का.जन.आ. 20.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और
सेना आडडनेंस कोर, जसजवजलयन स्ट्टाफ ऑदफसर (भंडार) समूि ‘क’ पि भती जनयम, 2017 को, उन बातों के जसवाय
अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय सेना
आडडनेंस कोर में जसजवजलयन स्ट्टाफ ऑदफसर (भंडार) के पि पर पर भती की पद्धजत का जवजनयमन करने के जलए
जनम्नजलजखत जनयम बनाते िैं, अथाडत् :-
1.
संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम सेना आडडनेंस कोर, जसजवजलयन स्ट्टाफ ऑदफसर (भंडार)
(समूि ‘क’ पि) भती जनयम, 2026 िै।
(2)
ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

2.
पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- उि पि की संख्या, उनका वगीकरण और उनका वेतन मैट्ररक्स
में स्ट्तर वे िोंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िडष्ट िैं।
3.
भती की पद्धजत, आयु-सीमा, अिडताएं, आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अिडताएं और उनसे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िडष्ट िैं।
4.
जनरिडता : वि व्यजि -
(क)
जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै.; या जववाि की संजविा
की िै; या
(ख)
जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै
उि पिों पर जनयुजि का पात्र निीं िोगा :
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतडन से छूट िे सकेगी।
5.
जिजथल करने की िजि .- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिड करके इन जनयमों के दकसी उपबंि को
दकसी वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं
डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवड सैजनकों और अन्य जविेष प्रवगड के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि / आमेलन दकया
िाएगा ।

प्रोन्नजत :
वेतन मैट्ररक्स के स्ट्तर-8 (47600-151100 रू) में ऐसे सामग्री प्रबंिक िो जनयजमत आिार पर उस श्रेणी में आठ वषड से
िो और मान्यता प्राप्त संस्ट्थान या रक्षा मंत्रालय के मिाजविालय या सेना आडडनेंस कोर अथवा अपवाि की ििा में जवभाग
द्वारा यूजनट स्ट्तर पर आयोजित की गयी िै, तथा सुसंगत क्षेत्र में िों से चार सप्ताि का प्रजिक्षण सफलतापूवडक पूरा दकया िो।
ट्रटप्पण 1 : इन जनयमों की अजिसूचना की तारीख को जनयजमत आिार पर सामग्री प्रबंिक वेतन मैट्ररक्स के स्ट्तर-8
(47600-151100 रू) पोषक पिों पर जसजवजलयन स्ट्टाफ ऑदफसर (भंडार)के पि पर प्रोन्नजत के जलए पात्रता सेवा
छ: वषड िोगी।
ट्रटप्पण 2 : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिडक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए
जवचार दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा
की गई ऐसी अिडक या पात्रता सेवा, अपेजक्षत अिडक या पात्रता सेवा के आिे से अजिक से या िो वषड से, इनमें से िो भी कम
िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिडक या पात्रता सेवा पिले िी पूरी कर ली िै,
अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजि सफलतापूवडक पूरी कर ली िो ।
प्रजतजनयुजि / आमेलन :
प्रजतजनयुजि : केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के अिीन अजिकारी :-
(क)
(i)
जिन्िोंने मूल कॉडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया हुआ िो; या
(ii)
जिन्िोंने मूल कॉडर या जवभाग में वेतन मेट्ररक्स के वेतन मैट्ररक्स के स्ट्तर-8 (47600-151100 रू) या
समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात िी गई श्रेणी में छ: वषड जनयजमत सेवा की िो; और

