सा.का.जन. 106.—राष्ट्रृजत, संजवधान के अनुच्छेद 309 के ृरंतुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और

केंद्रीय भूजल बोडड (प्रिासक, केंद्रीय भूजल प्राजधकरण) भती जनयम, 2000 का, उन बातों के जसवाय अजधक्ांत करते हुए

जजन्हें ऐसे अजधक्मण से ृहले दकया गया हज या करने का लोृ दकया गया हज, जल िजि मंत्रालय, जल संसाधन, नदी

जवकास और गंगा संरक्षण जवभाग, केंद्रीय भूजल बोडड में प्रिासक के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए

जनम्नजलजखत जनयम बनाती हैं, अथाडत्:-

1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम जल िजि मंत्रालय, जल संसाधन, नदी जवकास और गंगा

संरक्षण जवभाग, केन्द्रीय भूजल बोडड, (प्रिासक, केन्द्रीय भूजल प्राजधकरण) भती जनयम, 2026 हज।

(2) ये राजृत्र में उनके प्रकािन की तारीख से प्रवृत्त होंगे।

2. ृदों की सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर - उक् त ृद की सं्‍या, उसका वगीकरण, उससे संलग् न वेतन

मजट्ररक्स में स्ट्तर, वह होगा, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट् तंभ (2) से (4) में जवजनर्ददष्ट हज।

3. भती की ृद्धजत, आयु सीमा, अहडताएं आदद – उि ृद ृर भती की ृद्धजत, आयु सीमा, अहडताएं तथा उससे संबंजधत

अन्य बातें वे होंगी जो उक् त अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्ददष् ट हैं।

4. जनरहडता- वह व् यजि –

(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज; अथवा

(ख) जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज;

उि ृद के जलए जनयुजि का ृात्र नही होगा:

ृरंतु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन् य ृक्षकार को लागू

स्ट् वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतडन से

छूट दे सकेगी।

5. जिजथल करने की िजि- जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह उसके

जलए जो कारण हैं, उन् हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिड करके इन जनयमों के दकसी भी उृबंध को

दकसी वगड या प्रवगड के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी ।

6. व् यावृजत्त- इन जनयमों की कोई बात ऐसे आरक्षण, आयु सीमा में छूट और अन् य ट्ररयायतों ृर प्रभाव नहीं डालेगी, जजनका

केंद्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों,

अन् य जृछड़ा वगों, भूतृूवड सजनकों और अन् य जविेष प्रवगड के व् यजियों के जलए उृबंध कराना अृेजक्षत हज।

प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती की दिा में वे श्रेजणयााँ जजनसे प्रोन्नजत या प्रजतजनयुजि या आमेलन दकया जाएगा ।

प्रजतजनयुजि (अल्ृकाजलक संजवदा सजहत):

(क) केंद्रीय सरकार अथवा राज्य सरकार अथवा संघ राज्यक्षेत्र अथवा जवश्वजवद्यालय अथवा मान्यता प्राप्त अनुसंधान संस्ट्थान अथवा

सावडजजनक क्षेत्र के उृक्म अथवा वजधाजनक जनकाय अथवा स्ट्वायत्त संगठन के अधीन कायडरत अजधकारीगण:

(i) जो मूल संवगड (काडर) या जवभाग में जनयजमत आधार ृर सदृि ृद धाट्ररत करते हो; अथवा

(ii) जजन्होंने मूल संवगड (काडर) या जवभाग में वेतन मजट्ररक्स में स्ट्तर-10 (56100-177500) या समतुल्य ृद ृर जनयजमत आधार

ृर जनयुजि के ृश्चात ृांच वषड की जनयजमत सेवा प्रदान की हो; और

(ख) जनम्नजलजखत िजक्षजणक अहडताओं और अनुभव का धारक:

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक उृाजध;

(ii) प्रिासन, स्ट्थाृना और लेखा मामलों में ृांच वषड का अनुभव।

ट्रटप्ृण.- प्रजतजनयुजि (अल्ृकाजलक संजवदा सजहत) की अवजध, जजसके अंतगडत इस जनयुजि से ठीक ृहले केंद्रीय सरकार के उसी या

दकसी अन्य संगठन या जवभाग में दकसी अन्य संवगड बाह्य ृद ृर धाट्ररत प्रजतजनयुजि (अल्ृकाजलक संजवदा सजहत) की अवजध हज,

साधारणतया तीन वषड से अजधक नहीं होगी। प्रजतजनयुजि द्वारा जनयुजि हेतु अजधकतम आयु-सीमा आवेदन प्राजप्त की अंजतम तारीख

को छप्ृन वषड से अजधक नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना ।

भती करने में दकन ृट्ररजस्ट्थजतयों में संघ लोक सेवा आयोग से

ृरामिड दकया जाएगा ।

G.S.R. 106.—In exercise of the power conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Ground Water Board (Administrator, Central Ground Water Authority) Recruitment

Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Administrator in Ministry of Jal Shakti,

Department of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board,

namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Jal Shakti, Department of

Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board,

(Administrator, Central Ground Water Authority) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. - The number of said post, its classification, level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age limit, qualifications, etc.–The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service

Commission, relax any of the provision of these rules with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

deputation or absorption to be made.

Deputation (including short term contract):

(a) Officers under the Central or State Government or Union territories or universities or recognised research

institutions or public sector undertakings or statutory bodies or autonomous organisations:

(i) holding analogous post on regular basis in the parent cadre or Department; or

(ii) with five years regular service rendered after appointment in the post on a regular basis in level- 10(Rs.

56100-177500) in the pay matrix or equivalent in the parent cadre or Department; and

(b) Possessing the following educational qualifications and experience:

(i) Bachelor degree of a recognised university or institute;

(ii) having five years’ experience in Administration, Establishment and Account matters.

Note.-The Period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age-

limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date for receipt of

application.
