सं. 9-17/2025-यू.3(ए)—जबदक, केन्द्र सरकार को शिश्वशिद्यालय अनुिान आयोग (यूजीसी) अशिशनयम, 1956 की िारा 3 के तहत

शिश्वशिद्यालय अनुिान आयोग की सलाह पर उच्चतर शिक्षा संस्थान को सम-शिश्वशिद्यालय संस्था के रूप में घोशित करने का अशिकार प्राप्त है।

2. और जबदक, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत के. पलानीअप्पा मेमोररयल एजुकेिनल ट्रस्ट द्वारा रशथनम कॉलेज ऑफ

आर्टसस एंड साइंस, रशथनम टेकजोन, पोल्लाची रोड, ईचनारी, कोयंबटूर के नाम से सामान्द्य श्रेणी के तहत सम-शिश्वशिद्यालय संस्थान का िजास

प्रिान करने के शलए एक ऑनलाइन आिेिन प्रस्तुत दकया गया था।

3. और जबदक, यूजीसी ने दिनांक 16.06.2025 के अपने पत्र संख्या 10-9/2024 (सीपीपी-आई/डीयू) के माध्यम से सूशचत दकया दक

यूजीसी शिशनयम, 2023 के अनुसार इसकी शििेिज्ञ सशमशत के माध्यम से आिेिन की जांच की गई थी। सशमशत ने कुछ सुझािों के साथ रशथनम

कॉलेज ऑफ आर्टसस एंड साइंस, रशथनम टेकजोन, पोल्लाची रोड, ईचनारी, कोयम्बटूर के नाम से संस्थान को सम-शिश्वशिद्यालय का िजास (सामान्द्य

श्रेणी) प्रिान करने की शसफाररि की थी। सुझािों में से एक प्रस्ताशित सम-शिश्वशिद्यालय संस्थान के नाम पर एक अलग गैर-लाभकारी

सोसायटी/ट्रस्ट/कंपनी बनाने का था।

4. और आगे जबदक, प्रस्ताशित सम-शिश्वशिद्यालय को संचाशलत करने के शलए प्रायोजक शनकाय द्वारा रशथनम ग्लोबल फाउंडेिन के

नाम से एक अलग गैर-लाभकारी कंपनी बनाई गई थी। सशमशत की शसफाररिों पर आयोग द्वारा दिनांक 14.05.2025 को आयोशजत अपनी

590िीं बैठक (मि संख्या 2.11) में शिचार दकया गया और अनुमोदित दकया गया।

5. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह

पर, एतिद्वारा रशथनम कॉलेज ऑफ आर्टसस एंड साइंस, कोयंबटूर को रशथनम ग्लोबल, ईचनारी, कोयंबटूर, तशमलनाडु को सामान्द्य श्रेणी के तहत

एक सम-शिश्वशिद्यालय घोशित करता है। यह अनुमोिन शनम्नशलशित ितों के अध्यिीन है:—

प्रायोजक शनकाय द्वारा दिए गए सभी िचनों का सम शिश्वशिद्यालय द्वारा सख़्ती से पालन दकया जाएगा।

ii.

रशथनम ग्लोबल फाउंडेिन यूजीसी शििेिज्ञ सशमशत द्वारा दिए गए शनम्नशलशित सुझािों का अनुपालन सुशनशित करेगा:—

(क) संकाय सिस्यों को अनुसंिान पररयोजनाओं को िुरू करने और शिश्व स्तर पर संकाय शिकास, शिशनमय कायसक्रमों और

अन्द्य िैक्षशणक गशतशिशियों में भाग लेने के शलए प्रेररत दकया जाएगा और सहायता प्रिान की जाएगी।

(ख) शचदकत्सा प्रशतपूर्तस और शचदकत्सा बीमा सुशििाओं के साथ 7 िां िेतनमान िुरू दकया जाएगा।

(ग) एचईआई की बेहतर अनुसंिान संस्कृशत के शलए पीएचडी और सेशमनार/सम्मेलन के शलए प्रारंशभक राशि को सुिृढ़ दकया

जाएगा।

(घ) इस उद्देश्य के शलए एक पूणसकाशलक समर्पसत टीम की प्रशतशनयुशि करके एचईआई के पररसर के भीतर शचदकत्सा सुशििाओं

का शिस्तार दकया जाएगा।

(ङ)

संस्थानों की सभी बुशनयािी सुशििाओं को 'दिव्ांगजनों (शििेि रूप से सिि)' के अनुकूल बनाया जाएगा।

(च) अकािशमक-उद्योग और शििेिी शिश्वशिद्यालय सहकायसता को बढ़ाया जाएगा।

iii.

यूजीसी और शिक्षा मंत्रालय की पूिस अनुमशत के शबना सम शिश्वशिद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की

पररसंपशत्तयों या शनशियों/राजस्ि का अन्द्यत्र उपयोग नहीं दकया जाएगा।

iv.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु दकसी भी ऐसी गशतशिशि में िाशमल नहीं होगा या उसमें सशम्मशलत नहीं होगा जो

िाशणशययक और लाभ कमाने िाली प्रकृशत की हो।

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु में प्रस्तुत दकए जाने िाले िैक्षशणक कायसक्रम यूजीसी और संबंशित सांशिशिक

पररििों/शनकायों द्वारा शनिासररत मानिंडों और मानकों के अनुरूप होंगे।

vi.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीशत-2020 के अनुरूप बनाएगा।

vii.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु समय-समय पर यथा संिोशित यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023

में शनशहत प्राििानों के अनुसार सभी पात्र िैक्षशणक पाठ्यक्रमों/कायसक्रमों को राष्ट्रीय प्रत्यायन बोडस (एनबीए) द्वारा िैि मान्द्यता

