हुए, गृह मंत्रालय के अधीन स्ट्वाृक जनयंत्रण ब्यूरो में जसस्ट्टमम एनाजलस्ट्टम (हाडडवेयर और नेटमव्कग) के ृद ृर

भती की ृद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथाडवत्:-

1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप्त नाम जसस्ट्टमम एनाजलस्ट्टम (हाडडवेयर और नेटमव्कग), स्ट्वाृक

जनयंत्रण ब्यूरो, गृह मंत्रालय, समूह 'क' ृद, भती जनयम, 2026 हज।

(2) ये जनयम राजृत्र में उनके प्रकािन की तारीख से लागू होंगे।

2. ृद की सं्‍ या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर - उि ृद की सं्‍ या, उसका वगीकरण और वेतन मजट्ररक्स

में उसका स्ट्तर वह होगा जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्ददष्ट हज।

3. भती की ृद्धजत, आयु-सीमा, अहडवता, आदद- भती की ृद्धजत, आयु-सीमा, अहडवताएं और उससे से संबंजधत बातें

वे होगी जो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

4. जनरहडवता - वह व्यजि —

(क) जजसने ऐसे व्यजि से, जववाह दकया हज या जववाह की संजवदा की हज जजसका ृजत या जजसकी ृत्नी जीजवत हज;

अथवा

(ख) जजसने अृने ृजत या ृत्नी के जीजवत रहते हुए दकसी अन्य व्यजि से जववाह दकया हज या जववाह की संजवदा की हज,

उि ृद ृर जनयुजि का ृात्र नहीं होगा: ृ

रंतु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृ

क्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हज तो वह दकसी व्यजि

को इस जनयम के प्रवतडवन से छूटम दे सकेगी।

5. जिजथल करने की िजि - जहां केंद्रीय सरकार की राय हज दक ऐसा करना आवश्यक या समीचीन हज, तो वह

जलजखत में दजडव दकए जाने वाले कारणों और संघ लोक सेवा आयोग के ृरामिडव से, दकसी भी वगडव या श्रेणी के

व्यजि के संबंध में इन जनयमों के दकसी भी प्रावधान में छूटम दे सकेगी।

6. व्यावृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूटम और अन्य ट्ररयायतों ृर प्रभाव नहीं

डालेगी, जजनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत

जाजतयााँ, अनुसूजचत जनजाजतयों, अन्य जृछड़ो वगों, भूतृूवडव सजनकों और अन्य जविेष प्रवगडव के व्यजियों के जलए

उृबंध करना अृेजक्षत हज।

रुृये) में चार वषडव की जनयजमत सेवा ृूरी की हो और जजसने

सुसंगत क्षेत्र में स्ट्वाृक जनयंत्रण ब्यूरो द्वारा संचाजलत दो सप्ताह का

प्रजिक्षण सफलताृूवडवक ृूणडव दकया हज।

ट्रटमप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होनें अृनी

अहडवता या ृात्रता सेवा ृूणडव कर ली हज, ृदोन्नजत के जलए जवचार

दकया जा रहा हो, वहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार

दकया जाएगा, ृ

रंतु यह दक उसके द्वारा की गई ऐसी अहडवक या ृ

ात्रता सेवा अृेजक्षत अहडवक या ृात्रता सेवा से अजधक या दो वषडव,

उनमें से जो भी कम हो, से कम न हो और उन्होंने अृने ऐसे कजनष्ठ

व्यजियों सजहत जजन्होंने ऐसी अहडवता या ृात्रता सेवा ृूरी कर ली

हज, अगली उच्चता श्रेणी में ृदोन्नजत के जलए अृनी ृट्ररवीक्षा की

अवजध सफलताृूवडवक ृूरी कर ली हो।

प्रजतजनयुजि द्वारा (अल्ृकाजलक संजवदा सजहत): -

केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या

स्ट्वायत्त जनकायों या सांजवजधक संग न या सावडवजजनक क्षेत्र के

उृक्रमों या मान्यता प्राप्त जवश्वजवद्यालय या मान्यता प्राप्त

अनुसंधान संस्ट्थानों के वे अजधकारी जजन्होंने;

(क) (i) मूल संवगडव या जवभाग में जनयजमत आधार ृर समान ृद

धारण दकया हुआ हज; या

(ii) मूल संवगडव या जवभाग में वेतन मजट्ररक्स (53100-167800

रुृये) में स्ट्तर -9 या उसके समकक्ष ृदों ृर जनयजमत आधार ृर

जनयुजि के बाद दो वषडव की सेवा प्रदान की हो; या

(iii) मूल संवगडव या जवभाग में वेतन मजट्ररक्स (47600-151100

रुृये) में स्ट्तर -8 या उसके समकक्ष ृदों ृर जनयजमत आधार ृर

जनयुजि के बाद चार वषडव की सेवा प्रदान की हो; और

(ख) जनम्नजलजखत जनधाडवट्ररत िजक्षक अहडवता और अनुभव प्राप्त दकया

हो:

