जवस्ट्फोटक सामग्री) समूह “ख” भती जनयम 2017 को, जहां तक उनका संबंध चाजयमजन (मजकेजनक) और चाजयमजन (गोलाबाप द और

जवस्ट्फोटक सामग्री) से हज, उन बातों के जसवाय अजधक्रान्त करते हुए, जजन्हें ऐसे अजधक्रमण से ृहले दकया गया हज या करने का लोृ दकया

गया हज, रक्षा मंत्रालय, नौसेना में, चाजयमजन (मजकेजनक) और चाजयमजन (गोलाबाप द और जवस्ट्फोटक सामग्री) समूह “ख” ृदों ृर भती की

ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथायत :-

संजक्षप्त नाम और प्रारम्भ: (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय (नौसेना), नौसेना आयुधादद जनरीक्षण संगठन,

चाजयमजन (मजकेजनक) और चाजयमजन (गोलाबाप द और जवस्ट्फोटक सामग्री), समूह “ख” भती जनयम, 2026 हज।

(2) ये राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

लागू होना - इन जनयमों के साथ उृाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट ृदों ृर यह जनयम लागू होंगे।

सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर: उि ृद की सं्‍या, उसका वगीकरण, और वेतन मजट्ररक्स में स्ट्तर वह होगा, जो

इन जनयमों से ऊृाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्ददष्ट हैं।

भती की ृद्धजत, आयु-सीमा, अहयताएँ, आदद.– भती की ृद्धजत, आयु-सीमा, अहयताएँ और उससे संबजन्धत अन्य बातें वे होंगी

जो उि/ृूवोि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

जनरहयता.– वह व्यजि –

(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज, जववाह की संजवदा की हज; या

(ख) जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज,

उि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरंतु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार को लागू

स्ट्वीय जवजध के अधीन अनुग्नेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतयन से छूट दे सकेगी।

जिजथल करने की िजि.– जहां केन्द्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहाँ वह उसके जलए

जो कारण हैं, उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से ृरामिय करके, इन जनयमों के दकसी उृबंध को दकसी वगय या प्रवगय के

व्यजियों दक बाबत, आदेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त.–इन जनयमों दक कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी, जजनका

केंद्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य

जृछड़े वगों, भूतृूवय सजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उृबंध करना अृेजक्षत हज।

(i) मूल काडर या जवभाग में जनयजमत आधार ृर सहि ृद धारण कर रहे हों;

को सीधी भती द्वारा भरा जाँएगी।

के जलए जवचार दकया जा रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाऐगा ृरंतु यह तब

जबदक उसके द्वारा की गई ऐसी अहयक या ृात्रता सेवा, अृेजक्षत अहयक या ृात्रता सेवा के आधे से अजधक से

या दो वषय से, इनमें से जो भी कम हो, कम न हो और उन्होंने अृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी

अहयक या ृात्रता सेवा ृहले ही ृूरी कर ली हज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृट्ररवीक्षा की

अवजध सफलताृूवयक ृूरी कर ली हो ।

New Delhi, the 6th May, 2026

S.R.O. 18.—In exercise of the powers conferred by the provisio to article 309 of the Constitution and in

supersession of the Integrated Headquarters Ministry of Defence(Navy), Naval Armament Inspection Organisation,

Technical Supervisory Staff (Mechanic and Ammunition and Explosive) Group ‘B’ Recruitment Rules, 2017, in so far

as they relate to the post of Chargeman (Mechanic) and Chargeman (Ammunition and Explosive), except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the posts of Chargeman (Mechanic) and Chargeman (Ammunition and Explosive), in

Navy, Ministry of Defence, namely:–

Short title and commencement.– (1)These rules may be called the Ministry of Defence (Navy), Naval

Armament Inspection Organisation, Chargeman (Mechanic) and Chargeman (Ammunition and Explosive), Group ‘B’

posts, Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

Application.– These rules shall apply to the posts as specified in column (1) of the schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.– The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.– No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward classes, Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.
