अ.ऄ. 52.—यतः, भारत जनवााचन अयोग द्वारा ददनांक 5 जसतम्बर, 2024 की ऄजधसूचना

सं. 464/भा0जन0अ0/िरर0-जव0स0/2024 के ऄनुसरण में िररयाणा राज्य के 32-गोिाना जवधान सभा जनवााचन क्षेत्र के

जलए साधारण जनवााचन, 2024 अयोजजत दकया गया था; और

यतः, लोक प्रजतजनजधत्व ऄजधजनयम, 1951 की धारा 78 के ऄनुसार, दकसी जनवााचन में, जनवााचन लड़ने

वाला प्रत्येक ऄभ्यथी, जनवााजचत ऄभ्यथी के जनवााचन की तारीख से 30 ददनों के भीतर ऄृने जनवााचन व्यय का लेखा जजला

जनवााचन ऄजधकारी के ृास दाजखल करेगा जो ईक्त ऄजधजनयम की धारा 77 के ऄंतगात ईसके द्वारा या ईसके जनवााचन

यतः, िररयाणा राज्य के 32-गोिाना जवधान सभा जनवााचन क्षेत्र के साधारण जनवााचन, 2024 का ृररणाम

ररटर्ननग अदिसर द्वारा ददनांक 8 ऄक्तूबर, 2024 को घोजित दकया गया था और आस प्रकार जनवााचन व्यय के लेखे दाजखल

करने की ऄजन्तम तारीख 7 नवम्बर, 2024 थी; और

यतः, जनवााचनों का संचालन जनयम, 1961 के जनयम 89 के ईृ-जनयम (1) के ऄंतगात, जजला जनवााचन

ऄजधकारी, सोनीृत की ररृोटा ददनांक 08.11.2024 जो मु्‍य जनवााचन ऄजधकारी, िररयाणा से ददनांक 05.02.2025

ृत्र सं0 6/Elect-Exp./GELA-HR-2024/Elec-2025/2AE-692 को प्राप्त हुइ थी, के ऄनुसार श्री ददनेि कुमार जो

िररयाणा राज्य के 32-गोिाना जवधान सभा जनवााचन क्षेत्र, 2024 से जनवााचन लड़ने वाले ऄभ्यथी िैं, जवजध के ऄंतगात

यथाृेजक्षत रीजत से ऄृने जनवााचन व्ययों का लेखा दाजखल करने में ऄसिल रिे िैं और

यतः, जजला जनवााचन ऄजधकारी की ईक्त ररृोटा के अधार ृर भारत जनवााचन अयोग द्वारा जनवााचनों का

संचालन जनयम, 1961 के जनयम 89 के ईृ-जनयम (5) के ऄंतगात श्री ददनेि कुमार को ऄृने जनवााचन व्यय के लेखे प्रस्ट्तुत

निीं करने के जलए कारण बताओ नोरटस सं. 76/िरर/जव.स./व्यय लेखा/2024/सी.इ.एम.एस.-1, ददनांकः 30 ऄप्रैल, 2025

को जारी दकया गया था, और

यतः, ईृयुाक्त कारण बताओ नोरटस के जररए और जनवााचनों का संचालन जनयम, 1961 के जनयम 89 के

ईृ-जनयम (6) के ऄनुसार श्री ददनेि कुमार को लेखा प्रस्ट्तुत न दकए जाने संबंधी कारणों को स्ट्ृष्ट करते हुए, अयोग को

ऄृना ऄभ्यावेदन जलजखत प ृ में प्रस्ट्तुत करने और नोरटस के प्राप्त िोने की तारीख से 20 ददनो के भीतर जजला जनवााचन

ऄजधकारी, सोनीृत को ऄृने जनवााचन व्यय का लेखा प्रस्ट्तुत करने का जनदेि ददया गया था, और

यतः, जजला जनवााचन ऄजधकारी, सोनीृत से ददनांक 19.06.2025 के ृत्र सं0- जनवााचन-2025/564 के

द्वारा सूजचत दकया िै दक ईक्त कारण बताओ नोरटस जवजधवत प ृ से श्री ददनेि कुमार की माता (श्रीमती जवद्या देवी) द्वारा

