के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवव दकया गया िो िो दकए िाने से छूट गई िों , एतद्द्वारा स्ट्वास्ट््य

और पररवार कल्याण मंत्रालय के अंतगवत लेडी रीडडंग िेल्थ स्ट्कूल, दिल्ली में अवर श्रेणी जलजपक के पि पर भती की पद्धजत

को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथावत:- -

1. संजक्षप्त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप्त नाम स्ट् वास्ट् ् य एवं पररवार कल् याण मंत्रालय, लेडी रीडडंग िेल्थ

स्ट्कूल, दिल्ली, अवर श्रेणी जलजपक (समूि “ग”) भती जनयम, 2026 िोगा ।

(2) ये जनयम रािपत्र में उनके प्रकािन की जतजथ से प्रवृत्त िोंगे।

2. पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर .- उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर वे

िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, अिवताएं, आदि- उि पि पर भती की पद्धजत, आयु-सीमा, अिवताएं और उससे संबंजित

अन्य बातें वे िोंगी, िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं।

4. जनरिवता – ऐसा कोई भी व्यजि-

(क)

जिसने ऐसे व्यजि से, जववाि दकया िै, जिसका पजत या जिसकी पत्नी िीजवत िै या;

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै;

उि पि पर जनयुजि का पात्र निीं िोगा/िोगी :

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

पर लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के

प्रवतवन से छूट िे सकेगी ।

5. जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि,

आिेि द्वारा और उसके जलए िो कारण िैं उन्िें लेखबद्ध करके , दकसी वगव या प्रवगव के व्यजियों के संबंि में इन जनयमों के

दकसी उपबंि को जिजथल कर सकेगी।

6. व्यावृजत्त.- इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी जिनका

केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछड़े वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए,उपबंि दकया िाना अपेजक्षत िै।

भती सीिी िोगी या प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा और

जवजभन्न पद्धजतयों द्वारा भरी िाने वाली ररजियों की प्रजतितता

प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की

ििा में वे श्रेजणयां जिनसे प्रोन्नजत या

प्रजतजनयुजि / आमेलन दकया िाएगा।

(i) 85 प्रजतित कमवचारी चयन आयोग के माध्यम से सीिी भती

द्वारा;

(ii) 10 प्रजतित जवभागीय अिवक परीक्षा के आिार पर पिोन्नजत

द्वारा;

(iii) 5 प्रजतित वररष्ठता-सि-उपयुिता के आिार पर पिोन्नजत

द्वारा।

पिोन्नजत:

(i) जवभागीय अिवक परीक्षा के आिार पर ररजियों

में से िस प्रजतित ररजियां, वेतन मैररक्स

(18000-56900 रुपये) के स्ट्तर -1 में कायवरत

समूि 'ग', कमवचाररयों में से भरी िाएंगी; ये वे

कमवचारी िोंगे जिन्िोंने दकसी मान्यता प्राप्त बोडव से

12वीं कक्षा उत्तीणव की िो, इस ग्रेड में तीन वषव की

जनयजमत सेवा पूरी की िो।

नोट 1: परीक्षा के जलए पात्रता की अजिकतम

आयु सीमा, सामान्य अभ्यर्थवयों के मामले में 45

वषव तक और अनुसूजचत िाजत तथा अनुसूजचत

िनिाजत के अभ्यर्थवयों के मामले में 50 वषव तक

िै।

नोट 2: यदि खंड (i) के अंतगवत उपलब्ि ररजियों

की संख्या से अजिक संख्या में ऐसे कमवचारी

परीक्षा में उत्तीणव िोते िैं, तो ऐसे अजतररि

कमवचाररयों पर बाि के वषों में उत्पन्न िोने वाली

ररजियों को भरने के जलए जवचार दकया िाएगा,

तादक जपछली परीक्षा में उत्तीणव िोने वाले

कमवचाररयों पर, बाि की परीक्षा में उत्तीणव िोने

वाले कमवचाररयों से पिले जवचार दकया िा सके।

(ii) ररजियों में से 5 प्रजतित पि, समूि 'ग', के उन

कमवचाररयों में से वररष्ठता-सि-उपयुिता के

आिार पर भरे िाएंगे, जिन्िोंने वेतन मैररक्स

(18000-56900 रुपये) के स्ट्तर -1 के पिों पर

तीन वषव की जनयजमत सेवा पूरी कर ली िै।

नोट: ििााँ कजनष्ठों की पिोन्नजत के जलए जवचार

दकया िा रिा िै जिन्िोंने अपनी अिवक या पात्रता

सेवा पूरी कर ली िै, विााँ उनके वररष्ठ की पिोन्नजत

पर भी जवचार दकया िाएगा, बिते दक उनकी

आवश्यक अिवक या पात्रता सेवा में कमी, ऐसी

अिवक या पात्रता सेवा के आिे से ज़्यािा या िो वषव

(िो भी कम िो) से ज़्यािा न िो, और उन्िोंने

अगले स्ट्तर में पिोन्नजत के जलए अपनी पररवीक्षा-

अवजि सफलतापूववक पूरी कर ली िो, ठीक वैसे िी

िैसे उनके कजनष्ठों ने पिले िी ऐसी अिवक या

पात्रता सेवा पूरी कर ली िै।

G.S.R. 116.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Lady Reading Health School, Delhi, Recruitment Rules, 1962, in so far as they relate to the post

of Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the

Lady Reading Health School, Delhi, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Lady Reading Health School, Delhi, Lower Division Clerk (Group ‘C’ Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

(i) Ten per cent. of the vacancies shall be filled

from amongst the Group ‘C’ staff in level-1 in

the pay matrix (Rs. 18000-56900) and who

possess 12^thclass pass from a recognised Board

and have rendered three years regular service in

the grade, on the basis of departmental

qualifying examination.

Note 1: The maximum age-limit for eligibility

for examination is up to the age forty-five years

in case of general candidates and upto fifty years

in the case of candidates belonging to the

Scheduled Castes and the Scheduled Tribes.

Note 2: If more of such employees than the

number of vacancies available under clause (i)

qualifies at the examination, such excess number

of employees shall be considered for filling the

vacancies arising in the subsequent years so that

the

employees

qualifying

earlier

examination are considered before those who

qualify at a later examination.

(ii) Five per cent. of the vacancies shall be filled

on Seniority-cum fitness basis from Group ‘C’

employees who have completed three years

regular service in the posts in level-1 in the pay

matrix (Rs. 18000-56900).

Note : Where juniors who have completed their

qualifying or eligibility service are being

considered for promotion, their seniors shall also

be considered provided they are not short of the

requisite qualifying or eligibility service by

more than half of such qualifying or eligibility

service or two years, whoever is less and have

successfully completed their probation period

for promotion to the next higher grade along

with their juniors who have already completed

such qualifying or eligibility service.

G.S.R. 117.—In exercise of the powers conferred by section-3 of the Public Premises (Eviction of

unauthorized occupants) Act, 1971 (40 of 1971) the Central government hereby appoints the officers mentioned in

column (1) of table below, being officers of the Visakhapatnam Port Authority equivalent to the rank of the gazette

officer of the Government of India to be Estate Officer for the purposes of the said act and the said officer shall

exercise the powers conferred and perform the duties imposed on the Estate Officer by or under the said Act, within

the local limits of his jurisdiction in respect of the Public Premises specified in the corresponding entry in column (2)

of the said table.
