राष्ट्रीय प्राजधकरण रासायजनक हजथयार समझौता, मंजत्रमंडल सजचवालय (समूह ‘क’ और समूह ‘ख’ ृद) भती जनयम,

2004 को, जहां तक ईनका संबंध तकनीकी ऄजधकारी के ृद से हज, ईन बातों के जसवाय ऄजधक्ांत करते हुए, जजन्हें ऐसे

ऄजधक्मण से ृूवव दकया गया हज या करने का लोृ दकया गया हज, राष्ट्रीय प्राजधकरण रासायजनक हजथयार समझौता,

मंजत्रमंडल सजचवालय में तकनीकी ऄजधकारी के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम

बनाती हैं, ऄथावतः-

संजक्षप्त नाम और प्रारंभ- (1) आन जनयमों का संजक्षप्त नाम मंजत्रमंडल सजचवालय, राष्ट्रीय प्राजधकरण रासायजनक

हजथयार समझौता, तकनीकी ऄजधकारी (समूह ‘ख’ ृद) भती जनयम, 2026 हज।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।

ृद-सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर- ृद की सं्‍या, ईसका वगीकरण और वेतन मजट्ररक्स में ईसका स्ट्तर

वह होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

भती की ृद्धजत, अयु-सीमा, ऄहवताएं, अदद- ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहवताएं और ईससे संबंजधत

ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

जनरहवताः वह व्यजि-

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा

की हज

ईि ृद ृर जनयुजि का ृात्र नहीं होगाः

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य

ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस

जनयम के प्रवतवन से छूट दे सकेगी।

जिजथल करने की िजिः जहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके

जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिव करके आन जनयमों के दकसी ईृबंध को

दकसी वगव या प्रवगव के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।

व्यावृजत्तः आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन्य जृछडे वगों, अर्थथक प ृ से कमजोर वगव, भूतृूवव सजनकों और ऄन्य जविेष प्रवगव के

व्यजियों के जलए ईृबंध करना ऄृेजक्षत हज।

प्रजतजनयुजि (ऄल्ृकाजलक संजवदा सजहत):

केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या मान्यताप्राप्त जवश्वजवध्यालय या ृजललक सेक्टर ईृक्म या

मान्यताप्राप्त ऄनुसंधान संस्ट्थाओं या स्ट्वायत्त जनकायों या कानूनी संगठनों के ऄजधकारी,-

(क) (i) जजन्होंने मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए हों; या

(ii) जजन्होंने मूल काडर या जवभाग में वेतन मजट्ररक्स में स्ट्तर-7 (44,900-1,42,400 रु.) या समतुल्य में जनयजमत

अधार ृर ईसमें जनयुजि के ृश्चात ददए गए ग्रेड में दो वषव सेवा की हो; और

(ख) जजनके ृास जनम्नजलजखत िजक्षक ऄहवता और ऄनुभव हों:

अवश्यक:

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से रासायन जवज्ञान या औद्योजगक रासायन जवज्ञान में मास्ट्टर जडग्री या

रासायजनक प्रौद्योजगकी या रासायजनक आंजीजनयरी में स्नातक जडग्री(बी.इ/बी.टेक) ; और

(ii) काबवजनक रसायन और काबवजनक रसायन ईद्योग के क्षेत्र में लगे तकनीकी या ऄनुसंधान संगठन या औद्योजगक समुत्थान में

तकनीकी ृद ृर दो वषव का ऄनुभव।

ट्रटप्ृण 1:- प्रजतजनयुजि की ऄवजध, जजसके ऄंतगवत केन्रीय सरकार के ईसी या दकसी ऄन्य संगठन या जवभाग में आस जनयुजि से ठीक

ृहले धाट्ररत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि की ऄवजध हज, साधारणतया 3 वषव से ऄजधक नहीं होगी।

ट्रटप्ृण 2:- प्रजतजनयुजि द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को 53 वषव से ऄजधक

नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो ईसकी संरचना।

भती करने में दकन ृट्ररस्ट्थजतयों में संघ लोक सेवा अयोग से ृरामिव दकया

जाएगा।

G.S.R. 108.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Authority, Chemical Weapons Convention, Cabinet Secretariat (Group ‘A’ and ‘B’

Posts), Recruitment Rules, 2004, in so far as they related to the post of Technical Officer, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Technical Officer in the National Authority Chemical Weapons Convention,

Cabinet Secretariat, namely:-

1. Short title and commencement. - (1) These rules may be called the Cabinet Secretariat, National Authority

Chemical Weapons Convention, Technical Officer (Group ‘B’ Post), Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay level in the pay matrix. - The number of the post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect of any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Economically Weaker

Section, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the

Central Government from time to time in that regard.

ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक, ऐसा जववाह ऐसे व्यजि और जववाह के

ऄन्य ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी

जनयजमत अधार ृर ृद ृर जनयुजि के ृश् चात दस

वषव की सेवा की हज।

(ख) जो जनम्नजलजखत िजक्षक ऄहवताएं रखते हैं, ऄथावत:-

(i)

जो दकसी मान्यता प्राप्त बोडव से 12वीं कक्षा

ईत्तीणव हैं;

(ii) ऄंग्रेजी या जहन्दी में ्ुतलेखन में 100 िलद

प्रजत जमनट की गजत रखते हैं।

ट्रटप् ृण-1: प्रजतजनयुजि की ऄवजध जजसके ऄंतगवत केन् रीय सरकार

के ईसी या दकसी ऄन् य संगठन या जवभाग में आस जनयुजक् त से ठीक

ृहले धाट्ररत दकसी ऄन् य काडर-बाह्य ृद ृर प्रजतजनयुजि की

ऄवजध हज साधारणतया तीन वषव से ऄजधक नहीं होगी।

recruitment to the post of Stenographer in the National Savings Institute, Delhi, Department of Economic Affairs,

Short title and commencement.- (1) These rules may be called the Ministry of Finance, Department of

Economic Affairs, National Savings Institute, Stenographer Grade-I (Group ‘B’ Post) Recruitment

Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix .– The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

Method of recruitment, age-limit, educational qualifications etc .- The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules in respect of any class or category of persons.