ददनांक 30.05.2025 को तामील दकया गया था, और

यतः, जजला जनवााचन ऄजधकारी, सोनीृत ने ृत्र सं0- जनवााचन-2025/564 ददनांक 19.06.2025 के द्वारा

प्रस्ट्तुत की गइ ऄनुृूरक ररृोटा में यि बताया िै दक श्री ददनेि कुमार ने जनवााचन व्यय का लेखा प्रस्ट्तुत निीं दकया िैइ आसके

ऄजतररक्त, ईक्त नोरटस की ृावती के ईृरांत, श्री ददनेि कुमार ने जवजध के ऄंतगात यथा जवजित लेखा दाजखल करने में

ऄृनी ऄसिलता के जलए भारत जनवााचन अयोग को न तो कोइ कारण बताया िै और न िी कोइ स्ट्ृष्टीकरण ददया िै, और

यतः, लोक प्रजतजनजधत्व ऄजधजनयम, 1951 की धारा 10क में यि ईृबंजधत दकया गया िै दकः

“यदद जनवााचन अयोग का समाधान िो जाता िै दक कोइ व्यजक्त

(क)

जनवााचन व्ययों का लेखा ईस समय के भीतर और रीजत में जैसी आस ऄजधजनयम के द्वारा या ऄधीन ऄृेजक्षत िै,

दाजखल करने में ऄसिल रिा िै, और

(ख)

ईस ऄसिलता के जलए कोइ ऄच्छा कारण ऄथवा न्यायोजचत्य निीं रखता िै, तो जनवााचन अयोग, िासकीय

राजृत्र में प्रकाजित अदेि द्वारा ईसको जनरर्हित घोजित करेगा और ऐसा व्यजक्त ईस अदेि की तारीख से तीन विा की

कालावजध के जलए जनरर्हित िोगा इ

यतः, तथ्यों और ईृलब्ध ररकाडों के अधार ृर अयोग का यि समाधान िो गया िै दक श्री ददनेि कुमार

ऄृने जनवााचन व्यय के लेखे दाजखल करने में ऄसिल रिे िैं और ईनके ृास ऐसा करने में ऄसिल रिने के जलए कोइ भी

ईजचत कारण ऄथवा औजचत्य निीं िै, और

ऄतः, ऄब, लोक प्रजतजनजधत्व ऄजधजनयम, 1951 की धारा 10क के ऄनुसरण में भारत जनवााचन अयोग

एतद्वारा घोिणा करता िै दक जवधान सभा के साधारण जनवााचन, 2024 में िररयाणा राज्य के 32-गोिाना जवधान सभा

जनवााचन क्षेत्र से जनवााचन लड़ने वाले ऄभ्यथी श्री ददनेि कुमार, गांव एंव डाकखाना अंवली, तिसील गोिाना, जजला

सोनीृत, आस अदेि की तारीख से तीन विा की ऄवजध के जलए संसद के दकसी भी सदन ऄथवा राज्य ऄथवा संघ राज्य क्षेत्र

की जवधानसभा ऄथवा जवधान ृररिद का सदस्ट्य चुने जाने ऄथवा िोने के जलए जनरर्हित िोंगेइ

New Delhi, the 12th May, 2026

O.N. 52.—WHEREAS, the General Election to Legislative Assembly of Haryana, 2024 for 32- Gohana

Assembly Constituency was held in pursuance of the Election Commission of India Notification No. 464/ECI/HAR-

LA/2024, dated 5^th September, 2024; and

WHEREAS, as per Section 78 of the Representation of the People Act, 1951, every contesting candidate at an

election shall, within 30 days from the date of election of the returned candidate, lodge with the District Election

Officer an account of his/her election expenses which shall be true copy of the account kept by him/her or his/her

election agent under Section 77 of the said act; and

WHEREAS, the result of the above-mentioned election for 32- Gohana Assembly Constituency of Haryana,

2024 was declared by the Returning Officer on 8^th October, 2024 and hence the last date for lodging the account of

Election Expenses was 7^th November, 2024; and

WHEREAS, as per the report submitted by DEO, Sonipat report dated 08.11.2024 forwarded by the Chief

Electoral Officer, Haryana vide his letter no. 6/Elect-Exp./GELA-HR-2024/Elec-2025/2AE-692 dated 05.02.2025,

under sub-rule (1) of Rule 89 of the Conduct of Elections Rules, 1961, Sh. Dinesh Kumar a contesting candidate

from 32- Gohana Assembly Constituency of state of Haryana has failed to lodge account of election expenses, as

required under law; and

WHEREAS, on the basis of the said report of the District Election Officer, Sonipat a Show-Cause notice No.

