नौसेना (समूि “ग”) अरािपजत्रत, अननुसजचवीय, अनौद्योजगक पि, ड्राइंग कायाालय और राष्टीय िाइड्रोग्रादफक कायाालय

(ड्राइंग कमाचारी) भती जनयम, 2003 को, ििां तक उनका संबंि नक्िानवीस श्रेणी-II (जसजवल), नक्िानवीस श्रेणी-II

(जवद्युत), नक्िानवीस श्रेणी-II (यांजत्रक), नक्िानवीस श्रेणी-II (जनमााण), नक्िानवीस श्रेणी-II (काटोग्रादफक) और रक्षा

मंत्रालय (नौ सेना) एकीकृत मुख्यालय, समूि ‘ख’ नक्िानवीस भती जनयम, 2008 को, ििां तक उनका संबंि नक्िानवीस

श्रेणी-I (जसजवल), नक्िानवीस श्रेणी-I (यांजत्रक), नक्िानवीस श्रेणी-I (जवद्युत), नक्िानवीस श्रेणी-I (जनमााण) एवं

नक्िानवीस श्रेणी-I (मानजचत्रीय) उन बातों के जसवाय अजिक्रान्त करते हुए जिन्िें ऐसे अजिक्रमण से पिले दकया गया िै या

करने का लोप दकया गया िै, रक्षा मंत्रालय, नौसेना में, वररष्ठ नक्िानवीस (जसजवल, यांजत्रक, जवद्युत, जनमााण और

कटोग्रादफक) के पिों पर भती की पद्धजत का जवजनयम करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाात्:-

संजक्षप्त नाम और प्रारम्भ.- (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, नौसेना, वररष्ठ नक्िानवीस (जसजवल,

यांजत्रक, जवद्युत, जनमााण और कटोग्रादफक) समूि ‘ख’ पि भती जनयम, 2026 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और उनसे संलग्न

वेतन मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबध्ि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं।

3.

भती की पद्धजत, आयु सीमा, अिाताएं, आदि.– उि पिों पर भती की पद्धजत, आयु सीमा, अिाताएं और उससे

संबजन्ित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

4.

जनरिाता.– वि व्यजि –

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की

संजविा की िै

उि पिों पर जनयुजि का पात्र निीं िोगा :

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतान से छूट िे सकेगी।

5.

जिजथल करने की िजि.– ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां

वि उसके जलए िो कारण िैं, उन्िें लेखबध्ि करके और संघ लोक सेवा आयोग से परामिा करके, इन जनयमों के दकसी उपबंि

को दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त.– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी, जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में

जिन्िोंने अपनी अिाक या पात्रता सेवा पूरी कर

ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो,

विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार

दकया िाएगा परंतु यि तब िब दक उसके द्वारा

की गई ऐसी अिाक या पात्रता सेवा, अपेजक्षत

अिाक या पात्रता सेवा के आिे से अजिक से या िो

वषा से, इनमें से िो भी कम िो, कम न िो और

उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित,

जिन्िोंने ऐसी अिाक या पात्रता सेवा पिले िी

पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के

जलए अपनी पररवीक्षा की अवजि सफलतापूवाक

पूरी कर ली िो ।

प्रजतजनयुजि (अल्पकाजलक संजविा सजित): केंरीय

सरकार या राज्य सरकार या संघ राज्यक्षेत्र या

स्ट्वायत या कानूनी संगठन या पजललक सेक्टर

उपक्रम या जवश्वजवध्यालयों या मान्यताप्राप्त

अनुसंिान संस्ट्था के अजिकारी –

(i) जिन्िोंने मूल संवगा या जवभाग में जनयजमत

आिार पर सिृि पि िारण दकया िों;

