सहायक जनदेिक] भती जनयम, 2010 को जहां तक ईनका संबंध सहायक जनदेिक के ृद से हज, ईन बातों के जसवाय
ऄजधक्ांत करते हुए, जजन्हें ऐसे ऄजधक्मण से ृूवय दकया गया हज या करने का लोृ दकया गया हज, अर्थथक कायय जवभाग, जवत्त
मंत्रालय के ऄधीन राष्ट्रीय बचत संस्ट्थान, ददल्ली, में सहायक जनदेिक के ृद ृर भती ृद्धजत का जवजनयमन करने के जलए
जनम्नजलजखत जनयम बनाते हैं, ऄथायत:-

1.
संजक्षप्त नाम और प्रारंभ.- (1) आन जनयमों का संजक्षप्त नाम जवत्त मंत्रालय, अर्थथक कायय जवभाग, राष्ट्रीय बचत
संस्ट्थान, सहायक जनदेिक (समूह 'ख' ृद) भती जनयम, 2026 हज।
(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।
2. ृ
द-सं् या, वगीकरण और वेतन मजररक्स में स्ट्तर.- ईि ृद की सं् या, ईनका वगीकरण और वेतन मजररक्स में स्ट्तर
वे होंगे, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3.
भती की ृद्धजत, अयु-सीमा, िजक्षजणक ऄहयताएं अदद.- ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहयताएं और
ईनसे संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4.
जनरहयता.- वह व्यजि,-
(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज, या जववाह की
संजवदा की हज; या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह
की संजवदा की हज, ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

रन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ईस व्यजि और जववाह के ऄन्य ृक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि को आस
जनयम के प्रवतयन से छूट दे सकेगी।
5.
जिजथल करने की िजि.-- जहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए जो कारण हज, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिय करके, आन जनयमों के दकसी
ईृबंध को दकसी वगय या प्रवगय के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.-- आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं
डालेगी, जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत
जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवय सजनकों और ऄन्य जविेष प्रवगय के व्यजियों के जलए
ईृबंध करना ऄृेजक्षत हज।

प्रौद्योजगकी अधाररत प्रणाली का जवकास और जवत्तीय
संस्ट्थाओं का जनरीक्षण या लेखा- प्रजिक्षण ।
रटप्ृण-1:ऄहयताएं, ऄन्यथा सुऄर्थहत ऄभ्यर्थथयों की दिा
में कारणों को लेखबद्ध करके कमयचारी चयन अयोग या
सक्षम प्राजधकारी के जववेकानुसार जिजथल की जा सकती
हज।
रटप्ृण-2: ऄनुभव संबंधी ऄहयताएं कमयचारी चयन अयोग
या सक्षम प्राजधकारी के जववेकानुसार कारणों को लेखबद्ध
करके ऄनुसूजचत जाजतयों और ऄनुसूजचत जनजाजतयों के

(ii) तीस प्रजतित ररजियां प्रोन्नजत द्वारा, जजसके न हो सकने ृर प्रजतजनयुजि
(ऄल्ृकाजलक ऄनुबंध सजहत) द्वारा भरी जायेंगी; और
(iii) दस प्रजतित ररजियां सीजमत जवभागीय प्रजतयोगी ृरीक्षा के अधार ृर भरी
जायेंगी।
प्रोन् नजत या प्रजतजनयुजि/अमेलन द्वारा भती की दिा में वे श्रेजणयां
जजनसे प्रोन् नजत या प्रजतजनयुजि/अमेलन दकया जाएगा।
यदद जवभागीय प्रोन् नजत सजमजत हज,

(i) तीस प्रजतित ररजियां वेतन मजररक्स में स्ट्तर - 4 (25500-81100
रुृये) के ऐसे ईच्च श्रेणी जलजृक से प्रोन् नजत द्वारा भरी जाएंगी, जजन्होंने
आस श्रेणी में ृंरह वषय की जनयजमत सेवा की हो- और केंरीय सरकार
द्वारा जवजहत क्षेत्रों में दो सप्ताह का प्रजिक्षण सफलताृूवयक ृूरा दकया हज।
रटप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने ऄृनी ऄहयक या ृ
ात्रता सेवा ृूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो,
जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत
के संबंध में जवचार करने के जलए)
जजसमें जनम्नजलजखत होंगे:-
1. जनदेिक या ईृ सजचव (बजट)
अर्थथक कायय जवभाग, - ऄध्यक्ष;
2. जनदेिक, राष्ट्रीय बचत संस्ट्थान