76/HR-LA/Exp. Account/2024/CEMS-I, dated 30^th April, 2025 was issued under sub rule (5) of Rule 89 of the

Conduct of Elections Rules, 1961 by the Election Commission of India to Sh. Dinesh Kumar for not lodging of his

account of Election Expenses; and

WHEREAS, through the above said Show Cause Notice and under sub rule (6) of Rule 89 of the Conduct of

Elections Rules, 1961, Sh. Dinesh Kumar, was directed to submit representation in writing to the Commission

explaining the reasons for not lodging the account and also to lodge account of election expenses with the District

Election Officer, Sonipat within 20 days from the date of receipt of the notice; and

WHEREAS, the District Election Officer, Sonipat vide his letter no. Elec-2025/564 dated 19.06.2025 has

informed that the notice was duly served and received by Sh. Dinesh Kumar’ mother (name Smt. Vidya Devi), on

30.05.2025; and

WHEREAS, the District Election Officer, Sonipat in his Supplementary Report, vide its letter no. Elec-

2025/564 dated 19.06.2025 has reported that Sh. Dinesh Kumar has not submitted account of election expenses.

Further, after receipt of the said notice, Sh. Dinesh Kumar has neither furnished any reason nor explanation to the

Election Commission of India, for failure to lodge the account of his election expenses as prescribed under law; and

WHEREAS, Section 10 A of the Representation of the People Act, 1951 provides that:-

“If the Election Commission is satisfied that a person-

(a) has failed to lodge an account of election expenses, within the time and in the manner required by or under

this Act, and

(b) has no good reason or justification for the failure, the Election Commission shall, by order published in the

Official Gazette, declare him to be disqualified and any such person shall be disqualified for a period of three years

from the date of the order.”;

WHEREAS, on the basis of facts and available records, the Commission is satisfied that Sh. Dinesh Kumar

has failed to lodge account of his election expenses and has no good reason or justification for the failure to do so; and

NOW, THEREFORE, in pursuance of Section 10A of the Representation of the People Act, 1951, the Election

Commission of India hereby declares Sh. Dinesh Kumar, Village and Post Office Anwali, Tehsil Gohana, District

Sonepat, a contesting candidate for 32-Gohana Assembly Constituency of Haryana in General Election to

Legislative Assembly, 2024 to be disqualified for being chosen as and for being a member of either House of the

Parliament or the Legislative Assembly or the Legislative Council of a State or Union Territory for a period of three

years from the date of this order.

ृंजाब से ईनके ददनांक 22.07.2024 के ृत्र सं. Elec-2024/R-7458, के तित प्राप्त जजला जनवााचन ऄजधकारी,

ऄमृतसर की ददनांक 05.07.2024 की ररृोटा के ऄनुसार, श्री जसमरनप्रीत ससि, जो ृंजाब के 02-ऄमृतसर संसदीय

जनवााचन क्षेत्र से जनवााचन लड़ने वाले ऄभ्यथी िैं, जवजध के ऄंतगात यथा ऄृेजक्षत जनवााचन व्यय का लेखा दाजखल करने में

ऄसिल रिे िैं; और

यतः, जजला जनवााचन ऄजधकारी, ऄमृतसर की ईक्त ररृोटा के अधार ृर, भारत जनवााचन अयोग द्वारा जनवााचनों

का संचालन जनयम, 1961 के जनयम 89 के ईृ-जनयम (5) के ऄंतगात श्री जसमरनप्रीत ससि को ऄृने जनवााचन व्यय के लेखे

प्रस्ट्तुत निीं करने के जलए कारण बताओ नोरटस सं. 76/PB-LS/2/2024/सीइएमएस-I, ददनांक 12.08.2025 को जारी

