सा.का.जन. 96.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, गृि
मंत्रालय के अिीन स्ट्वापक जनयंत्रण ब्यूरो में उप जनिेिक (जवजि) के पि पर भती की पद्धजत को जवजनयजमत करने वाले
जनम्नजलजखत जनयमों को बनाते िैं, अथाात्:-
1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, स्ट्वापक जनयंत्रण ब्यूरो, उप जनिेिक (जवजि),
समूि 'क' पि, भती जनयम, 2026 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख से लागू िोंगे।
2. वेतन मैट्ररक्स में पिों की संख्या, वगीकरण और स्ट्तर- उि पि की संख्या, उसका वगीकरण और उसके साथ संलग्न
वेतन-मैट्ररक्स में स्ट्तर इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जनर्िाष्ट दकया िाएगा।

3. भती की जवजि, आयु-सीमा, अिाता आदि- भती की जवजि, आयु-सीमा, अिाता और उि पि से संबंजित अन्य मामले उि
अनुसूची के स्ट्तंभ (5) से (13) में जनर्िाष्ट दकए िाएंगे।
4. जनरिाता- कोई व्यजि निीं,-
(क)
िो दकसी ऐसे व्यजि के साथ जववाि कर चुका िै अथवा संजविा कर चुका िै जिसका पजत/पत्नी िीजवत
िै; अथवा
(ख)
िो, िीजवत पजत अथवा पत्नी िोने पर, दकसी व्यजि के साथ जववाि कर चुका िै,
उि पि पर जनयुजि के जलए पात्र िोंगे:
परंतु केंद्रीय सरकार यदि संतुष्ट िै दक ऐसा जववाि ऐसे व्यजि और जववाि के िूसरे पक्ष पर लागू व्यजिगत जवजि के
अिीन अनुमत िै और ऐसा करने के जलए अन्य आिार िैं, तो दकसी भी व्यजि को इस जनयम के संचालन से छूट िे सकती िै।
5. जिजथल करने की िजि- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं, और संघ लोक सेवा आयोग के परामिा करके उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी
वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों को प्रभाव निीं डालेगी,
जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

द्वारा वे ग्रेड जिनसे प्रोन्नजत अथवा प्रजतजनयुजि/आमेलन दकया

स्ट्वापक जनयंत्रण ब्यूरो के वट्ररष्ठ लोक अजभयोिक ने वेतन-
मैट्ररक्स में स्ट्तर-11 (रु. 67700-208700) में पााँच वषा की
जनयजमत सेवा के साथ और समय-समय पर सक्षम प्राजिकारी
द्वारा सुसंगत क्षेत्रों में जवजित िो से चार सप्ताि का अजनवाया
प्रजिक्षण सफलतापूवाक पूणा दकया िो ।
ट्रटप्पण: ििां कजनष्ठ कर्मायों पर, जिन्िोंने अपनी अिाता अथवा
पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा
रिा िै, विााँ उनके वट्ररष्ठ कर्मायों पर भी जवचार दकया िाए,
परंतु उनकी योग्यता अथवा पात्रता सेवा के आिे से अजिक
अथवा िो वषा, िो भी कम िो, अपेजक्षत अिाता अथवा पात्रता
सेवा से कम न िों और उन्िोंने अपने कजनष्ठ कर्मायों के साथ
जिन्िोंने पिले से िी इस तरि की अिाता अथवा पात्रता सेवा
पूरी कर ली िै, अगले उच्च ग्रेड में प्रोन्नजत के जलए पट्ररवीक्षा
अवजि सफलतापूवाक पूरी कर ली िो।
प्रजतजनयुजि द्वारा (अल्पकाजलक अनुबंि सजित): -
केंद्रीय सरकार अथवा केंद्रीय सरकार की अजभकरण िैसे राष्ट्रीय
अन्वेषण अजभकरण, केंद्रीय िांच ब्यूरो, प्रवतान जनिेिालय
अथवा राज्य सरकार अथवा संघ राज्य क्षेत्र प्रिासन अथवा
स्ट्वायत्त जनकायों अथवा सांजवजिक संगठनों अथवा सावािजनक
क्षेत्र के उपक्रमों अथवा मान्यता प्राप्त जवश्वजवद्यालयों अथवा
मान्यता प्राप्त अनुसंिान संस्ट्थानों के जवजि अजिकारी,-
(क) (i) मूल संवगा अथवा जवभाग में जनयजमत आिार पर अनुरूप
पि िारण करना; अथवा
(ii) मूल संवगा अथवा जवभाग में वेतन-मैट्ररक्स में स्ट्तर -11 (रु.
67700-208700) में अथवा समकक्ष स्ट्तर पर पिों में जनयजमत
आिार पर जनयुजि के बाि प्रिान दकए गए ग्रेड में पांच वषा की
सेवा के साथ; अथवा
(iii) मूल संवगा या जवभाग में वेतन मैट्ररक्स में स्ट्तर -10 (रू.

