सेना जचदकत्सा सेवा महाजनदेिालय, सिस्त्र सेना जचदकत्सा सामग्री जडृो, भण्डार रक्षण कमचारी समूह ’ग’ ृद भती

जनयम, 2006 को, िहां तक उनका संबंध भण्डार अधीक्षक के ृद से हज, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्हें ऐसे

अजधक्मण से ृहले दकया गया हज या करने का लोृ दकया गया हज, रक्षा मंत्रालय, सिस्त्र सेना जचदकत्सा सेवा महाजनदेिालय

के अधीन वररष्ठ भण्डार अधीक्षक के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हज,

अथाचत् :-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सिस्त्र सेना जचदकत्सा सेवा

महाजनदेिालय, वररष्ठ भण्डार अधीक्षक (समूह ‘ख’ ृद) भती जनयम, 2026 हज।

ये रािृत्र में प्रकािन की तारीख को प्रवृत होंगे।

ृद सं्‍या, वगीकरण और वेतन मजररक्स में स्ट्तर – उि ृद की सं्‍या, उसका वगीकरण और वेतन सारणी में स्ट्तर

वह होंगे, िो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्ददष्ट हज।

भती की ृद्धजत, आयु-सीमा, अहचताएं आदद – उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहचताएं और उससे

संबंजधत अन्य बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

जनरहचता.- वह व्यजि .-

(क) जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज, या जववाह की संजवदा की हज,

अथवा

(ख) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, जववाह का संजवदा की हज,

उि ृदों ृर जनयुजि का ृात्र नहीं होगा।

ृरन्तु यदद केन्द्रीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के

प्रवतचन से िूट दे सकेगी।

जिजथल करने की िजि.- िहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह

उसके जलए िो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिच करके, इन जनयमों के दकसी उृबंध को

दकसी वगच या प्रवगच के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।

व्यावृजत.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में िूट और अन्य ररयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय ृर जनकाले गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जृिडे. वगों, भूतृूवच सजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उृबंध करना अृेजक्षत हज।

प्रोन्नजतिः

भण्डार अधीक्षक जिसने वेतन मजररक्स के स्ट्तर-4, (रु.25500-81100) की श्रेणी में दस वषच जनयजमत सेवा की हो और जिसने सक्षम

प्राजधकारी द्वारा यथाजवजहत दो से चार सप्ताह का प्रोन्नजत ृूवच प्रजिक्षण को सफलताृूवचक ृूरा दकया हो।

रटप्ृण : िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अृनी अहचक या ृात्रता सेवा ृूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया

िा रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया िाएगा ृरंतु यह तब िबदक उनके द्वारा की गई ऐसी अहचक या

ृात्रता सेवा, अृेजक्षत अहचक या ृात्रता सेवा के आधे से अजधक से या दो वषच से, इनमें से िो भी कम हो, कम न हो और उन्होंने

अृने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहचक या ृात्रता सेवा ृहले ही ृूरी कर ली हज, अगली उच्चतर श्रेणी में प्रोन्नजत के

जलए अृनी ृररवीक्षा की अवजध सफलताृूवचक ृूरी कर ली हो।

प्रजतजनयुजि:

केंद्रीय सरकार के अजधकारी,-

(क)(i) िो जनयजमत आधार ृर मूल संवगच या जवभाग में सदृि ृद धारण कर रहे हैं, अथवा

(ii) जिन्होंने मूल संवगच या जवभाग में वेतन मजररक्स में स्ट्तर-5 (रु. 29200-92300) या समतुल्य ृद में जनयुजि के ृश्चात जनयजमत

आधार ृर उस श्रेणी में िह वषच की सेवा की हो,

(ख) जिनके ृास जनम्नजलजखत िजक्षक अहचताएं और अनुभव हो, अथाचत् :-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा संस्ट्थान से अथचिास्त्र अथवा वाजणज्य अथवा संजखयकी अथवा व्यवसाय अध्ययन

अथवा लोक प्रिासन में स्नातकोत्तर उृाजध; और

(ii) केन्द्र सरकार अथवा राज्य सरकारों अथवा संध राज्य क्षेत्र प्रिासनों अथवा स्ट्वायत्त जनकाय अथवा सांजवजधक संगठन अथवा