वहां ईनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा, ृरंतु
यह तब जब दक ईनके द्वारा की गइ ऐसी ऄहयक या ृ
ात्रता सेवा,
ऄृेजक्षत ऄहयक या ृात्रता सेवा के अधे से ऄजधक से या दो वषय से, आनमें
से जो भी कम हो, कम न हो और ईन्होंने ऄृने ऐसे कजनष्ठ व्यजियों
सजहत, जजन्होंने ऐसी ऄहयक या ृात्रता सेवा ृहले ही ृूरी कर ली हज,
ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृररवीक्षा की ऄवजध
सफलताृूवयक ृूरी कर ली हो।
(ii) दस प्रजतित ररजियां सीजमत जवभागीय प्रजतयोगी ृरीक्षा के अधार ृ
र जनम्नजलजखत ऄभ्यर्थथयों में से भरा जाएगा, ऄथायत्:-
(i) ऐसे जवभागीय ऄभ्यर्थथयों जजन्होंने वेतन मजररक्स (25500-81100
रुृये) में स्ट्तर 4 में ईच्च श्रेणी जलजृक के ृद ृर कम से कम अठ वषय की
जनयजमत सेवा ृूरी की हो; या
(ii) वे जवभागीय ऄभ्यर्थथयों जजन्होंने वेतन मजररक्स (35400-
1112400 रुृये) में स्ट्तर 6 में अिुजलजृक के ृद ृर कम से कम ृांच
वषय की जनयजमत सेवा ृूरी की हो।
रटप्ृण 1: जवभागीय ृरीक्षा के जलए ृात्रता की ऄजधकतम अयु सीमा
सामान्य ऄभ्यर्थथयों के जलए ृैंतालीस वषय और ऄनुसूजचत जाजत या
ऄनुसूजचत जनजाजत के ऄभ्यर्थथयों के जलए ृचास वषय तक हज।
रटप्ृण 2: यदद खंड (ii) के ऄधीन ईृलब्ध ररजियों की सं् या से ऄजधक
ऐसे कमयचारी ृ
रीक्षा में ईत्तीणय हो जाते हैं, तो ऐसे ऄजतररि
कमयचाररयों की सं् या को अगामी वषों में ईत्ृन्न होने वाली ररजियों
को भरने के जलए जवचार दकया जाएगा, तादक ृूवय में अयोजजत ृरीक्षा
में ईत्तीणय होने वाले कमयचाररयों को ृश्चातवती ृरीक्षा में ईत्तीणय होने
वाले कमयचाररयों ृर प्राथजमकता दी जाए।
प्रजतजनयुजि (जजसके ऄंतगयत ऄल्ृकाजलक संजवदा भी हज):
केंर सरकार या राज्य सरकारों, या संघ राज्य क्षेत्रों के प्रिासनों या
स्ट्वायत्त जनकायों या वजधाजनक संगठनों या सावयजजनक क्षेत्र के ईृक्मों
या मान्यता प्राप्त जवश्वजवद्यालयों या मान्यता प्राप्त ऄनुसंधान संस्ट्थानों
के ऄधीन ऐसे ऄजधकारी,-
(क) (i) जजहोंने मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद
धारण दकया हुअ हज; या
(ii) जजहोंने मूल काडर या जवभाग में वेतन मजररक्स के स्ट्तर-6 या
समकक्ष ृद ृर जनयजमत अधार ृर ईस ृद ृर जनयुजि के ृश्चात् ईस
श्रेणी में ृााँच वषय सेवा की हो; और
(ख) स्ट्तंभ (7) के ऄधीन जवजनर्ददष्ट िजक्षजणक ऄहयता रखता हो।
रटप्ृण 1: ृोषक प्रवगय के ऄधीन ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत
की सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने
के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि
के जलए जवचार दकए जाने के ृात्र नहीं होंगे।
3. ऄृर जनदेिक, राष्ट्रीय बचत
संस्ट्थान या ईृ- जनदेिक (बजट)
अर्थथक कायय जवभाग - सदस्ट्य।
जवभागीय ृुजष्ट सजमजत (जो ृुजष्ट के
संबंध में जवचार करने के जलए)
जजसमें जनम्नजलजखत होंगे:-
1. जनदेिक या ईृ सजचव (बजट)
अर्थथक कायय जवभाग - ऄध्यक्ष;
2. जनदेिक, राष्ट्रीय बचत संस्ट्थान
- सदस्ट्य;

रटप्ृण 2: प्रजतजनयुजि (जजसके ऄंतगयत ऄल्ृकाजलक संजवदा भी हज) की
ऄवजध, जजसके ऄंतगयत केंरीय सरकार के ईसी या दकसी ऄन्य संगठन या
जवभाग में आस जनयुजि से ठीक ृहले धाररत दकसी ऄन्य काडर-बाह्य ृद ृ
र प्रजतजनयुजि (जजसके ऄंतगयत ऄल्ृकाजलक संजवदा भी हज) की ऄवजध
हज, साधारणतया तीन वषय से ऄजधक नहीं होगी।
रटप्ृण 3: प्रजतजनयुजि (जजसके ऄंतगयत ऄल्ृकाजलक संजवदा भी हज)
द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा, अवेदन प्राप्त होने की
ऄंजतम जतजथ तक छप्ृन वषय से ऄजधक नहीं होगी।