के शलए मूल्यांदकत कराने और संस्थान को राष्ट्रीय मूल्यांकन एिं प्रत्यायन पररिि (एनएएसी) द्वारा िैि मान्द्यता प्राप्त कराने

जैसा भी मामला हो, के शलए सभी अपेशक्षत किम उठाएगा।

viii. छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशणक पाठ्यक्रम/कायसक्रम के अनुमोिन के निीनीकरण, छात्रों की प्रिेि क्षमता में

संिोिन, नए पाठ्यक्रम/कायसक्रम िुरू करने आदि के मामले में संबंशित सांशिशिक पररििों के सभी शनिासररत मानिंड और

प्रदक्रयाएं लागू रहेंगी और रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु द्वारा उनका अनुपालन दकया जाएगा।

ix.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार इस मंत्रालय और

यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलािा, जब भी आिश्यक होगा, यह मौजूिा शिशनयमों के प्राििानों के अनुसार

अपने संगम ज्ञापन /शनयमों को अद्यशतत या संिोशित करेगा।

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु यूजीसी और संबंशित सांशिशिक पररििों के शनयमों और शिशनयमों के अनुसार िुल् क

संरचना का पालन करेगा।

xi.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु इस मंत्रालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकस (एनआईआरएफ) द्वारा जारी िार्िसक

भारतीय रैंककंग में भाग लेगा।

xii.

रशथनम ग्लोबल, कोयंबटूर, तशमलनाडु को अशनिायस रूप से अकािशमक बैंक ऑफ क्रेशडट (एबीसी) बनाना होगा, अपने छात्रों की

पहचान करनी होगी और उनके क्रेशडट स्कोर को शडशजटल लॉकर में अपलोड करना होगा और यह सुशनशित करना होगा दक

क्रेशडट स्कोर एबीसी पोटसल में प्रिर्िसत हों और समथस ई-गिनेंस को अपनाएगा।

No. 9-17/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed

to be University.

2. And whereas, an online application was submitted by K. Palaniappa Memorial Educational Trust for conferment of

Institution deemed to be University status under general category to Rathinam College of Arts and Science, Rathinam

Techzone, Pollachi Road, Eachanari, Coimbatore in the name of Rathinam Global, Eachanari, Coimbatore, Tamil Nadu under

Section 3 of the UGC Act, 1956.

3. And whereas, UGC, vide letter No. 10-9/2024 (CPP-I/DU) dated 16.06.2025, informed that the application was

examined through its Expert Committee as per the UGC Regulations, 2023. The Committee recommended for conferment of

Institution deemed to be University status (general category) to Rathinam College of Arts and Science, Rathinam Techzone,

Pollachi Road, Eachanari, Coimbatore in the name of Rathinam Global, Rathinam Techzone, Pollachi Road, Eachanari,

Coimbatore, Tamil Nadu with certain suggestions. One of the suggestions was to create a separate not-for-profit

Society/Trust/Company in the name of proposed Institution deemed to be University.

4. And further whereas, a separate not-for-profit Company was created by the sponsoring body in the name of

Rathinam Global Foundation to run the proposed deemed to be University. The recommendations of the Committee were

considered and approved by the Commission in its 590th meeting (item No. 2.11) held on 14.05.2025.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of the UGC, hereby declares Rathinam College of Arts and Science, Coimbatore as an Institution deemed to be

University under general category in the name of Rathinam Global, Eachanari, Coimbatore, Tamil Nadu. The said declaration

is subject to the following conditions:—

All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii.

The Rathinam Global Foundation shall ensure compliance of the following suggestions given by the UGC

Expert Committee:—

Faculty members shall be motivated and assisted to undertake research projects and attend faculty

development, exchange programmes and other academic activities globally.

7th Pay Scale with medical reimbursement and medical insurance facilities shall be introduced.

Seed Money for Ph.D. and Seminar/conference shall be strengthened for better Research culture of the

HEI.

Medical Facilitates within the premises of the HEI shall be extended by deputing a full-time dedicated

team for the purpose.

All infrastructural facilities of the institutions shall be made ‘Divyagjan (specially-abled)’-friendly.

Academia-industry and Foreign University collaborations shall be enhanced.

iii.

There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its

constituent teaching units, without prior permission of the UGC and Ministry of Education.

iv.

Rathinam Global, Coimbatore, Tamil Nadu shall not engage or indulge in any activities that are of commercial

and profit making in nature.

The academic programmes to be offered at Rathinam Global, Coimbatore, Tamil Nadu shall conform to the

norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vi.

Rathinam Global, Coimbatore, Tamil Nadu shall align its courses with National Education Policy-2020.

vii.

Rathinam Global, Coimbatore, Tamil Nadu shall take all the required steps to get all the eligible academic

courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to

get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms

of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as

amended from time to time.

viii.

All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of

students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake

capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered

to by Rathinam Global, Coimbatore, Tamil Nadu.

ix.

Rathinam Global, Coimbatore, Tamil Nadu shall submit MoA in accordance with UGC (Institutions Deemed to

be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or

revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

Rathinam Global, Coimbatore, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of

the UGC and relevant Statutory Councils.

xi.

Rathinam Global, Coimbatore, Tamil Nadu shall participate in annual Indian rankings issued by National

Institutional Ranking Framework (NIRF) of this Ministry.

xii.

Rathinam Global, Coimbatore, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC),

identities of their students and upload their credit score in digital lockers and ensure that the credit scores are

reflected in ABC Portal and adopt Samarth e-Gov.
