सं.9-1/2026-यू.3(ए): जबदक, केन्द्र सरकार को शिश्वशिद्यालय अनुिान आयोग (यूजीसी) अशिशनयम, 1956 की िारा 3 के तहत

यूजीसी की सलाह पर उच्चतर शिक्षा संस्थान को सम-शिश्वशिद्यालय संस्थान के रूप में घोशित करने का अशिकार प्राप्त है।

2. और जबदक, साउ. मथुराबाई भाऊसाहेब थोराट सेिाभािी ट्रस्ट (एसएमबीटी सेिाभािी ट्रस्ट) द्वारा दिनांक 15.05.2025 को

यूजीसी के पोटटल पर शनम् नशलशित संस् थानों को िाशमल करते हुए एसएमबीटी, एसएमबीटी एजुकेिनल कैंपस, नंिी शहल्स, िामनगांि-घोटी,

नाशसक, महाराष्ट्र के नाम पर शिशिष् ट श्रेणी के अंतगटत ‘सम शिश्वशिद्यालय' संस् था का िजाट प्रिान करने के शलए यूजीसी पोटटल पर ऑनलाइन

आिेिन प्रस् तुत दकया था:

i.

एसएमबीटी कॉलेज ऑफ फामेसी;

ii.

एसएमबीटी आयुिेि कॉलेज एिं अस्पताल;

iii.

एसएमबीटी इंस्टीट्यूट ऑफ मेशिकल साइंसेज एंि ररसर्ट सेंटर;

iv.

एसएमबीटी इंस्टीट्यूट ऑफ िेंटल साइंसेज एंि ररसर्ट;

v.

एसएमबीटी इंस् टीट्यूट ऑफ नर्सिंग; और

vi.

एसएमबीटी कॉलेज ऑफ़ दफ़श़ियोथेरेपी।

3. और जबदक, शिक्षा मंत्रालय ने यूजीसी की सलाह पर, एसएमबीटी, नाशसक, महाराष्ट्र के नाम पर शिशिष्ट श्रेणी के तहत सम

शिश्वशिद्यालय का िजाट िेने से पहले तीन ििट की अिशि के भीतर कुछ ितों को पूरा करने के शलए एसएमबीटी सेिाभािी ट्रस्ट को दिनांक

06.03.2026 को आिय पत्र (एलओआई) जारी दकया।

4. और इसके अलािा, एसएमबीटी सेिाभािी ट्रस्ट के प्रबंि ट्रस् टी ने दिनांक 09.04.2026 के पत्र के माध्यम से आिय पत्र में उशल्लशित

ितों के संबंि में अनुपालन ररपोटट प्रस्तुत की, शजसे बाि में सत्यापन और सलाह के शलए यूजीसी को भेज दिया गया। इसके अलािा, यूजीसी ने

सूशर्त दकया दक अनुपालन ररपोटट को उसकी शििेिज्ञ सशमशत द्वारा स्िीकार कर शलया गया था। यूजीसी शििेिज्ञ सशमशत की शसफाररि पर

आयोग द्वारा दिनांक 06.07.2026 को आयोशजत अपनी 598िीं बैठक (मि संख्या 2.15) में शिर्ार दकया गया और अनुमोदित दकया गया।

5. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की

सलाह पर, एसएमबीटी, नंिी शहल्स, िामनगांि-घोटी, नाशसक, महाराष्ट्र को उपरोि पैरा 2 में उशल्लशित संस्थानों से युि एक शिशिष्ट श्रेणी के

तहत एक सम-शिश्वशिद्यालय संस्थान के रूप में घोशित करता है। उि घोिणा शनम्नशलशित ितों के अध् यिीन है:

i.

प्रायोजक शनकाय द्वारा दिए गए सभी िर्नों का सम शिश्वशिद्यालय द्वारा सख़्ती से पालन दकया जाएगा।

ii.

यूजीसी और शिक्षा मंत्रालय की पूिट अनुमशत के शबना सम शिश्वशिद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की पररसंपशत्तयों या

शनशियों/राजस्ि का अन्द्यत्र उपयोग नहीं दकया जाएगा।

iii.

एसएमबीटी सेिाभािी ट्रस् ट के अंतगटत र्ल रहे अन्द्य सभी संस्थानों (अशिसूर्ना के पैरा 2 में उशल्लशित को छोड़कर) को मंत्रालय के

पूिट अनुमोिन के शबना एसएमबीटी (सम-शिश्वशिद्यालय), नाशसक, महाराष्ट्र के िायरे में िाशमल नहीं दकया जाएगा।

iv.

एसएमबीटी, नाशसक, महाराष्ट्र में संर्ाशलत दकए जाने िाले िैक्षशणक कायटक्रम यूजीसी और संबंशित सांशिशिक पररििों/शनकायों द्वारा

शनिाटररत मानिंिों और मानकों के अनुरूप होंगे।

v.

एसएमबीटी, नाशसक, महाराष्ट्र अपने पाठ्यक्रमों को राष्ट्रीय शिक्षा नीशत-2020 के अनुरूप बनाएगा।

vi.

छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशणक पाठ्यक्रम/कायटक्रम के अनुमोिन के निीनीकरण, छात्रों की प्रिेि क्षमता में संिोिन,

नए पाठ्यक्रम/कायटक्रम िुरू करने आदि के मामले में संबंशित सांशिशिक पररििों के सभी शनिाटररत मानिंि और प्रदक्रयाएं लागू रहेंगी

और एसएमबीटी, नाशसक, महाराष्ट्र द्वारा उनका अनुपालन दकया जाएगा।

vii.

एसएमबीटी, नाशसक, महाराष्ट्र यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार इस मंत्रालय और यूजीसी को एमओए

प्रस्तुत करेगा। इसके अलािा, जब भी आिश्यक हो, यह मौजूिा शिशनयमों के प्राििानों के अनुसार अपने एमओए/शनयमों को अद्यशतत

या पररिर्तटत करेगा।

viii.

एसएमबीटी, नाशसक, महाराष्ट्र यूजीसी और संबंशित सांशिशिक पररििों के शनयमों और शिशनयमों के अनुसार िुल्क संरर्ना का पालन

करेगा।

ix.

एसएमबीटी, नाशसक, महाराष्ट्र इस मंत्रालय के राष् ट्रीय संस् थागत रैंककंग फ्रेमिकट (एनआईआरएफ) द्वारा जारी िार्िटक भारतीय रैंककंग

में भाग लेगा।

x.

एसएमबीटी, नाशसक, महाराष्ट्र को एकेिशमक बैंक ऑफ क्रेशिट (एबीसी) अशनिायट रूप से बनाना होगा, अपने छात्रों की पहर्ान

(आइिेंरटटी) करनी होगी, उनके क्रेशिट स्कोर को शिशजटल लॉकर में अपलोि करना होगा और यह सुशनशित करना होगा दक ये क्रेशिट

स्कोर एबीसी पोटटल पर प्रिर्िटत हों और समथट ई-जीओिी को अपनाएगा।

No. 9-1/2026-U.3(A): Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed

to be University.

2. And whereas, an online application dated 15.05.2025 was submitted by the Sau. Mathurabai Bhausaheb Thorat

Sevabhavi Trust (SMBT Sevabhavi Trust) on the UGC’s Portal for grant of Institution deemed to be University status under

distinct category in the name of SMBT, SMBT Educational Campus, Nandi Hills, Dhamangaon-Ghoti, Nashik, Maharashtra

consisting of the following institutions:

i.

SMBT College of Pharmacy;

ii.

SMBT Ayurveda College & Hospital;

iii.

SMBT Institute of Medical Sciences & Research Centre;

iv.

SMBT Institute of Dental Sciences & Research;

v.

SMBT Institute of Nursing; and

vi.

SMBT College of Physiotherapy.

3. And whereas, Ministry of Education, on the advice of UGC, issued Letter of Intent (LoI) dated 06.03.2026 to SMBT

Sevabhavi Trust for fulfilment of certain conditions within a period of three years before conferment of Institution deemed to

be University status under distinct category in the name of SMBT, Nashik, Maharashtra.

4. And further whereas, the Managing Trustee, SMBT Sevabhavi Trust, vide letter dated 09.04.2026, submitted

compliance report in respect of the conditions mentioned in the LoI, which was then forwarded to UGC for verification and

advice. Further, UGC informed that the compliance report was accepted by its Expert Committee. The recommendation of

UGC Expert Committee was considered and approved by the Commission in its 598^th meeting (Item No. 2.15) held on

06.07.2026.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on

the advice of the UGC, hereby declares SMBT, Nandi Hills, Dhamangaon-Ghoti, Nashik, Maharashtra as an Institution deemed

to be University under distinct category consisting of the institutions mentioned in para 2 above. The said declaration is subject

to the following conditions:

i.

All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii.

There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent

teaching units, without prior permission of the UGC and Ministry of Education.

iii.

All other Institutions (except as mentioned in para 2 of the Notification) running under SMBT Sevabhavi Trust shall

not be included under the purview of SMBT (Deemed to be University), Nashik, Maharashtra without previous

approval of the Ministry.

iv.

The academic programmes to be offered at SMBT, Nashik, Maharashtra shall conform to the norms and standards

prescribed by the UGC and the Statutory Councils/Bodies concerned.

v.

SMBT, Nashik, Maharashtra shall align its courses with National Education Policy-2020.

vi.

All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students,

intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of

students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by SMBT,

Nashik, Maharashtra.

vii.

SMBT, Nashik, Maharashtra shall submit MoA in accordance with UGC (Institutions Deemed to be Universities)

Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its

MoA / Rules, as per the provisions of the prevailing Regulations.

viii.

SMBT, Nashik, Maharashtra shall follow the fee structure as per the Rules and Regulations of the UGC and relevant

Statutory Councils.

ix.

SMBT, Nashik, Maharashtra shall participate in annual Indian rankings issued by National Institutional Ranking

Framework (NIRF) of this Ministry.

x.

SMBT, Nashik, Maharashtra shall compulsorily create Academic Bank of Credits (ABC), identities of their students

and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt

Samarth e-Gov.