G.S.R. 113.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the National Savings Institute [ Director, Joint Director, Regional Director (Senior), Regional Director
(Junior), Deputy Director and Assistant Director], Recruitment Rules, 2010, in so far as they relate to the post of the
Assistant Director, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Assistant Director in the
National Savings Institute, Delhi, under the Department of Economic Affairs, Ministry of Finance, namely :-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Finance, Department of
Economic Affairs, National Savings Institute, Assistant Director (Group ‘B’ Post) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix .– The number of the said post, its classification
and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3.
Method of recruitment, age-limit, educational qualifications etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5.
Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may by order, for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules in respect of any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-
servicemen and other special categories of person, in accordance with the orders issued by the Central
Government from time to time in this regard.

Note : There shall be a mandatory induction training of
at least two weeks duration for successful completion of
the probation as prescribed by the Central Government
or competent authority.
(i) sixty per cent of the vacancies by direct recruitment
through Staff Selection Commission ;
(ii) thirty per cent of the vacancies shall be filled by
promotion failing which by deputation ( including short
term contract); and
(iii) ten per cent of the vacancies shall be filled on the
basis of Limited Departmental Competitive Examination.

Promotion :
(i) thirty per cent of the vacancies shall be filled by
promotion from Upper Divisional Clerk in level – 4 ( Rs
25500-81100) in the pay matrix with fifteen years regular
service in the grade and having successfully completed two
weeks training in fields as prescribed by the Central
Government or competent authority.
Note: Where juniors, who have completed their qualifying
or eligibility service are being considered for promotion,
their seniors shall also be considered provided they are not
short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or
two years, whichever is less, and have successfully
completed their probation period for promotion to the next
higher grade along with their juniors who have already
completed such qualifying or eligibility service.
(ii) ten per cent of the vacancies shall be filled on the basis
of Limited Departmental Competitive Examination from
amongst the following candidates, namely :-
(i) those departmental candidates who have completed at
least eight years of regular service in the grade of Upper

G.S.R. 114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV
Posts) Recruitment Rules, 1968, in so far as they relate to the post of Junior Job Workers (Shoe, Leather, Wood
and Metal), except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Junior Technician (Footwear
Technology) in the All India Institute Physical Medicine and Rehabilitation, Mumbai, Ministry of Health and
Family Welfare, namely:-
1.
Short title and commencement. – (1) These rules may be called the Ministry of Health and Family
Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Technician (Footwear
Technology), Group ‘C’ Post , Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. – The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualification. – No person, -
(a)
who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
5.
Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
6.
Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.

सभी ृदधारकों को आन जनयमों के ऄंतगयत ईि ृद ृर जनयुि माना जाएगा। ऐसे ृदधारकों द्वारा जनयमों के प्रवतयन से ृूवय
प्रदान की गइ सेवाओं को ईनकी वररष्ठता जनधायररत करने तथा ृररवीक्षा, ृुजष्ट, ृदोन्नजत और ृेंिन अदद के प्रयोजनों हेतु
ऄहयकारी सेवा के प ृ में गणना में जलया जाएगा।

जिजथल करने की िजि : जहााँ केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहााँ वह
ईसके जलए कारणों को लेखबद्ध करके और संघ लोक सेवा अयोग से ृरामिय करके, आन जनयमों के दकसी ईृबंध
को दकसी वगय या प्रवगय के व्यजियों की बाबत अदेि द्वारा जिजथल कर सकेगी ।

व्यावृजत्त: आन जनयमों की कोइ बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी
जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन् य जृछड़े वगों, भूतृूवय सजनकों और ऄन्य जविेष प्रवगय के व्यजियों के जलए ईृबंध करना

G.S.R. 115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of –
(i) the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV posts) Recruitment
Rules, 1968, in so far as they relate to the post of Hamals;
(ii) the All India Institute of Physical Medicine and Rehabilitation, Bombay, (Class IV posts) Recruitment Rules,
1974, in so far as they relate to the post of Ayah; and
(iii) the All India Institute of Physical Medicine and Rehabilitation, Bombay (Group ‘D’ posts) Recruitment Rules,
1982, in so far as they relate to the posts of Ward Boys and Strecher Bearer,
except as respects to things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Nursing Attendant in the Ministry of Health and
Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai under the Ministry of Health
and Family Welfare, namely: -
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, All
India Institute of Physical Medicine and Rehabilitation, Mumbai, Nursing Attendant (Group ‘C’ Post) Recruitment
Rules, 2026.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Initial constitution. — All the incumbents appointed and holding the post of Nursing Orderly on regular basis
before the commencement of these rules shall be deemed to have been appointed to the said post under these rules and
the services rendered by such incumbents prior to such commencement shall be taken into account for deciding their
eligibility for seniority, qualifying service for the purposes of probation, confirmation, promotion, pension etc.
6. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
7. Saving. — Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.
