और राष्ट्रीय संर्ारी रोग संस्ट्थान, राष्ट्रीय फाइलेररया जनयंत्रण कायचक्रम तथा राष्ट्रीय मलेररया उन्मूलन कायचक्रम श्रेणी I तथा

श्रेणी II (गजर जर्दकत्सीय रािृजत्रत ृद) भती जनयमावली, 1976 को, िहााँ तक उनका संबंध उृ-सहायक जनदेिक

(िजवरसायन) के ृद से हज, उन बातों के जसवाय अजधक्रांत करते हुए जिन्हें ऐसे अजधक्रमण से ृहले दकया गया हज या करने का

लोृ दकया गया हज, स्ट्वास्ट््य सेवा महाजनदेिालय, स्ट्वास्ट््य और ृररवार कल्याण मंत्रालय के अधीन राष्ट्रीय रोग जनयन्त्रण

केंद्र, ददल्ली में उृ-सहायक जनदेिक (िजवरसायन) के ृद ृर भती की ृद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत

जनयम बनाती हैं, अथाचत :-

1) संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और ृररवार कल्याण मंत्रालय, राष्ट्रीय रोग

जनयन्त्रण केंद्र, उृ सहायक जनदेिक (िजवरसायन),समूह ‘क’ ृद, भती जनयम, 2026 हज ।

(2) ये रािृत्र में उनके प्रकािन की तारीख से प्रवृत होंगे ।

2) ृद की सं्‍या, वगीकरण, वेतन मजररक्स में स्ट्तर - उि ृद की सं्‍या, उसका वगीकरण और उससे संबद्ध वेतन

मजररक्स में स्ट्तर वे होंगे िो इन जनयमों के साथ से उृाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं ।

3) भती की ृद्धजत, आयु-सीमा, अहचताएं आदद - उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहचताएं और

उससे संबंजधत अन्य बातें वे होंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

4) जनरहचता : कोई भी ऐसा व्यजि-

(क) जिसने दकसी ऐसे व्यजि के साथ जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज या जववाह

की सववदा की हज या

(ख) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की

सववदा की हज;

उि ृद ृर जनयुजि का ृात्र नहीं होगा।

ृरन्तु यह दक यदद केंदीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह उस व्यजि और जववाह के अन्य

ृक्षकार ृर लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हज तो वह ऐसे दकसी व्यजि को इस

जनयम के प्रवतचन से छूट दे सकेगी ।

5) जिजथल करने की िजि - िहां केंद्र सरकार का यह मत हज दक ऐसा करना आवश्यक या समीर्ीन हज, वहां वह उसके

जलए िो कारण हज, उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से ृरामिच करके इन जनयमो के दकसी उृबंध को दकसी

वगच या प्रवगच के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।

6) व्यावृजि - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केंदीय सरकार द्वारा इस संबंध में समय-समय ृर िारी दकए गए आदेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जृछड़े वगों, भूतृूवच सजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उृबंध करना

अृेजक्षत हैं।

िाजतयों और अनुसूजर्त िनिाजतयों के अभ्यर्हथयों की दिा में तब जिजथल की िा सकती हैं िब

(क) (i) िो मूल काडर या जवभाग मे जनयजमत आधार

ृर सदृि ृद धारण दकए हुए हज या

(ii) वेतन मेररक्स के स्ट्तर 9 (53100-167800 रु ) के

ृद ृर जनयजमत आधार ृर जनयुजि के ृश्चात् उस श्रेणी

मे दो वषच की सेवा की हो; या

(iii) वेतन मेररक्स के स्ट्तर 8 (47600-151100 रु )

