सा.का.जन. 135.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और
सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी (रसोइया) भती जनयम, 2018 को, उन बातों के जसवाय अजिक्ांत करते
हुए, जिन्िें ऐसे अजिक्मण से पूवव दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय के अिीन सरिार वल्लभभाई
पटेल राष्ट्रीय पुजलस अकािमी, िैिराबाि में रसोईया के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत
जनयम बनाते िैं, अथावत्:-
1. संजक्षप्त नाम और प्रारंभ.— (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सरिार वल्लभभाई पटेल राष्ट्रीय
पुजलस अकािमी, रसोइया, (समूि ‘ग’ पि) भती जनयम, 2026 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।
2. पि संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.— उि पि की संख्या, उसका वगीकरण और उससे संलग्न
वेतन मैट्ररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, िैजक्षक अिवताएं आदि.— उि पि पर भती की पद्धजत, आयु-सीमा, अिवताएं और
उससे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं।
4. जनरिवता.— वि व्यजि,—
(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िैं, जववाि दकया िै या जववाि की संजविा
की िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै,
उि पि पर जनयुजि का पात्र निीं िोगा:
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतवन से छूट िे सकेगी ।
5. जिजथल करने की िजि.— ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ
वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगव या प्रवगव के व्यजियों की
बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त.— इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं
डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

New Delhi, the 20th July, 2026
G.S.R. 135.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Sardar Vallabhbhai Patel National Police Academy (Cook) Recruitment Rules, 2018, except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Cook, in the Sardar Vallabhbhai Patel National Police Academy,
Hyderabad under the Ministry of Home Affairs, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sardar
Vallabhbhai Patel National Police Academy, Cook, (Group ‘C’ Post) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and the
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, educational qualifications, etc.— The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4. Disqualification.— No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt
any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.

के अिीन जनयुि समझे िाएंगे।

पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- उि पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में वेतन
स्ट्तर, वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।
4. भती की पद्धजत, आयु- सीमा, अिवता आदि-- भती की पद्धजत, आयु-सीमा, अिवताएं और उससे संबंजित अन्य बातें वे
िोंगी, िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िै।
5. जनरिवता.- कोई भी व्यजि, -

अनुभव, जिसमें उपकरण या यंत्रों का संचालन िाजमल
िै।

में कारणों के जलए िो लेखबद्ध दकए िाए कमवचारी चयन
आयोग के जववेकानुसार जिजथल की िा सकती िै।

जलए िो लेखबद्ध दकए िाए कमावचारी चयन आयोग के

िब चयन के दकसी प्रक्म पर कमवचारी चयन आयोग की

जलए अपेजक्षत अनुभव रखने वाले उन समुिायों के
अभ्यर्थवयों के पयावप्त संख्या में उपलब्ि िोने की संभावना

प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजि सफलतापूववक पूरी कर ली िो।
प्रजतजनयुजि (अल्पकाजलक संजविा सजित): केंरीय सरकार या राज्य सरकार या संघ
राज्य क्षेत्र के प्रिासन या स्ट्वायत्त या कानूनी जनकायों या अनुसंिान संस्ट्थानों या
जवश्वजवद्यालयों या पजब्लक सेक्टर उपक्मों के ऐसे अजिकारी,-
क.
(i) िो जनयजमत आिार पर सिृि पि िारण दकए हुए िै; या
(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स स्ट्तर-4 (25,500-81,100 रुपये)
या समतुल्य में जनयजमत आिार पर जनयुजि के पश्चात उच्च श्रेणी में पांच वषव की
जनयजमत सेवा की िै; और
ख.
स्ट्तंभ (7) के अिीन सीिी भती के जलए अविाट्ररत िैक्षजणक अिवता और
अनुभव रखते िैं।
ट्रटप्पण -1 : पोषक प्रवगव को ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में
िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार
प्रजतजनयुजि द्वारा जनयुजि के जलए जवचार दकए िाने को पात्र निीं िोंगे।
ट्रटप्पण -2 : प्रजतजनयुजि की अवजि, जिसके अंतगवत केन्रीय सरकार के उसी या
दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाट्ररत दकसी अन्य
काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै सािारणतया 3 वषव से अजिक निीं

G.S.R. 136.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Technical Assistant in
the Central Fertilizer Quality Control and Training Institute, Faridabad under the Department of Agriculture and
Farmers Welfare, Ministry of Agriculture and Farmers Welfare, namely :-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture and Farmers Welfare, Central Fertilizer Quality Control and Training Institute,
Faridabad, Technical Assistant, Group ‘C’ Post Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the official Gazette.
2.
Initial Constitution .-The regular incumbents to the post mentioned in the first column of the Schedule
annexed to these rules who are holding such post on the date of commencement of these rules shall be deemed to have
been appointed under the provisions of these rules.
3.
Number of posts, classification and level in pay matrix.- The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit,
qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualifications.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ;or
(b) who, having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
7.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-
Servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

State Government or Union territory Administration or autonomous or statutory bodies
or research institutions or Universities or public sector undertaking,-

(i) holding analogous post on regular basis; or
(ii) with five years regular service in the grade rendered after appointment thereto on a
regular basis in level-4 (Rs. 25,500-81,100) in the pay matrix or equivalent in the parent
cadre or department; and

Note 1 : The Departmental Officers in feeder category who are in the direct line of
promotion shall not be eligible for consideration for appointment on deputation

