1. संजक्षप्त नाम और प्रारंभ - (1) आन जनयमों का संजक्षप्त नाम कार्ममक, लोक जिकायत और ृेंिन मंत्रालय, कार्ममक और

प्रजिक्षण जवभाग, लाल बहादुर िास्त्री राष्ट्रीय प्रिासजनक ऄकादमी, मसूरी, अिुजलजृक श्रेणी - 2, (समूह ‘ग’ ृद) भती

जनयम, 2026 है ।

(2) ये रािृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे ।

2. ृद-सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर - ईि ृद की सं्‍या, ईसका वगीकरण और वेतन मैररक्स में ईसका

स्ट्तर वह होगा, िो आन जनयमों से ईृाबद्ध ऄनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं ।

3. भती की ृद्धजत, अयु-सीमा, ऄहचताएं, अदद - ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहचताएं और ईससे संबंजधत

ऄन्य बातें वे होंगी िो ईि ऄनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं ।

4. जनरहचता - वह व्यजि -

(क)

जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत है, जववाह दकया है या जववाह की संजवदा की

है; या

(ख)

जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की

संजवदा की है,

ईि ृद ृर जनयुजि का ृात्र नहीं होगा;

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के

प्रवतचन से छूट दे सकेगी ।

5. जिजथल करने की िजि - िहां केन्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीर्ीन है, वहां वह ईसके

जलए िो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिच करके आन जनयमों के दकसी ईृबंध को दकसी

वगच या प्रवगच के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त - आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजर्त िाजतयों,

ऄनुसूजर्त िनिाजतयों, ऄन्य जृछड़े वगों, भूतृूवच सैजनकों और ऄन्य जविेष प्रवगच के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत है ।

G.S.R. 70.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training,

the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Stenographer Grade-II, Assistant Riding

Instructor and Assistant Physical Training Instructor or Sports Officer Recruitment Rules, 2014, in so far as it relates

to the post of Stenographer Grade II, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer

Grade-II in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal

Bahadur Shastri National Academy of Administration, Mussoorie, namely:-

1.

Short title and commencement. – (1) These rules may be called the Ministry of Personnel, Public

Grievances and Pensions, Department of Personnel and Training, the Lal Bahadur Shastri National Academy

of Administration, Mussoorie, Stenographer Grade-II, (Group ‘C’ Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and level in pay matrix. - The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule

annexed to these rules.

3.

Method of recruitment, age-limit and qualification, etc. - The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Servicemen and other special category of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

2. ृद-सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर– ईि ृद की सं्‍या, ईसका वगीकरण और ईससे संबद्ध वेतन मैररक्स

4. जनरहचता- वह व्यजि-

(क) जिसने ऐसे व्यजि से जववाह दकया है या जववाह की संजवदा की है जिसका ृजत या जिसकी ृत्नी िीजवत है; या

(ख) जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की

संजवदा की है:

ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार है तो वह दकसी व्यजि को आस जनयम के प्रवतचन में

छूट दे सकेगी।

5. जिजथल करने की िजि- िहां केन्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीर्ीन है, वहां वह ईसके

जलए िो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिच करके आन जनयमों के दकसी ईृबंध को दकसी

वगच या प्रवगच व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजतः- आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजर्त िाजतयों,

G.S.R. 71.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Institute of Secretariat Training and Management Joint Director (Behavioural Training)

Recruitment Rules, 2019, except as respects things done or omitted to be done before such supersession the President

hereby makes the following rules regulating the method of recruitment to the post of Joint Director (Behavioural

Training) in the Institute of Secretariat Training and Management under the Department of Personnel and Training,

Ministry of Personnel, Public Grievances and Pensions, namely:-––

1. Short title and commencement.–– (1) These rules may be called the Ministry of Personnel, Public

Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and

Management, Joint Director (Behavioural Training) Group ‘A’ Gazetted Post, Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.–– The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification, etc.–– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification.–– No person,––

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt such person from the operation of this rule.

5. Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of

persons.