के ृद ृर जनयजमत आधार ृर जनयुजि के ृश्चात् उस

श्रेणी मे र्ार वषच की सेवा की हो, और

(ख) स्ट्तंभ (7) के अधीन सीधी भती के जलए अहताच और

अनुभव रखते हो ।

प्रोन्नजत/ प्रजतजनयुजि/ आमेलन द्वारा भती की

दिा में, वे श्रेजणयां जिनसे प्रोन्नजत/ प्रजतजनयुजि/

आमेलन दकया िाएगा

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी

New Delhi, the 23rd February, 2026

G.S.R. 64.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in

supersession of the National Institute of Communicable Disease, National Filaria Control Programme and National

Malaria Eradication Programme (Class I and Class II, Non-medical, Gazetted Posts ) Recruitment Rules, 1976 in so

far as they relate to the post of Deputy Assistant Director (Biochemistry) National Institute of Communicable Disease

and Research Officer (Biochemistry) National Institute of Communicable Disease, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Deputy Assistant Director (Biochemistry), in National Centre for Disease Control, Delhi,

under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

National Centre for Disease Control, Deputy Assistant Director (Biochemistry), Group ‘A’ Post, Recruitment

Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Note:- The crucial date for determining the age-

limit shall be as advertised by the Union Public

Service Commission.

Essential Qualification :-

(a) M.Sc. degree in Biochemistry from a recognised University;

and

(b) three years’ teaching experience or research in Biochemistry

in Government recognised institute.

Note 1: Qualifications are relaxable at the discretion of the

Union Public Service Commission, for reasons to be recorded in

writing, in the case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience is relaxable at

the discretion of the Union Public Service Commission in the

case of candidates belonging to the Scheduled Castes or the

Scheduled Tribes, if at any stage of selection, the Union Public

Service Commission is of the opinion that sufficient number

of candidates from these communities possessing the requisite

experience are not likely to be available to fill up the vacancies

reserved for them.

ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम् नजलजखत जनयम बनाते हैं, अथाचत :

1. संजक्षप् त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप् त नाम वाजणज् य और उद्योग मंत्रालय, उद्योग संवधचन और

आंतररक व् याृार जवभाग (ृुस्ट्तकालय और सूर्ना अजधकारी तथा सहायक ृुस्ट्तकालय और सूर्ना अजधकारी)

भती जनयम, 2026 हज।

(2) ये रािृत्र में प्रकािन की तारीख को प्रवृत् त होंगे।

2. ृद-सं्‍ या, वगीकरणऔर वेतनमजररक् स में स् तर: उि ृदों की सं्‍ या, उनका वगीकरण और वेतन मजररक् स में

उनका स्ट् तर वे होंगे, िो इन जनयमों से उृाबद्ध अनुसूर्ी के स्ट्तंभ (2)से स्ट्तंभ (4) में जवजनर्दद्‍ ट हैं।

की हज; या

(ख).

जिसने अृने ृजत या अृनी ृत् नी के िीजवत रहते हुए दकसी व् यजि से जववाहदकया हजया जववाह की

संजवदा की हज

उक् त ृदों ृर जनयुजि का ृात्रनहीं होगा:

ृरन् तु यदद केंद्रीयसरकार का यह समाधान हो िाता हज दक ऐसा जववाह ऐसे व् यजि और जववाह के अन् य

ृक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन् य आधार हैं तो वह दकसी व् यजि को

इस जनयम के प्रवतचन से छूट दे सकेगी।

G.S.R. 65.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion (Principal

Library and Information Officer and Director and Assistant Library and Information Officer) Recruitment Rules,

2012; except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules to regulate the recruitment to the posts of Library and Information Officer and Assistant Library and

Information Officer in the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce

and Industry, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Commerce and Industry,

Department for Promotion of Industry and Internal Trade (Library and Information Officer and Assistant Library and

Information Officer) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.— The number of the said posts, their

classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc..—The method of recruitment, age-limit,

qualification and other matters relating to the said posts shall be specified in columns (5) to (13) of said schedule.

4. Disqualifications.— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, in consultation with the Union Public Service Commission and for reasons to be recorded in

writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, and other concessions required to be provided for

Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.
