प्रौद्योजगकी या सॉफ्टवेयर) (समूह 'ख' ृद), भती जनयम, 2026 हज।

2. ृ

द की सं्‍ या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.- उि ृद की सं्‍ या, उसका वगीकरण और वेतन मजट्ररक्स में

उसका स्ट्तर वह होगा, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

भती की ृद्धजत, आयु-सीमा, अहाताएं आदद.- उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहाताएं और उससे

संबंजधत अन्य बातें वे होंगी, जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

जनरहाता- वह व्यजि-

(क)

जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह

की संजवदा की हज; या

(ख)

जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या

जववाह की संजवदा की हज,

उि ृद ृर जनयुजि का ृात्र नहीं होगा : ृ

रन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं, तो वे दकसी व्यजि को इस

जनयम के प्रवतान से छूट दे सकेगी।

जिजथल करने की िजि.– जहााँ केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह

उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से ृरामिा करके इन जनयमों के दकसी उृबंध को

दकसी वगा या प्रवगा के व्यजियों के संबंध में, आदेि द्वारा जिजथल कर सकेगी I

व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केंरीय सरकार द्वारा इस संबंथ में समय-समय ृर जारी दकये गए आदेिों के अनुसार अनुसूजचत जाजतयों,

अनुसंधान संस्ट्थानों या स्ट्वायत्त जनकायों या सांजवजधक संग नों के

तहत वे अजधकारी जजन्होंने:

(क) (i) मूल संवगा या जवभाग में जनयजमत आधार ृर समान ृद

धारण दकया हुआ हज; या

(ii) मूल संवगा या जवभाग में वेतन मजट्ररक्स (रु 44900-142400)

में स्ट्तर-7 ृर जनयजमत आधार ृर जनयुजि के बाद दो वषा की

जनयजमत सेवा प्रदान की; और

(ख) कॉलम (7) के तहत सीधी भती के जलए जनधााट्ररत िजक्षजणक

योग्यता और अनुभव।

New Delhi, the 5th August, 2026

G.S.R. 145.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Programmer

(Information Technology or Software) in the Narcotics Control Bureau, Ministry of Home Affairs, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Narcotics Control

Bureau, Programmer (Information Technology or Software), Group ‘B’ Post, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. — The number of the said post, its classification and

level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualification, etc. — The method of recruitment, age- limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse

living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any

person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 146.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director

(Cyber) in the Narcotics Control Bureau, Ministry of Home Affairs, namely: —

Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Narcotics

Control Bureau, Assistant Director (Cyber), Group ‗A‘ Post, Recruitment Rules, 2026.

Number of post, classification and level in pay matrix.— The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualification, etc.— The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.— No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse

living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any

person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation in age-limit, and other concessions

required to be provided for the Scheduled Castes, the Schedule Tribes, the Other Backward Classes, ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

हज, अथाात्:—

1. संजक्षप्त नाम और प्रारम्भ- (1) इन जनयमों का संजक्षप्त नाम राष्ट्रीय रोग जनयंत्रण केन्र, क्षेत्र कायाकताा (समूह 'ग' ृद) भती

जनयम, 2026 हज।

(2) ये राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. ृदों की सं्‍ या, वगीकरण तथा वेतन मजट्ररक्स में स्ट्तर- उि ृद की सं्‍ या, उसका वगीकरण और उससे संलग्न वेतन

मजट्ररक्स में स्ट्तर वह होगा, जो उि उृाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) तक में जवजनर्ददष्ट हज।

3. भती की ृद्धजत, आयु-सीमा, अहाताएाँ आदद- उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहाताएं तथा उससे संबंजधत अन्य

बातें वे होंगी जो उि अनुसूची के स्ट्तम्भ (5) से (13) में जवजनर्ददष्ट हज।

4. जनरहाता- वह व्यजि—

(क) जजसने ऐसे व्यजि से, जजसका ृजत या ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज; अथवा

(ख) जजसने अृने ृजत या ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज;

उि ृद के जलए जनयुजि का ृात्र नहीं होगा: ृ

रन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार को लागू

स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के अन्य आधार हैं, तो वह दकसी व्यजि को इस जनयम के प्रवतान से छूट दे

सकेगी।

5. जिजथल करने की िजि- जहााँ केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहााँ उसके जलए

जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिा करके इन जनयमों के दकसी भी उृबन्ध को दकसी

वगा या प्रवगा के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त- इन जनयमों की कोई बात ऐसे आरक्षण आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी, जजनका

केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों,

अन्य जृछड़ा वगों, भूतृूवा सजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उृबन्ध कराना अृेजक्षत हज।

G.S.R. 147.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Institute of Communicable Diseases (Group 'D' posts) Recruitment Rules, 1980, in so far

as it relates to the post of Malaria Field Worker / Field Worker at serial number 11 of the Schedule thereof, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Field Worker in the National Centre for Disease Control under the

Directorate General of Health Services, Ministry of Health and Family Welfare, namely:—

1. Short title and commencement. - (1) These rules may be called the National Centre for Disease Control, Field

Worker (Group 'C' Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of the said post, its classification and

the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person-

(i) who has entered into or contracted a marriage with a person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.
