सा.का.जन. 63.—राष्ट्रृजत, संजवधान के अनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और

आयकर अृीलीय अजधकरण (ृुस्ट्तकालय अध्यक्ष) भती जनयम, 2008 को, िहााँ तक उनका संबंध ृुस्ट्तकालय अध्यक्ष के ृद

से हज, उन बातों के जसवाय अजधक्ांत करते हुए जिन्हे ऐसे अजधक्मण से ृूवच दकया गया हज या करने का लोृ दकया गया हज,

आयकर अृीलीय अजधकरण में ृुस्ट्तकालय अध्यक्ष के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत

जनयम बनाते हैं, अथाचत् :-

1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों का संजक्षप्त नाम आयकर अृीलीय अजधकरण, ृुस्ट्तकालय और सूर्ना सहायक

(समूह ‘ख’ ृद) भती जनयम, 2026 हज ।

(2) ये रािृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे ।

2. ृदों की सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.- उि ृद की सं्‍या, उसका वगीकरण और वेतन मजट्ररक्स में

उसका स्ट्तर या वेतनमान वह होगा, िो इन जनयमों से उृाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हज।

3. भती की ृद्धजत, आयु-सीमा, अहचताएं, आदद.- उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहचताएं और उससे उनसे

संबंजधत अन्य बातें वे होंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

4. जनरहचता.- वह व्यजि –

(क) जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज; या

(ख) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज

उि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार को लागू

स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतचन से

छूट दे सकेगी ।

5. जिजथल करने की िजि.- िहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीर्ीन हज, वहां वह

उसके जलए िो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिच करके इन जनयमों के दकसी उृबंध को

दकसी वगच या प्रवगच के व्यजियों की बाबत्, आदेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर िारी दकए गए आदेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जृछड़े वगों, भूतृूवच सजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उृबंध करना

अृेजक्षत हज।

आवश्यक अहचताएं:

दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से ृुस्ट्तकालय जवज्ञान या ृुस्ट्तकालय और सूर्ना जवज्ञान मे स्नातक उृाजध;

अनुभव: केंरीय सरकार, राज्य सरकार, संघ राज्य क्षेत्र, स्ट्वायत्त जनकाय, कानूनी संग न, ृजललक सेक्टर उृक्म, मान्यता प्राप्त

जवश्वजवद्यालय, मान्यता प्राप्त अनुसंधान या िजक्षजणक संस्ट्थान के अधीन दकसी ृुस्ट्तकालय में दो वषच का व्यावसाजयक अनुभव।

वांछनीय योग्यता:

दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से कंप्यूटर एप्लीकेिन में जडप्लोमा ।

ट्रटप्ृण 1 - अहचताएं, अन्यथा सुअर्हहत अभ्यर्हथयों की दिा में कारणों के जलए िो लेखबद्ध दकए िाए कमचर्ारी र्यन आयोग के

जववेकानुसार जिजथल की िा सकती हज।

ट्रटप्ृण 2 - अनुभव संबंधी अहचता (अहचताएं) कमचर्ारी र्यन आयोग के जववेकानुसार अनुसूजर्त िाजतयों और अनुसूजर्त िनिाजतयों

के अभ्यर्हथयों की दिा में तब जिजथल की िा सकती हैं िब र्यन के दकसी प्रक्म ृर कमचर्ारी र्यन आयोग की यह राय हज दक उनके

जलए आरजक्षत ट्ररजियों को भरने के जलए अृेजक्षत अनुभव रखने वाले उन समुदायों के अभ्यर्हथयों के ृयाचप्त सं्‍या में उृललध होने की

सम्भावना नहीं हज।

सीधे भती दकए िाने वाले

(क)(i) िो मूल काडर या जवभाग में जनयजमत

आधार ृर सदृि ृद धारण दकए हुए हैं; या

(ii) जिन्होंने वेतन-मजट्ररक्स (29200-92300 रुृये)

में स्ट्तर-5 में छह वषच की जनयजमत सेवा की हज; और

(ख)िो स्ट्तंभ (7) के अंतगचत सीधी भती के जलए

जवजहत अहचताएाँ और अनुभव रखते हों।

प्रोन्नजत या प्रजतजनयुजि या आमेलन

द्वारा भती की दिा में वे श्रेजणयां

जिनसे प्रोन्नजत या प्रजतजनयुजि या

आमेलन दकया िाएगा

यदद जवभागीय प्रोन्नजत सजमजत हज, तो

उसकी संरर्ना

भती करने में दकन ृट्ररस्ट्थजतयों में संघ लोक सेवा

आयोग से ृरामिच दकया िाएगा

G.S.R. 63.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Income Tax Appellate Tribunal (Librarian) Recruitment Rules, 2008, in so far as they relate to the

post of the Librarian, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Librarian in the Income Tax

Appellate Tribunal, namely:-

1. Short title and commencement.- (1) - These rules may be called the Income-tax Appellate Tribunal, Library

and Information Assistant (Group ‘B’ Posts) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay-matrix.- The number of the said post, its classification and

level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, other qualifications, etc.- The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualifications.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.

Qualification: Bachelor’s Degree in Library Science or Library and

Information Science from a recognised university or institute;

Experience: Two years professional experience in a Library under the

Central Government or State Government or Union territory or autonomous

body or statutory organisation or public sector undertakings or recognised

university or recognised research or educational institution.

Desirable qualification: Diploma in Computer Applications from a

recognised university or institute.

Note 1: The qualifications are relaxable at the discretion of the Staff

Selection Commission, for reasons to be recorded in writing, in the case of

candidates otherwise well qualified.

Note 2: The qualifications regarding experience are relaxable at the

discretion of the Staff Selection Commission for reasons to be recorded in

writing in the case of candidates belonging to the Scheduled Castes or the

Scheduled Tribes if at any stage of selection the Staff Selection

Commission, is of the opinion that sufficient number of candidates from

these communities possessing the requisite experience are not likely to be

available to fill up the vacancies reserved for them.