(ii) जिन्िोंने मूल संवगा या जवभाग में वेतन

मैररक्स के स्ट्तर-5 (रू 29200-92300) में या

समतुल्य में जनयजमत आिार पर जनयुजि के

पश्चात श्रेणी में छि वषा सेवा की िो; और

(iii) जिन्िोंने मूल संवगा या जवभाग में वेतन

मैररक्स के स्ट्तर-4 (रू 25500-81100) में या

समतुल्य में जनयजमत आिार पर जनयुजि के

पश्चात श्रेणी में िस वषा सेवा की िो; और

(ख) जिसके पास स्ट्तम्भ (7) में उजल्लजखत सीिे

भती दकए िाने वाले व्यजियों वाली िैजक्षक

अिाताएँ और अनुभव िों ।

रटप्पण 1. पोषक प्रवगा के ऐसे जवभागीय

अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै,

प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे इसी प्रकार प्रजतजनयुि

व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे ।

2 जवभाग में से कमांडर की रैंक का एक

अजिकारी या समतुल्य रैंक का जसजवजलयन

नक्िानवीस (यांजत्रक) जिन्िोंने उस श्रेणी में िस वषा की

जनयजमत सेवा की िों और जिन्िोंने जवभागीय अिाक

परीक्षा उत्तीणा करने के अिीन और के क्षेत्र में िो सप्ताि

का प्रजिक्षण सफलतापूवाक पूरा दकया िो ।

रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में जिन्िोंने

अपनी अिाक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के

जलए जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों

के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब

दक उसके द्वारा की गई ऐसी अिाक या पात्रता सेवा,

अपेजक्षत अिाक या पात्रता सेवा के आिे से अजिक से या

िो वषा से, इनमें से िो भी कम िो, कम न िो और

उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी

अिाक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली

उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की

अवजि सफलतापूवाक पूरी कर ली िो ।

प्रजतजनयुजि (अल्पकाजलक संजविा सजित): केंरीय

सरकार या राज्य सरकार या संघ राज्यक्षेत्र या स्ट्वायत

या कानूनी संगठन या पजललक सेक्टर उपक्रम या

जवश्वजवध्यालयों या मान्यताप्राप्त अनुसंिान संस्ट्था के

अजिकारी –

(क)

(i) जिन्िोंने मूल संवगा या जवभाग में जनयजमत

आिार पर सिृि पि िारण दकया िों;

(ii) जिन्िोंने मूल संवगा या जवभाग में वेतन

मैररक्स के स्ट्तर-5 (रू 29200-92300) में या

समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात

श्रेणी में छि वषा सेवा की िो; और

(iii) जिन्िोंने मूल संवगा या जवभाग में वेतन

मैररक्स के स्ट्तर-4 (रू 25500-81100) में या

समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात

श्रेणी में िस वषा सेवा की िो; और

(ख) जिसके पास स्ट्तम्भ (7) में उजल्लजखत सीिे भती

दकए िाने वाले व्यजियों वाली िैजक्षक अिाताएँ और

S.R.O. 5.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Navy [Group ‘C’, Non-Gazetted, Non-Ministerial, Non-Industrial Posts, Drawing Office and

National Hydrographic Office (Drawing staff)] Recruitment Rules, 2003, in so far as they relate to the posts of

Draughtsman Grade-II (Civil), Draughtsman Grade-II (Electrical), Draughtsman Grade-II (Mechnical), Draughtsman

Grade-II (Construction), Draughtsman Grade-II (Cartographic) and the Integrated Headquarters of Ministry of

Defence (Navy), Group ‘B’ (Draughtsman) Recruitment Rules, 2008, in so far as they relate to the posts of

Draughtsman Grade-I (Civil), Draughtsman Grade-I (Mechanical), Draughtsman Grade-I (Electrical), Draughtsman

Grade-I (Construction), Draughtsman Grade-I (Cartographic), except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

posts of Senior Draughtsman (Civil, Mechanical, Electrical, Construction, Cartographic) in the Navy, Ministry of

Defence, namely :-

1.

Short title and commencement.– (1) These rules may be called the Ministry of Defence, Navy, Senior

Draughtsman (Civil, Mechanical, Electrical, Construction, Cartographic), Group ‘B’ Post, Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and level in pay matrix.– The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.– No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

ग्रेड (आिुजलजपक ग्रेड-II) के पि से संबंजित िैं, और कैंटीन स्ट्टोसा जवभाग आिुजलजपक ग्रेड-I पि भती जनयम, 1999 को, उन

बातों के जसवाय अजिक्रमण करते हुए िो ऐसे अजिक्रमण से पूवा दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय

के कैंटीन स्ट्टोसा जवभाग में आिुजलजपक ग्रेड-I के पि पर भती की पद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम

बनाते िैं, अथाात:-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम कैंटीन स्ट्टोसा जवभाग, आिुजलजपक ग्रेड-I समूि-‘ख’

अरािपजत्रत (अनौद्योजगक और औद्योजगक) पि भती (संिोिन) जनयम, 2026 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में

उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबध्ि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िै।“

(क) जिसने ऐसे व्यजि से,जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत िोते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै,

उि पिों पर जनयुजि का पात्र निीं िोगा।

परन्तु यदि केन्रीय सरकार का समािान िो िाए दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार पर

लागू वैयजिक जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतान से छूट िे सकेगी।

जिजथल करने की िजि:- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें जलजखत में ििा करके, दकसी वगा या प्रवगा के व्यजियों के संबंि में इन जनयमों के दकसी उपबंि
