सा.का.जन. 160.— राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

आर्थिक कायि जवभाग, स्ट्टाफ कार चालक समूि ‘ग’ जनयम, 1989 का, उन बातों के जसवाय, अजिक्रमण करते हुए, जिन्िें

ऐसे अजिक्रमण से पूवि दकया गया िै या करने से लोप कर दिया गया िै, आर्थिक कायि जवभाग, जवत्त मंत्रालय में स्ट्टाफ कार

चालक ग्रेड (सामान्य ग्रेड), स्ट्टाफ कार चालक ग्रेड II और स्ट्टाफ कार चालक ग्रेड I पिों की भती पद्धजत को जवजनयजमत

करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाित:-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षत नाम जवत्त मंत्रालय, आर्थिक कायि जवभाग, स्ट्टाफ कार चालक

ग्रेड (सामान्य ग्रेड), स्ट्टाफ कार चालक ग्रेड II और स्ट्टाफ कार चालक ग्रेड I भती जनयम, 2026 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना.- ये जनयम इन जनयमों से संलग्न अनुसूची के कॉलम (1) में जवजनर्ििष्ट पिों पर लागू िोंगे।

3. पिों की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर.- उि पिों की संख्या, उनका वगीकरण और वेतन मैट्ररक्स में

स्ट्तर वे िोंगे, िो उि अनुसूची के कॉलम (2) से कॉलम (4) में जवजनर्ििष्ट िैं।

4. भती की पद्धजत, आयु-सीमा, िैक्षजणक अििताएं आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अििताएं और

उनसे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के कॉलम (5) से कॉलम (13) में जवजनर्ििष्ट िैं।

5. जनरििता.- ऐसा व्यजि,-

(i)

जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की

िै; या

(ii) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की

संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को

इस जनयम के प्रवतिन से छूट िे सकेगी।

जिजथल करने की िजि.-- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िै, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों के

संबंि में, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त.-- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं

डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत

िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए

उपबंि करना अपेजक्षत।

बाि उन्िें पुन: जनयुजि के आिार पर िारी रखा िा सकता िै।

नोट 1: उसी या दकसी अन्य संगठन या केंद्र सरकार के जवभाग में इस

जनयुजि से ठीक पिले आयोजित दकसी अन्य पूवि-कैडर पि में प्रजतजनयुजि

की अवजि सजित प्रजतजनयुजि की अवजि आमतौर पर तीन वषि से अजिक

निीं िोगी।

नोट 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा या

आवेिन प्राप्त िोने की अंजतम जतजथ के अनुसार आमेलन 'छप्पन वषि से

NOTIFICATION

New Delhi, the 24th August, 2026

G.S.R. 160.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Economic Affairs, Staff Car Driver Group ‘C’, Recruitment Rule, 1989, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Staff Car Driver Grade (Ordinary Grade), Staff Car Driver

Grade II and Staff Car Driver Grade I, in the Department of Economic Affairs, Ministry of Finance, namely:

Short title and commencement. – (1) These rules may be called the Ministry of Finance, Department of

Economic Affairs, Staff Car Driver Grade (Ordinary Grade), Staff Car Driver Grade II and Staff Car Driver Grade I,

Recruitment Rules, 2026.

They shall come into force on the date of their publication in the official Gazette.

Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to

these rules.

Number of posts, classification, level in pay matrix. – The number of the said posts, their classification,

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualification, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and

other special categories of persons, in accordance with the orders issued by Central Government from time to time in

this regard.

not likely to be available to fill up the vacancy

which, from officials holding the post of Dispatch Rider on regular basis or

regular Group C employees in level-1 in the pay matrix (Rs.18000-56900)

in other Ministries of the Central Government who fulfil the necessary

qualifications as mentioned in column (7).

Deputation or re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be transferred to

reserve within a period of one year and having the requisite experience and

qualifications prescribed shall also be considered and such persons shall be

given deputation terms upto the date on which they are due for release from

the Armed Forces; thereafter they may be continued on re-employment

basis.

Note 1: The period of deputation including the period of deputation in

another ex-cadre post held immediately preceding this appointment in the

same or some other organisation or Department of the Central Government

shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation or

absorption shall be 'not exceeding fifty-six years' as on the closing date of

receipt of applications.