दकया गया था; और

यत:, ईृयुाक् त ईक्त कारण बताओ नोरटस के जररए और जनवााचनों का संचालन जनयम, 1961 के जनयम 89 के

ईृ-जनयम (6) के ऄंतगात, श्री जसमरनप्रीत ससि को लेखा दाजखल न दकए जाने संबंधी कारणों को स्ट् ृष् ट करते हुए अयोग

को ऄृना ऄभ् यावेदन जलजखत प ृ में प्रस्ट् तुत करने और नोरटस के प्राप् त िोने की तारीख से 20 ददनों के भीतर जजला

व्यय के लेखे का कोइ जववरण प्रस्ट्तुत निीं दकया िैइ आसके ऄजतररक्त, ईक्त नोरटस जमलने के ईृरांत, श्री जसमरनप्रीत ससि

द्वारा जवजध के ऄंतगात यथा-जवजित लेखे दाजखल करने में ऄृनी ऄसिलता के जलए भारत जनवााचन अयोग को न तो कोइ

कारण बताया िै और न िी कोइ स्ट्ृष्टीकरण ददया िै; और

यत:, लोक प्रजतजनजधत् व ऄजधजनयम, 1951 की धारा 10क में यि ईृबंजधत दकया गया िै दक:-

dated 7^th May, 2024; and

WHEREAS, as per Section 78 of the Representation of the People Act, 1951, every contesting candidate at an

election shall, within 30 days from the date of election of the returned candidate, lodge with the District Election

Officer an account of his/her election expenses which shall be a true copy of the account kept by him/her or his/her

election agent under Section 77 of the said act; and

WHEREAS, the result of the election for 2- Amritsar Parliamentary Constituency of Punjab, 2024 was

declared by the Returning Officer on 04^th June, 2024 and hence the last date for lodging the account of Election

Expenses was 4^th July, 2024; and

WHEREAS, as per the report dated 05.07.2024 of DEO, Amritsar under sub-rule (1) of Rule 89 of the

Conduct of Elections Rules, 1961 received through the CEO, Punjab vide his letter no. Elec-2024/R-7458, dated

22.07.2024 stating that Sh. Simranpreet Singh, a contesting candidate from 2- Amritsar Parliamentary Constituency

of State of Punjab has failed to lodge the account of his election expenses, as required under law; and

WHEREAS, on the basis of the said report of the District Election Officer, a ‘Show-Cause Notice’ No. 76/PB-

LS/2/2024/CEMS-I, dated 12^th August, 2025 was issued under sub rule (5) of Rule 89 of the Conduct of Elections

Rules, 1961 by the Election Commission of India to Sh. Simranpreet Singh, for not lodging of the account of

Election Expenses; and

WHEREAS, through the above said ‘Show Cause Notice’ and under sub rule (6) of Rule 89 of the Conduct of

Elections Rules, 1961, Sh. Simranpreet Singh was directed to submit representation in writing to the Commission

explaining the reasons for not lodging the account and also to lodge the account of his election expenses with the

District Election Officer, Amritsar District within 20 days from the date of receipt of the notice; and

WHEREAS, the DEO, Amritsar has reported that the said ‘Show Cause Notice’ was served to Smt.

Jashanpreet Kaur (W/o Sh. Simranpreet Singh) on 13.03.2026; and

WHEREAS, the District Election Officer, Amritsar in his Supplementary Report, received through the CEO,

Punjab vide his letter no. Elec-2026/R-4303, dated 12.05.2026 has reported that Sh. Simranpreet Singh has not

submitted any representation or statement of account of election expenses. Further, after receipt of the said notice,

Sh. Simranpreet Singh has neither furnished any reason nor explanation to the Election Commission of India for

failure to lodge the account of his election expenses as prescribed under law; and

WHEREAS, Section 10A of the Representation of the People Act, 1951 provides that:-

“If the Election Commission is satisfied that a person-

था; और

ऄजभकताा द्वारा रखे गए लेखे की एक सत्य प्रजत िोगी; और

यतः, ृंजाब के 13-ृरटयाला संसदीय जनवााचन क्षेत्र के जलए साधारण जनवााचन, 2024 का ृररणाम, ररटर्ननग