सावचिजनक क्षेत्र के उृक्मों अथवा मान्यता प्राप्त जवश्वजवद्यालय अथवा मान्यता प्राप्त संस्ट्थान के भण्डार अथवा प्रजतष्ठान के संभलाई

एवं लेखा संधारण में एक वषच का अनुभव; अथवा

(iii) दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा संस्ट्थान से अथचिास्त्र अथवा वाजणज्य अथवा सांजखयकी अथवा व्यवसाय

अध्ययन अथवा लोक प्रिासन में स्नातक उृाजध;

(iv) दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा संस्ट्थान से सामग्री प्रबंधन अथवा भण्डार-गृह प्रबंधन अथवा क्य अथवा रसद

अथवा लोक प्राृण में जडप्लोमा;

(v) केंद्र सरकार अथवा राज्य सरकारों अथवा संध राज्य क्षेत्र प्रिासनों अथवा स्ट्वायत्त जनकाय अथवा सांजवजधक संगठन अथवा

सावचिजनक क्षेत्र के उृक्मों अथवा मान्यता प्राप्त जवश्वजवद्यालय अथवा मान्यता प्राप्त संस्ट्थान के भंडार अथवा प्रजतष्ठान के संभलाई

एवं लेखा संधारण में दो वषच का अनुभव।

रटप्ृण 1.- ृोषक वगच के ऐसे जवभागीय अजधकारी, िो प्रोन्नजत की सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

िाने के ृात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के ृात्र नहीं होंगे।

रटप्ृण 2.- प्रजतजनयुजि की अवजध, जिसके अंतगचत केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

ृहले धाररत दकसी अन्य संवगच बाह्य ृद ृर प्रजतजनयुजि की अवजध हज, साधारणतया तीन वषच से अजधक नहीं होगी।

रटप्ृण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को िप्ृन वषच से अजधक

नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना।

समूह ‘ख’ जवभागीय ृुजष्ट सजमजत (ृुजष्ट के संबंध में जवचार करने के जलए), जिसमें जनम्नजलजखत

होंगे : -

1. अृर महाजनदेिक, सिस्त्र सेना जचदकत्सा सेवा (उृस्ट्कर और भण्डार) -अध्यक्ष;

2. उृ महाजनदेिक, सिस्त्र सेना जचदकत्सा सेवा (योिना)

S.R.O. 18.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Armed Forces Medical Stores Depot Group ‘B’ Post (Senior Stores Superintendent) Recruitment

Rules 2005; and the Ministry of Defence, Directorate General Armed Forces Medical Services, Armed Forces

Medical Store Depot, Storekeeping Staff Group ‘C’ posts Recruitment Rules, 2006, in so far as they relate to the post

of Store Superintendent, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Senior Store Superintendent in

the Directorate General Armed Forces Medical Services, Ministry of Defence, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Defence, Directorate General

Armed Forces Medical Services, Senior Store Superintendent (Group ‘B’ Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government, -

(a) (i)

holding analogous posts on a regular basis in the parent cadre or Department; or

(ii)

with six years’ service rendered after appointment to the post on a regular basis in level-5 in the pay matrix

(Rs.29200-92300) or equivalent in the parent cadre or Department; and

(b)

possessing the following educational qualifications and experience, namely: -

(i)

Master’s degree in Economics or Commerce or Statistics or Business Studies or Public Administration from

a recognised University or recognised institute; and

(ii)

One-year experience in handling store and keeping Accounts in a store or a concern of the Central

Government or State Governments or Union territory Administrations or autonomous body or statutory organisation

public sector undertakings or recognised University or recognised institution;

or (iii) Bachelor’s degree in Economics or Commerce or Statistics or Business Studies or Public Administration

from a recognised University or recognised institute;

(iv)

Diploma in material management or warehousing management or purchasing or logistics or public

procurement from recognised University or recognised institute;

(v)

Two years’ experience in handling Store and keeping accounts in a Store or a concern of the Central

Government or State Governments or Union territory Administrations or autonomous body or Statutory organisation

or public store undertakings or recognised University or recognised research institution.

Note 1. - The departmental officers in the feeder category who are in the direct line of promotion will not be eligible

for consideration for appointment on deputation. Similarly, the deputationists list shall not be eligible for

consideration for appointment by promotion.

Note 2. - The period of deputation in another ex-cadre post held immediately preceding this appointment in the same

organisation or department of the Central Government shall ordinarily not to exceed three years.

Note 3. –The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the

closing date of the receipt of applications.