6. Saving.–– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Servicemen and other special category of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

ऄन्य बातें वे होंगी, िो ईि ऄनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

4. जनरहचता- वह व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत है, जववाह दकया है या जववाह की संजवदा की है,

या

(ख) जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा

ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार है तो वह दकसी व्यजि को आस जनयम के प्रवतचन में

ऄजधक्मण से ृूवच दकया गया है या करने का लोृ दकया गया है, कार्ममक, लोक जिकायत और ृेंिन मंत्रालय के ऄधीन

कार्ममक और प्रजिक्षण जवभाग, सजर्वालय प्रजिक्षण और प्रबंध संस्ट्थान में संयुि जनदेिक (भ्रमणिील प्रजिक्षण) के ृद ृर

भती की ृद्धजत का जवजनयमन करने के जलए एतद्द्वारा जनम्नजलजखत जनयम बनाती हैं, ऄथाचत्-

1. संजक्षप्त नाम और प्रारंभ- (1) आन जनयमों को कार्ममक, लोक जिकायत और ृेंिन मंत्रालय, (कार्ममक और प्रजिक्षण

जवभाग), सजर्वालय प्रजिक्षण और प्रबंध संस्ट्थान, संयुि जनदेिक (भ्रमणिील प्रजिक्षण) समूह ‘क’ रािृजत्रत ृद

भती जनयम, 2026 कहा िा सकेगा।

(2) ये िासकीय रािृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. ृद-सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर– ईि ृद की सं्‍या, ईसका वगीकरण और वेतन मैररक्स में

ईसका स्ट्तर वह होगा, िो आन जनयमों से ईृाबद्ध ऄनुसूर्ी में स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट है।

3. भती की ृद्धजत, अयु सीमा और ऄहचताएं अदद- ईि ृद ृर भती की ृद्धजत, अयु सीमा, ऄहचताएं और ईससे

संबंजधत ऄन्य बातें वे होंगी िो ईि ऄनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

4.

जनरहचता- वह व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत है, जववाह दकया है या जववाह की संजवदा की है;

या

(ख) जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा

की है।

ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार को यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य

ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को

आस जनयम के प्रवतचन में छूट दे सकेगी।

5.

जिजथल करने की िजि- िहां केन्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीर्ीन है, वहां वह

ईसके जलए िो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिच करके आन जनयमों के दकसी

ईृबंध को दकसी वगच या प्रवगच के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजतः- आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं

डालेगी, जिनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजर्त

िाजतयों, ऄनुसूजर्त िनिाजतयों, ऄन्य जृछड़े वगों, भूतृूवच सैजनकों और ऄन्य जविेष वगों के व्यजियों के जलए

ईृबंध करना ऄृेजक्षत है।

G.S.R. 73.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training),

Institute of Secretariat Training and Management Joint Director (Peripatetic Training) Group ‘A’ Recruitment Rules,

2013, except as respects things done or omitted to be done before such supersession the President hereby makes the

following rules regulating the method of recruitment to the post of Joint Director (Peripatetic Training) in the Institute

of Secretariat Training and Management under the Department of Personnel and Training, Ministry of Personnel,

Public Grievances and Pensions, namely:-––

1. Short title and commencement.–– (1) These rules may be called the Ministry of Personnel, Public

Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and

Management, Joint Director (Peripatetic Training) Group ‘A’ Gazetted Post, Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.–– The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification, etc.–– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification.–– No person,––

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt such person from the operation of this rule.

5. Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.–– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

Servicemen and other special category of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

supersession of the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training),

Institute of Secretariat Training and Management, Deputy Director (Management Services) Group ‘A’ Gazetted posts

Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Management

Services) in the Institute of Secretariat Training and Management under the Department of Personnel and Training,

Ministry of Personnel, Public Grievances and Pensions, namely:-

1. Short title and commencement.–– (1) These rules may be called the Ministry of Personnel, Public

Grievances and Pensions (Department of Personnel and Training), Institute of Secretariat Training and

Management, Deputy Director (Management Services) Group ‘A’ Gazetted Post Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.–– The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification, etc.–– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification.–– No person,––

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt such person from the operation of this rule.

5. Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of

persons.

6. Saving.–– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Servicemen and other special category of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार है तो वह दकसी व्यजि को आस

जनयम के प्रवतचन में छूट दे सकेगी।

5. जिजथल करने की िजि- िहां केन्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीर्ीन है, वहां वह ईसके

जलए िो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिच करके आन जनयमों के दकसी ईृबंध को दकसी

वगच या प्रवगच व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार है तो वह दकसी व्यजि को आस जनयम के प्रवतचन में

छूट दे सकेगी।

5. जिजथल करने की िजि- िहां केन्रीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीर्ीन है, वहां वह ईसके

जलए िो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिच करके आन जनयमों के दकसी संयुिबंध को

दकसी वगच या प्रवगच व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजतः- आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजर्त िाजतयों,

ऄनुसूजर्त िनिाजतयों, ऄन्य जृछड़े वगों, भूतृूवच सैजनकों और ऄन्य जविेष प्रवगों के व्यजियों के जलए संयुिबंध करना

ऄृेजक्षत है।
