सं. 9-13/2026-यू.3(ए)—जबदक, केन्द्र सरकार को शिश्वशिद्यालय अनुिान आयोग (यूजीसी) अशिशनयम, 1956 की िारा 3 के तहत
यूजीसी की सलाह पर उच्चतर शिक्षा संस्थान को सम-शिश्वशिद्यालय संस्थान के रूप में घोशित करने का अशिकार प्राप्त है।
2. और जबदक, श्रीशनिासन चैररटेबल एंड एजुकेिनल ट्रस्ट द्वारा यूजीसी अशिशनयम, 1956 की िारा 3 के तहत, शनम् नशलशित संस् थानों
को शमलाकर 'िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ साइंस एंड ररसचच', एनएच-45, शत्रची-चेन्नई राष्ट ट्रीय राजमागच, शसरुिाचुर, पेरम्बलुर,
तशमलनाडु) के नाम पर ‘सम शिश्वशिद्यालय' संस् था का िजाच पाने के शलए यूजीसी पोटचल पर ऑनलाइन आिेिन प्रस् तुत दकया था:
i. िनलक्ष्मी श्रीशनिासन मेशडकल कॉलेज एंड हॉशस्पटल
ii. िनलक्ष्मी श्रीशनिासन डेंटल कॉलेज
iii. श्रीशनिासन कॉलेज ऑफ़ नर्सिंग।
3. और जबदक, यूजीसी ने दिनांक 02.03.2026 के अपने पत्र संख्या 40-13/2024 (सीपीपी-आई/डीयू) के माध्यम से सूशचत
दकया दक आिेिन की जांच यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार अपनी शििेिज्ञ सशमशत के माध्यम से की गई
थी। सशमशत ने समग्र मूल् यांकन के बाि, सिचसम्मशत से शसफाररि की दक िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ साइंस एंड ररसचच, शसरुिाचुर,
पेरम्बलूर, तशमलनाडु के नाम पर शिशिष्ट श्रेणी के तहत सम शिश्वशिद्यालय संस्था की स्थापना के शलए कुछ ितों के साथ आिय पत्र
(एलओआई) जारी दकया जा सकता है। सशमशत की शसफाररि पर आयोग द्वारा दिनांक 30.01.2026 को हुई अपनी 595िीं बैठक में शिचार
दकया गया और इसे अनुमोदित दकया गया।
4. और जबदक, मंत्रालय ने यूजीसी की सलाह पर श्रीशनिासन चैररटेबल एंड एजुकेिनल ट्रस्ट, तशमलनाडु को 3 ििच की अिशि
के भीतर कुछ ितों को पूरा करने के शलए दिनांक 25.05.2026 को आिय पत्र (एलओआई) जारी दकया। इसके अशतररक्त, प्रायोजक ट्रस्ट
ने दिनांक 04.06.2026 के पत्र के माध्यम से एलओआई में उशल्लशित ितों के संबंि में अनुपालन ररपोटच प्रस्तुत की, शजसमें अन्द्य बातों के
साथ-साथ उल्लेि दकया गया है दक उसने प्रस्ताशित सम शिश्वशिद्यालय के शलए एक शििेि ट्रस्ट (िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ
साइंस एंड ररसचच ट्रस्ट) बनाया है। अनुपालन ररपोटच जांच और सलाह के शलए यूजीसी को भेजी गई।
5. और इसके अशतररक्त, यूजीसी ने दिनांक 27.07.2026 के अपने पत्र के माध्यम से सूशचत दकया दक प्रायोजक शनकाय की
अनुपालन ररपोटच को उसकी शििेिज्ञ सशमशत द्वारा स्िीकार कर शलया गया और शिशिष्ट श्रेणी के तहत िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट
ऑफ साइंस एंड ररसचच, शसरुिाचुर, पेरम्बलुर, तशमलनाडु को सम शिश्वशिद्यालय संस् था का िजाच िेने की शसफाररि की गई। सशमशत की
शसफाररि पर आयोग द्वारा दिनांक 06.07.2026 को हुई अपनी 598िीं बैठक (मि सं. 2.30) में शिचार दकया गया और अनुमोदित
दकया गया।

6. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशक्तयों का प्रयोग करते हुए, शिक्षा मंत्रालय, एतिद्वारा
यूजीसी की सलाह पर, िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ साइंस एंड ररसचच, शत्रची-चेन्नई राष्ट्रीय राजमागच, शसरुिाचुर, पेरम्बलुर,
तशमलनाडु के नाम पर शिशिष्ट श्रेणी के तहत सम शिश्वशिद्यालय का िजाच प्रिान करने के शलए, अनुमोिन प्रिान करता है, शजसमें उपरोक्त
पैरा 2 में उशल्लशित संस्थान िाशमल हैं। यह अनुमोिन शनम्नशलशित ितों के अध् यिीन है:
i.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, शसरुिचुर, पेरम्बलुर, तशमलनाडु, समय-समय पर यथासंिोशित
यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 का पालन करेगा।
ii.