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हज तो वह दकसी व्यजि को आस जनयम के प्रवतवन से

छूट दे सकेगी।

5. जिजथल करने की िजि- जहां केंरीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके

जलए जो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिव करके आन जनयमों के दकसी भी ईृबंध को

Unauthorised Occupants) Act, 1971 (40 of 1971), the Central Government hereby appoint the officer mentioned in

Column (2) of the Table below, being officer of the Jawaharlal Nehru Port Authority to be the Estate Officer for the

purpose of the said Act and the said Officer shall exercise the powers conferred and perform the duties imposed on

the "Estate Officer" by or under the said Act, within the local limits of their respective jurisdictions in respect of the

public premises specified in the corresponding entry in column (3) of the said table:

1. संजक्षप् त नाम और प्रारंभ: (1) आन जनयमों का संजक्षप्त नाम मत्स्ट्यृालन, ृिुृालन और डेयरी मंत्रालय, ृिुृालन और डेयरी

जवभाग, केंरीय भेड़ प्रजनन फामव, जहसार, चालक-सह-मजकेजनक(समूह ‘ग’ ृद) भती जनयम, 2026 हज।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. ृद सं्‍ या, वगीकरण और वेतन मजट्ररक् स में स्ट् तर- ईि ृद की सं्‍ या, ईसका वगीकरण और ईससे संलग्न वेतन मजट्ररक् स में स्ट् तर

वह होगा जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष् ट हैं।

3. भती की ृद्धजत, अयु सीमा, ऄहवतांए अदद– ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहवताएं और ईससे संबंजधत ऄन्य बाते

वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष् ट हैं।

4. जनरहवता – वह व् यजक् त

(क) जजसने दकसी ऐसे व् यजक् त से जजसका ृजत या जजसकी ृत् नी जीजवत हज, जववाह दकया हज, या जववाह की संजव दा की हज; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत् नी के जीजवत रहते हुए दकसी व् यजक् त से जववाह दकया हज या जववाह की संजवदा की हज,ईक् त

ृद ृर जनयुजक् त का ृात्र नहीं होगा:

ृरन् तु यदद केन् रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व् यजक् त और जववाह के ऄन् य ृक्षकार को लागू

स्ट् वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन् य अधार हैं तो वह दकसी व् यजक् त को आस जनयम के प्रवतवन से छूट

दे सकेगी।

5. जिजथल करने की िजक् त – जहां केन् रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके जलए

जो कारण हैं ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईृबंध को दकसी वगव या प्रवगव के व्यजियों की बावत, अदेि द्वारा

जिजथल कर सकेगी।

6. व् यावृजत्त - आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन् य ट्ररयायतों ृर प्रभाव नहीं डालेगी, जजनका

केन् रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवव सजनकों और ऄन् य जविेष प्रवगव के व्यजियों के जलए ईृबंध करना ऄृेजक्षत हज।

अवश्यक:

(i)दकसी मान्यता प्राप्त बोडव से 12वीं कक्षा ईत्तीणव;

(ii) यान चलाने में ृांच वषव के ऄनुभव के साथ

टजक्टर चलाने और मोटर यान चलाने की जवजधमान्य

चालन ऄनुज्ञजप्त हो ।

(iii) डीज़ल और ृेरोल से चलने वाले रजक्टर और

यानों की ृूणव मरम्मत और सामान्य रखरखाव में

न्यूनतम दो वषव का ऄनुभव ।

ईनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया

जाएगा ृरंतु यह तब जब दक ईसके द्वारा की गइ

दकसी ऐसी ऄहवक या ृात्रता सेवा, ऄृेजक्षत ऄहवक या

ृात्रता सेवा के अधे से ऄजधक से या दो वषव से, आनमें

से जो भी कम हो, कम न हो और ईन्होंने ऄृने ऐसे

कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी ऄहवक या

ृात्रता सेवा ृहले ही ृूरी कर ली हज, ऄगली ईच्चतर

्ेणी में प्रोन्नजत के जलए ऄृनी ृट्ररवीक्षा की ऄवजध

सफलताृूववक ृूरी कर ली हो।

यदद जवभागीय प्रोन्नजत सजमजत हज तो ईसकी संरचना।

G.S.R. 112.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Fisheries, Department of Animal Husbandry and Dairying, Central Sheep Breeding

Farm, Hisar Tractor Driver-cum-Mechanic (Group ‘C’ Post) Recruitment Rules, 2011, except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the post of Driver-cum-Mechanic in the Central Sheep Breeding Farm, Ministry of Fisheries,

Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely: -

1. Short title and commencement. – (1) These rules may be called the Ministry of Fisheries, Animal

Husbandry and Dairying, Department of Animal Husbandry and Dairying, Central Sheep Breeding Farm,

Hisar, Driver-cum-Mechanic (Group ‘C’ Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt such person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

discretion of the Staff Selection Commission or

competent authority for reasons to be recorded in

writing in the case of candidates otherwise well

qualified.

Note 2.- The qualifications regarding experience

are relaxable at the discretion of the Staff

Selection Commission or competent authority for

reasons to be recorded in writing, in the case of

candidates belonging to the Scheduled Castes or

the Scheduled Tribes, if at any stage of selection,

the competent authority is of the opinion that

sufficient number of candidates from these

communities possessing the requisite experience

are not likely to be available to fill up the

vacancies reserved for them.
