का.जन.आ. 25.— राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और
रक्षा मंत्रालय, मुख्यालय एकीकृत रक्षा स्ट्टाफ, राष्ट्रीय रक्षा अकािमी, प्रिानाचायय और उप- प्रिानाचायय (समूि ‘क’ पि)
भती जनयम, 2013 को , उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजिक्मण से पूवय दकया गया िै या करने का
लोप दकया गया िै, रक्षा मंत्रालय, राष्ट्रीय रक्षा अकािमी, खड़कवासला में प्रिानाचायय के पि पर भती की पद्धजत का
जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथायत् :-
1.
संजक्षप्त नाम और प्रारम्भ.- (1) इन जनयमों का संजक्षप्त नाम, रक्षा मंत्रालय, मुख्यालय एकीकृत रक्षा
स्ट्टाफ, राष्ट्रीय रक्षा अकािमी, प्रिानाचायय, (समूि ‘क’ पि) भती जनयम, 2026 िै।

ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2.
पि संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर. – उि पि की संख्या, उसका वगीकरण और वेतन
मैट्ररक्स में उसका स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट िैं।

भती की पद्धजत, आयु-सीमा, अियताएं, आदि.- उि पि पर भती की पद्धजत, आयु-सीमा, अियताएं और
उनसे संबंजित अन्य बातें वे िोंगी, िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ियष्ट िैं।
4.
जनरियता.- वि व्यजि,-
(क)
जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की
संजविा की िै; या
(ख)
जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या
जववाि की संजविा की िै,
उि पि पर जनयुजि का पात्र निीं िोगा।
परंतु यदि केंन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतयन से छूट िे सकेगी।
5.
जिजथल करने की िजि.- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै,
विां वि उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिय करके, इन जनयमों के दकसी
उपबंि को दकसी वगय या प्रवगय के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं
डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िन-िाजतयों, अन्य जपछड़े वगों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि या आमेलन दकया
िाएगा।

प्रजतजनयुजि (जिसमें अल्पकाजलक संजविा भी िै):
केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या स्ट्वायत्त या सांजवजिक संगठन या पी.एस.यू.एस. या जवश्वजवद्यालय
या मान्यता प्राप्त अनुसंिान संस्ट्थानों के ऐसे अजिकारीिः
(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िों; या
(ii) जिन्िोंने वेतन मैट्ररक्स में स्ट्तर-13अ (रु.1,31,100-2,16,600) या मूल काडर या जवभाग में समतुल्य जनयजमत
आिार पर इस पि पर जनयुजि के पश्चात िो वषय की सेवा की िै; या
(iii) जिन्िोंने वेतन मैट्ररक्स में स्ट्तर -13 (रु.1,18,500-2,14,100) या मूल काडर या जवभाग में समतुल्य जनयजमत
आिार पर इस पि पर जनयुजि के पश्चात तीन वषय की सेवा की िै ; और
(ख) जिनके पास जनम्नजलजखत िैजक्षक अियताएं और अनुभव िोिः
आवश्यक अियताएं :
(i) पी.एच.डी. जडग्री (सुसंगत जवषय में)
(ii) दकसी मिाजवद्यालय, जवश्वजवद्यालयों और अन्य उच्चतर जिक्षा संस्ट्थानो में आचायय या सि-आचायय के रूप में कम-से-कम
कुल 15 वषय जिक्षण या अनुसंिान की सेवा या अनुभव।
(iii) जविेषज्ञ समीक्षा या जवश्वजवद्यालय अनुिान आयोग-सूचीबद्ध िनयल्स में न्यूनतम 10 अनुसंिान प्रकािन।
(iv) नवीनतम जवश्वजवद्यालय अनुिान आयोग अजिसूचना के अनुसार न्यूनतम 110 अनुसंिान अंक।
ट्रटप्पण-1 प्रजतजनयुजि की अवजि, जिसमें इस जनयुजि से ठीक पूवय केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग
में िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया पाँच वषय से अजिक निीं िोगी।
ट्रटप्पण-2 प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 58 वषय से
अजिक निीं िोगी।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।
भती करने में दकन पट्ररजस्ट्थजतयों में, संघ लोक सेवा आयोग
से परामिय दकया िाएगा।

New Delhi, the 19th August, 2026
S.R.O. 25.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of Ministry of Defence, Headquarters Integrated Defence Staff, National Defence Academy, Principal
and Vice-Principal, (Group ‘A’ posts) Recruitment Rules, 2013, except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the
post of Principal, in the Ministry of Defence, National Defence Academy, Khadakwasla, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Defence, Headquarters Integrated
Defence Staff, National Defence Academy, Principal, (Group 'A' post) Recruitment Rules, 2026.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification, and
level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said post, age-
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule .
4.
Disqualification. - No person, -
(a)
Who has entered into or contracted a marriage with a person having a spouse living; or
(b)
Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any provisions of these rules with respect to any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and
other special categories of persons in accordance with the Orders issued by the Central Government from time to time
in this regard.

(ii) With two years service rendered after appointment to the posts on a regular basis in the
level 13A of the pay matrix (Rs. 1,31,100 – 2,16,600) or equivalent in the parent cadre or

department; or
(iii) With three years service rendered after appointment to the posts on a regular basis in the
level 13 of the pay matrix (Rs. 1,18,500 – 2,14,100) or equivalent in the parent cadre or
department; and
(b) possessing the following educational qualifications and experience: -
Essential Qualifications:
(i) Ph.D Degree (in relevant field)
(ii) Professor or Associate Professor with a total service or experience of at least fifteen years of teaching or research
in Universities, Colleges and other institutions of higher education.
(iii) A minimum of ten research publications in peer-reviewed or University Grant Commission-listed journals.
(iv) A minimum of 110 research score as per latest University Grant Commission notification.
Note-1 The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organisation or department of the Central Government shall
ordinarily not exceed five years.
Note-2 The maximum age limit for appointment by deputation shall be Not exceeding 58 years as on the last date of
receipt of applications.
