4. जनरिथता – वि व्यजि,

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत िै, जववाि दकया िै या जववाि की संजवदा की िै; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजवदा की िै,

ईि ृद ृर जनयुजि का ृात्र निीं िोगा:

ृरंतु यदद केन्रीय सरकार का यि समाधान िो जाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय िै और ऐसा करने के जलए ऄन्य अधार िैं तो वि ऐसे व्यजि को आस जनयम के प्रवतथन से छूट

दे सकेगी।

5. जिजथल करने की िजि- जिां केन्रीय सरकार की यि राय िै दक ऐसा करना अवश्यक या समीचीन िै, विां वि ईसके

जलए जो कारण िैं ईन्िें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिथ करके आन जनयमों के दकसी ईृबंध को दकसी

वगथ या प्रवगथ के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त- आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव निीं डालेगी,

जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवथ सैजनकों और ऄन्य जविेि प्रवगथ के व्यजियों के जलए ईृबंध करना

ऄवजध सफलताृूवथक ृूणथ कर ली िै ।

रटप्ृण: जिां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्िोंने ऄृनी ऄिथक या ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया

जा रिा िो, विां ईनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा, ृरंतु यि तब जबदक ईसके द्वारा की गइ ऄिथक/ृात्रता

सेवा ऄृेजक्षत ऐसी ऄिथक/ृात्रता सेवा के अधे से ऄजधक या दो विथ, आनमें से जो भी कम िो, कम न िों और ईन्िोंने ऄृने ऐसे

कजनष्ठ व्यजियों सजित, जजन्िोंने ऐसी ऄिथक या ृात्रता सेवा ृिले िी ृूरी कर ली िै, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए

ऄृनी ृररवीक्षा की ऄवजध सफलताृूवथक ृूरी कर ली िो।

प्रजतजनयुजि: केंरीय सरकार के ऄधीन ऐसे ऄजधकारी:-

क. (i) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए िै; या

(ii) जजन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-4 (₹25500-81100) या समतुल्य में जनयजमत अधार ृर जनयुजि के

बाद ईस श्रेणी में दस विथ की सेवा; और

ख. जजनके ृास स्ट्तंभ (7) में सीधी भती के जलए जवजित िैजक्षक ऄिथताएं और ऄनुभव िै।

नोट:-

ृोिक प्रवगथ के ऐसे जवभागीय ऄजधकारी जो प्रोन्नजत की सीधी ृंजि में िैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने के

ृात्र निीं िोंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र निीं िोंगे।

G.S.R. 101.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Economics

and Statistics, Technical Assistant (Economics) Recruitment Rules, 2017, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Technical Assistant (Economics) in the Economics, Statistics and Evaluation Division in

the Ministry of Agriculture & Farmers Welfare, Department of Agriculture & Farmers Welfare, namely:-

Short title and commencement.- (i) These rules may be called Ministry of Agriculture and Farmers

Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Technical

Assistant (Economics) Recruitment Rules, 2024.

(ii)

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and Level in the Pay Matrix. – The number of post, its classification and

the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule

Disqualification.- No person -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

A.(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with ten years service in the grade rendered after appointment thereto on a regular basis in Level-4 (Rs.25500-

81100) in the Pay Matrix or equivalent in the parent cadre or department; and

B. Possessing educational qualification and experience prescribed for direct recruit in column (7).

Note:-

The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

(1) These rules may be called the Ministry of Jal Shakti, Department of Water Resources, River Development and

Ganga Rejuvenation, Central Ground Water Board (Group ‘B’ Scientific posts) Recruitment (Amendment) Rules,

2026.

ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, ऄथाथत्:—

1. संजक्षप्त नाम और प्रारंभ- (1) आन जनयमों का संजक्षप्त नाम मत्स्ट्य ृालन, ृिुृालन और डेयरी मंत्रालय, केंरीय कुक्कुट

जवकास संगठन और केंरीय कुक्कुट कायथक्षमता ृरीक्षण केन्र, अंकड़ा प्रजवजष्ट ऑृरेटर श्रेणी-‘क’ (समूि ‘ग’ ृद) भती

जनयम, 2026 िै।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. ृद सं्‍या, वगीकरण और वेतन मैररक्स स्ट्तर- ईि ृद की सं्‍या, ईसका वगीकरण तथा वेतन मैररक्स का ईसका स्ट्तर