ऄजन्तम तारीख 04 जुलाइ, 2024 थी; और

ृरटयाला की ददनांक 05.07.2024 की ररृोटा के ऄनुसार, श्री सुखसवदर ससि, जो ृंजाब के 13-ृरटयाला संसदीय

ऄसिल रिे िैं; और

यतः, जजला जनवााचन ऄजधकारी, ृरटयाला की ईक्त ररृोटा के अधार ृर, भारत जनवााचन अयोग द्वारा जनवााचनों

का संचालन जनयम, 1961 के जनयम 89 के ईृ-जनयम (5) के ऄंतगात श्री सुखसवदर ससि को ऄृने जनवााचन व्यय के लेखे

प्रस्ट्तुत निीं करने के जलए कारण बताओ नोरटस सं. 76/PB-LS/13/2024/सीइएमएस-I, ददनांक 31.01.2025 को जारी

दकया गया था; और

ईृ-जनयम (6) के ऄंतगात, श्री सुखसवदर ससि को लेखा दाजखल न दकए जाने संबंधी कारणों को स्ट् ृष् ट करते हुए अयोग को

ऄृना ऄभ् यावेदन जलजखत प ृ में प्रस्ट् तुत करने और नोरटस के प्राप् त िोने की तारीख से 20 ददनों के भीतर जजला जनवााचन

ऄजधकारी, ृरटयाला जजला को ऄृने जनवााचन व्यय के लेखे प्रस्ट् तुत करने का जनदेि ददया गया था; और

यत:, जजला जनवााचन ऄजधकारी, ृरटयाला ने ऄृने ृत्र द्वारा सूजचत दकया िै दक ईक्त कारण बताओ नोरटस

श्री सुखसवदर ससि को ददनांक 06.02.2025 को तामील दकया गया था; और

यत:, मु्‍य जनवााचन ऄजधकारी, ृंजाब से ईनके ददनांक 25.10.2025 के ृत्र सं. Elec-2025/R-8097, के तित

प्राप्त जजला जनवााचन ऄजधकारी, ृरटयाला की ऄनुृूरक ररृोटा के द्वारा सूजचत दकया िै दक श्री सुखसवदर ससि ने जनवााचन

व्यय के लेखे का कोइ जववरण प्रस्ट्तुत निीं दकया िैइ आसके ऄजतररक्त, ईक्त नोरटस जमलने के ईृरांत, श्री सुखसवदर ससि

कारण बताया िै और न िी कोइ स्ट्ृष्टीकरण ददया िै; और

यत:, लोक प्रजतजनजधत् व ऄजधजनयम, 1951 की धारा 10क में यि ईृबंजधत दकया गया िै दक:-

“यदद जनवााचन अयोग का समाधान िो जाता िै दक कोइ व् यजक्त-

िै ,दाजखल करने में ऄसिल रिा िै; तथा

(ख) ईस ऄसिलता के जलए कोइ ऄच्छा कारण या न्यायोजचत्य निीं रखता िै,

अदेि की तारीख से तीन विा की कालावजध के जलए जनरर्हित िोगाइ";

यत:, तथ्यों और ईृलब्ध ररकाडों के अधार ृर , अयोग का यि समाधान िो गया िै दक श्री सुखसवदर ससि ऄृने

जनवााचन व् यय के लेखे दाजखल करने में ऄसिल रिे िैं और ईनके ृास ऐसा करने में ऄसिल रिने के जलए कोइ भी ईजचत

कारण ऄथवा औजचत् य निीं िै; और

घोिणा करता िै दक ृंजाब के 13-ृरटयाला संसदीय जनवााचन क्षेत्र से जनवााचन लड़ने वाले ऄभ् यथी, श्री सुखसवदर ससि,

जनवासी- म.नं.-11 गली नं.- 32-बी, अनंद नगर-बी, ृरटयाला, ृंजाब-147001, आस अदेि की तारीख से तीन विा की

ऄवजध के जलए संसद के दकसी भी सदन ऄथवा राज् य ऄथवा संघ राज् य क्षेत्र की जवधान सभा ऄथवा जवधान ृररिद का