वेतन मैट्ररक्स में लेवल-6 (35400-112400 रुपये) के
वट्ररष्ठ ड्राफ्ट्समैन में से, जिन्िोंने ग्रेड में पांच वषव की
जनयजमत सेवा की िो और और जवभाग द्वारा जवजित तीन
सप्ताि का अजनवायव प्रजिक्षण सफलतापूववक पूरा दकया िो।
ट्रटप्पणी: ििां ऐसे कजनष् ठ व्यजियों के संबंि में, जिन्िोंने
अपनी अिवक या पात्रता सेवा पूरी कर ली िै, पिोन्नजत के
जलए जवचार दकया िा रिा िै, विां उनसे वट्ररष्ठों के संबंि में
भी जवचार दकया िाएगा परंतु यि तब िब दक उनके द्वारा
की गई ऐसी अिवक या पात्रता सेवा, अपेजक्षत अिवक या
पात्रता सेवा के आिे से अजिक से या िो वषव से, इनमें से िो
भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ
व्यजियों सजित, जिन्िोंने ऐसी अिवक या पात्रता सेवा पिले
िी पूरी कर ली िै, अगली उच्चतर श्रेणी में पिोन्नजत के जलए
अपनी पट्ररवीक्षा की अवजि सफलतापूववक पूरी कर ली िै ।

(i) (क) मूल संवगव या जवभाग में जनयजमत आिार पर सिृि
पि िारण दकए हुए िों; या
(ख) मूल कैडर या जवभाग में वेतन मैट्ररक्स में वेतन स्ट्तर-6
(35400-112400 रुपये) या समकक्ष पि में पांच वषव की
सेवा की िो; और
(ii) जनम्नजलजखत िैक्षजणक अिवताएं और अनुभव रखने वाले:
(क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से
जसजवल या मैकेजनकल या इलेजक्रकल इंिीजनयरी में
जडप्लोमा।
(ख) केंर सरकार या राज्य सरकार या संघ राज्य क्षेत्र
प्रिासन या कानूनी या स्ट्विासी संगठन या सावविजनक क्षेत्र
की उपक्मों या जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंिान
संस्ट्थानों से जवभाग द्वारा जवजित संबंजित क्षेत्र में तीन वषों
का अनुभव।
वांछनीय:- ऑटो-कैड से संबंजित सॉफ्टटवेयर पर छि माि
का अनुभव।
नोट 1.- पोषक प्रवगव में जवभागीय अजिकारी िो प्रोन्नजत की
सीिी पंजि में िैं, प्रजतजनयुजि के आिार पर जनयुजि के जलए
जवचार के पात्र निीं िोंगे। इसी तरि, प्रजतजनयुजि पर आए
लोग प्रोन्नजत द्वारा जनयुजि के जलए जवचार के पात्र निीं
िोंगे।
नोट 2.- प्रजतजनयुजि की अवजि जिसमें केंरीय सरकार के
उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से
तुरंत पिले िाट्ररत दकसी अन्य बाह्य संवगव पि पर
प्रजतजनयुजि की अवजि भी िाजमल िै सामान्यतिः तीन वषव से
अजिक निीं िोगी।
नोट 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-
सीमा, आवेिन प्राप्त करने की अंजतम जतजथ तक छप्पन वषव से
अजिक निीं िोगी।

G.S.R. 138.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Central Water Commission Head Draftsman Recruitment Rules, 2001, except as respects things
done or omitted to be done before such supersession, the President hereby makes the following rules regulating
the method of recruitment to the post of Chief Draughtsman in the Central Water Commission under the Department
of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, namely :
1. Short title and commencement. — (1) These rules may be called the Department of Water Resources, River
Development and Ganga Rejuvenation, Central Water Commission, Chief Draughtsman, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. —The number of post, its classification and level in
the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. — No person, —
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by
order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:
Senior Draughtsman in level-6 of the pay matrix (Rs. 35400-
Rs.112400) with five years of regular service in the grade and
successfully completed three weeks mandatory training as
prescribed by the department.
Note .- Where juniors who have completed their qualifying or
eligibility service are being considered for promotion, their
seniors would also be considered provided they are not short of
the requisite qualifying or eligibility service by more than half
of such qualifying or eligibility service or two years,
whichever is less, and have successfully completed probation
period for promotion to the next higher grade along with their
juniors who have already completed such qualifying or
eligibility service.
Deputation (Including Short-Term Contract): Officers of
drawing cadre under the Central Government or State

Government or Union Territories or statutory or autonomous
organization or public sector undertakings or universities or
recognized research institutes ,–
(i) (a) holding analogous posts on a regular basis in parent
cadre or department; or
(b) with five years of regular service in the post in level -6 of
the pay matrix (Rs. 35400-Rs.112400) or equivalent in parent
cadre or department; and
(ii) possessing the following educational qualification and
experience, namely :-
(a) diploma in Civil or Mechanical Engineering from a
recognised university or institute;
(b) three years’ experience in the concerned field prescribed by
the
Department
from
Central
Government
or
State
Government or Union Territory administrations or statutory or
autonomous organization or public sector undertakings or
universities or recognised research institutes.
Desirable:- Six months experience on the software relating to
Auto-CAD.
Note 1.- The departmental officers in the feeder category who
are in the direct line of promotion shall not be eligible for
consideration for appointment on deputation. Similarly,
deputationist shall not be eligible for consideration for
appointment by promotion.
Note 2.- The period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organization or department of the Central Government shall
ordinarily not exceed three years.
Note 3.- The maximum age-limit for appointment by
deputation shall be not exceeding fifty six years as on the
closing date of receipt of applications.
