स्ट्टोसस जडृाटसमेंट, समूह ‘ग’ (अनौद्योजगक और औद्योजगक) ृद भती जनयम, 1991 को जहााँ तक उनका संबंध अधीक्षक और

चयन श्रेणी जलजृक/सहायक लेखाकार के ृदों से संबंजधत हैं, को उन बातो के जसवाय अजधक्रान्त करते हुए जजन्हें ऐसे

अजधक्रमण से ृूवस दकया गया हज या करने का लोृ दकया गया हज, रक्षा मंत्रालय, कैंटीन स्ट्टोसस जडृाटसमेंट में कायासलय

अधीक्षक के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, अथासत्:-

1.

संजक्षप्त नाम और प्रारंभ ─ (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, कैंटीन स्ट्टोसस जडृाटसमेंट, कायासलय

अधीक्षक (समूह ‘ख’ ृद) भती जनयम, 2026 हज।

(2) ये जनयम राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

2.

ृद-सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर : उि ृद की सं्‍या, उसका वगीकरण और वेतन मजट्ररक्स में

उसका स्ट्तर या वेतनमान वह होगा जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

3.

भती की ृद्धजत, आयु-सीमा, अहसताएाँ आदद : उि ृद ृर भती की ृद्धजत, आयु-सीमा, अहसताएं और उससे

संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

4.

जनरहसता :

वह व्यजि,

(क)

जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की

हज; या

(ख)

जजसने अृने ृजत या ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा

की हज

उि ृद ृर जनयुजि के जलए ृात्र नहीं होगा :

ृरंतु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि के प्रवतसन से छूट दे

सकेगी।

5.

जिजथल करने की िजि : जहााँ केंद्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह

उसके जलए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिस करके इन जनयमों के दकसी उृबंध को

दकसी वगस या प्रवगस के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,

अनुसूजचत जनजाजतयों, अन्य जृछडे वगों, भूतृूवस सजनकों और अन्य जविेष प्रवगस के व्यजियों के जलए उृबंध करना

अृेजक्षत हज।

प्रोन्नजत:

ऐसे उच्च श्रेणी जलजृक वेतन मजट्ररक्स के स्ट्तर-4 (₹25,500 –

₹81,100) में जजन्होंने उस श्रेणी में दस वषस की जनयजमत सेवा

की हज; और प्रिासन, स्ट्थाृना और लेखा संबंधी जवषयों में दो

सप्ताह का प्रजिक्षण सफलताृूवसक ृूरा दकया हो।

ट्रटप्ृणी:- जहााँ ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने

अृनी अहसक या ृात्रता सेवा ृूरी कर ली हज, प्रोन्नजत के जलए

जवचार दकया जा रहा हो, वहााँ उनके ज्येष्ठ व्यजियों के संबंध

में भी जवचार दकया जाएगा ृरंतु यह तब जब दक उसके द्वारा

की गई ऐसी अहसक या ृात्रता सेवा, अृेजक्षत अहसक या ृात्रता

सेवा के आधे से अजधक से या दो वषस से, इनमें से जो भी कम

हो, कम न हो और उन्होंने अृने ऐसे कजनिॆष्ठ व्यजियों सजहत,

जजन्होंने ऐसी अहसक या ृात्रता सेवा ृहले ही ृूरी कर ली हज,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृट्ररवीक्षा की

अवजध सफलताृूवसक ृूरी कर ली हो।

प्रजतजनयुजि:

(क) केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र के

ऐसे अजधकारी, जो-

(i) मूल काडर या जवभाग में जनयजमत आधार ृर सदृि ृद

धारण दकए हुए हों; या

(ii) जजन्होंने मूल काडर या जवभाग में समतुल्य या वेतन

मजट्ररक्स मे स्ट्तर-5 (₹29,200 – ₹92,300) में जनयजमत

आधार ृर उस ृद ृर जनयुजि के ृश्चात् छह वषस की सेवा

की हो; या

(iii) जजन्होंने मूल काडर या जवभाग में समतुल्य या वेतन

मजट्ररक्स मे स्ट्तर-4 (₹25,500 – ₹81,100) में जनयजमत

आधार ृर उस ृद ृर जनयुजि के ृश्चात् दस वषस की सेवा की

हो; और

(ख) जजनके ृास जनम्नजलजखत िजक्षक अहसताएं और अनुभव

हो, अथासत् :-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक

की जडग्री हो;

(ii) रोकड या लेखा या स्ट्थाृना कायस में दो वषस का अनुभव

हो।

ट्रटप्ृणी 1: ृोषक प्रवगस के ऐसे जवभागीय अजधकारी, जो

प्रोन्नजत की सीधी ृंजि में हज, प्रजतजनयुजि ृर जनयुजि के

जलए जवचार दकए जाने के ृात्र नहीं होंगे। इसी प्रकार

प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए

जाने के ृात्र नहीं होंगे।

ट्रटप्ृणी 2: प्रजतजनयुजि की अवजध, जजसके अंतगसत केंद्रीय

सरकार के उसी या दकसी अन्य संग न या जवभाग में इस

जनयुजि से ीक ृहले धाट्ररत दकसी अन्य काडर बाह्य ृद ृर

प्रजतजनयुजि की अवजध हज साधारणतया 3 वषस से अजधक नहीं

होगी।.

ट्रटप्ृणी 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु

सीमा आवेदन प्राप्त करने की अंजतम ताट्ररख को 56 वषस से

अजधक नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना।

भती करने में दकन ृट्ररजस्ट्थजतयों मे संघ लोक

सेवा आयोग से ृरामिस दकया जाएगा।

NOTIFICATION

New Delhi, the 24th AUGUST, 2026

S.R.O. 24.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Canteen Stores Department, Group ‘C’ (non-industrial and industrial) posts Recruitment Rules,

1991, in so far as they relate to the post of Superintendent and Selection Grade Clerk/Assistant Accountant, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Office Superintendent, in the Canteen Stores Department,

Ministry of Defence, namely:─

1.

Short title and commencement.─ (1) These rules may be called the Ministry of Defence, Canteen

Stores Department, Office Superintendent (Group ‘B’ Post) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Numbers of post, classification and level in pay matrix.─ The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit, qualifications etc.─The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualification.─No person,

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax.─ Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provision of the rules with respect to any class or category of persons.

6.

Saving.─ Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Clases, ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

Promotion:

Upper Division Clerk in Level-4 in the pay matrix (Rs. 25,500-

81,100) with ten years regular in the grade and having successfully

completed training of two weeks in administration, establishment

and accounts matter.

Note:- Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

shall also be considered provided they are not short of the requisite

qualifying or eligibility service by more than half of such qualifying

or eligibility service or two years, whichever is less, and have

successfully completed probation period for promotion to the next

higher grade along with their juniors who have already completed

such qualifying or eligibility service.

Deputation:

(a) Officers of the Central Government or State Government or

Union territories.

(i) Holding analogous posts on a regular basis in the parent cadre or

department; or

(ii) With six years service rendered after appointment to the post on

a regular basis in level-5 in the pay matrix (Rs. 29200-92300) or

equivalent in the parent cadre or department; or

(iii) With ten years service rendered after appointment to the post on

a regular basis in Level-4 in the pay matrix (Rs. 25500-81100) or

equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and

experience, namely.-

(i) Bachelor degree from a recognised University or Institute;

(ii) two years experience in cash or accounts or establishment work.

Note 1: The departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, the deputationist shall not be

eligible for consideration for appointment by promotion.

Note 2: The period of deputation including period of deputation in

another ex-cadre post held immediately preceding this appointment