(ii) आपराजिक मामलों के एडवोकेट के रूप में िस वषों का
अनुभव
वांछनीय अिाता:
(i) स्ट्वापक मािक पिाथा और मनःप्रभावी पिाथा संबंिी मामलों
के एडवोकेट के रूप में पांच वषों का अनुभव।
ट्रटप्पण 1: प्रजतजनयुजि पर जनयुजि के जलए फीडर श्रेणी के
जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, पर
जवचार निीं दकया िाएगा। इसी प्रकार प्रोन्नजत द्वारा जनयुजि के
जलए प्रजतजनयुजि करने वालों पर जवचार निीं दकया िाएगा।
ट्रटप्पण 2: केंद्रीय सरकार के उसी या दकसी अन्य संगठन अथवा
जवभाग में इस जनयुजि से ठीक पिले िाट्ररत दकसी अन्य संवगा
बाह्य पि पर प्रजतजनयुजि (अल्पकाजलक अनुबंि सजित) की
अवजि चार वषा से अजिक निीं िोगी।
ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु
सीमा आवेिन प्राप्त िोनी की अंजतम तारीख छप्पन वषा से अजिक
निीं िोगी।

G.S.R. 96.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Law)
in the Narcotics Control Bureau, under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Narcotics Control
Bureau, Deputy Director (Law), Group ‘A’ Post, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level
in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a)
who has entered into or contracted a marriage with a person having a spouse
living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any
person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

Senior Public Prosecutor of Narcotics Control Bureau in
level-11 (Rs. 67700-208700) in the pay-matrix with five
years of regular service and has successfully completed two
to four weeks of mandatory training in relevant fields as
decided by the Competent Authority from time to time.
Note: Where juniors who have completed their qualifying
or eligibility service are being considered for promotion,
their senior shall also be considered provided they are not
short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or
two years, whichever is less and have successfully
completed their probation period for promotion to the next
higher grade along with their juniors who have already
completed such qualifying or eligibility service.

parent cadre or Department; or
(iii) with seven years service in the grade rendered after
appointment thereto on a regular basis in posts in level-10
(Rs. 56100-177500) in the pay-matrix or equivalent in the
parent cadre or department; and
(b) possessing the following educational qualifications and
experience, namely:-
(i) Bachelor’s Degree in Law from a recognised university;
and
(ii) with ten years’ of practice as an Advocate conducting
criminal cases.
Desirable qualification:
(i) with five years experience as an advocate conducting
Narcotic Drugs and Psychotropic Substances cases.
Note 1: The departmental officers in the feeder category
who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly,
deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2: Period of deputation (including short-term
contract) in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government shall
not exceed four years.
Note 3: The maximum age-limit for appointment by
deputation shall be not exceeding fifty-six years as on the
last date of receipt of applications.

