कृजि एवं दकसान कल्याण मंत्रालय, कृजि, सिकाररता एवं दकसान कल्याण जवभाग, अथच एवं सांजख्यकी जनिेिालय, सिायक
पुस्ट्तकालय एवं सूर्ना अजिकारी (समूि ‘ख’ पि) भती जनयम, 2017 को, उन बातों के जसवाय अजिक्रान्त करते हुए, जिन्िें
ऐसे अजिक्रमण से पूवच दकया गया िै या करने का लोप दकया गया िै, कृजि एवं दकसान कल्याण मंत्रालय, कृजि एवं दकसान
कल्याण जवभाग के अथच, सांजख्यकी एवं मूल्यांकन प्रभाग में सिायक पुस्ट्तकालय एवं सूर्ना अजिकारी के पि के जलए भती
की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत्:-

संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम कृजि एवं दकसान कल्याण मंत्रालय, कृजि एवं दकसान
कल्याण जवभाग, अथच, सांजख्यकी एवं मूल्यांकन प्रभाग, सिायक पुस्ट्तकालय एवं सूर्ना अजिकारी भती जनयम, 2025 िै।

ये जनयम रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।
2.
पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर – उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में
उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तम्भ (4) में जवजनर्िचष्ट िैं।

भती की पद्धजत, आयु-सीमा और अिचताएं आदि – उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे
संबंजित अन्य बातें वे िोंगी िो पूवोि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तम्भ (13) में जवजनर्िचष्ट िैं।
4.
जनरिचता- वि व्यजि,
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै, उि पि पर जनयुजि का पात्र निीं िोगा:
परन्तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के
प्रवतचन से छूट िे सकेगी।
5.
जिजथल करने की िजि- ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि
उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के दकसी उपबंि को
दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त- इन जनयमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं
डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,
अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेि प्रवगच के व्यियों के जलए उपबंि करना

पुस्ट्तकालय एवं सूर्ना सिायक जिन्िोंने वेतन मैररक्स के स्ट् तर 6 (35400-112400 रुपये) तथा उसी श्रेणी में पांर् विच की जनयजमत
सेवा की िो और जवभाग द्वारा यथा जवजित पुस्ट्तकालय तथा सूर्ना जवज्ञान के क्षेत्र में िो से र्ार सप्ताि का प्रजिक्षण सफलतापूवचक पूरा
दकया िो।
प्रजतजनयुजि (अल्पकाजलक संजविा सजित): केंद्रीय सरकार, राज्य सरकार, संघ राज् य क्षेत्रों या जवश्वजवद्यालयों या मान्यता प्राप्त
अनुसंिान संस्ट्थाओं या पज लक सेक् टर के उपक्रमों, या कानूनी या स्ट्वायत्त संगठनों के ऐसे अजिकारी:-
(क)(i) जिन्िोंने जनयजमत आिार पर सिृि पि िारण दकए िो; या
(ii) जिन् िोंने वेतन मैररक्स के स्ट्तर 6 (35400-112400 रुपये) या समतुल् य में पांर् विच की सेवा की िो; और
(ख) िो जनम्नजलजखत िैजक्षक अिचताएं और अनुभव रखते िों; अथाचत्
आवश्यक :
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूर्ना जवज्ञान में स्नातक जडग्री;
और
(ii) केंद्रीय सरकार या राज्य सरकार या स्ट्वायत्त या कानूनी संगठन या लोक क्षेत्र के उपक्रम या जवश्वजवद्यालय या मान्यता प्राप्त
अनुसंिान या िैजक्षक संस्ट् थान के अिीन दकसी पुस्ट्तकालय में िो विच का वृजतक अनुभव।
वांछनीय :
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या प्रजिक्षण संस्ट्थान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूर्ना जवज्ञान में मास्ट्टर
जडग्री।
(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से कंप्यूटर अनुप्रयोग में जडप्लोमा।
(iii) जडग्री स्ट्तर पर अथचिास्त्र एक जविय के रूप में।
रटप् पण-1: पोिक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन् नजत की सीिी पंजक् त में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए
िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुि व् यजक् त प्रोन् नजत द्वारा जनयुजि के जलए जवर्ार दकए िाने के पात्र निीं िोंगे।
रटप् पण-2: प्रजतजनयुजि की अवजि (जिसके अंतगतच अल्पकाजलक संजविा भी िै), जिसके अंतगचत केंद्रीय सरकार के उसी या दकसी अन्य
संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन
विच से अजिक निीं िोगी।

रटप् पण-3: प्रजतजनयुजि द्वारा जनयुजि (जिसके अन्तगचत अल्पकाजलक संजविा भी िै) के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की
अंजतम तारीख को छप्पन विच से अजिक निीं िोगी।
रटप्पण: ििां ऐसे कजनष्ठ जव्यियों के संबंि में जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत पर जवर्ार दकया िा रिा
िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा, परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिचक या पात्रता
सेवा या अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो विो से, इनमें से िो भी कम िो और उन्िोने अपने कजनष्ठ जव्यियों
सजित जिन्िोंनें ऐसी अिचक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा अवजि
सफलतापूवचक पूरी कर ली िो ।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरर्ना ।
भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा आयोग
से परामिच दकया िाएगा ।.

