अजिक्मण से पूवि दकया गया िै या करने का लोप दकया गया िै, कार्मिक, लोक जिकायत और पेंिन मंत्रालय, कार्मिक और
प्रजिक्षण जवभाग, लाल बिािुर िास्त्री राष्ट्रीय प्रिासन अकािमी, मसूरी, में प्रिान जनिी सजचव के पि पर भती की पद्धजत
का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथाित् :-
1. संजक्षप्त नाम और प्रारंभ :- (1) इन जनयमों का संजक्षप्त नाम कार्मिक, लोक जिकायत और पेंिन मंत्रालय, कार्मिक और
प्रजिक्षण जवभाग, लाल बिािुर िास्त्री राष्ट्रीय प्रिासन अकािमी, मसूरी, प्रिान जनिी सजचव, (समूि ‘क’ पि) भती
जनयम 2025 िै ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर :- उि पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में
उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं ।
3.
भती की पद्धजत, आयु-सीमा, अििताएं, आदि :- उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं ।
4.
जनरििता :- वि व्यजि -
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै,
उि पि पर जनयुजि का पात्र निीं िोगा;
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी ।
5.
जिजथल करने की िजि :- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमों के दकसी उपबंि को
दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त :- इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं
डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना
अपेजक्षत िै ।

िो ।
प्रजतजनयुजि (अल्पकाजलक संजविा
सजित) : केन्रीय सरकार या राज्य
सरकार या संघ राज्य क्षेत्र प्रिासन
या मान्यताप्राप्त अनुसंिान संस्ट्था या
जवश्वजवद्यालय या पजललक सेक्टर
उपक्म या कानूनी या स्ट्वायत
संगठनों के अजिकारी :
(i) जिन्िोंने मूल काडर या जवभाग में
जनयजमत आिार पर सिृि पि
िारण दकया िो; या
(ii) जिन्िोंने मूल काडर या जवभाग
में वेतन मैट्ररक्स के स्ट्तर–10
(रु 56100-124500) या समतुल्य
में जनयजमत आिार पर जनयुजि िोने
के पश्चात श्रेणी में पांच वषि सेवा की
िो; या
(iii) जिन्िोंने मूल काडर या जवभाग
में वेतन मैट्ररक्स के स्ट्तर – 9
(रु 53100-117800) या समतुल्य
में जनयजमत आिार पर जनयुजि िोने
के पश्चात श्रेणी में सात वषि सेवा की
िो; या
(iv) जिन्िोंने मूल काडर या जवभाग
में वेतन मैट्ररक्स के स्ट्तर - 8
(रु 47600-105900) या समतुल्य
में जनयजमत आिार पर जनयुजि िोने
के पश्चात श्रेणी में आठ वषि सेवा की
िो ।
ट्रटप्पण-1 : पोषक प्रवगि को ऐसे
जवभागीय अजिकारी, िो प्रोन्नजत की
सीिी पंजि में िै, प्रजतजनयुजि पर
जनयुजि के जलए जवचार दकए िाने के
पात्र
निीं
िोंगे।
इसी

G.S.R. 212.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and
Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Principal Private Secretary, Group
'A' Post Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the posts of Principal Private
Secretary in Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal
Bahadur Shastri National Academy of Administration, Mussoorie, namely:-
1.
Short title and commencement - (1) These rules may be called the Ministry of Personnel, Public
Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of
Administration, Mussoorie, Principal Private Secretary, (Group 'A' Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3. Method of recruitment, age-limit, qualification, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order for reasons to be recorded in writing, and in consultation with Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-
