2. सतमति के कायच:—

इस सतमति का कायच राजभाषा तवभाग, गृह मांत्रालय द्वारा तनिाचटरि नीतियों के अनुसार खाद्य प्रसांस्करण उद्योग मांत्रालय िथा इसके

प्रशासतनक तनयांत्रणािीन स्वायत्तशासी तशक्षण सांस्थानों में सहांिी के प्रगामी प्रयोग से सांबांतिि तवषयों पर आवश्यक सलाह िेना होगा।

3. कायचकाल:—

सतमति का कायचकाल सामान्यि: इसके पुनगचठन की िारीख से तनम्नतलतखि शिों के अिीन िीन वषच िक होगा, बशिे दक:—

(क) जो सांसि सिस्य इस सतमति के सिस्य हैं, वे सांसि सिस्य न रहने पर इस सतमति के सिस्य नहीं रहेंगे ।

(ख) सतमति के पिेन सिस्य अपने पि पर कायच करिे रहने िक सतमति के सिस्य होंगे ।

(ग)

यदि दकसी सिस्य के त्याग पत्र, मृत्यु आदि के कारण कोई स्थान टरक्त होिा है िो उस स्थान पर तनयुक्त सिस्य िीन वषच के

कायचकाल की शेष अवति के तलए ही सिस्य होगा ।

4. सामान्य

सतमति का मुख्यालय नई दिल्ली में होगा। माननीय प्रिानमांत्री जी की अध्यक्षिा में गटठि केन्द्रीय सहांिी सतमति की दिनाांक 06.09.2018

को हुई 31वीं बैठक में तलए गए तनणचय के अनुसरण में राजभाषा तवभाग, गृह मांत्रालय के दिनाांक 21.01.2019 के कायाचलय ज्ञापन

सां. 14013/01/2019 – रा.भा.(नीति) के अनुसार सहांिी सलाहकार सतमति की बैठक का आयोजन दिल्ली क्षेत्र में दकया जाना अपेतक्षि है।

5. यात्रा िथा अन्य भत्ते

सतमति की बैठकों में भाग लेने के तलए गैर-सरकारी सिस्यों को राजभाषा तवभाग के दिनाांक 22 जनवरी, 1987 के कायाचलय ज्ञापन

सां. II/20034/4/86-रा.भा.(क-2) में तनतहि दिशातनिेशों के अनुरूप और भारि सरकार द्वारा समय-समय पर यथासांशोतिि तनिाचटरि िरों एवां

तनयमों के अनुसार यात्रा भत्ता और िैतनक भत्ता दिया जाएगा ।

पर वेल्स इांस्िीट्यूि ऑफ साइांस िेक्नोलॉजी एांड एडवाांस्ड स्िडीज (वीआईएसिीएएस) (सम तवश्वतवद्यालय), ितमलनाडु को कुछ शिों के साथ

आशय पत्र (एलओआई) जारी करने की तसफाटरश की।

3. और इसके अतिटरक् ि जबदक, मांत्रालय ने यूजीसी की सलाह पर वेल्स इांस्िीट्यूि ऑफ साइांस िेक्नोलॉजी एांड एडवाांस्ड स्िडीज

(वीआईएसिीएएस) (सम तवश्वतवद्यालय), ितमलनाडु को वेलन नगर, पेटरयापालयम रोड, मांजनकरनई गाांव, उथुकोट्टई, तिरुवल्लूर तजला,

ितमलनाडु में ऑफ-कैंपस शुरू करने से पहले 3 वषच की अवति के भीिर कुछ शिों को पूरा करने के तलए दिनाांक 09.09.2025 को आशय पत्र

4. और जबदक, रतजस्रार, वेल्स इांस्िीट्यूि ऑफ साइांस, िेक्नोलॉजी एांड एडवाांस्ड स्िडीज (वीआईएसिीएएस) (सम तवश्वतवद्यालय),

ितमलनाडु, दिनाांक 15.09.2025 के पत्र सांख्या वीआईएसिीएएस /आर / एमओई / 085 / 2025 के माध्यम से एलओआई की शिों की पूर्िच के

