में वनवित वनदेशों के अनुसरण में तथा ददनांक 10 मार्च 2022 के समसंख्यक संकल्प का अविक्रमण करते हुए भारत सरकार द्वारा विदेश मंत्रालय

II. कायचक्षेत्र

सवमवत का कायच संवििान, राजभाषा अविवनयम एिं वनयमों में राजभाषा के संबंि में ददए गए उपबंिों, केंरीय विन् दी सवमवत के वनणचयों

और राजभाषा विभाग द्वारा जारी दकए गए वनदेशों/अनुदेशों के कायाचन्ियन के बारे में तथा विदेश मंत्रालय के कामकाज में विन् दी के प्रगामी प्रयोग

को बढाने के बारे में सलाि देना िोगा।

III. कायचकाल

इस सवमवत का कायचकाल सवमवत के गठन की तारीि से, वनम्नवलवित बातों के अध्यिीन सामान्यतः तीन िषच का िोगाः—

(क) जो संसद सदस्य सवमवत के सदस्य िैं िे संसद सदस्य न रिने पर इस सवमवत के सदस्य निीं रिेंगे।

(ि) सवमवत के पदेन सदस्य अपने पद पर कायच करते रिने तक िी सवमवत के सदस्य िोंगे।

(ग)

दकसी सदस्य की मृत्यु िो जाने अथिा सवमवत की सदस्यता से त्यागपत्र दे देने के कारण ररक्त हुए स्थान पर मनोनीत सदस्य

सवमवत के कायचकाल की शेष अिवि के वलए िी सदस्य िोगा।

(घ)

सवमवत के कायचकाल की अिवि के बीर् यदद दकसी व्यवक्त को सवमवत का सदस्य नावमत दकया जाता िै, तो िि सवमवत के

कायचकाल की शेष अिवि के वलए िी सदस्य िोगा।

(ङ)

विशेष पररवस्थवतयों में मंत्रालय द्वारा राजभाषा विभाग की सिमवत से सवमवत का कायचकाल घटाया या बढाया जा सकता िै।

IV. सामान्य

सवमवत का मुख्यालय नई ददल्ली में िोगा, ककंतु सवमवत अपनी बैठकें आिश्यकता पड़ने पर दकसी अन्य स्थान पर भी आयोवजत कर सकती िै।

V. यात्रा भत्ता और अन्य भत्ते

(क) राजभाषा विभाग के ददनांक 03 फरिरी, 2006 के का.ज्ञा.सं. II/20034/04/2005-रा.भा. (नीवत-2) के तित सवमवत में नावमत

संसद सदस्यों को सवमवत की बैठकों में भाग लेने के वलए "संसद सदस्य (िेतन, भत्ता एिं पेंशन) अविवनयम, 1954" के प्राििानों

एिं समय-समय पर जारी दकए गए संशोिनों तथा उनके अिीन बनाए गए वनयमों के अनुसार यात्रा भत्ता/दैवनक भत्ता देय िोगा।

(ि) सवमवत के गैर-सरकारी सदस्यों को इस सवमवत के उच् र्स्तरीय स्िरूप के दृविगत राजभाषा विभाग के ददनांक 22 जनिरी 1987

के कायाचलय ज्ञापन संख्या II/20034/4/86-रा.भा (क-2) में वनवित ददशावनदेशों के अनुरूप और भारत सरकार द्वारा समय-

समय पर संशोवित/वनिाचररत दरों एिं वनयमों के अनुसार यात्रा-भत्ता/दैवनक भत्ता देय िोगा।

आदेश

आदेश ददया जाता िै दक इस संकल्प की एक-एक प्रवत सवमवत के सभी सदस्यों, सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों,

राष्ट्रपवत सवर्िालय, उपराष्ट्रपवत सवर्िालय, प्रिानमंत्री कायाचलय, मंवत्रमंडल सवर्िालय, संसदीय कायच मंत्रालय, लोक सभा सवर्िालय, राज्य

सभा सवर्िालय, नीवत आयोग, भारत के वनयंत्रक और मिालेिापरीक्षक, मिालेिाकार, केंरीय राजस्ि और भारत सरकार के सभी मंत्रालयों

तथा विभागों को भेजी जाए।

यि भी आदेश ददया जाता िै दक इस संकल्प को सिचसािारण की जानकारी के वलए भारत के राजपत्र में प्रकावशत दकया जाए।

तथा उसी प्रकार की अन्य वनवियों के अवभदाताओं की कुल जमा रकमों पर दी जाने िाली ब्याज दर 1 अप्रैल, 2026 से 30 जून, 2026 तक

