वैज्ञाजनक अजिकारी श्रेणी II और ज्येष्ठ वैज्ञाजनक सिायक पि भती जनयम 2013 और क्षेत्रीय ओषजि परीक्षण प्रयोगिाला,
चंडीगढ़ (कजनष्ठ वैज्ञाजनक सिायक), समूि 'ख' पि भती जनयम, 2013 का उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें
ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, स्ट्वास्ट््य

1. संजक्षप्त नाम और प्रारंभ- इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय ओषजि मानक
जनयंत्रण संगठन, क्षेत्रीय ओषजि परीक्षण प्रयोगिाला, चंडीगढ़, (समूि 'क' और 'ख' पि), भती जनयम 2025 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत िोंगे।

लागू िोना - ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्िाष्ट पिों के जलए लागू िोंगे।
3.
पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर -उि पिों की संख्या, उनका वगीकरण और उनसे संलग्न
वेतन मैररक्स में स्ट्तर वि िोगा, िो उि उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) तक में जवजनर्िाष्ट िैं।

भती की पद्धजत, आयु सीमा, अिाताएं आदि- उि पिों पर भती की पद्धजत, आयु सीमा, अिाताएं तथा उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तम्भ (5) सेस्ट्तम्भ (13) में जवजनर्िाष्ट िैं।
5. जनरिाता- वि व्यजि -
(क)
जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै;
अथवा
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा की
िै;
उक् त पिों के जलए जनयुजि का पात्र निीं िोगा :
परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को लागू
स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतान से
छूट िे सकेगी।
6. जिजथल करने की िजि- ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी भी उपबंि को
दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
7. व्यावृजत्त- इन जनयमों की कोई बात ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका
केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों,
अन्य जपछड़ा वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उपबंि कराना अपेजक्षत िै।

रुपये) में ज्येष्ठ वैज्ञाजनक अजिकारी, जिन्िोंने इस
श्रेणी में िस वषा की जनयजमत सेवा पूणा की िै और
केंरीय सरकार द्वारा यथा जवजित िो सप्ताि का
प्रजिक्षण सफलतापूवाक पूरा दकया िै।
रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में,
जिन्िोंने अपनी अिाक या पात्रता सेवा पूरी कर
ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो
विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार
दकया िाएगा परंतु यि तब िबदक उनके द्वारा
की गई ऐसी अिाक या पात्रता सेवा, अपेजक्षत
अिाक या पात्रता सेवा के आिे से अजिक से या िो
वषा से, इनमें से िो भी कम िो, कम न िो और
उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित,
जिन्िोंने ऐसी अिाक या पात्रता सेवा पिले िी
पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के
जलए अपनी पररवीक्षा की अवजि सफलतापूवाक
पूरी कर ली िो।
प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजविा
भी िै) :
केंरीय सरकार, राज्य सरकार, संघ राज्यक्षेत्र,
स्ट्वायत्त या कानूनी संगठन, सावािजनक क्षेत्र के
उपक्म,
जवश्वजवद्यालय
या
मान्यता
प्राप्त
अनुसंिान संस्ट्था के अजिकारीिः
(क) (i) िो मूल संवगा या जवभाग में जनयजमत
आिार पर सिृि पि िाररत करते िों; अथवा
(ii) मूल संवगा या जवभाग में वेतन मैररक्स में
स्ट्तर-12 (78800-209200 रुपये)
या समतुल्य पि पर जनयुजि के पश्चात जनयजमत
आिार पर पांच वषा की सेवा की िो; अथवा

(ख) जनम्नजलजखत अिाता रखते िों, अथाात् :-
(i) आवश्यकिः-
(अ) िैक्षजणक अिातािः
दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा
संस्ट्थान से रसायन जवज्ञान अथवा िैवरसायन
अथवा भेषि जवज्ञान अथवा भेषिी रसायन
जवज्ञान अथवा भेषि गुण जवज्ञान अथवा िीवाणु
जवज्ञान अथवा आयुर्वाज्ञान अथवा सूक्ष्म िीव
जवज्ञान अथवा िैव प्रौद्योजगकी में जनष्णात
उपाजि; और
(आ) अनुभव : दकसी मान्यता प्राप्त संस्ट्थान से
ओषजियों के परीक्षण और मानकीकरण तथा
अनुसंिान में बारि वषा का अनुभव ।
(ii) वांछनीयिः दकसी मान्यता प्राप्त जवश्वजवद्यालय
अथवा संस्ट्थान से रसायन जवज्ञान अथवा
िैवरसायन अथवा भेषि जवज्ञान अथवा भेषिी
रसायन जवज्ञान अथवा भेषि गुण जवज्ञान अथवा
िीवाणु जवज्ञान अथवा आयुर्वाज्ञान अथवा
सूक्ष्मिीव जवज्ञान अथवा िैवप्रौद्योजगकी में
वाचस्ट्पजत उपाजि ।
रटप्पण 1.- पोषक वगा के ऐसे जवभागीय
अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं,
प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि
व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे।
रटप्पण