(i) कंप्यूटमर एप्लीकेिन या कंप्यूटमर साइंस में मास्ट्टमर जडग्री;

अथवा

(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से कंप्यूटमर

जवज्ञान या कंप्यूटमर इंजीजनयररग या कंप्यूटमर एप्लीकेिन में

मास्ट्टमर ऑफ टमेक्नोलॉजी; अथवा

ट्रटमप्ृण 1: ृोषक प्रवगडव के ऐसे जवभागीय अजधकारी जो ृदोन्नजत की

सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

जाने के ृात्र नहीं होंगे, इसी प्रकार प्रजतजनयुि व्यजि ृदोन्नजत

द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र नही होंगे।

ट्रटमप्ृण 2: प्रजतजनयुजि की अवजध (अल्ृकाजलक संजवदा सजहत),

जजसके अंतगडवत केन्द्रीय सरकार के उसी या दकसी अन्य संग न या

जवभाग में इस जनयुजि से ीक ृहले धाट्ररत दकसी अन्य बाह्य काडर ृ

द ृर प्रजतजनयुजि की अवजध िाजमल हज (अल्ृकाजलक संजवदा

सजहत) साधारणतया तीन वषडव से अजधक नहीं होगी। प्रजतजनयुजि

(अल्ृकाजलक संजवदा सजहत) द्वारा जनयुजि के जलए अजधकतम आयु-

सीमा आवेदन प्राप्त होने की अंजतम जतजथ को छप्ृन वषडव से अजधक

नहीं होगी।

G.S.R. 139.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of System Analyst

(Hardware and Networking) in the Narcotics Control Bureau, under the Ministry of Home Affairs, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Narcotics Control

Bureau, System Analyst (Hardware and Networking), Group ‘A’ Post, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. — The number of the said post, its classification and

level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age- limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

मंत्रालय, ृुस्ट्तकालय और सूचना सहायक भती (संिोधन) जनयम, 2016 को, उन बातों के जसवाय, अजधक्रांत करते हुए,

जजन्हें ऐसे अजधक्रमण से ृहले दकया गया हज या करने का लोृ दकया गया हज, गृह मंत्रालय में ृुस्ट्तकालय और सूचना

G.S.R. 140.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, Library Information Assistant Recruitment (Amendments) Rules, 2016,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Library and Information Assistant in the Ministry

of Home Affairs, namely:-

Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Library and

Information Assistant (Group ‘B’ Post) Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.– The number of the said post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.– No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Promotion:

The departmental Library Clerk in level-2 (Rs. 19900-63200) in

the pay matrix with eighteen years of regular service in the grade

and having successfully completed two weeks training as

prescribed by the Central Government.

Note 1: Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their senior

would also be considered provided they are not short of the

requisite qualifying or eligibility service by more than half of such

qualifying or eligibility service or two years, whichever is less and

have successfully completed their probation period for promotion

to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Note-2: The eligibility service shall continue to be ten years for

departmental candidate holding the post of Library Clerk in level-

2 (Rs. 19900-63200) in the pay matrix on regular basis on the date

of notification of these rules.

Deputation including short term contract:

Officers of the Central Government or State Government or Union

territory Administration or public sector undertaking or recognised

Research Institutions or Universities or Statutory or Autonomous

Organisations,-

(a)(i) holding analogous posts on regular basis in the parent cadre

or department; or

(ii) with six years service in the grade rendered after appointment

thereto on regular basis in posts in Level-5 (Rs. 29200-92300) in

the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience

prescribed for direct recruits under column (7).

Note 1: The departmental officers in the feeder category who are

in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation (including short term contract)

हज; या

(ख) जजसने अृने ृजत या ृत्नी के जीजवत रहते हुए, दकसी अन्य व्यजि से जववाह दकया हज या जववाह का अनुबंध

रन्तु केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार को

लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार भी हैं, तो वह ऐसे दकसी भी व्यजि को इस

Information Assistant (Group ‘B’ posts) Recruitment Rules, 2017, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment

to the post of Library and Information Assistant in the Economics, Statistics and Evaluation Division in the

Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, namely:-

Short title and commencement.- (1)

These rules may be called Ministry of Agriculture and Farmers

Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Library and

Information Assistant (Group B post) Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. – The number of the said post, its classification

and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the Schedule.