प्रायोजक शनकाय द्वारा दिए गए सभी िचनों का सम शिश्वशिद्यालय द्वारा सख़्ती से पालन दकया जाएगा।
iii.
यूजीसी और शिक्षा मंत्रालय की पूिच अनुमशत के शबना सम शिश्वशिद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की
पररसंपशत्तयों या शनशियों/राजस्ि का अन्द्यत्र उपयोग नहीं दकया जाएगा।
iv.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु दकसी भी ऐसी गशतशिशि में िाशमल नहीं
होगा या उसमें सशम्मशलत नहीं होगा जो िाशणशययक और लाभ कमाने िाली प्रकृशत की हो।
v.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु में प्रस्तुत दकए जाने िाले िैक्षशणक कायचक्रम
यूजीसी और संबंशित सांशिशिक पररििों/शनकायों द्वारा शनिाचररत मानिंडों और मानकों के अनुरूप होंगे।
vi.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीशत-
2020 के अनुरूप बनाएगा।
vii.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु समय-समय पर यथा संिोशित यूजीसी (सम
शिश्वशिद्यालय संस्थान) शिशनयम, 2023 में शनशहत प्राििानों के अनुसार सभी पात्र िैक्षशणक पाठ्यक्रमों/कायचक्रमों को राष्ट्रीय
प्रत्यायन बोडच (एनबीए) द्वारा िैि मान्द्यता के शलए मूल्यांदकत कराने और संस्थान को राष्ट्रीय मूल्यांकन एिं प्रत्यायन पररिि
(एनएएसी) द्वारा िैि मान्द्यता प्राप्त कराने जैसा भी मामला हो, के शलए सभी अपेशक्षत किम उठाएगा।
viii. छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशणक पाठ्यक्रम/कायचक्रम के अनुमोिन के निीनीकरण, छात्रों की प्रिेि क्षमता में
संिोिन, नए पाठ्यक्रम/कायचक्रम िुरू करने आदि के मामले में संबंशित सांशिशिक पररििों के सभी शनिाचररत मानिंड और
प्रदक्रयाएं लागू रहेंगी और िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ ररसचच एंड टेक्नोलॉजी, पेरम्बलुर, तशमलनाडु द्वारा उनका
अनुपालन दकया जाएगा।
ix.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु यूजीसी (सम शिश्वशिद्यालय संस्थान)
शिशनयम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन (एमओए) प्रस्तुत करेगा। इसके अलािा, जब भी
आिश्यक होगा, यह मौजूिा शिशनयमों के प्राििानों के अनुसार अपने संगम ज्ञापन/शनयमों को अद्यशतत या संिोशित करेगा।
x.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ़ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु यूजीसी और संबंशित सांशिशिक पररििों के
शनयमों और शिशनयमों के अनुसार िुल् क संरचना का पालन करेगा।
xi.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ साइंस एंड ररसचच, पेरम्बलुर, तशमलनाडु इस मंत्रालय के नेिनल इंस्टीट्यूिनल रैंककंग
फ्रेमिकच (एनआईआरएफ) द्वारा जारी िार्िचक भारतीय रैंककंग में भाग लेगा।
xii.
िनलक्ष्मी श्रीशनिासन इंस्टीट्यूट ऑफ ररसचच एंड टेक्नोलॉजी, पेरम्बलुर, तशमलनाडु के शलए यह अशनिायच होगा दक िह
एकेडशमक बैंक ऑफ क्रेशडट्स (एबीसी) बनाए, अपने छात्रों की पहचान (आइडेंरटटी) तैयार करे, उनके क्रेशडट स्कोर को
शडशजटल लॉकर में अपलोड करे और यह सुशनशित करे दक ये क्रेशडट स्कोर एबीसी पोटचल पर प्रिर्िचत हों और समथच ई-जीओिी
को अपनाए।

No. 9-13/2026-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University
Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an
Institution deemed to be University.