(iii)
जिन्िोंने मूल कॉडर या जवभाग में वेतन मेट्ररक्स के वेतन मैट्ररक्स के स्ट्तर-10 (56100-177500 रू) या
समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात िी गई श्रेणी में पाच वषड जनयजमत सेवा की िो।
(ख)
जिनके पास जनम्नजलजखत िैक्षजणक अिडता और अनुभव िो।
(i)
दकसी मान्यताप्राप्त जवश्वजवद्यालय/संस्ट्थान से जडग्री ; और
(ii)
ताजलका प्रबंिन में पांच वषों का अनुभव, अजिमानत: रक्षा प्रजतष्ठानों में; वेयरिाउस प्रबंिन, लेखांकन
तथा सरकारी भण्डारों के रखरखाव एवं संरक्षण।
ट्रटप्पण 1 : पोषक प्रवगड के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए
जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र
निीं िोंगे।
ट्रटप्पण 2 : प्रजतजनयुजि की अवजि, जिसके अंतगडत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै सािारणतया तीन वषड से अजिक
निीं िोगी।
ट्रटप्पण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषड से
अजिक निीं िोगी ।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना ।
(12)
जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंि में जवचार करने के जलए) जिसमें जनम्नजलजखत िोंगे : –
1.
अध्यक्ष या सिस्ट्य, संघ लोक सेवा आयोग
- अध्यक्ष;
2.
मिाजनिेि, आडडनेंस सेवा या अपर मिाजनिेिक आडडनेंस सेवा (अल्फा) या अपर मिाजनिेिक आयुि सेवा (ब्रावो)
- सिस्ट्य;
3.
संयुि सजचव (सेना), रक्षा मंत्रालय
- सिस्ट्य।
जवभागीय पुजष्ट सजमजत (पुजष्ट के संबंि में जवचार करने के जलए) जिसमें जनम्नजलजखत िोंगे : –
1.
मिाजनिेि, आडडनेंस सेवा
- अध्यक्ष;
2.
अपर मिाजनिेिक आडडनेंस सेवा (अल्फा) या अपर मिाजनिेिक आयुि सेवा (ब्रावो)

भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेवा आयोग से परामिड दकया िाएगा ।

MINISTRY OF DEFENCE
NOTIFICATION
New Delhi, the 12th June, 2026
S.R.O. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution
and in supersession of the Army Ordnance Corps, Civilian Staff Officer (Stores) Group ‘A’ post
Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession,
the President hereby makes the following rules regulating the method of recruitment to the post of Civilian
Staff Officer (Stores) in the Army Ordnance Corps, Ministry of Defence, namely: –
1. Short title and commencement.– (1) These rules may be called the Army Ordnance Corps, Civilian
Staff Officer (Stores), Group ‘A’ Post, Recruitment Rules, 2026.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of the said post, its
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification.– No person ,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to
do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public
Service Commission, relax any of the provisions of these rules with respect to any class or category of
persons.
6.
Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backword Classes, the
Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

Promotion:
Materials Manager in level-8 in the pay matrix (Rs 47600 - 151100) with eight years of regular in the grade
and having successfully completed two to four weeks training in relevant area from the recognised institute
or college of the Ministry of Defence or Army Ordnance Corps or in exceptional circumstances will be
organised at Unit level.
Note 1 : The eligibility service for promotion shall continue to be six years for persons holding the feeder
post that is, Material Manager in level-8 in the pay matrix (Rs. 47600-151100) on regular basis on the date
of notification of these rules.
Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their senior shall also be considered provided, they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less,
and have successfully completed their probation period for promotion to the next higher grade along with
their juniors who have already completed such qualifying or eligibility service.
Deputation/Absorption:
Officers of the Central Government or State Government or Union Territory Administration,–
(a)
(i)
holding analogous posts on a regular basis in the parent cadre or department; or
(ii)
with six years service rendered after appointment to the post on a regular basis in level-8 in
the pay matrix (Rs. 47600-151100) or equivalent in the parent cadre or department; or
(iii)
with five years service rendered after appointment to the post on a regular basis in level-10
in the pay matrix (Rs. 56100-177500) or equivalent in the parent cadre or department; and
(b)
possessing the following educational qualifications and experience, namely:–
(i)
Bachelor’s degree in any stream from a recognised University or institute;

(ii)
five years experience in inventory management preferably of the Defence installations,
warehouse management, accounting and maintenance or preservation of the Government stores etc.
Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not
be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be
eligible for consideration for appointment by promotion.
Note 2 : The period of deputation including the period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some other organisation or department of the
Central Government shall ordinarily not exceed three years.
Note 3 : The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on
the closing date of receipt of applications.
If a Departmental Promotion Committee exists, what is its compositions.