Disqualification.- No person, ______

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible

for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

2. ृद-सं्‍ या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर- उि ृदों की सं्‍ या, उनका वगीकरण और वेतन मजट्ररक्स में उनका

5. जि जथल करने की िजि - जहां केंद्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह उसके

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

जनयम, 2026 हज।

(2) ये आजधकाट्ररक राजृत्र में इनके प्रकािन की जतजथ से लागू होंगे।

द सं्‍ या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.- उि ृद की सं्‍ या, उसका वगीकरण और उससे जुड़े वेतन

मजट्ररक्स में उसका स्ट्तर इन जनयमों से संलग्न अनुसूची के स्ट्तंभ (2) से (4) में जनर्ददष्ट होगा।

भती जवजध, आयु सीमा, अन्य योग्यताएाँ, आदद – उि ृद से संबंजधत भती जवजध, आयु सीमा, योग्यताएाँ और अन्य

मामले उि अनुसूची के स्ट्तंभ (5) से (13) में जनर्ददष्ट होंगे।

4. अयोग्यता– कोई भी व्यजि, -

(क) जजसने दकसी ऐसे व्यजि से जववाह दकया हो या जववाह अनुबंध दकया हो जजसका ृजत या ृत्नी जीजवत हो, या

(ख) जो, जीजवत ृजत या ृत्नी की उृजस्ट्थजत में, दकसी व्यजि से जववाह कर चुका हो या जववाह अनुबंध कर चुका हो,

उि ृद ृर जनयुजि के जलए जनम्नजलजखत व्यजि ृात्र होंगे:

बिते दक केंद्र सरकार, यदद संतुष्ट हो दक ऐसा जववाह उस व्यजि और जववाह के दूसरे ृक्ष ृर लागू व्यजिगत कानून के

तहत अनुमेय हज और ऐसा करने के अन्य आधार भी हैं, तो दकसी भी व्यजि को इस जनयम के संचालन से छूटम दे सकती हज।

छूटम देने की िजि। – यदद केंद्र सरकार को यह प्रतीत होता हज दक ऐसा करना आवश्यक या उजचत हज, तो वह

जलजखत प ृ में दजडव दकए जाने वाले कारणों के साथ आदेि द्वारा, दकसी वगडव या श्रेणी के व्यजियों के संबंध में इन जनयमों के

दकसी भी प्रावधान में छूटम दे सकती हज।

बचत – इन जनयमों में ऐसा कुछ भी नहीं हज जो अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जृछड़ा वगडव, ृूवडव

सजनक और अन्य जविेष श्रेजणयों के व्यजियों के जलए केंद्र सरकार द्वारा समय-समय ृर जारी दकए गए आदेिों के अनुसार

हो; या

नोटम 1.- ृदोन्नजत की सीधी ृंजि में आने वाले जवभाग के अजधकारी जो

फीडर श्रेणी में आते हैं,प्रजतजनयुजि ृर जनयुजि के जलए ृात्र नहीं होंगे।

इसी प्रकार, प्रजतजनयुजि ृर आए अजधकारी भी ृदोन्नजत ृर जनयुजि के

नोटम 2.- प्रजतजनयुजि की अवजध, जजसमें इस जनयुजि से ीक ृहले केंद्र

सरकार के इसी या दकसी अन्य संग न या जवभाग में धाट्ररत दकसी अन्य

गजर-संवगडव ृद ृर प्रजतजनयुजि की अवजध भी िाजमल हज, सामान्यतिः तीन

वषडव से अजधक नहीं होगी। प्रजतजनयुजि के जलए अजधकतम आयु

सीमाआवेदन प्राप्त होने की अंजतम जतजथ तक, छप्ृन वषडव की आयु से

supersession of the Delhi Milk Scheme, Junior Accounts Officer Recruitment Rules, 1999 and the Delhi Milk Scheme

(Accountant and Cashier Group ‘C’) Recruitment Rules,1996, in so far as they relate to the post of Accountant,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Accounts Officer in Delhi Milk Scheme

under the Department of Animal Husbandry and Dairying in the Ministry of Fisheries, namely:-

1. Short title and commencement.- (1) These rules may be called the Delhi Milk Scheme, Junior Accounts

Officer, Recruitment Rules, 2026.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in

this pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Note 1.- The Departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, deputaionists shall not be

eligible for appointment on promotion.

Note 2.- Period of deputation including period of deputation in

another ex-cadre post held immediately preceding this appointment

in the same or some other organization or Department of Central

Government shall ordinarily not to exceed three years. The

maximum age- limit for deputation

shall not be exceeding fifty six years, as on the closing date of

receipt of application.

Note 3.- Where juniors who have completed their qualifying or
