Division, Ministry of Information and Broadcasting, Multi Tasking Staff (Group ‘C’ Post) Recruitment Rules, 2014
and the Photo Division’s (Staff Car Driver) Recruitment Rules, 2001 in so far they relate to the post of Senior
Secretariat Assistant, Store Keeper, Stenographer Grade II, Multi Tasking Staff and Staff Car Driver except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the various posts in the Photo Division of the Ministry of Information and
Broadcasting, namely :-

1. Short title and commencement.- (1) These rules may be called the Photo Division, Press Information Bureau,
Administrative Cadre (Group-C), Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.- The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Methods of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.-No person, -
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt such
person from the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order, for reason to be recorded in writing, relax any of the provision of these rules with respect to any class or
category of persons.
7. Saving.- Nothing in these rules shall affects reservation, relaxation of age-limit, and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

Officers of the Central Government or State Government or
Union territory Administrations;
(a) (i) holding analogous post on a regular basis in the parent
cadre or other department; or
(ii) with eight years service rendered after appointment to
the post of Junior Secretariat Assistant on a regular basis in
level-2 in the pay matrix (Rs.19900-63200) or equivalent in
the parent cadre or department; and
(b) 12th Class pass from a recognised Board or University.
Note 1: The departmental officers in the feeder category
who are in the direct line of promotion shall not be eligible
for consideration for appointment by deputation. Similarly,
the deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2: The period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government shall
ordinarily not exceed three years.
Note 3: The maximum age-limit for appointment by
deputation shall not be exceeding fifty-six years, as on the
closing date of receipt of applications.

Deputation/ Re-employment:
The Armed Forces Personnel due to retire or who are to be transferred
to reserve within a period of one year and having the requisite
experience and qualifications prescribed shall also be considered. Such
persons would be given deputation terms upto the date on which they
are due for release from the Armed Forces; thereafter they may be
continued on re-employment.