वि िोगा जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट िैं।

3. भती की ृद्धजत, अयु-सीमा, ऄिथताएं अदद- ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄिथताएं तथा ईससे संबंजधत ऄन्य

बातें वे िोंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट िैं।

4. जनरिथता- वि व्यजि—

(क) जजसने ऐसे व्यजि से, जजसका ृजत या ृत्नी जीजवत िै, जववाि दकया िै या जववाि की संजवदा की िै; या

(ख) जजसने ऄृने ृजत या ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजवदा की िै

ईि ृद ृर जनयुजि का ृात्र निीं िोगा:

ृरंतु यदद केन्रीय सरकार का समाधान िो जाता िै दक ऐसा जववाि ईस व्यजि और जववाि के ऄन्य ृक्षकार को लागू स्ट्वीय

जवजध के ऄधीन ऄनुज्ञेय िै तथा ऐसा करने के ऄन्य अधार िैं, तो वि दकसी व्यजि को आस जनयम के प्रवतथन से छूट दे

सकेगी।

5. जिजथल करने की िजि- जिााँ केन्रीय सरकार की यि राय िै दक ऐसा करना अवश्यक या समीचीन िै, विााँ वि ईसके

जलए जो कारण िैं ईन्िें लेखबद्ध करके, अदेि द्वारा आन जनयमों के दकसी ईृबंध को दकसी वगथ या प्रवगथ के व्यजियों की

बाबत अदेि द्वारा जिजथल कर सकेगी।

जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवथ सैजनकों तथा ऄन्य जविेि प्रवगथ के व्यजियों के जलए ईृबंध करना ऄृेजक्षत िै ।

G.S.R. 103.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture (Department of Animal Husbandry, Dairying and Fisheries) Central

Poultry Development Organisation, Data Entry Operator Grade A (Group ‘C’ post) Recruitment Rules, 2012, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Data Entry Operator Grade-A in the Central Poultry

Development Organisations and Central Poultry Performance Testing Centre under Ministry of Fisheries, Animal

Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely: -

1. Short title and commencement. –(1) These rules may be called the Ministry of Fisheries, Animal

Husbandry and Dairying, Central Poultry Development Organisations and Central Poultry Performance

Testing Centre, Data Entry Operator Grade-A (Group ‘C’ Post), Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and

the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

विां ईनके जलए जो कारण िै, ईन्िे लेखबद्ध करके और संघ लोक सेवा अयोग के ृरामिथ से, दकसी भी वगथ या प्रवगथ के

व्यजियों की बावता में अदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत – आन जनयमों की कोइ बात ऐसे अरक्षणों, अयुसीमा में छूट और ऄन्य ररयायतों ृर प्रभाव निीं डालेगी,

जजनका केन्रीय सरकार द्वारा आस संबंध में समय समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

जनधाथररत कम से कम दो सप्ताि का प्रजिक्षण सफलताृूवथक ृूरा दकया िै।

नोट: जिााँ कजनष्ठों ने ऄृनी ऄिथक या ृात्रता सेवा ृूरी कर ली िै और ईन्िें प्रोन्नजत के जलए जवचाररत दकया जा रिा िै, विााँ ईनके वररष्ठों

ृर भी जवचार दकया जाएगा, बिते वे अवश्यक ऄिथक या ृात्रता सेवा के अधे से ऄजधक या दो विथ से ऄजधक (जो भी कम िो) से वंजचत

(क) (i) मूल कैडर या जवभाग में जनयजमत अधार ृर समकक्ष ृद धारण दकया हुअ िो; या

(ii) वेतन स्ट्तर – 12 (प ृये 78800-209200/-) में जनयजमत अधार ृर जनयुजि के बाद ग्रेड में ृााँच विथ की सेवा प्रदान की हुइ िो या

मूल कैडर या जवभाग में समकक्ष; और

(ख) जनम्नजलजखत ऄिताथओं और ऄनुभव का िोना:-

ऄजनवायथ:

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से रसायन जवज्ञान (प्योर/ऄप्लाइड) या भौजतकी (प्योर/ऄप्लाइड) में स्नातकोत्तर जडग्री