2. Whereas, an online application was submitted by Srinivasan Charitable and Educational Trust on the UGC’s
Portal for grant of Institution deemed to be University status under distinct category in the name of Dhanalakshmi
Srinivasan Institute of Science and Research, NH-45, Trichy -Chennai National Highways, Siruvachur, Perambalur,
Tamil Nadu under Section 3 of the UGC Act, 1956 by amalgamation of following institutions:
i.
Dhanalakshmi Srinivasan Medical College and Hospital
ii.
Dhanalakshmi Srinivasan Dental College
iii.
Srinivasan College of Nursing.
3. And whereas, UGC, vide its letter no. 40-13/2024 (CPP-I/DU) dated 02.03.2026, informed that the
application was examined through its Expert committee in accordance with the UGC (Institutions deemed to be
Universities) Regulations, 2023. The Committee, after overall assessment, unanimously recommended that letter of
Intent (LoI) may be issued with certain conditions for establishment of Institution deemed to be university under
distinct category in the name of Dhanalakshmi Srinivasan institute of Science and Research, Siruvachur, Perambalur,
Tamil Nadu. The recommendation of the Committee was considered and approved by the Commission in its 595 th
meeting held on 30.01.2026.
4. And whereas, the Ministry, on the advice of UGC, issued letter of Intent (LoI) dated 25.05.2026 to
Srinivasan Charitable and Educational Trust, Tamil Nadu for fulfilment of certain conditions within a period of
3 years. Further, the sponsoring Trust, vide letter dated 04.06.2026, submitted compliance report in respect of the
conditions mentioned in the LoI. Inter-alia, mentioning that it has created an exclusive Trust (Dhanalakshmi Srinivasan

UGC for examination and advice.
5. And further whereas, UGC, vide its letter dated 27.07.2026, conveyed that the compliance report of the
sponsoring body was accepted by its Expert Committee and recommended for grant of Institution deemed to be
University status Dhanalakshmi Srinivasan institute of Science and Research, Siruvachur, Perambalur, Tamil Nadu
under distinct category. The recommendation of the Committee was considered and approved by the Commission in
its 598th meeting (item No. 2.30) held on 06.07.2026.
6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of
Education, on the advice of UGC, hereby accords approval for conferment of Institution deemed to be University
status under distinct category in the name of Dhanalakshmi Srinivasan Institute of Science and Research, Trichy-
Chennai National Highways, Siruvachur, Perambalur, Tamil Nadu consisting of Institutions mentioned in para 2 above.
This approval is further subject to the following conditions:
i.
Dhanalakshmi Srinivasan Institute of Science and Research, Siruvachur, Perambalur, Tamil Nadu
shall follow the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from
time to time.
ii.
All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be
University.
iii.
There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or
of its constituent teaching units, without prior permission of the UGC and Ministry of Education.
iv.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall not engage
or indulge in any activities that are of commercial and profit making in nature.
v.
The academic programmes to be offered at Dhanalakshmi Srinivasan Institute of Science and
Research, Perambalur, Tamil Nadu shall conform to the norms and standards prescribed by the UGC
and the Statutory Councils/Bodies concerned.
vi.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall align its
course with National Education Policy-2020.
vii.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall take all
the required steps to get all the eligible academic courses/programmes rated for valid accreditation
by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National

Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as
contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from
time to time.
viii.
All the prescribed norms and procedures of the Statutory Councils concerned in the matter of
admission of students, intake capacity of students, renewal of approval to the academic
course/programme, revision of intake capacity of students, starting of new courses/programmes,
etc. shall continue to be in force, and shall be adhered to by Dhanalakshmi Srinivasan Institute of
Science and Research, Perambalur, Tamil Nadu.
ix.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall submit
its MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to
UGC. Further, as and when necessary, it shall update or revise or modify its MoA/Rules, as per the
provisions of the prevailing Regulations.
x.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall follow the
fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.
xi.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall participate
in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this
Ministry.
xii.
Dhanalakshmi Srinivasan Institute of Science and Research, Perambalur, Tamil Nadu shall
compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their
credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt
Samarth e-Gov.