G.S.R. 83.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and
Farmers Welfare, Directorate of Economics and Statistics, Assistant Library and Information Officer (Group ‘B’ post)
Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and
Information Officer in the Economics, Statistics and Evaluation Division in the Ministry of Agriculture and
Farmers Welfare, Department of Agriculture and Farmers Welfare, namely:-
1.
Short title and commencement.- (1)
These rules may be called Ministry of Agriculture and Farmers
Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Assistant
Library and Information Officer Recruitment Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in the pay matrix. – The number of the said post, its classification
and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age-
limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
4.
Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible
for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

(a)(i) holding analogous posts on regular basis; or
(ii) with five years’ service in the post in the level 6 (Rs.35400-112400) in the pay matrix or equivalent; and
(b)Possessing the following educations qualification and experience, namely:-
Essential:
(i)
Bachelor’s Degree in Library Science or Library and Information Science from a recognized University or
Institute; and
(ii) two years’ professional experience in a Library under Central Government or State Government or Autonomous
or Statutory Organisation or Public Sector Undertaking or University or Recognised Research or Educational
Institute.
Desirable:
(i) Master’s Degree in Library Science or Library and Information Science of a recognised University or Training
Institute.
(ii) Diploma in Computer Application from a recognised University or Institute.
(iii) Economics as one of the subject at Degree level.
Note-1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible
for consideration for appointment on deputation. Similarly, deputations shall not be eligible for consideration for
appointment by promotion.
Note-2: Period of deputation (Including Short-Term contract) including period of deputation (Including Short-Term
Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other
Organization or Department of the Central Government shall ordinarily not to exceed three years.
Note-3: The maximum age limit for appointment by deputation (Including Short-Term Contract) shall be not
exceeding fifty six years as on the closing date of receipt of applications.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher grade along with their juniors who have already
completed such qualifying or eligibility service.

G.S.R. 84.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Senior Operation
Theatre Technician in the Kalawati Saran Children's Hospital, New Delhi, Ministry of Health and Family Welfare,
namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,
Kalawati Saran Children's Hospital, New Delhi, Senior Operation Theatre Technician (Group ‘C’ Post) Recruitment
Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

1. संजक्षप्त नाम और प्रारंभ – (1) इन जनयमों का संजक्षप्त नाम राष्ट्रीय िकचरा संस्ट्थान, कानपुर, प्रविा (र्ीनी
अजभयांजत्रकी) और मुख्य जडिाइनर भती जनयम, 2026 िै।
(2) ये रािपत्र में इनके प्रकािन की तारीख से लागू िोंगे।
2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर- उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में वे
स्ट्तर िोंगे िो इन जनयमों से संलग्न सारणी के स्ट्तम्भ (2) से स्ट् तंभ (4) में जवजनर्िचष्ट िैं।
3. भती की पद्धजत, आयु - सीमा, अिचताएं आदि-- उि पि पर भती की पद्धजत, आयु-सीमा, योग्यताएं तथा उससे
संबंजित अन्य बातें वे िोंगी िो उि सारणी के स्ट् तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।
4. जनरिचता – वि व्यजि
(अ) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजवत िैं, जववाि दकया िै या जववाि दक संजविा की िै, या
(ब) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा की िै,
उि पि पर जनयुजि के जलए पात्र निीं िोगा :
परन्तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतचन
से छूट िे सकेगी।
5. जिजथल करने की िजि- ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि उसके
जलए िो कारण िैं ,उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी उपबंि को दकसी
वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केंद्र सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गए आिेिों के अनुसार अनुसूजर्त िाजतयों, अनुसूजर्त

G.S.R. 85.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the National Sugar Institute, Kanpur, Professor (Sugar Engineering), Assistant Professor(Sugar
Engineering), Lecturer(Sugar Engineering), Assistant Engineer (Electrical / Mechanical Engineering) and Senior
Research Assistant (Mechanical Engineering) Recruitment Rules, 2017, in so far as they relate to the post of
Lecturer (Sugar Engineering), the Ministry of Consumer Affairs, Department of Food and Public Distribution,
National Sugar Institute, Kanpur, Chief Designer and Senior Draughtsman (Group ‘A’ and ‘B’ posts) Recruitment
Rules, 2018, in so far as they relate to post of Chief Designer and the Ministry of Consumer Affairs, Food and Public
Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur Senior Scientific Officer
(Design) (Group ‘A’ post) Recruitment Rules, 2019, except as respects things done or omitted to be done before
such supersession, the president hereby makes the following rules regulating the method of recruitment to the posts
of Lecturer(Sugar Engineering) and Chief Designer in the National Sugar Institute, Kanpur, the Ministry of
Consumer Affairs, Food and Public Distributions, Department of Food and Public Distribution, namely:-
1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Lecturer
(Sugar Engineering) and Chief Designer Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of said posts, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other backward classes, ex-servicemen and other
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

two years’ experience should be in the field of Sugar Engineering;
or
three years’ experience of working in a Sugar Factory.
Desirable: -
Experience of designing or operation or erection of modern sugar
plant.
Note 1.- Qualifications are relaxable at the discretion of the Union
Public Service Commission, for reasons to be recorded in writing,
in the case of candidates otherwise well qualified.
Note 2.- The qualification(s) regarding experience is/are relaxable
at the discretion of the Union Public Service Commission, for
reasons to be recorded in writing in the case of candidates
belonging to Scheduled Castes or Scheduled Tribes, if at any stage
of selection, the Union Public Service Commission is of the
opinion that sufficient number of candidates from these
communities possessing the requisite experience are not likely to
be available to fill up the vacancies reserved for them.

Note 1.- The Departmental officers in the feeder category who are in the direct line of promotion shall not be
eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for