सांबांि में अनुपालन टरपोिच प्रस्िुि की। इसे सत्यापन और आगे की सलाह के तलए तवश्वतवद्यालय अनुिान आयोग को भेज दिया गया था। प्रत् युत् िर

में, यूजीसी ने दिनाांक 27.01.2026 के पत्र के माध्यम से सूतिि दकया दक अनुपालन टरपोिच को स्थायी सतमति द्वारा स्वीकार कर तलया गया था

और इस मामले में अांतिम अनुमोिन के तलए तसफाटरश की गई थी।

2. Functions of the Committee

The function of the Committee will be to advise on matters relating to progressive use of Hindi in the Ministry of

Food Processing Industries and all Autonomous Academic Intuitions under its administrative control in accordance with

policies laid down by the Department of Official Language.

3. Tenure

The term of the Committee will be for three years from the date of its reconstitution.

provided that :–

(a)

A Member of Parliament who is a member of this Committee shall cease to be a Member of the Committee as

soon as he ceases to be a Member of Parliament.

(b)

Ex-officio members of the Committee shall continue as member as long as they hold office by virtue of which

they are members of the committee.

(c)

If a vacancy arises in the Committee due to resignation, death etc. of a member, the member appointed in that

capacity shall hold office for the residual term only.

4. General

The headquarters of the Committee shall be in New Delhi. In pursuance of decision taken during 31st meeting of

Kendriya Hindi Samiti constituted under the chairmanship of Honorable Prime Minister, held on 06.09.2018 and according to

O.M. No. 14013/01/2019 dated 21.01.2019 of Department of Official Language, MHA, meeting of Hindi Advisory Committee

should be held in Delhi.

5. Traveling and other allowances

The non-official members of the Committee shall be paid traveling and daily allowances for attending the meeting of

the Committee as per the guidelines contained in O.M.No. II/20034/4/86-OL (A-2) dated 22 January, 1987 of Department of

Official Languages and in accordance with the prescribed rates and rules of the Government of India as amended from time to

time.

No. 10-9/2024-U.3(A)—Whereas, Vels Institute of Science Technology and Advanced Studies (VISTAS) (Deemed

to be University), Tamil Nadu submitted an online application on UGC Portal to start an off-campus Centre at Velan Nagar,

Periyapalayam Road, Manjankaranai Village, Uthukkottai, Thiruvallur District, Tamil Nadu as per the UGC (Institutions

deemed to be Universities) Regulations, 2023.

2. And whereas, UGC, vide its letter No.40-8/2025 (CPP-I/DU) dated 13.08.2025, informed that the application was

examined through its Standing Committee. The Committee, after presentation of the Institution and based on the documents

submitted, recommended for issuance of Letter of Intent (LoI) to Vels Institute of Science Technology and Advanced Studies

(VISTAS) (Deemed to be University), Tamil Nadu with certain conditions.

3. And further whereas, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 09.09.2025 to Vels

Institute of Science Technology and Advanced Studies (VISTAS) (Deemed to be University), Tamil Nadu for fulfilment of

certain conditions within a period of 3 years before starting an off-campus at Velan Nagar, Periyapalayam Road, Manjankaranai

Village, Uthukkottai, Thiruvallur District, Tamil Nadu.

4. And whereas, the Registrar, Vels Institute of Science, Technology and Advanced Studies (VISTAS) (Deemed to be

University), Tamil Nadu, vide letter No. VISTAS/R/MoE/085/2025 dated 15.09.2025, submitted compliance report in respect

of fulfilment of the conditions of the LoI. The same was forwarded to UGC for verification and further advice. In response,

UGC, vide letter dated 27.01.2026, informed that the compliance report was accepted by the Standing Committee and

recommended for final approval in the matter.

5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of

Education, on the advice of UGC, hereby accords approval to Vels Institute of Science, Technology and Advanced Studies

(VISTAS) (Deemed to be University), Tamil Nadu to start an off-campus Centre at Velan Nagar, Periyapalayam Road,

Manjankaranai Village, Uthukkottai, Thiruvallur District, Tamil Nadu subject to the condition that admissions under

professional courses shall be made only after obtaining approval from the respective Regulatory Councils/Bodies.

6. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of

UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Vels Institute of Science

Technology and Advanced Studies (VISTAS) (Deemed to be University), Tamil Nadu.