या आंजीजनयररग या धातु जवज्ञान या वस्त्र या रबर प्रौद्योजगकी में जडग्री: और

(ii) सामग्री के ृरीक्षण और मूल्यांकन के क्षेत्र में प्रबंधकीय क्षमता में बारि विों का ऄनुभव और सामग्री जवज्ञान में जविेिज्ञता वाले दकसी

प्रयोगिाला या संस्ट्थान में ईनके व्यविार का ज्ञान।

वांछनीय: (i) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से रसायन जवज्ञान या भौजतकी में डॉक्टरेट की जडग्री या आंजीजनयररग या धातु

जवज्ञान या प्रौद्योजगकी में स्नातकोत्तर जडग्री;

(ii) वरीयताृूवथक प्रयोगिाला में प्रिासजनक ऄनुभव; और

(iii) औद्योजगक सामजग्रयों और ृरीक्षण ृद्धजत में ऄनुसंधान ऄनुभव।

नोट 1: फीडर श्रेणी के जवभागीय ऄजधकारी जो प्रोन्नजत की प्रत्यक्ष ृंजि में िैं, वे प्रजतजनयुजि ृर जनयुजि के जलए जवचार के ृात्र निीं

िोंगे। आसी प्रकार, प्रजतजनयुजि ृर कायथरत ऄजधकारी प्रोन्नजत द्वारा जनयुजि के जलए जवचार के ृात्र निीं िोंगे।

G.S.R. 104.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Consumer Affairs, Food and Public Distribution (Department of Consumer Affairs),

National Test House, Director (Grade-II) Recruitment Rules, 2016, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment

for the post of Director in the National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs,

Food and Public Distribution, namely :-

1. Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Consumer Affairs, National Test House, Director, Group 'A' Post Recruitment

Rules, 2026.

(2). They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.– The number of post, its classification, level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. – The method of recruitment, age-limit,

educational qualifications and other matters shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person,

(a) who has entered into or contracted a marriage with a person having a spouse living or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to any person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary and expedient to do so, it

may, by order and for the reasons to be recorded in writing in consultation with Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age–limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex–servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

(B) possessing the following qualifications and experience:-

Essential:

(i) Master degree in Chemistry (Pure/Applied) or Physics (Pure/Applied) or Degree in Engineering or Metallurgy

or Textile or Rubber Technology of a recognised university or institute: and

(ii) twelve years experience in managerial capacity in the field of testing and evaluation of materials and knowledge

of their behavior in a laboratory or institution of standings specialising in Material Science.

Desirable:

(i) Doctorate Degree in Chemistry or Physics or Post Graduate Degree in Engineering or Metallurgy or

Technology from a recognised university or institute;

(ii) administrative experience preferably in a laboratory; and

(iii) research experience in industrial materials and testing methodology.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 2: The period of deputation (including short term contract) including the period of deputation (including short

term contract) in another ex- cadre post held immediately preceding this appointment in the same or some other

organisation or Department of the Central Government shall ordinarily not exceed four years.

Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty six years as on the

closing date of the receipt of applications.

बनाती िैं, ऄथाथत: -

1. संजक्षप्त नाम और प्रारंभ –(1) आन जनयमों का संजक्षप्त नाम राष्ट्रीय चीनी संस्ट्थान, कानृुर, अचायथ (रसायन िास्त्र) और

सिायक अचायथ (रसायन िास्त्र) भती जनयम, 2026 िै।

(2) ये राजृत्र में ईनके प्रकािन की तारीख से प्रवृत्त िोंगे।

2. लागू िोना - ये जनयम, आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट ृदों ृर लागू िोंगे।

3. ृदों की सं्‍या, वगीकरण और वेतन मैररक्स में स्ट्तर – ईि ृदों की सं्‍या, ईनका वगीकरण और ईनसे संलग्न वेतन

मैररक्स में स्ट्तर वि िोगा, जो ईि ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) तक में जवजनर्ददष्ट िै ।

4. भती की ृद्धजत, अयु सीमा, ऄिथताएं अदद- भती की ृद्धजत, अयु-सीमा, ऄिथताएं और ईससे संबंजधत ऄन्य जविय वैसे

िी िोंगे, जैसे ृूवोि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट िैं।

5. जनरिथता – वि व्यजि

(क) जजसने ऐसे व्यजि से जजसका ृजत या ृत्नी जीजवत िै, जववाि दकया िै, या जववाि की संजवदा की िै; ऄथवा