(जिसके
अंतगात
अल्पकाजलक संजविा भी िै) की अवजि, जिसके
अंतगात केन्रीय सरकार के उसी या दकसी अन्य
संगठन या जवभाग में इस जनयुजि से ठीक पिले
िाररत दकसी अन्य संवगा बाह्य पि पर
प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजविा
भी िै) की अवजि िै, सािारणतया पांच वषा से
अजिक निीं िोगी।
रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए
अजिकतम आयु-सीमा आवेिन प्राप्त करने की
अंजतम तारीख को छप्पन वषा से अजिक निीं
िोगी।

(i) पचास प्रजतित सीिी भती द्वारा; और
(ii) पचास प्रजतित प्रोन्नजत द्वारा, जिसके जवफल
िोने पर अल्पकाजलक संजविा सजित प्रजतजनयुजि
द्वारा I
प्रोन्नजतिः
वेतन मैररक्स के स्ट्तर-10(56100-177500
रुपये ) में वैज्ञाजनक अजिकारी, जिन्िोंने इस श्रेणी
में पांच वषा की जनयजमत सेवा पूणा की िै और
केंरीय सरकार द्वारा यथा जवजित िो सप्ताि का
प्रजिक्षण सफलतापूवाक पूरा दकया िै।
रटप्पण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में,
जिन्िोंने अपनी अिाक या पात्रता सेवा पूरी कर
ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो
विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार
दकया िाएगा परंतु यि तब िबदक उनके द्वारा

केंरीय सरकार, राज्य सरकार, संघ राज्यक्षेत्र
प्रिासनों या स्ट्वायत्त या कानूनी संगठन या
सावािजनक क्षेत्र के उपक्म या जवश्वजवद्यालय या
मान्यता प्राप्त अनुसंिान संस्ट्था के अजिकारी,-
(क) (i) िो मूल संवगा या जवभाग में जनयजमत
आिार पर सिृि पि िाररत करते िों :-
(ii) मूल संवगा या जवभाग में वेतन मैररक्स में
स्ट्तर- 10 (56100-177500 रुपये) या समतुल्य
पि पर जनयुजि के पश्चात जनयजमत आिार पर
पांच वषा की सेवा की िो; और
(ख) िो स्ट्तंभ (7) के अिीन वर्णात वांछनीय
अिाता और अनुभव रखते िैं।
रटप्पण 1.- पोषक वगा के ऐसे जवभागीय
अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं,
प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि
व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे।

केंरीय सरकार या राज्य सरकार या संघ
राज्यक्षेत्र प्रिासन या स्ट्वायत्त या कानूनी संगठन
या सावािजनक क्षेत्र के उपक्म या मान्यता प्राप्त
जवश्वजवद्यालय या मान्यता प्राप्त अनुसंिान संस्ट्था
के अजिकारीिः
(क) (i) िो मूल संवगा या जवभाग में जनयजमत
आिार पर सिृि पि िाररत करते िों; अथवा
(ii) मूल संवगा या जवभाग में वेतन मैररक्स में

पि पर जनयुजि के पश्चात जनयजमत आिार पर िो

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of
Director, Senior Scientific Officer, Scientific Officer, Junior Scientific Officer, Senior Scientific Assistant and Junior
Scientific Assistant in the Regional Drugs Testing Laboratory, Chandigarh, Directorate General of Health Services,

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,
Central Drugs Standard Control Organisation, Regional Drugs Testing Laboratory, Chandigarh, (Group ‘A’ and ‘B’
posts) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.

Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to
these rules.

3.
Number of posts, classification and level in pay matrix. - The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5.
Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission or Staff Selection Commission, as the case may be, relax any of the provisions of these rules with
respect to any class or category of persons.
7.
Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

the following shall be substituted, namely: —

3. This Corrigendum shall be deemed to have come into force on the date of publication of the said
Notification in the Official Gazette, i.e., 9thJanuary, 2026.