बातों के जसवाए अजिकृत करते हुए जिन्िें ऐसे अजिक्रमण से पूवा दकया गया िै या करने का लोप दकया गया िै, संघ लोक
सेवा आयोग कायाालय में मुख्य सिायक जनिेिक (गोपनीय) के पि पर भती की पद्धजत का जवजनयमन करने के जलए
जनम् नजलजखत जनयम बनाते िैं, अथाात्:-
1.

भती की पद्धजत, आयु-सीमा, अिाताएं आदि – उि पि पर भती की पद्धजत, आयु-सीमा, अिाताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िाष्ट िैं।

जनरिाता – वि व् यजक् त,–
(क) जिसने दकसी ऐसे व् यजि से जिसका पजत या पत् नी िीजवत िै, जववाि या जववाि अनुबंि दकया िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िै अथवा जववाि का अनुबंि दकया
िै, उक् त पि पर जनयुजि के जलए पात्र निीं िोगा:
परंतु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के
प्रवतान से छूट िे सकेगी ।

के पश्चात उस श्रेणी में िो वषा सेवा की िै; या
(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स (47600-151100 रू.) में स्ट्तर 8 में या समतुल्य में जनयजमत आिार पर जनयुजि
के पश्चात उस श्रेणी में चार वषा सेवा की िै; और
(ख) जिसके पास जनम्नजलजखत िैजक्षक अिाताएं और अनुभव िै :-
(i)
दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की जडग्री; और
(ii)
केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या जवश्वजवद्यालय या सरकार द्वारा मान्यता प्राप्त अनुसंिान संस्ट्थान या
स्ट्वायत्त संगठन में स्ट्रोंग रूम से संबंजित परीक्षण के प्रचालन में संवेिी पिाथों के जनयंत्रण से संबंजित तीन वषा का अनुभव।
ट्रटप्पण:
1. प्रजतजनयुजि की अवजि, जिसमें उसी या केंद्रीय सरकार के दकसी अन्य संगठन या जवभाग में इस जनयुजि से तुरंत पिले दकसी अन्य
बाह्य-संवगा पि पर प्रजतजनयुजि की अवजि िाजमल िै, सामान्यतः तीन वषों से अजिक निीं िोगी। प्रजतजनयुजि द्वारा जनयुजि के जलए
अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख के अनुसार 56 वषा से अजिक निीं िोनी चाजिए।
2. पोषक(फीडर) श्रेणी में ऐसे जवभागीय अजिकारी िो सीिे पिोन्नजत की लाइन में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार के पात्र
निीं िोंगे। इसी प्रकार, प्रजतजनयुजि पर रिे व्यजि पिोन्नजत के माध्यम से जनयुजि के जलए जवचार के पात्र निीं िोंगे।

G.S.R. 97.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in
supersession of the Union Public Service Commission, Assistant Director (Confidential), Group ‘A’ Post,
Recruitment Rules, 2020, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Confidential)
in the Union Public Service Commission, namely:-
1.
Short title and commencement. – (1) These rules may be called the Union Public Service Commission,
Assistant Director (Confidential), Group ‘A’ Post, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in the pay matrix. – The number of post, its classification and
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications etc .– The method of recruitment, age-limit,
qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. – No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5.
Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect of any class or category of persons.
6.
Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, the Other Backward Classes
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.

(ii) with two years’ service in the grade rendered after appointment thereto on a regular basis in Level 9 in the pay
matrix (Rs.53100 – 167800) or equivalent in the parent cadre or department; or
(iii) with four years’ service in the grade rendered after appointment thereto on a regular basis in Level 8 in the pay
matrix (Rs. 47600 – 151100) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience:–
(i) Bachelor’s Degree from a recognised University or Institute; and
(ii) three years' experience relating to handling of sensitive materials in strong room operations or conduct of
examinations in the Central Government or State Government or Union territory Administration or University or
Government recognised research institution or statutory or autonomous organisation.
Note:
1. The period of deputation including the period of deputation in another ex-cadre post held immediately preceding
this appointment in the same or some other organisation or department of the Central Government shall ordinarily not
exceed three years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the
last date of receipt of applications.
2. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for
consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for
appointment by promotion.