(ख) जजसने ऄृने ृजत या ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजवदा की िै,

ईि ृदों के जलए जनयुजि का ृात्र निीं िोगा :

ृरन्तु यदद केन्रीय सरकार का यि समाधान िो जाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय िै और ऐसा करने के जलए ऄन्य अधार िैं तो वि दकसी व्यजि को आस जनयम के प्रवतथन से

छूट दे सकेगी।

6. जिजथल करने की िजि -जिां केंरीय सरकार की यि राय िै दक ऐसा करना अवश्यक या समीचीन िै, विां वि ईसके

जलए जो कारण िैं, ईन्िें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिथ करके आन जनयमों के दकसी भी ईृबंध को

दकसी ईृबंध को दकसी वगथ या प्रवगथ के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त - आन जनयमों की कोइ बात ऐसे अरक्षण, अयु सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव निीं डालेगी,

जजनका केंरीय सरकार द्वारा आस संबंध में समय-समय ृर जारी अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवथ सैजनकों और ऄन्य जविेि प्रवगथ के व्यजियों के जलए ईृबंध करना ऄृेजक्षत िै।

जनयजमत सेवा की िो और केंरीय सरकार द्वारा यथा जवजनर्ददष्ट कम से कम दो सप्ताि के प्रजिक्षण को सफलताृूवथक ृूरा दकया िो ।

रटप्ृण – जिां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्िोंने ऄृनी ऄिथक या ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया

जा रिा िो विां ईनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यि तब जबदक ईनके द्वारा की गइ ऐसी ऄिथक या

ृात्रता सेवा के अधे से ऄजधक से या दो विथ से, आनमें से जो भी कम िो, कम न िो और ईन्िोंने ऄृने ऐसे कजनष्ठ व्यजियों सजित,

जजन्िोंने ऐसे ऄिथक या ृात्रता सेवा ृिले िी ृूरी कर ली िै, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृररवीक्षा की ऄवजध

(ख) जो स्ट्तंभ (6) के ऄधीन सीधी भती के जलए िैजक्षक ऄिथताएं और ऄनुभव रखते िों ।

रटप्ृण 1: ृोिक वगथ के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में िैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

Recruitment Rules, 2017 in so far as they relate to the post of Physical Chemistry Professor;

(ii) the National Sugar Institute, Kanpur, Professor (Agriculture Chemistry), Assistant Professor (Agriculture

Chemistry) and Junior Scientific Officer (Agriculture Chemistry), Recruitment Rules, 2019, in so far as they relate to

the posts of Professor (Agriculture Chemistry) and Assistant Professor (Agriculture Chemistry);

following rules to regulate the method of recruitment to the posts of Professor (Chemistry) and Assistant Professor

(Chemistry) in the National Sugar Institute, Kanpur, Department of Food and Public Distribution under the Ministry

of Consumer Affairs, Food and Public Distributions, namely: -

1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Professor

(Chemistry) and Assistant Professor (Chemistry) Group ‘A’ Posts, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and Level in Pay Matrix. – The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

6. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. -Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Chemistry/Agriculture Chemistry in level-10 (Rs. 56100-1,77,500/-.) in the pay matrix with five years' of regular

service in the pay grade and have successfully completed the training of at least two weeks as specified by the

Central Government.

Note 1: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers

of the prescribed qualifying service in the respective grade or post.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided they are not short of the requisite qualifying, or

eligibility service by more than half of such qualifying or eligibility service, or two years', whichever is less, and

have successfully completed their probation period for promotion to the next higher grade along with their juniors,

who have already completed such qualifying or eligibility service.

Deputation (including short-term contract):

Officers under the Central Government or the State Governments or Union territory Administrations or public

sector undertakings or universities or recognised research institutions or autonomous bodies or statutory

organisations:

(A) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years' service in the grade rendered after appointment thereto on a regular basis in posts in level-10

(Rs. 56100-1,77,500/-.) in the pay matrix in the parent cadre or department and

(B) possessing the educational qualifications and experience as prescribed for direct recruits under column (7).

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: The period of deputation (including short-term contract), including the period of deputation (including

short-term contract), in another ex-cadre post held immediately preceding this appointment in the same or some

other organisation or department of the Central Government shall ordinarily not to exceed four years.

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the

closing date of the receipt of applications.