सं. 9-18/2025-U.3(A)—जबदक, केन्र सरकार को वििविद्यालय अनुदान आयोग (यूजीसी) अविवनयम, 1956 की िारा 3 के तित

वििविद्यालय अनुदान आयोग की सलाि पर उच्चतर वशक्षा संस्थान को सम-वििविद्यालय संस्था के रूप में घोवषत करने का अविकार प्राप्त िै।

2. और जबदक, श्री दुगाच मल्लेिरी एजुकेशनल सोसाइटी द्वारा यूजीसी पोटचल पर डॉ. आरिीआर एनआरआई इंस्टीट्यूट ऑफ

टेक् नोलॉजी, पोथािरप्पाडु (िी), िाया नुन्ना, अवगररपल्ली (एम), कृष्णा, आंध्र प्रदेश को विवशि श्रेणी के तित सम-वििविद्यालय का दजाच प्रदान

करने के वलए एक ऑनलाइन आिेदन प्रस्तुत दकया गया था। वजसमें वनम्नवलवित दो कॉलेज शावमल िैं:

एनआरआई कॉलेज ऑफ फामेसी, पोट्टािरप्पाडु (िी), अवगररपल्ली (एम), कृष्णा वजला, आंध्र प्रदेश

ii.

एनआरआई प्रौद्योवगकी संस्थान, पोट्टािरप्पाडु (िी), अवगररपल्ली (एम), विजयिाड़ा (ग्रामीण), आंध्र प्रदेश।

3. और जबदक, वशक्षा मंत्रालय ने यूजीसी की सलाि पर, श्री दुगाच मल्लेिरी एजुकेशनल सोसाइटी को डॉ. आरिीआर एनआरआई

इंस्टीट्यूट ऑफ टेक् नोलॉजी, पोथािरप्पाडु (V), िाया नुन्ना, अवगररपल्ली (एम), कृष्णा, आंध्र प्रदेश के नाम से विवशि श्रेणी के तित सम

वििविद्यालय का दजाच प्रदान करने से पिले तीन िषच की अिवि के भीतर कुछ शतों को पूरा करने के वलए ददनांक 26.09.2025 को आशय पत्र

(एलओआई) जारी दकया।

4. और इसके अलािा, अध्यक्ष, श्री दुगाच मल्लेिरी एजुकेशनल सोसाइटी ने ददनांक 01.12.2025 के अपने मेल के माध्यम से एलओआई

में उवल्लवित शतों के संबंि में अनुपालन ररपोटच प्रस्तुत की, वजसे सत्यापन और आगे की सलाि के वलए यूजीसी को भेज ददया गया था। प्रत् युत् तर

में, यूजीसी ने सूवर्त दकया दक अनुपालन ररपोटच को उसी विशेषज्ञ सवमवत के समक्ष रिा गया था वजसने आशय पत्र (एलओआई) जारी करने की

वसफाररश की थी। विशेषज्ञ सवमवत ने संस्थान की अनुपालन ररपोटच को स्िीकार कर वलया। यूजीसी विशेषज्ञ सवमवत की वसफाररश पर आयोग

द्वारा ददनांक 30.01.2026 को आयोवजत अपनी 595िीं बैठक (मद संख्या 2.25) में विर्ार दकया गया और अनुमोददत दकया गया।

5. अब, इसवलए, यूजीसी अविवनयम, 1956 की िारा 3 के तित प्रदत्त शवक्तयों का प्रयोग करते हुए, वशक्षा मंत्रालय, यूजीसी की

सलाि पर, एतदद्वारा डॉ. आरिीआर एनआरआई इंस्टीट्यूट ऑफ टेक् नोलॉजी, पोथािरप्पाडु (िी), िाया नुन्ना, अवगररपल्ली (एम), कृष्णा,

आंध्र प्रदेश को विवशि श्रेणी के तित सम वििविद्यालय दजाच देने की घोषणा करता िै, वजसमें (i) एनआरआई कॉलेज ऑफ फामेसी, पोथािरप्पाडु

(िी), अवगररपल्ली (एम), कृष्णा वजला, आंध्र प्रदेश और (ii) एनआरआई प्रौद्योवगकी संस्थान, पोथािरप्पाडु (िी), अवगररपल्ली (एम), विजयिाड़ा

(ग्रामीण), आंध्र प्रदेश शावमल िैं। उक्त घोषणा वनम्नवलवित शतों के अध्यिीन िै:—

प्रायोजक वनकाय द्वारा ददए गए सभी िर्नों का सम वििविद्यालय द्वारा सख़्ती से पालन दकया जाएगा।

ii.