सदस्ट् य चुने जाने ऄथवा िोने के जलए जनरर्हित िोंगे इ

New Delhi, the 15th May, 2026

O.N. 54.—WHEREAS, the General Election to Lok Sabha of Punjab, 2024, for 13- Patiala Parliamentary

Constituency was held in pursuance of the Election Commission of India Notification No. 464/EPS/2024(7),

dated 7^th May, 2024; and

WHEREAS, as per Section 78 of the Representation of the People Act, 1951, every contesting candidate at an

election shall, within 30 days from the date of election of the returned candidate, lodge with the District Election

Officer an account of his/her election expenses which shall be a true copy of the account kept by him/her or his/her

election agent under Section 77 of the said act; and

WHEREAS, the result of the election for 13- Patiala Parliamentary Constituency of Punjab, 2024 was

declared by the Returning Officer on 04^th June, 2024 and hence the last date for lodging the account of Election

Expenses was 4^th July, 2024; and

WHEREAS, as per the report dated 05.07.2024 of DEO, Patiala under sub-rule (1) of Rule 89 of the Conduct

of Elections Rules, 1961 received through the CEO, Punjab vide his letter no. Elec-2024/R-7458, dated 22.07.2024

stating that Sh. Sukhvinder Singh, a contesting candidate from 13- Patiala Parliamentary Constituency of State of

Punjab has failed to lodge the account of his election expenses, as required under law; and

WHEREAS, on the basis of the said report of the District Election Officer, a ‘Show-Cause Notice’ No. 76/PB-

LS/13/2024/CEMS-I, dated 31^st January, 2025 was issued under sub rule (5) of Rule 89 of the Conduct of Elections

Rules, 1961 by the Election Commission of India to Sh. Sukhvinder Singh, for not lodging of the account of

Election Expenses; and

WHEREAS, through the above said ‘Show Cause Notice’ and under sub rule (6) of Rule 89 of the Conduct of

Elections Rules, 1961, Sh. Sukhvinder Singh was directed to submit representation in writing to the Commission

explaining the reasons for not lodging the account and also to lodge the account of his election expenses with the

District Election Officer, Patiala District within 20 days from the date of receipt of the notice; and

WHEREAS, the DEO, Patiala has reported that the said ‘Show Cause Notice’ was served to Sh. Sukhvinder

Singh on 06.02.2025; and

WHEREAS, the District Election Officer, Patiala in his Supplementary Report, received through the CEO,

Punjab vide his letter no. Elec-2025/R-8097, dated 25.10.2025 has reported that Sh. Sukhvinder Singh has not

submitted any representation or statement of account of election expenses. Further, after receipt of the said notice, Sh.

Sukhvinder Singh has neither furnished any reason nor explanation to the Election Commission of India for failure

to lodge the account of his election expenses as prescribed under law; and

WHEREAS, Section 10A of the Representation of the People Act, 1951 provides that:-

“If the Election Commission is satisfied that a person-

(a) has failed to lodge an account of election expenses within the time and in the manner required by or

under this Act, and

(b) has no good reason or justification for the failure,

the Election Commission shall, by order published in the Official Gazette, declare him to be disqualified and any such

person shall be disqualified for a period of three years from the date of the order.”;

WHEREAS, on basis of the facts and available records, the Commission is satisfied that Sh. Sukhvinder

Singh has failed to lodge the account of his election expenses and has no good reason or justification for the failure to

do so; and

NOW, THEREFORE, in pursuance of Section 10A of the Representation of the People Act, 1951, the

Election Commission of India hereby declares Sh. Sukhvinder Singh, resident of H.No. 11, Street No. 32-B, Anand

Nagar-B, Patiala, Punjab, Pin-147001 and a contesting candidate from 13- Patiala Parliamentary Constituency of

State of Punjab, to be disqualified for being chosen as and for being a member of either House of the Parliament or

the Legislative Assembly or the Legislative Council of a State or Union Territory for a period of three years from the

date of this order.

Elections Rules, 1961, Sh. Paramjit Singh S/o Tarlochan Singh was directed to submit representation in writing to

WHEREAS, Section 10A of the Representation of the People Act, 1951 provides that:-