यूजीसी और केंर सरकार की पूिच अनुमवत के वबना सम-वििविद्यालय संस्थान/या इसकी घटक वशक्षण इकाइयों की पररसंपवत्तयों या

वनवियों/राजस्ि का कोई अन्यत्र उपयोग निीं दकया जाएगा।

और डॉ. आरिीआर एनआरआई प्रौद्योवगकी संस्थान, आंध्र प्रदेश द्वारा इनका अनुपालन दकया जाएगा।

डॉ. आरिीआर एनआरआई प्रौद्योवगकी संस्थान, आंध्र प्रदेश यूजीसी (सम वििविद्यालय संस्थान) विवनयम, 2023 के अनुसार इस

II. Functions

The functions of the Committee will be to advise on the implementation of the provisions relating to the official

language in the Constitution, the Official Languages Act and Rules, the decisions of the Central Hindi Committee and the

directions/instructions issued by the Department of Official Language and to promote the progressive use of Hindi in the

functioning of the Ministry of External Affairs.

III. Tenure

The tenure of the Committee shall ordinarily be three years from the date of constitution of the Committee, subject to

the following:—

(a)

Members of Parliament who are members of the Committee shall cease to be members of this Committee

if they cease to be members of Parliament.

(b)

(b) Ex-officio members of the Committee shall be members of the Committee as long as they hold their

office.

(c)

The member nominated on the vacancy caused due to death of any member or resignation from the membership

of the committee will be a member only for the remaining period of the tenure of the committee.

(d)

If a person is nominated as a member of the committee during the tenure of the committee, then he will be a

member only for the remaining period of the tenure of the committee.

(e)

Under special circumstances, the tenure of the committee can be reduced or extended by the Ministry with the

consent of the Department of Official Language.

IV. General

The headquarters of Committee will be in New Delhi, but the Committee can hold its meetings at any other place if

necessary.

V. Travelling Allowance and other Allowances

(a) Under the Department of Official Language's OM No. 11/20034/04/2005-OL. (Pol-2) dated 03 February, 2006,

the Members of Parliament nominated to the Committee shall be paid travelling Allowance/daily Allowance for attending the

meetings of the Committee as per the provisions of the "Members of Parliament (Salaries, Allowances and Pension) Act, 1954"

and the amendments issued from time to time and the rules made thereunder. (b) In view of the highlevel nature of this

Committee, the non-official members of the Committee shall be paid Travelling Allowance/ Daily Allowance as per the

guidelines contained in the Department of Official Language's OM No. 11 / 20034 /4/86- OL (A-2) dated 22 January, 1987 and

as per the rates and rules as amended / fixed by the Government of India from time to time.

Union Territory Administrations, the President's Secretariat, the Vice President's Secretariat, the Prime Minister's Office, the

Sri Durga Malleswari Educational Society for fulfilment of certain conditions within a period of three years before conferment

of Institution Deemed to be University status under distinct category in the name of Dr. RVR NRI Institute of Technology,

Pothavarappadu (V), Via Nunna, Agiripalli(M), Krishna, Andhra Pradesh.

4. And further whereas, the Chairman, Sri Durga Malleswari Educational Society, vide its mail dated 01.12.2025,

submitted compliance report in respect of the conditions mentioned in the LoI, which was then forwarded to UGC for

verification and advice. In response, UGC informed that the compliance report was placed before the same Expert Committee

which had recommended for issuance of Letter of Intent (LoI). The Expert Committee accepted the compliance report of the

Institution. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 595^th

meeting (Item No. 2.25) held on 30.01.2026.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of the UGC, hereby declares Dr. RVR NRI Institute of Technology, Pothavarappadu (V), Via Nunna,

following conditions:—

All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its

constituent teaching units, without prior permission of the UGC and Central Government.

iii. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall not engage or indulge in any activities that are of

commercial and profit making in nature.

iv. The academic programmes to be offered at Dr. RVR NRI Institute of Technology, Andhra Pradesh shall conform

to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

v. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall align its courses with National Education Policy –

2020.

vi. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall take all the required steps to get all the eligible

academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the

Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may

be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023,

as amended from time to time.

vii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of

students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake

capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered

to by Dr. RVR NRI Institute of Technology, Andhra Pradesh.

viii. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall submit MoA in accordance with UGC (Institutions

Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall

update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

ix. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall follow the fee structure as per the Rules and

Regulations of the UGC and relevant Statutory Councils.

x. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall participate in annual Indian rankings issued by

National Institutional Ranking Framework (NIRF) of this Ministry.

xi. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall compulsorily create Academic Bank of Credits

(ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores

are reflected in ABC Portal and adopt Samarth e-Gov.

Committee and Upper Yamuna River Board in accordance with the Uttar Pradesh Reorganisation Act, 2000 vide Ministry of
